Southern Tier Harness Horsemen's Association

Donates to Local Food Bank The holiday season was a little

brighter for hundreds of area families

thanks to the generosity of the Southern

Tier Harness Horsemen’s Association.

The group, whose members compete

at Tioga Downs, made a $10,000 dona-

tion in December to the Food Bank of

the Southern Tier, which serves a six-

county region in and around Tioga

Downs.

“This donation has become a yearly

tradition for our organization and we are

thrilled to support the Food Bank espe-

cially during the holiday season,” said

Guy Howard, president of the

S.T.H.H.A. “We have a great working

relationship with Tioga Downs and Jeff

Gural, and since they are such strong

supporters of the Food Bank, we are

happy to follow their lead and join them

with our support.”

The ninth season of live racing at

Tioga Downs is scheduled to begin on

Kentucky Derby Day, May 3, 2014

(pending regulatory approval).

Thanks to grant money from the

Floyd Hooker Foundation, the Owego

Gymnastics and Activity Center at 748

Rt 38 in Owego bought new equipment

that has improved the Center’s Kids R

Special program which is devoted to

helping children with special needs en-

joy movement, strength, flexibility, and

fun. One piece of equipment is a harness

attached to a special pulley system so

children who could not pull themselves

up the rope can go all the way up.

wood, two of the

gymnasts in the Kids

R Special program,

this was very excit-

ing. Shoen, who is

diagnosed with a

speech and language

disorder, also has

trouble with motor

planning. “Doing any

type of gymnastics

activity is great to

help improve this”

says her mother,

“especially rope

climbing which she

could never do on her

own.” Lockwood,

who has been bound

to a wheelchair since

the age of two due to

a car accident that left

her with spinal cord

damage, is able to

work on her strength and flexibility.

With the new harness she is able to real-

ly work her muscles and climb all the

way to the top of the rope. Both children

were all smiles as they tried out the new

harness.

With the grant money the Center also

bought inflatables which will be easier

for children with special needs. The in-

flatables are available for programs/

ing, you might need a blender or immer-

sion blender for a creamy or puréed

soup. And a good soup ladle will come

in real handy for serving.

• Start With Flavorful Liquid Most

soups are so much fun to make; they

remind me of the building blocks I use

to play with when I was a kid. General-

ly, we start our soups with water, but

depending on what kind of soup it is we

could end up using a homemade broth or

stock preferably verses store bought

soup bases. And sometimes we could

use a wine or milk. Please keep in mind

that broth soups are usually a healthier

choice than cream soups that are made

with butter, flour and milk.

• Season Carefully Seasoning soup

can be a little tricky, especially the salt.

All manufactured soup bases are high in

sodium and so are most canned veggies.

And if you are using homemade broth/

stock and fresh veggies you still need to

be aware of the amount of salt you’re

using. The moral of the story is you

could use too much or not enough, so

the trick is to add a little at time. That is

why you see many recipes say “salt to

taste”. • Adding Flavor Cooking fresh veg-

gies like celery, carrots, onions, leeks

and garlic should be done before adding

the liquid. In most cases this will only

take a few minutes and will release more

flavor and soften up the veggies for

chewing or blending. After cleaning the

veggies remember to chop in uniform,

bite-size pieces.

• Wow Your Soup With Freshness Now we are almost done, let’s kick it up

a notch with a fresh herb, a dollop of

sour cream or yogurt. This would be the

right time to add a crunch, something

not cooked. • Last Step, Garnish It will always

add a special flare and give your soup

that professional look to go the extra

mile and add a proper and attractive

tasty garnish. The best advice I can give

you is, use your imagination. There are

gazillion ideas out on the Internet.

women, and children have joined the St.

locks in support of childhood cancer

Fallen Firefighters Golf Tournament - June 7

The Owego Fire Department will

host the 2nd Annual Owego Fallen Fire-

fighters Memorial Golf Tournament on

June 7 at the Links at Hiawatha Landing

in Apalachin. A new, interactive website

at www.OwegoFireGolf.com allows

teams and sponsors to register and pay

online to participate in the tournament.

The website honors Owego’s five Fallen

Firefighters, provides information about

the tournament, and highlights sponsors.

The monies raised from the tourna-

ment support two important causes: a

$2,000 scholarship for a graduating

Owego Free Academy senior pursing

further education in a first responder

field and the building/operating costs for

the OFD Training Facility. Owego Fire-

fighter Lowell Hines was the 2013

scholarship recipient.

The tournament is held in honor of

Owego Fallen Firefighters Matt Porcari

(LODD 2013), Steve Gavin (LODD

2003), Richard Beck (LODD 1993),

Winfield Knapp (LODD 1965) and Roy

Wiltse (LODD 1938).

Teams are encouraged to register for

the tournament early as the field of 65

teams filled up quickly last year. Regis-

tration is now open online. Paper regis-

trations (forms can be downloaded from

the tournament’s website) and payment

by check will continue to be accepted.

Sew What? Basic Sewing Course for Youth On December 30, 2013, the Hoof &

Claw 4-H Club kids met to work on

quilting projects. They learned to use the

sewing machine, and some useful sew-

ing tricks, and sewed starter projects as

practice before making bigger projects.

that they can actually use at home and

everyone had a great time sewing.

How to Show Local Support for Tioga Downs by LeeAnn Tinney Director of Economic Development and Planning

The controversy surrounding the

placement of a fully licensed gaming

casino in the Southern Tier region

has more than a little in common

with the Gold Rush of 1849. Tioga

Downs, the Southern Tier Region’s

“Sutter’s Mill”, is in danger of being

overrun by ’49ers looking to stake

their claim. Tioga Downs is some-

thing like the first gold nugget dis-

covered at Sutter’s Mill. It has al-

ready staked its claim to a Southern

Tier Region gaming license based on

a proven record of competence, val-

ue and integrity.

Among the late arrivals to the

Southern Tier's gaming Gold Rush

are Traditions at the Glen, Vista

Hospitality Group and Wilmot Casi-

no & Resort who have announced

their intentions to make a bid for a

local gaming license. Tioga Downs'

strong record and the arrival of these

"claim jumpers" have many people

asking the questions, “What happens

next?”, “What are the awards based

on?” and, most importantly, “How

can we help?”

What Happens Next?

Now that the voters of the State

of New York have passed Proposi-

tion One, an amendment to the New

York State Constitution authorizing

casino gaming, the process of select-

ing the Southern Tier Regional site

will begin shortly in accordance with

legislation enacted during the 2013

legislative session.

The Constitutional amendment

allows up to seven private casinos

across the state. Under the Gaming

Legislation, however, the New York

State Gaming Commission is only

authorized to award up to four gam-

ing facility licenses in three specified

regions located in the upstate zone:

the Catskills, Southern Tier, and

Capital Region. While the Commis-

sion is authorized to award up to two

licenses in a region, it may do so in

only one region. It is widely antici-

pated that the Commission will li-

cense two casinos in the

Catskill region, and one in

each of the other two re-

gions.

Under the Gaming Legis-

lation, the Gaming Commis-

sion is required to name a

five-member board, to be

known as the New York

State Gaming Facility Loca-

tion Board which will conduct a

“competitive” selection process in

accordance with the Gaming Law’s

detailed requirements. The Gaming

Facility Location Board will issue a

Request for Proposal for the casinos

in early 2014. The selection process

is expected to last for most of 2014.

Once granted a license, casino opera-

tors have 24 months in which to

commence gaming activities.

What is the Basis for the Awards?

The Gaming Law’s requirements

include assessments of competence

and character, the demonstration of

local support, the level of capital

investment and, the degree of labor

peace are among the most important

factors. In addition, the determina-

tion of the Board of whether an ap-

plicant is eligible for a gaming facili-

ty license is to be weighted by 70%

based on economic activity and busi-

ness development criteria, 20%

based on local impact and siting fac-

tors and 10% based on “workforce

enhancement” factors. Each of these

factors, as well as the other require-

ments for licensure are subdivided

into numerous individual criteria,

each significant in their own right.

The application will be a complex

and intensive process that must be

borne primarily by the potential ap-

plicants. However, one should note

that part of the application includes

demonstration of local support. This

Tioga Downs Casino

While I would love to see a

thousand jobs created in Johnson

City as a result of Traditions at the

Glen getting a casino license, the

simple fact that is that there are not

enough people in the area to support

a casino and a racino 25 miles apart.

At Tioga, we currently do $60

million of slots revenue, and, in Mr.

Walsh’s letter, he thought together

we could do $165 million. I find it

hard to believe that anyone really

thinks that there is another $105

million of casino business in the

Binghamton area. Our own

projections only show an increase of

between $30 million and $40

million. It should also be noted that

Mr. Walsh references Batavia

Downs and the fact that they co-exist

with the Seneca’s, which is true;

however, he fails to mention that

there are 2.2 million people living

within 50 miles of Batavia Downs

while there are only about 800,000

people living within 50 miles of

either Tioga Downs or Mr. Walsh’s

location. That makes a big

difference. At Vernon, where we

compete with Turning Stone, which

is only about ten miles away, our

slots revenue is only $40 million.

The other error in Mr. Walsh’s

analysis is his contention that our

current gaming tax would decline

from 68% to 37%. I wish that were

the case, but, in reality, our gaming

tax would only decline about 5%,

which would not offset the

approximate $20 million decline in

revenue that even Mr. Walsh

projects for Tioga. One additional

concern is that, while we are arguing

amongst ourselves, there is a third

potential licensee up in Tyre, which

is in Seneca County, and they could

be a strong contender for a license

and we would end up with nothing

down here where we desperately

need more jobs. Obviously, the

Governor has set up a process and

hopefully we can convince the Site

Selection Committee that we have

the best proposal but the argument

that 1 + 1 = 3 is unfortunately

incorrect.”

Two revolutionary era documents

will be on display as the Early Owego

Antique Center, at the corner of Lake

and Main Streets in Owego, celebrates

its First Anniversary.

On display and for sale will be a

diploma declaring William Barret of

Virginia a member of the Society of the

Cincinnati, signed by General George

Washington and General Henry Knox at

Mount Vernon on March 1, 1787. The

diploma is to be offered at $10,000.

Also, an Appointment of Elijah

Putnam to the Militia of Massachusetts,

signed by John Hancock, Governour in,

1790, will be offered at $7500.

Early Owego's anniversary

celebration will be held Valentine's

weekend, Feb. 15 and 16. There will be

live music both days 12-3 pm, drawings

for gift certificates on the hour from 12-

4pm, and a mid-day appearance by Dr.

Crispus Rumex, herbalist and Snake Oil

salesman, who will offer potions and

elixers to ward off the glum of winter.

Blaze Coins will offer a drawing for

1oz. silver bars, entries for which will be

accepted all week prior to the event.

3rd Annual Field, Hearth & Home Show - Mar 15 The Tioga United Way and Tioga

County Chamber of Commerce will host

the third year of the Field, Hearth and

Home Show on Saturday March 15 with

expanded hours from 9am to 9pm.

The focus will be on the activities of

families when they are not at school or

work: hunting, fishing, quilting, specialty

farm products, home remodeling, wood-

carving, sporting goods, camping, fab-

rics, soap making, gardening, etc.

There is still space available for new

A Pancake Dinner will be held on

Friday, February 28, starting at 4:30 pm,

at the United Methodist Church in

Nichols.
