The instructional focus for CLE is to have students show growth in critical thinking through the development of vocabulary as measured by a greater percentage of students meeting or exceeding their targeted growth goals standardized district assessments.

Cedar Lane Elementary offers an exciting learning environment for students in grades 1-5.

At Cedar Lane, the staff implements consistent and developmentally appropriate curriculum and methodologies to meet the needs of all students. Our classroom teachers are skilled at providing differentiated instruction, a process that guarantees all students will be challenged to learn at their own levels - beginning, developing, and expanding. We emphasize positive behavior support and maintain a climate where students and staff feel safe and valued. Technology is an important part of all we do. Television monitors, located in each room, are used to present a morning news program and positive behavioral messages from the principal and other staff members. Teachers use the monitors to present multi-media lessons and for demonstration purposes. Most important of all, computers in the classroom and the computer lab are used for hands-on learning and exploration. Parents and guardians are important partners in the learning process. We have an active PTA and encourage volunteer involvement at all levels in our school.

Professional Qualifications of TeachersParents have the right to know the professional qualifications of the classroom teachers who provide instruction to their children. Federal law allows parents to request certain information regarding Delaware licensing and certification requirements, the teacher’s major area of study and advanced degrees, and the qualifications of our para-educators. This information can be accessed through the Delaware Department of Education website address: http://deeds.doe.k12.de.us. Click on the parent/general user group, click on educator and then click “search”. Scroll down for the information. Click on “profile” to view the educator’s profile. Parents without access to a computer may use one at their child’s school by first contacting the school’s main office.

Cedar Lane Elementary is proud to have a highly qualified, well trained staff prepared to work with children of all levels and areas of need. We take great care to place students in homerooms where they will flourish. As a policy, we do not accept requests for specific homeroom teachers. If you feel that information regarding your child would help us to make the best placement, please submit a letter or email sharing that information.

Academic Requirements

Appoquinimink School District Grading ProceduresGrading

Please note that assignments will be graded and recorded in a reasonable amount of time. Major projects and papers require a longer timeline for grading. Questions about grades should be directed to your child's teacher using email links provided on the HAC site.

Final grades are determined by teachers using both objective and subjective criteria. Grades shown in Home Access Center may not reflect your child's final grade until all scores are verified and posted by the school office.

Progress Reports will be available online at the mid-point of the marking period. Report Cards will appear online approximately one week after the end of the marking period.

Home Access

Home Access is a web-based database for student information (grades 3-5) including grades, homework and other information. Parents of children in grades 3-5 must have their own user name and password. The link is http://hac.doe.k12.de.us.homeaccess/ Call Lynn Guise in the Main Office at 302-378-5045 to obtain your user name and password.

The Appoquinimink Public School District is pleased to offer parents/caregivers of Grade 3-12 students access to their student's schedule, attendance, assigned class work, grades, and more through a web-based application called the Home Access Center (HAC).

The system is available 24 hours a day, seven days a week, except during routine maintenance periods.

Password-secured information can be accessed from home, work, or any computer equipped with internet access.

E-mail links are available throughout the center so parents can communicate easily with teachers and school officials.

Log onto into the Home Access Center here: http://hac.doe.k12.de.us/homeaccess Under "Select a District" make sure that Appoquinimink School District appears. Enter your username and password and click "Log In."

Confidential username and password information is sent home at the beginning of the school year. If you do not have your username or password, please contact the main office at the building your student attends.

Homework:District Policy and Procedures:Homework is to be assigned to students of all grades and ability levels on a regular basis. It is to be an extension of classroom instruction and must directly relate to the prescribed curriculum and state standards. Homework should be constructive, positive, and reinforcing. It should extend knowledge and skills in the subject area. It should not be assigned as busy work or punishment. The purpose of the assignment should be made clear and adequate directions provided so students are able to proceed independently. It is district procedure that homework assignments in elementary school are not calculated into a student’s grade. Students should be assigned homework as a means to help develop good study habits, promote positive attitudes toward school, and reinforce the idea that learning takes place outside the school as well as inside school. Elementary student assignments should be brief and should involve materials commonly found in the home. The suggested time allotment for elementary school children is one to three assignments taking a total of 15 to 45 minutes or less per day depending on the age of the student. Homework will be reflected in the Weekly Progress Report and the Skills for Successful Learners section of the report card. Rubrics are included in the back of the student handbook and will be available to view upon request through your child’s teacher.

Common Core

Teachers in the Appoquinimink School District and Cedar Lane Elementary will implement curriculum as prescribed by Common Core Standards and state and district curriculum documents under the guidance of the district curriculum supervisor. The Common Core State Standards (CCSS; Corestandards.com) is a nationwide initiative that promotes a unified set of K-12 educational standards for the teaching of English language arts and math. CCSS is meant to decrease educational disparities between the states and lay out “clear” expectations about what students in a given grade should know in these two crucial subjects.

The Common Core State Standards will impact student learning through improved instruction and clarity of purpose between educators, students and parents. The standards will result in more students having powerful, engaging and challenging learning experiences that can prepare them for success in college and careers.

Learning Focused Strategies (LFS)

Cedar Lane Elementary and Appoquinimink School District follow the LFS curriculum model. LFS is a model that aides teachers in keeping their lessons extraordinarily effective and engaging. LFS lessons require students to apply Higher Order Thinking strategies and processes effectively, strategically and independently. It provides all students with relevant support and challenge based on individual needs. It also assists school leaders in providing high levels of support and accountability to all teachers.

Attendance

Arrival Time

Students who walk or who are being driven to school should not arrive prior to 8:30 am. Any students arriving earlier than 8:30 may need to wait outside until that time. The school does not have supervision for your child prior to 8:30 am.

Homeroom Procedures1. All students are to be in their homerooms by 8:40 am. Students who arrive after

8:40 am must be signed in by a parent/guardian.2. Daily homeroom activities/announcements will be conducted in the first five to ten

minutes of class.

Attendance PolicyAttendance is compulsory for those between the ages of 5 to 16. The district shall comply with all attendance laws and regulations of the state. Students who are absent for 4 or more cumulative hours for one day will be marked as absent for the day. The following conditions only will result in an excused absence. Listed on page 3 of Agenda Book

1. Illness of the student.2. Medical diagnosis and/or treatment.

3. Death in the immediate family; funerals or other relatives or close friends, not to exceed one day in the locality or three days if outside the state.

4. Contagious disease in the home of the child subject to regulations of the Division of Public Health, Department of Health and Social Services.

5. Legal business requiring the student's presence.6. Suspension or expulsion from school.7. Observance of religious holidays.8. Approved college visits during the junior or senior year.9. Authorized school-sponsored activities.

Student Absences If your child is ill, please keep him/her at home. A note explaining the reasons for absence, signed by the parent or guardian is required for all absences upon return to school. The attendance clerk (Mrs. Guise) will mark the absence excused or unexcused. If no note is presented, the absence will be unexcused. Notes need to be sent in within 5 days of the absence, there are no exceptions. For all notes, please indicate your child’s first and last name, homeroom teacher, date of absence and reason. If there is no reason stated, the absence will not be excused. No phone calls will be accepted for excuse information. To save you time and work, absences can be submitted electronically at http://www.apposchooldistrict.com/apps/forms2/?f=2164. When you hit the "send" key, the message will automatically be transmitted to the attendance secretary at your child's school.

Note: Requests for early dismissal or extended absences must be made in advance. Permission will be granted in accordance with the policy of the school and district.

Excessive AbsencesThe attendance clerk, school nurse, school counselor and administration will monitor absences and will refer cases of excessive absences to the District Social Worker.

Late to School

The same reasons acceptable for excused absences shall also apply to students reporting late to school. Students arriving late to school must be accompanied into the building and signed in by an adult. It is the responsibility of the parent to present a note explaining the lateness to the school secretary, who will issue a pass admitting the student to class. A note from the family doctor or dentist will be accepted. If no note is presented, the lateness will be unexcused.

Early Dismissals

Whenever a child is to leave the school early, to leave in a different manner than usual, or to remain at school for some event, a note from the child’s parent must be sent to school, including telephone number and reason for the early dismissal. The note is submitted to the homeroom teacher on the morning of the early dismissal.

Note may be verified by telephone between 9:00 and 11:30 am. Students will not be dismissed without written permission from a parent. Students leaving school early must be signed out and picked up from the main office. Photo identification may be required when picking up children from the school. Please do not go to the classroom to pick up your child. Parents should park in the main lot, not the bus loading area. Students needing an early dismissal should be picked up by 3:15 pm.

Reasons accepted for an excused absence or lateness shall be accepted for early dismissals. Other reasons shall be termed unexcused unless approval by the principal for extenuating circumstances. Students who are not signed out with an approved early excuse will be recorded as an unexcused absence.

Make Up Work

A student may make up and receive a recorded grade for work missed due to an absence. Students returning from absences will have an equal number of days to complete make up work. Teachers will advise and assist students in completion of missed work. Please give teachers a minimum of 24 hours notice prior to picking up school work.

Change of Address/Phone Number

Please inform the school office immediately if there is any change in your address, home phone number or work location. We must have updated information to be able to contact you in case of emergency.

Health or Accident Procedures

Your child’s health is very important. Please be sure your child is dressed to meet the weather conditions, i.e., coats, boots, gloves, etc., with a name label in each. It is assumed that a child well enough to participate in normal school activities, including outside recess or physical education, unless a doctor’s statement informs the school of restrictions. The nurse will periodically check the physical well-being of your child’s eyes, ears, skin, scalp, teeth, etc. If problems or concerns arise during the screening process, the nurse will report such findings to you.

A full-time nurse is on duty at Cedar Lane to handle health/ medical emergencies that may arise and to supervise state mandated health testing. Parents are urged to notify the school nurse of any special health problems or required medications a student may have to take. If a student needs medication while at school, the school must have a statement of permission signed by a parent/guardian and filed in the nurse’s office. Medication of any kind may only be taken under the supervision of the school nurse and with written approval from a doctor and/or parent. All medications, including over-the-counter medications must be kept in the nurse’s office. All prescription medications must be given to the nurse in the original containers.

Medication

Students are not permitted to take medication of any kind in school unless that medication is given by the school nurse. Prescriptions and non-prescription medication may be administered by the school nurse during school hours, utilizing the instructions outlined in this policy. Whenever possible, medication should be administered at home.

If your child needs to take medication during the day, these instructions must be followed:

1. The parent/guardian should bring the medication to and from school.2. When it is necessary to send medication with your child, you must send a note or call the

school nurse to convey the required information concerning the medication.a. The medication must be in the original container, with attached prescription label,

if applicableb. The parent must include in the note or phone call the following information:

i. Name of medicationii. Amount of medication (quantity of pills or liquid)

iii. Dosage of medicationiv. Time of administrationv. Reason for medication

c. Whenever medication is sent with the student, a note or phone call must accompany the request each and every time. Forms will be made available in the nurse’s office.

d. Upon arrival at school, the nurse will verify the quantity of pills or liquid. If a discrepancy is encountered, the parent will be notified by the school nurse as soon as possible.

e. Cough drops are considered medication and must be administered by the nurse. f. For those students on a medication regimen year after year, a new physician’s

order is mandatory at the beginning of each school year.If you have questions, please contact the school nurse.

Only employees licensed to practice professional or practical nursing under24 Delaware Code, Chapter 19, are permitted to administer medication

Visitors/Volunteers:Parent support and participation is a key component to the success of Cedar Lane. We welcome and encourage volunteers to work in our school. Volunteering can be exciting and rewarding and is an excellent way of showing your child that you are interested in his/her school.

Visitors/Volunteers must report to the office to sign in on the computer and get a badge. Any visitor/volunteer without a badge will be directed to the office. Please notify the office immediately as to the presence of an unregistered guest.

All volunteers must be trained before volunteering. Training sessions will be offered in September. Once volunteers are trained they may work in classrooms or the library. The staff workroom/lounge will be open for volunteers to make copies or laminate from 9:00-10:50 and 1:45-3:35. The staff workroom/lounge will be closed to volunteers from 10:50-1:40 for teacher lunch times.

Volunteers:1. All volunteers must complete the Volunteer training provided at the beginning of the school

year. 2. Visits must be pre-arranged with the teacher/staff member for whom you are volunteering.3. Volunteering efforts should not be centered on your child and/or children.4. All volunteers need to sign in at the main office. You will create a badge and your badge

must be worn during the time of your visit.5. Contact the PTA, the Main Office, Librarian, Administration and/or your child’s teacher for

information regarding volunteering.

Parent/Guardian(s):1. Observations of your child’s classroom need to be pre-arranged with your child’s teacher.2. When observing, remember to sign in at the Main Office and obtain a visitor’s pass.3. Refrain from interrupting or speaking to the teacher during the observation. If you need to

speak to the teacher set up a non-instructional time to conference with him/her.

Visitors:1. Visitors must sign in at the main office. A visitor’s pass will be given to you at this time. The

pass must be worn and visible during the time of your visit.2. Tours of the building can be set up through the main office. If you wish to tour the building,

contact the Main Office and it will be scheduled for you.

Due to safety restrictions on public schools, infants, toddlers and children not enrolled in our elementary schools may not accompany a parent to classrooms, field trips and/or play activities during school hours.

BREAKFAST/LUNCH: Cost and Services

Cafeteria service is provided for all students. Children may buy breakfast or lunch or bring lunch from home. The cost of breakfast is $.80 for students and $2.00 for adults. The cost of lunch is $1.50 for students and $3.50 for adults.

Our cafeteria utilizes a computerized cash register system and your student will be provided with a confidential PIN number at the beginning of the school year to use when they go through the serving line. All students must use this PIN when making any cafeteria purchase. All students must know their numbers (the number will stay the same as long as the student attends Appoquinimink School District). Students who forget lunch money should charge lunch in the cafeteria.

Applications and explanations for free and reduced lunches will be distributed to students at the beginning of the school year. All children will have to pay for lunches until the signed application forms are returned to Susan Pascoe (Cafeteria Manager) and processed.

Our district also has available the option for families to pre-pay for school meals via PayPAMS. By signing in on your computer to PayPAMS.com you may prepay for your child’s meals from the convenience of your home or office.

Harassment

The Appoquinimink Board of Education believes that every employee, student, contractor, parent, or other person having contact with Appoquinimink School District should be treated at all times with appropriate courtesy, respect, and consideration by all other people employed or associated with our District. It is our policy that all persons be treated with civility and fairness, and that all employees/students be provided with the opportunity to teach/learn in an environment conducive to effective teaching and learning, characterized by mutual respect and free from intimidation, hostility, and harassment as defined by our policy. Appoquinimink School District strongly disapproves of harassment on any basis prohibited by this policy or our Equal Opportunity policy. Any member of the school community who believes that unlawful harassment of a student has occurred, or is occurring, may make a complaint of unlawful harassment. All allegations should be reported immediately to Assistant Principal Kim Gibbs at (302) 378-5045.

TITLE IX

Fire Drills

The school is required by law to conduct fire drills. When the alarm sounds, all staff, students and volunteers must exit the building in orderly manner. Directions for exiting each area are posted near the classroom door and reviewed at the beginning of the school year by staff. Once outside, students must follow all emergency directives from staff members. Staff and students are not permitted back into the building and must remain in a line until it is indicated all is safe. Administration/staff will verbally announce the approval to re-enter the building. Drills will be held once each month, without warning, as the law requires.

Lockdown Drills

Lockdown drills will be held at least twice a year. All staff are expected to keep their classroom/office doors locked at all times.

Crisis Plan

In the event of severe weather, tornado, hurricane or other natural disaster or an unplanned event, an announcement will be made to provide instructions. An emergency announcement will go out via the School Messenger notification system. Please make sure that your phone numbers are current in our school records.

Community Notification

The police are responsible for notifying the community of sex offenders in the area. This information is available on the Delaware State Police web site (www.state.de.us/dsp/sexoff). By law, all adults or juveniles who are convicted or adjudicated of specific sex offenses are registered. Please note that not all sex offenders are child predators or pose a threat to children.

School districts and charter schools must keep notifications of registered sex offenders received from the police in a binder in each school. They must follow guidelines for distribution of notifications they receive. The guidelines will be available on the Internet (www.doe.state.de.us or www.state.de.us/kids).

The included notification may assist you in protecting your family. It is best that only parents and guardians share this information in an age appropriate manner with their child or children so that the child will understand appropriate actions for their safety.

Parents and guardians should use this information in an age appropriate way that helps children with personal safety but does not overwhelm the child. Prevent Child Abuse Delaware, a local nonprofit agency, has developed a list of safety tips to assist parent/guardian in helping their child feel safe:

Review safety rules for your home – tell your child not to answer the door when you are not home and establish a plan for answering the telephone.

Make a list with your child of three safe grown-ups he/she can talk to if afraid or in trouble and you are not there.

Talk with your child about what places are safe to visit in your community and which are not.

Review with your child the four private places which are the mouth, the breasts, the genitalia, and the buttocks. Explain that no one should touch these places unless they are helping to keep the child healthy (exam by a doctor) or clean (bathing).

Encourage your child to tell you if someone talks to or touches him/her in a way that makes them feel bad or that he/she doesn’t like.

Encourage open discussion with your child about his/her willingness to talk to grown-ups in your family about the things that bother him/her.

Determine if your child knows that the grown-ups in your family will listen to him/her. Ask yourself honestly if this is true. Do you and other adults in your family really listen to the children in your care?

Tell your child that it is not the child’s fault if someone tries to bother him/her or touch him/her in a way they don’t like.

Let your child know how special you think they are, encourage him/her to think of themselves as a person worthy of respect, who also respects others. Treat and talk with your child in a way that conveys your respect.

Do not post this notification publicly or where non-family members may see it. Remember it is best for children to get this information from their parents and guardians.

Do not take any action that may in any way harm or harass the offender, the offender’s family, household members or employer. Do not attempt to harass the offender or make unsolicited, unwanted contact. If you believe anyone is a physical threat to you or children in your care, please contact the local police.

Fundraising

The administrative team must approve all fundraising.

Field Trips

All CLE and Appoquinimink School District policies and expectations are in effect while on a field trip. Field trips are considered an extension of the classroom. The educational value of all field trips will be maximized by careful preplanning and

follow-up activities in the classroom. The cost of trips is usually paid by the students’ parents. Financial hardship should never prevent a student from going on a trip. The student is responsible for all missed work.

Snacks

Snacks are at the teachers’ discretion. Teachers may or may not allow snacks or drinks in the room. If allowed and the student abuses the privilege, it will be revoked. If the teacher does allow snacks, they should be healthy snacks. Sodas are not allowed. Please see the district’s healthy snack guidelines for suggestions.

Parties

To maximize the instructional day, birthdays will not be celebrated at school. Please do not send birthday snacks, etc. for the class. Party invitations should not be sent to school for distribution. Classroom listings and contact information cannot be shared.

CLE Discipline Procedures

Please refer to the Appoquinimink’s Student Code of Conduct for a description of what behaviors are violations of the Student Code of Conduct.

Level 1’s are typically handled by the teacher the first time-PBS/Leader in Me Expectations-Buddy Teacher-Item Confiscated-Teacher reprimand-Teacher/Student Conference-Think Sheets- a copy will be sent to parents to sign & return-If persistent behaviors occur administrators will be notified

Level 2, 3 & 4’s are reported in home access as a referral and will be dealt with by administration.

Importance of RecessRecess promotes social and emotional learning and development for children by offering them a time to engage in peer interactions in which they practice and role play essential social skills. Although not all children play vigorously at recess, it does provide the opportunity for children to be active in the mode of their choosing and to practice movement and motor skills.

Recess and its Effect in the ClassroomSeveral studies demonstrated that recess, made children more attentive and more productive in the classroom. This finding was true even though, in many cases, the students spent much of their recess time socializing. In fact, a student’s ability to refocus cognitively was shown to be stimulated more by the break from the classroom than by the mode of activity that occurred during that break; any type of activity at recess benefited cognitive performance afterward.

Please note that all students will go outside for recess except on extreme (hot/cold) weather days. If your child cannot go outside for any reason please send a doctor’s note to your child’s teacher and/or the school nurse.

Parent Guide to Skills for Successful Learners

This year your child will receive grades in his/her weekly folder and on the report card in an area called skills for successful learners. The purpose for assessing skills for successful learners is to communicate the processes used to meet established learning goals. These skills are essential to prepare your child to be a 21st century learner and to be college and career ready.

Attached are the rubrics that will be used to assess these areas as well as a brief description of what is being measured. Each of these areas is assessed using the following grading key: O = outstanding S = satisfactory I = inconsistent N = needs improvement
