• Inclusive societies - promote equal access to opportunities.

• Cohesive societies - willing and able to work together to address common needs, overcome constraints, and consider diverse interests.

• Accountable institutions - transparent and serve the public interest in an effective, efficient and fair way.

Community-Driven Development• A process that gives control of decisions and

resources to community groups

• Relies on communities to organize themselves collectively and engage other actors in the private sector, civil society, and government.

• Support for CDD generally includes

– strengthening and financing accountable and inclusive community-based organizations (CBOs);

– facilitating community access to information; and

– forging functional links between CBOs and formal institutions.

CDD and Local Governments

• CDD often accused of bypassing local governments.

• Objectives of CBOs and local governments should be similar – to promote the collective interests of members and constituents.

• Hence CDD activities that encourage CBOs to work with local governments should be more effective.

Example: Albanian Development Fund

• An “older-style” social investment fund – focusing on infrastructure rehabilitation.

• Sub-projects are:

– selected by commune/municipal councils based on community demand

– contracted out by LGUs to private contractors.

• ADF facilitates, ensures quality control, and channels funds from donors to contractors.

Example: Village Investment Project (Kyrgyzstan)

• A “new style” social investment fund.

• Local Investment Unions prepare Investment Strategies and Investment Plans based on Village Investment Union inputs.

• Project provides block grants to finance micro-projects included in Investment Plans.
