Technical Site Plan Application

Purpose: To ensure that site development complies with all development regulations, and that development will take place in an orderly and efficient manner.

Review Level Benefit:

Applicant – Obtains final Development Order through approval of the construction plans and technical specifications, thereby authorizing the applicant to apply for a building permit.

Staff – Review and provide recommendation to the PLDRB and/or City Council for approval or denial.

Planning and Land Development Regulation Board – Review/Final approval/denial authority (Moderate/Tier 2 applications).

LDC Chapter 2, Sec. 2.05.05 Evaluation:1. The proposed development is not in conflict with or contrary to the public interest.

Provides housing within Town Center where the Master Plan calls for housing.

2. The proposed development is consistent with the Comprehensive Plan, examples include: diversity in housing, housing in close proximity to neighborhood-serving uses, and pedestrian and vehicular interconnectivity.

3. The proposed development imposes no significant financial liability for the City. All additional infrastructure is to be constructed by the applicant or Town Center CDD in connection with the project, and surrounding infrastructure of Town Center is in place.

4. The proposed development does not create a hazard, nuisance or threat to the public.

5. Site development must comply with the requirements of all local, state and federal agencies as well as the City LDC, Comprehensive Plan and Town Center MPD DA.

Findings:Staff finds that the application complies with the Town Center MPD DA, the Land

Development Code (LDC) and Comprehensive Plan; however, final compliance will be achieved when the access easement for the second access location is recorded.

Recommendation:

Staff recommends PLDRB approve Palm Coast Landings Apartments at Town Center, a multi-family residential Technical Site Plan, Application No. 2688, subject to the condition that the applicant shall record the Access Easement document in the Flagler County public records and present the recorded document to the City prior to signature of the Development Order.
