Cancellation of Activities for 2015 – 2016 By Linda Doucette, Board President

Because of the lack of volunteers and available funds in the budget, the MAC (Members Activity

Committee, formerly known as Members Relations Committee) has, by a unanimous vote, recommended to the board that all MAC func-tions be cancelled for the upcoming year through the end of the 2016 budget. They also recommended that the committee be suspended until further notice due to lack of volunteers.

While the board strongly believes that these type of functions are part of Clearwood’s unique nature, the board members also rec-ognize the need to “tighten our belt” in response to the failed opera-tions assessment increase. Elections have consequences and luxuries must go first. The top priority of this board is to maintain and im-prove the infrastructure as opportunity allows. Therefore, in re-sponse to the MAC recommendation, the board of directors agreed with this course of action during the September 19th 2015 board meeting and directed that the committee and events be cancelled effective immediately

Prez Plain Talk Hi All, By Linda Doucette, Board President

Summer is past and autumn colors have appeared with cooler temperatures, replacing the hottest and driest summer on record. In that light, I would like to thank the community for conserving water so that we didn’t have to ration. A big thanks to all.

A special thanks goes to Connie Dotson, our pool operator, for all her extra hard work during the busy summer. Everybody wanted to cool off, and they knew where to go. Special note should be made of Connie’s extraordinary efforts to save money and stretch her budget. One example of this is the change of propane supplier that resulted in a large savings to the community.

Thanks also goes to Albert Darrow, our maintenance manager, and his crew for their part in saving money. One example of their efforts is the $4000 saved by their striping the roads and parking lot with the newly acquired striping machine.

Also, a big thanks to all who participated in the annual meeting and election. Congratulations to Dayrl Harrington and Cindy Childs for winning election to the two vacant positions on the Board of Directors. Also, a special thanks to Bob Owen and Brian Gerrish for their contributions as ex-officio members of board during the last year. I would also like to thank Doug Lee for his contributions as a board advisor and his anticipated continued service.

Finally, with deep regret the board has accepted Deborah Baker’s resignation due to personal and health reasons. Without question, Deborah has been the mainstay for the community for the last several years. Her tireless efforts in a wide variety of issues and projects has benefited the community for years to come. We look forward to Deborah’s continued work on various committees.

Congratulations to Vic Espinosa, who was appointed to complete the final year of Deborah’s term as Secretary of the Clearwood Board of Directors.

Clearwood Water System Update: Well 5 By Albert Darrow, Water Manager

Since the E-coli contamination in September of 2013, Well 4 has been offline and set to emergency status only. Wells 1 and 2 have been the sole source of water for the community. These two wells have been able to

keep up with the water demand of the community, but it is important not to over stress the wells more than needed. If for any reason Well 1or 2 were to fail i.e. due to a large extended fire, a large main break, or any other unforeseen issue, Well 4 would have to come back online. The residents would be notified, and a boil-water order would be

instituted during this time and remain in effect until Well 4 was able to be shut down and all water samples came back clean.

Clearwood has been working towards replacing Well 4 with a new well, since there is strong evidence that it was the source of the E-coli. Test wells have been drilled with the over sight of a hydro-geologist. The first one test well was near the back gate, the second near the pool, and the third on the Soccer field. All three of these locations contain levels of manganese 2-4 times over the state allowable levels. It is important to note that the levels of manganese are not a health risk, but have aesthetics issues and are not good for the water system. However, we will have to filter the manganese, which will drive up the cost.

The Board of Directors, with input from the hydro-geologist, has decided that out of the 4 previously identified potential sites (i.e. near Well 4 and the 3 test well sites previously mentioned) the most suitable location for the new Well is the site near the Pool on Fairwood Court. This site is on top a hill, with a deep aquifer and has the potential of being a high production site. So, ground water contamination like we had at Well 4 is very unlikely. Moving forward from this point, the Board has voted on taking further water samples to gather all the information we need to move forward. Once we have gathered all this information, we will start to interview engineers to plan and over see the installation of Well 5. This has been a slow process, but Clearwood's main focus has always been to provide clean and safe drinking water for all to enjoy. There will be updates as new information becomes available.

The process now in affect was approved by the Board in the September Board Meeting to comply with the member approved Resolution 2011-03-010. After each election the board will immediately update the governing documents; and as part of that update, members will be asked to review the updated documents.

In response to requests from members, the review of the updates to the Governing Documents will include the 2007-2014 amendments to the Governing Documents as well as the 2015 Governing Documents. Please review these docu-ments to verify that the amendments were entered into the governing documents accurately and to identify any typos.

The DRAFT 2015 Governing Documents as well as the DRAFT 2007-2014 Governing Documents have now been posted on www.clearwood-yelm.com along with associated lists of amendments to the governing documents and an updated ver-sion of the Resolutions Directory. Review the updates to the governing documents and e-mail your suggestions or recom-mendations to the Clearwood President at [email protected]. Please submit your comments and suggestions by October 31.

Clearwood Finances By Ben Budde, Board Treasurer

The Clearwood membership voted down the assessment increases for General Operations and Water Reserves. Since the funding will need to return to the 2015 levels, the Finance Committee has started the process of removing the increases from the Budget for 2016. The 2015 budget is very tight. Some difficult choices will need to be made; the winter newsletter will provide details. The status of the Water Reserves will be dependent on the cost of the new well. The water quality testing on the second test well site is being completed. If the water quality is acceptable, the process of developing the new well project will begin.

Progress is being made with Clearwood's Accounts Receivable, i.e. money owed by the membership. For the first time since 2009, the Current and Total Accounts Receivable are below the values from the same time last year. The Current Accounts Receivable is $233,943.35, around $23,000 under last year, and only about $11,000 above the 2013 value. There is still work to be done on the difficult cases. Clearwood will begin sending out monthly statements to members with outstanding balances in the near future. Starting January 1, 2016, a service fee will be added to cover the processing of these statements.

The board has had a preliminary meeting with the auditor, Steve Davis. He did find some areas of concern, so the audit is taking longer than expected. One area of concern is Accounts Receivable, because Clearwood has not been writing off bad debt in a timely manner. Some accounts go back to 2007. Another concern is that Clearwood has typically gone over budget on Reserve Projects. The audit should provide useful information as Clearwood works on improving our processes in dealing with Accounts Receivable and Reserve Projects.

Did You Know? By Herb Schaff

I bet there are many Clearwood residents walking or driving around Clearwood and often times wondering, when was that building built or how did this or that get here? All of us have visited the Clearwood Store from time to time. This little business has somewhat of an interesting his-tory. I have done some digging and from the publications, and I have discovered the store was built about 1971. Weyerhaeuser hired a manager at first. That didn’t last long, and the store closed for short time. (Note: the store didn’t sell much either.) Weyerhaeuser decided, before

Clearwood became Clearwood, that they needed somebody to run the store and to manage Clearwood properties, which encompassed Divisions 1,2,3,4. A couple by the name of David and Madeleine Baines were hired, for a stipend of $500.00 per month, to run the store and manage the first four divisions of Clearwood. This arrangement didn’t last long, since the need to make a go of the store by selling soup and sandwiches along with upkeep of amenities was too much to handle for the Baines and they moved on. There were several more store managers hired by Weyerhaeuser, before Clearwood be-came its own Homeowners Association, and the Clearwood Store had owners of its own. Lots of things transpired between Weyerhaeuser and Clearwood during the early 70’s, which included the store on many occasions. Now you know…

Finance Committee - Ben Budde, Finance Committee Chair read his written report (Attachment #3). This is a good committee to have a big impact on the community.

Community Property Committee By Herb Schaff, CPC Chair

The Community Property Committee has lots of fun things planned for our

community. An enclosure is in the works for Well 1 that will be for the most part

constructed by the CPC committee. Riechel Beach restrooms need some attention;

CPC will probably get involved with this work. Material lists are now being generated

to assess the costs involved. While these projects are in the works we are scouring the flowerbeds at the

front and back gates to make sure these do not get out of hand with overgrowth. Some of our members have

taken on the long running project of giving our fire hydrants a face-lift of new paint. A big Thank You goes to Ron

and Karen Parsons for all of their help with that project.

Community Property also includes our lakes incorporated in this great community. Blue Lake currently has

an abundance of duckweed floating near the Clear Lake spillway. Unfortunately, Mother Nature sometimes

doesn’t take esthetics in to account, when she determines what is proper for our beautiful settings. The

Department of Ecology has worked with Clearwood on several occasions this summer to control a pesky weed that

has plagued the lake for several years. I do believe they are gaining ground with the weed control on Blue Lake.

In the summer newsletter, CPC asked for member input regarding the future of the Loop Lane restroom.

Maintenance used water usage to determine the restroom’s use over the last year was minimal and CPC decided it

did not warrant a costly refurbish. In addition, we have not received any responses from the membership

regarding this restroom. The Board of Directors, with input from CPC, will determine whether to refurbish this

restroom or to put a resolution to remove the restroom on next year’s ballot.

Clearwood has another amenity that is up for renovation. This amenity is the wooden dock by the Otter

Beach trail. This dock is very old and a bit unstable, compared to the new EZ docks that have replaced the old

wooden docks at the beaches. The reserve study indicates this dock is scheduled to be either replaced or

refurbished in 2017. This is a very expensive dock to replace for the amount of use it generates. The CPC is

asking you, the members, to email [email protected] with your comments as to fate of this dock.

Your input would be greatly appreciated.

Please consider volunteering for this committee and working with a great bunch of people.

Winterize Your Home Tips To Help Prevent Damage from Freezing Water

Prevent Plumbing Freezes

Drain all garden hoses

Install water spigot bibs

Insulate exposed plumbing pipes

Drain air conditioner pipes and, if your AC has a water shut-off valve, turn it off

If you go on vacation, leave the heat on, set to at least 55 degrees

If your home is vacant

Have Clearwood Water crew turn off water at the meter (call the office @ 894-2941)

Open all faucets and drain all waterlines, including sprinklers

Water heaters: After the water is off, turn off and drain the water heater.

Set temperature controls on gas water heaters to the OFF position, and close the gas valve.

Shut off the electric water heater at the breaker.

Open a faucet or spigot to allow air to flow in as water is drained out.

Other Items to drain are water softeners, water treatment systems, some heating sys-tems and appliances such as washing machines, dish washers, ice maker supply lines and more.

Blow out the water supply lines.

The seasons are changing here in Clearwood. However, one can hardly notice, with the warm temperatures we are experiencing mid-September. We cannot complain too much, as the rainfall for the region is well below normal. The forest floor is still tinder

dry and very susceptible to fires.

Clearwood has a lady that visits our mailboxes every day, come rain or shine. We all see her from time to time and really don’t know much about her. Her name is Devin and she has worked for the postal service for 10 years, with Clear-wood being her route for the last two years. I was able to track her down at the Blue Lake mailboxes, and this lady

had a bubbling personality even after delivering mail for eight hours. Devin said what she likes best about Clearwood is the diversity of people. Devin and her husband of six years have four children to get off to school before work. She hopes

to keep the Clearwood route “forever and ever!” Thank you Devin for your hard work!

September is back-to-school month, and lots of our youngsters are heading out the door in the early morning hours to catch the all too familiar yellow school bus. You know, I don’t think there are any of us who haven’t been transferred to a new job or relocated to a different department at work. The feeling must be the same for some of our youngsters, who graduate from elementary and move on to middle school in a brand new surrounding with many more kids and different classes to contend with. Students who are in the last years of middle school or elementary and, quite possibly, high school become mentors or student aids to help with the many questions new students may need answered. Michael Redmond is a ninth grade Clearwood student attending Ridgeline Middle School. He reports the new year is challenging and looks forward to meeting new people along with some of his old classmates. Michael’s favorite class is English, while math ranks lowest on his list. Michael is looking forward to turning out for track this year, as he will be training with the high school kids and, quite possibly, running the 75 meter hurdles. Go Michael, and hopefully your new school year will be filled with huge successes.

Fall is approaching, and we will soon be using the wipers on our vehicles as much as the heaters; so, let’s enjoy the remaining days of summer while we can!
