1 Results of community questionnaire May 2015 Community Led Plan Questionnaire The Results Introduction All Parishes have been encouraged to produce a Community Led Plan to enable those that have to make decisions, to do so in the interests of the residents of the areas concerned. Following a public meeting held some two years ago work on the Plan was held up due to other priorities but was resumed at the start of this year, and Oving and Pitchcott residents were consulted by means of a questionnaire. Questionnaires were delivered to 193 houses in Oving and Pitchcott in March 2015 with a request that they should be completed and returned within 14 days. It was made clear that individual answers would be kept confidential but the collected results would made public. Of these questionnaires, 84 were returned (44%) - a high return for voluntary exercises of this nature. Most were fully completed with a small number completed in part. The questionnaires were opened in public and the results are set out below. Most questions required boxes to be ticked and this enabled the results to be expressed as numbers and percentages. Some required written answers, and these individual comments have been listed after the statistics. It is now open to anyone to use these statistics and answers if needed, to assist in the preparation of plans for the future. This applies not only to the organisations directly mentioned but to any organisation or resident who may find them useful. It is intended that a presentation of these results will be made at the Annual Parish Meeting on Tuesday 9 th June at 8 pm in the Village Hall. After that it is anticipated that a Community Led Plan will be prepared and made public.

Black Boy Pub

The Black Boy has served the village for centuries and has recently reopened, once

again providing a social hub in Oving. Village pubs greatly contribute to the

community life of a village but modern trends means that many are at risk of closure.

The Recreational Ground

The Recreational Ground is a valuable village asset, providing dedicated public space

in the heart of our community. At present it hosts the Football Club, Tennis Club,

regular Running Sessions, lots of informal activities and the modern Children’s

Playground.

At weekends the car park is often full with the result that vehicles park along

Village Hall We now have a new Village Hall, which was opened in June 2014. Although the

building is finished, there are still a number of items required to make it even

better. For example, proper signage and internet connection, plus better lighting in

the car park.

Oving Bulk Buying Schemes and Allotments

Both bulk buying to reduce prices and cut down on delivery costs, and the move to

growing your own food have become increasingly popular. Oving already has areas

of allotments, and a popular oil bulk buying group.

Factors to Encourage use of The Black Boy

Events, special food nights, themed nights.

Changing the menu regularly. Quiz. Village events held there. Regular advert in the Newsletter. Good value pub grub. Morning coffee. Not sure what the new owners are doing. Cheaper drinks/food. Better hospitality shown by the bar staff, landlord etc. Poor at the

moment. Good food. Children’s menu / children welcome. Serving food after 8pm! – especially when half empty!

More child-friendly. Quiz nights, musical evenings, a football team. Good quality food at reasonable prices. Theme nights. Real ale / Belgian beer. Weekend music events but not high entrance fees. Decent food! More events like community lunches, quizzes etc. Good food. Tasteful dining room. We are so happy that it is open and selling pub food. Special rates. Perhaps a village night once a quarter. Improved menu. Reasonable priced products without detriment to profit margin. Prices

have been excessive in the past. Hot plates for food. Well cooked food.

Improve the décor. Theme night.

Welcoming children. Children’s menu. Coffee mornings once a week while they set up for the lunchtime

service. Some events perhaps but not to divert income from the village hall. BBQs in summer. Special offers for local residents. Guest speakers to encourage people to attend alone if necessary. Lower prices for food (not so posh). Welcome children as families. Quiz/crib/theme nights/music. BBQs at weekends in the summers. Make it a venue for village related activities. Makeover of the dining area and a more modern gourmet menu. Not always open, we tried to visit on a Tuesday night at 9.30pm – pub

was closed therefore visited another pub. Cheaper drinks. Monthly breakfasts with newspapers. Occasional music nights with live music. Curry nights.

May be an early evening meal deal aimed at Mums with kids 5-6.30pm with simple menu. Home cooked limited menu to make it cost effective for the pub. Trial one night a week? publish menu ahead in newsletter.

More casual seating area – possibly covered area outside with heaters (as the Broad Leys, Aylesbury.

Some community events should still be held in the pub. Music nights. Publicity in newsletter. Social events, quizzes, games evenings, music. Revamp toilets – much needed. Keep prices reasonable – not a gastropub. Quiz nights, bingo, increased vegetarian options, events. Special rates for locals, special rates for pensioners, quiz nights. Food on Saturday 12.00-3pm at Black Boy whilst at White Swan,

Whitchurch 12.00-9pm – no contest. Much more investment in kitchen and dining area (serious updating to

compete with other pubs in the area), BBQ in summer and some themed events perhaps.

Good food reasonably priced. Unfortunately the “village pub” no longer meets the needs it did before

people were much more mobile, the advent of multi-media technology (we do not drink).

Home made food and not too fancy at affordable price but given that Louis at White Swan tried this and could not make it pay this is probably unrealistic.

Needs a make over with modern decor, keeping the bar and fireplace and any character features. I needs to become more of gastro pub and have a huge amount of money spent on it to become a 21st century restaurant. A conservatory for dining would be perfect to show off the great view.

Website Improvements

Only looked a couple of times. Yes – please tell people more about it. Keep up to date. Updated more regularly – Parish Council Minutes/Agenda only updated to Nov 14. Should include ALL activities at the village hall, not just those who OPC deem appropriate. I think the website is important for information but it needs to be linked up with social media like the Oving Community Facebook or email list so news is pushed out rather than relying in people visiting a website which they have to remember to do. Include football fixtures and results. Historical photos and maps (as displayed at the recent museum). Publish it more. Needs to be updated regularly. Documents in password protected – why? The site needs to be advertised in the newsletter with links to hall etc. Close down the old website or at least label it as defunct and redirect to new website. Enable a discussion forum. Not always up to date. When the PC has no comment to make on planning applications it should explain why. It doesn’t come up on the search engine and it is separate from the Village Hall website which makes no sense.

Suggested Activities for the Recreation Ground Junior football and coaching. The Veterans Sunday Football as they gave good trade to the Black

Boy. There should be more swings for the children and the area should be

made secure again, eg the fence put up again. Rounders, circular fitness trail with apparatus (see Aston Clinton Park). Youth football. Weekend running club. Don’t mind. Even happy to have football on Sundays!!

Rounders with children. Cricket. Skateboard park. Kids cricket and hockey. Summer rounders Allotment/horticultural show.

Parking on road should be controlled with cones and parking on rec. grass should be marshalled. Community events like football at New Year. When car park is full parking on the grass but not in winter. Dogs should continue to not be allowed in children’s playground. Bowling.

Ideas for funding the Village Hall

Additional grants as track record is so good. Whist drives in the winter (pm). Village fun run. Xmas raffle as is done at Whitchurch Surgery. More publicity? Charge the proper rate for rents not OPC’s ‘mates rates’. Hall should be self-funding? PCC liability.

The amount taken from the precept should be limited but the hall should not be used for outside commercial events just to make ends meet. Open village gardens. Charge for car parking. Beer festival, sponsor a beer. Barn dances/combined church and village fete. Raffles, sales etc. Village events such as open gardens; fun sporting events for all ages and abilities; art/craft competitions; food and horticultural competitions and shows.

Pilates, indoor short tennis for children in the holidays, short-mat indoor bowls, more art & craft sessions.

Homework clubs, after school ‘let off steam’ for one to two hours. Grandparent groups with children. Table tennis. No evening parties after 10.30pm unless a whole village event.

Pilates, theatre in the villages, rock choir, beginners art classes, more talks of local interest e.g. history. Displays of work by villagers, (painting, photos, needlework etc.). Time when children could use hall after school e.g. 3-5.30 or 6.pm. We don’t have a village shop might another local shop resource this e.g.North Marston(sale or return basis with commission to hall funds). A ‘pop-up’ shop once or twice a week for a few hours selling basic provisions plus kids treats, newspapers/mags? Run by local volunteers on a rota basis. Low volume musical events including opportunities for people to participate. Early objections to the village hall was private parties and they were assured there would not be any. Pilates classes, aerobics classes, cooking demonstrations. Table top sales. Cookery classes, flower arranging, financial guidance. Postal services (such as at Post Office) shop for produce/plants etc. Concerts, talks, plays, orchestra/band and pilates.

Transport Suggestions – Getting Around

Oving does not need additional traffic calming, eg speed bumps and

chicanes. Cutting the bus service and changing the route to bypass Oving does

not benefit anyone but the bus company. It only saves around 4-5 minutes up to Winslow but inconveniences 3 villages by halving the service. The timings also put pensioners at an even greater inconvenience as the first bus available is only after 10am. Taxis are not a convenient or cost effective way for short journeys.

Recent changes in bus times impact on visiting doctors and Aylesbury & Buckingham.

I strongly believe that the 60 plus the X60 should serve the village. Footpaths beyond the immediate village centre are generally

impassable for large periods of the year as overgrown with brambles, stingers etc.

Stiles - not maintained, not dog friendly. Guillotine types would be preferable

Traffic calming should not include speed humps as detrimental effect on old buildings and increases emissions from large vehicles.

Does a dial-a-ride service exist? If not maybe something to consider, servicing villages.

Lack of maintenance of our paths has been a huge issue in recent years. Not so long ago our tarmac paths could accommodate side by side walking but not so now. The grass has been allowed to grow over them and when the Council does come to cut it back it is never to reveal the full width/

Hedges are slowed to grow over the paths forcing one to walk nearer the traffic, as has been the case on the stretch from Baulk Road towards Whitchurch all this winter. The path on New Road is a joke.

Stiles should be replaced with ‘kissing gates’ for ease of access by all. Could we have the busses back to every hour. No more houses. Relatives from Aylesbury cannot visit as easily as they used to be able

to a few years ago. Traffic calming is needed along Bowling Alley as cars speed along it. The pavements in Oving are not good if you have a wheelchair

(disabled) to push or prams. Nice to street lights working, now the lighter nights are here, why the

long wait! Bus to Milton Keynes and Oxford would be good. We think the road between Whitchurch and Waddesdon Crossroads

should be weight and width restricted. There is now a bypass around Bucking Park and all large vehicles should have to use that. Cars still speed on this route so a couple of extra width restrictions would be beneficial. The maintenance of the Oving Road needs addressing as it is full of potholes on the way to Whitchurch and Bowling Alley. Regular litter picking along verges (3 per year) and notices saying littering will be fined. There should be a safe cycling and walking route to school from Oving this could easily be made by tarmacing the footpath at the end of Stone View and then a shared pedestrian/cycle path where the footpath comes out on the Oving Road. The footpath from Oving to Whitchurch needs to be widened and maintained better so 2 people can walk side by side. Often the bushes are too overgrown and the grass has covered the path.

It depends if the owners pick up after them – as a parent & a dog owner I hate seeing dog mess on the Rec. Only if owners pick up a dispose of dog mess in the bin. If space allows. PC need a ‘dog warden’ to check Rec approx 2 x month and with power to fine offenders. Any rules imposed by PC must be enforced. The Recreation Ground is fragmented enough and most people walk their dogs at the top end. If it was fenced it would become an area full of dog mess not picked up and then it would cease to be used.

just for mailing list to inform. Development Q1 Ridiculous having one side of the road out of

Conservation Area. Getting Around Q1 As long as they are maintained to work

be to run a gardeners’ club, eg selling compost, gro-bags etc. These items could be stored in the reading room, having bought them in bulk.

Recreation Ground Q7 Due to disabilities we cannot use the village green and the rec. would be ideal to exercise the dogs. Also, people should be picking up after their dogs and a bin provided in the fenced off area.

Buying/Allotments Q5 We are all electric. Recreation Ground It would be nice to have an area, which was only

mown twice a year, with a path through it so wild flowers can be encouraged. The area near the orchard seems to be mown more and more – why?

Conservation Q10 (Wildlife) Birds and insects benefit from more diverse plants. Verges like the one along Church Lane are mown just as wild flowers are coming out – why? It does not interfere with footpath, also extra cost. This and other excessive mowing has only happened in recent years. Also, The Green is becoming like and lawn and dries out as a result, it does not need to be cut so short and so frequently. The village has become more and more manicured

Action needs to be taken to address the poor state of the toilets on the recreation ground which are out of keeping with the rest of the facilities and do not portray the village in a good light. The drains along Bowling Alley smell and need addressing collectively. We would like to see the village pond (“Hossil”) renovated and improved and would offer our help.

Allotment price rise would deter those on limited income. Enforcement of usage. “Sidleys” should write to offenders .
