April 2013 Report
1. UCEAC Evaluation and Planning Session
Cristy Yuson of ISEDI attended the UCEAC Evaluation and Planning Session last April 27, 2013 at Eden Resort. She was able to participate and contribute to the workshop on UCEAC’s Gains, Gaps and Recommendations. The output of this workshop was the input to the planning session in the afternoon.
2. Tuberculosis Awareness Program
The ISEDI in its commitment to proactively pursue its initiatives relative to health has continued its awareness drive to its assisted People’s Organization (POs). This time, the staff conducted TB Health Awareness Drive to Cogon Multipurpose Fisherfolks Cooperartive (COMUFICO) in Brgy. Cogon, Kaputian,Talikud Island Garden City of Samal (IGACOS) where 47 participants attended. The same TB Health Awareness Drive was also conducted to Ibo Farmers and Farmerettes Multipurpose Cooperative (ISFFAMCO) in Brgy. Ibo, Malalag, Davao del Sur with 25 participants.
Community Extension Program of ISEDI For the month of April 2013, two (2) major activities were conducted under Community Extension Program of ISEDI, these were:
Training and Coaching on the Development of MIS to Support Provincial M&E
The Provincial Government of Bukidnon (PGB) has been a partner of the Provincial Roads Management Facility (PRMF) since 2009. As a partner of PRMF, PGB has benefited from the various technical assistance and capacity-building activities, among these is the area on monitoring and evaluation (M&E). Monitoring and evaluation supports the provincial government in tracking its progress toward achieving the provincial development goals. While the PBG commits to strengthen its M&E system – as a mechanism to improve the delivery of basic services to the people – the PGB has yet to come up with a comprehensive, reliable and widely accessible system that facilitates the capture, storage and dissemination of results of the M&E activities. This has led the PRMF-Bukidnon to undertake a capacity-building project entitled “Training and Coaching in the Development of Management Information System to Support Provincial Monitoring and Evaluation (CD-BUK-12-9.4)”. The Institute for Socio-Economic Development Initiatives (ISEDI) – Ateneo de Davao University has been tapped as the implementing partner. CONTINUE D in PAGE 2

Training and Coaching on the Development of MIS to Support Provincial M&E Activity Objectives This project aims to improve institutional capacity on M&E with emphasis on the road sector and making use of the existing information system through the installation of a Management Information System (MIS) for M&E. Specifically, it intends to: Take stock and assess existing information systems which have
facilitated the capture and storage of pertinent data Analyze the information needs of the different plans and its
users that enhances the PLGU’s capacity on tracking progress, particularly outcomes and impact
Enhance the draft M&E framework that will inform the design of the MIS to be installed
Build on existing capacities on data gathering, storage, and dissemination, and
Conduct forward planning on the critical steps that have to be undertaken to ensure responsiveness and high utilization of the MIS to be installed for M&E.
Expected Output The main output of this project will be a fully functional, comprehensive and cohesive M&E system, made more accessible, updated and dynamic through the MIS.
Methodology The training made use of the following methods: Key informant interviews with selected officers of the
provincial government, particularly those involved in gathering, analyzing and reporting M&E data and results. Please refer to Annex 1 for the list of respondents of this activity.
Lectures on the concepts related to M&E to refresh the participants on the topic and prepare them for the required workshops
Workshops were done during breakout sessions to allow participants discuss thoroughly the guide questions
Action planning to provide finer details on the M&E MIS specific activities, timetable, expected outputs and responsible person/team
The Participants Twenty-four (24) participants attended the 4-day training, majority were females (13) for the period May 8 to 12, 2013.
Mindanao Rural Development Program Pre-Qualification
ISFI-ADDU was pre-qualified for the
conduct of AusAid Baseline Studies
under the AusAID-WB Technical
Assistance Grant to To Mindanao Rural
Development Program 2 (MRDP2). The
objectives of the survey are: 1) Generate
baseline data on the key parameters
with the WB-AusAID grant aims to
measure the direct and indirect impact;
and: 2) Produce data on the level of
capacities of the local government units
participating in the MRDP2 in
performing devolved agrI-fishery
services and functions. ISFI-ADDU will
submit proposal on June 3, 2013. The
duration of the baseline study research
is from July 2013 to September 2013.
ISEDI Involvement to Mindanao Trust Fund – Reconstruction and Development Program (MTF-RDP) for OIDCI contract with World Bank
Four (4) Staff of ISEDI were involved in the conduct of Assessment Evaluation Survey for Community Driven Development (CDD) and Community Driven Reconstruction (CDR) funded by MTF-RDP a confidence building measure aimed at improving the social and economic recovery in conflict-affected communities in Mindanao. Specifically, the program is directed at building the capacity of the Bangsamoro Development Agency (BDA), the development arm of the Moro Islamic Liberartion Front (MILF) to achieve its mandate to lead, manage and implement development projects through a participatory approach. Under a grant agreement between the World Bank Secretariat (as truct Fund Administrator) and two Truct Fund Recipients (Community and Family Services International and Mindanao Land Foundation, Inc.), various community-based sub-projects have been provided and implemented through the BDA in communties to assist re-build, restore and empower local institutions so they can function in a manner that will benefit the community and contribute to reducing conflict and streangthening the peace process. Areas covered by ISEDI Team were: Brgy. Fuentes, Pantukan, Compostela Valley Province for 238 rapid beneficiary survey (RBS); Barangays of Balanaken and Liong, Datu Piang, Maguindanao Province for 340 RBS. Aside from the conduct of RBS, the assessment evaluation survey also include the conduct of 4 Focus Group Discussions for Male Group, Female Group, People’s Organization (PO) and Brgy. Councils/Officials and 4 Key Informants Interview (KII) for Indigenous People (IP), Internally Displaced Person (IDP) or a category Poor, Municipal Worker and Brgy. Captain
