Project goals:Aim of the project is to:

Support regions and cities implementing all hazard risk management and assessment methodologies, including the cross sectorial and cross border dimension

Build a European wide community for government professionals working on risk management and assessment to encourage cooperation and knowledge exchange within the EU

Improve links between relevant actors and policies throughout the disaster management cycle (prevention-preparedness-response-recovery)

The consortium proposes to use the project to really start with the implementation of risk assessment and the translation of the results in risk management strategies in four local / regional areas (Stavanger, Ugheni, Preijedor and Forli-Cesena) with the support of VRZHZ and ITINERIS and in an environment in which the partners can learn from each other. This will be based upon a common process, common “language” and basic principles, derived from the MiSRaR project, the PRISMA project, the Dutch methodologies for national and regional risk assessment and the EU guidelines for risk assessment and risk management capability planning.

CRISMAS is not meant to be just a project, but the starting point of a structural community within the EU. As a second main objective of the project it is our aim to start a EU community of public experts on the subject of risk assessment and risk management, supporting each other and other public bodies with further developing their risk assessment and risk management capacities.

This virtual community will consists of a discussion forum and best practices database.

Expected results:Expected results

A specific learning environment for project partners and their local stakeholders, as well as a virtual learning community open for all local/regional governments within the EU. The virtual community with its own digital platform will be maintained and further developed for several years after the closing of the project.

An all hazard risk assessment and a strategy on risk management planning, resulting in concrete policy recommendations for risk reduction, performed by each of the 4 implementing project partners. This will also lead to an increased risk awareness and improved knowledge about risk management planning and the EU regulations and methodologies in this field.

As a more middle and long term impact: promoting of, and contribution to, the development and implementation of – cross border and cross sectorial - risk assessments on regional and local level and the integration with risk management capacity building into the planning process.

Improved governance at all levels and across all sectors and enhanced partnerships between the different stakeholders, not only in particular in the partner regions but also more in general in the involved countries and further in Europe.

Deliverables:To support the cooperation within the consortium, VRZHZ and ITINERIS will deliver:

Learning and experience sharing (LES) meetings (x7) A virtual office for project partnersInstructions on building local risk management networks; on risk assessment and on risk

management planningSupport and advice meetings (SAMs) between the LES meetingsAdvice on demand and Skype counselling (whole period, average once every 2 weeks).

Deliverables:The implementing partners will deliver

Risk identification 30-9-2016 An overview of risk sources and vulnerabilities, presented as a risk list and a selection of risk maps.Self-assessment risk management planning 31-12-2016 A self-assessment on the “the ability to reduce, adapt to or mitigate risks (impacts and likelihood of a disaster), identified in its risk assessments to levels that are acceptable”, using the questionnaire from the EU Risk Management Capability Assessment Guideline.Risk analysis 31-1-2017 A description of relevant scenarios, including the assessed probability and impact.Integrated risk assessment report 31-3-2017 A concrete all hazard risk assessment report, including risk maps, the risk analysis and the recommendation for the political risk evaluation.Policy paper risk management strategy 31-12-2017 A concrete policy memorandum, with the conclusions of the capability assessment and recommendations for risk reduction, adaptation and mitigation policies and recommendations for the political evaluation of these recommendations. The paper will also include a summary of the risk assessment, as well as paragraphs on the potential implementation strategy.

Follow up:Follow up in the participating areasTo make the project results sustainable the Steering Committee will be asked for a strong commitment to ensure the (political) follow up on the recommendations in the policy papers after the project. However this is in the end always a political decision, special attention for this issue will be part of the partner agreements. During the project EU regulation will be used as guidance to ensure the connection with existing and future national and EU policies.

CommunityAfter closing of the project partners commit themselves to keep the website and the virtual learning community active for several years. Partners will be available to carry out the lessons learnt also after closing of the project. This will also described in the partner agreements.
