Partner 1 CAMPOBASSO Local problem and challenge re-garding this problematic

PROBLEMS: The weakness of the economic environment is due mainly to non-structured micro-enterprises. High unem-ployment rate, mostly among young people.CHALLENGES: Integrate services for enterprises and young citizens to support competitiveness through knowledge and technology transfer strengthening the connections between the university, research centres and enterprises.

Policies and con-crete actions de-veloped regard-ing this problem-atic

Local actors already provide technical assistance to profit and non-profit enterprises to increase their development and innovation. The local actors involved in the economic devel-opment process founded an institution called “Citadel of Eco-nomy” in order to converge all the actions for the achieve-ment of local economic development. Integration of the pro-cess components is needed. A common path towards really integrated strategic policies, even leading to concrete solu-tions for employment, will be drawn through the local actors involved.

Willingness to define and adopt a local action plan

Creation and adoption of a Local Action Plan, complying to programming and planning policies, is needed to boost busi-ness development.

position) Managing Local Authority has to integrate all the strategies and actions of the partners with its own programming policies.Other local actors supporting the project are: Province of Campobasso, through its “employment offices”; SMEs Asso-ciations involved in economic and business development (in-dustry, trade, handycraft, agriculture, etc.); The Local Action Group “Molise Verso il 2000”, which operates through the Social Business Incubator.

Innovation Centre; a project to improve innovation know-ledge and promote new knowledge based enterprises through a real incubator and a virtual incubator; creation of the Citadel Of Economy:URBAN: network of cities.Rosa (Interreg IIIA): a network for research in the Adriatic area, focused on innovation business. Promital (Interreg IIIA) to increase trade and cooperation between Albanian and Italian SMEs.Watercycle (Interreg IIIA): integrated water management systems, creation of environmental enterprisesCriminologia, to improve security for businesses, trade and people. Leonardo – to develop social firms and to help people with disabilities.Adapt – global service. Integra – social firms for social inclusion.Art.6 of Social European Fund “Action”: focused on em-ployment policies.Cooperation Fund– projects regarding social activities.

Expected learn-ing from the net-work

To re-center the role of the University as main actor in the improvement process of the “Citadel of Economy” (whose partners are: Campobasso Municipality, Campobasso Province, Regional Association of the Chambers of Com-merce of Molise, “Matese per l’occupazione”) through the in-tegration and standardisation of services for SMEs to fulfil their need of innovation and increase their competitiveness. In this scenario, the Molise University will have a leading role, translating into actions, procedures and models for the SMEs. Molise Region, as Managing Local Authority has to integrate all the strategies and actions of the partners with its own programming policies for the period 2007/2013. It will imple-ment the results of this project in the planning frame with particular regards to Integrated Project for Urban Develop-ment (PISU).Furthermore, developing the Local Action Plan will be sup-ported by the firm encharged to manage the Citadel of Eco-nomy, called “Centro Fieristico Polifunzionale di Selva Piana S.p.a”.

The city of XXX wishes to be the Lead Partner in the activities of the URBACT thematic network named RUnUP. Our network project builds on an initial partnership of 5 Cities in total that belong to ZZZ Member or Partner States and we consider that we have achieved a good balance between conver-gence and competitiveness Objective regions by having WWW cities from convergence regions.

The specific challenge we wish to address in our city is AAAAA.

We are convinced that by working through this URBACT network we will be able better address these challenges. In this context if successful with our proposal we commit to put in place a URBACT local support group made up of key local stakeholders relevant to the theme of our network. This local support group will work to define and implement a Local Action Plan using the knowledge and expertise generated by our joint working.

The city of XXX wishes to join in the activities of the URBACT thematic net-work named RUnUP led by the City of WWW.

The specific challenge we wish to address in our city is AAAAA.

We are convinced that by working through this URBACT network we will be able better address these challenges. In this context if successful with our proposal, we commit to put in place a URBACT local support group made up of key local stakeholders relevant to the theme of our network. This local support group will work to define and implement a Local Action Plan using the knowledge and expertise generated by our joint working.

To this end we also formally commit to engaging the funds needed to cofin-ance ERDF. In the first phase this is estimated to amount to ZZZZ €
