NODALIS CONSEIL ASSISTS THE EIFFAGE GROUP WITH THE PRIVATE FINANCING OF THE DAKAR-DIAMNIADIO TOLL ROAD

The ceremony to mark the private financing of the Dakar-Diamniadio motorway was held at the Méridien hotel in Dakar on December 2nd 2010. After having been designated by the Senegalese government as the winner of an international call for tenders regarding the construction and operation of this new motorway in December 2008, the Eiffage group signed a concession contract in July 2009 that took effect from December 2009 for a period of 30 years. This motorway, an integral element of a vast urban development programme, will make road traffic smoother round the Dakar agglomeration and will serve the future Blaise Diagne international airport. The motorway represents a total investment of around 150 billion CFA francs (some 225 million euros), 85 billion of which are provided by the Senegalese government in the form of an investment subsidy. The remaining financing, other than the equity from SENAC SA, the concession company created by the Eiffage group, takes the form of long term loans awarded by the IFC, the African Development Bank, the West African Development Bank and the Banking Company of West Africa (Attijariwafa Bank group). The grace period and the reimbursement schedule for these loans have been structured to meet the revenue forecasts for SENAC, particularly during the period of traffic growth. Since January 2008, NODALIS Conseil has been involved, in particular, in: Preparing Eiffage’s financial offer and the development of a financial model; Selecting the financial institutions invited to participate in the private financing section of the

project; Assisting in the negotiation of terms and conditions of the loan agreements.
