In January 2005, operated information network, connected 10 on-site information nodes and 5
emergency radio broadcasting. In time of rehabilitation and reconstruction (2006-2009), AERNet conducted
community monitoring. AERNet program was supported by Japan Social Development (JSDF)

SAKSI Gempa is a media that bridge information-communication gap between survivors and aid provider
groups/individual. SAKSI Gempa employed media convergence strategy (website, community radio, two-way communication radio, SMS gateway, print buletin)
to reach wider public

2007: Mentawai’s Earthquake & Tsunami’s Information Center was initiated to distribute early warning information to community. BMG (Badan Meterologi dan Geofisika) warning in the website, was circulated through broadcast radio, two-way communication radio and SMS gateway

Dissaster Management Audio Material (DMAM) Workshop
In 2009, disaster awareness and preparedness through community radio was initiated in Bantul (Yogyakarta) and Merapi (Central Java), by tested DMAM. It was supported by JICA Hyogo
and AMARC (The World Community Radio Association) Japan Working Group & COMBINE.

Connecting 5 community radio in Merapi's slope with online media, as disaster awareness and preparedness media in normal situation. When crisis occur, JALIN Merapi was utilized as early warning system and multi-parties coordination (local community member, volunteer, donatur, media, etc). In fact, in 2010 mainstream media used JALIN Merapi's information as main reference on Mt. Merapi's eruption.

Findings & Lessons1. Information-communication system
managed by community, play important role in strengthening community resilience of disaster.
2.However, Info-comm system has not been officially acknowledge as part of Disaster Risk Reduction strategy by the Government.
3.Disaster Information System will be more effective if the Government & community collaborate and develop the system all together.

Recommendations1.Set up Disaster- community based information
network in disaster-prone location.2.Integrate the community-based information
system with official/governmental disaster information system.
3.Involve multi-parties in the information network, such as: community radio, blogger, journalist, amateur radio-activists, etc
4.Indonesian Government and Aid agency play role in initiation process, organizational support and policy.
5.Financing can be taken from the government, from the company's CSR programs and public donations

There are 1.900 units M-PLIK (Kecamatan Mobile Internet Service Centre) from Information-Communication Ministry (cost approximately 400-500 millions/unit). Info-Comm Ministry use M-PLIK for mobile computer and internet training. With full facilities and support, M-PLIK should be more useful in disaster.
At the same time, local initiatives, Information-Communication Team for Emergency Situation (TIKUS DARAT) develop a low-cost multifunction communication vehicle (approximately 50-150 millions/unit). This communication vehicle is proven to be useful in certain situation of disaster (earthquake, eruption, flood etc) and normal situation (internet training for women, rural and specific community).
