Heston leisure centre redevelopment public engagement eventWe have been developing proposals for the redevelopment of Heston Leisure Centre along with improvements to surrounding sites, including Heston Park.

The proposals will be displayed at Heston Library from 21 May to 1 June. We will be hosting a drop-in session on Monday, 28 May from 5 to 8pm and Thursday 31 May from 5 to 8pm at Heston Library to discuss the preferred option in more detail. The aim of this event is to tell people about the preferred option we would like to develop, listen to feedback and then finalise the plans.

The Council, Fusion Lifestyle, John Laing Integrated Services and other members of the project team will be on hand to answer any questions you may have.

View the proposalsFrom 21 May to 1 June, a display showing the preliminary plans for the leisure centre development and details on the preferred option will be hosted at Heston Library. You can read more about the project on our website at: www.hounslow.gov.uk/consultation

Drop-in sessionsWe will be hosting two drop-in sessions from 5pm - 8pm on Monday 28 May and Thursday 31 May at Heston Library to discuss the preferred option in more detail. The council and our leisure partners, Fusion Lifestyle Ltd and John Laing Integrated Services, along with other members of the project team will be on hand to answer any questions you may have.

The aim is to tell people about the preferred option we would like to develop, listen to your feedback and then finalise the plans before a planning application is submitted in late 2012.

Consultation so far We have already met with the Heston Residents Association and Heston & Cranford Area Committee to gather early feedback on the preferred option.

Progress on the plans has also been published in the council magazine, Hounslow Matters, and in the local press. A separate consultation was undertaken in July 2011 towards proposals to improve Heston Park.

The future of Heston PoolFor several years the council has had aspirations to build a new, modern leisure centre to replace Heston Pool.

A feasibility study was carried out last year and the council’s Cabinet selected a preferred option.

Over the next few months we will be focussing on developing the preferred option and consulting with the local community on the development plans.

Background Heston Pool is an ageing leisure centre built in the 1930s, which is coming to the end of its functional life. This makes it expensive to operate, and unable to provide adequate sports and leisure facilities for the future in its current form.

We would like to see it replaced by a modern, energy-efficient building that offers sports and leisure facilities that meet the needs of the community.

Last summer, experienced sports and leisure architects carried out an initial site feasibility study to develop options that would integrate the leisure centre into the local area, have better links with Heston Park and improve the current outdoor facilities to provide a more modern leisure centre.

A number of options were presented to the council’s Cabinet in November 2011, where members agreed to take forward the preferred option for a new leisure centre development.

Proposed developmentIn this option, the leisure centre would be built on the existing Heston Pool site, which means that there would be no leisure facilities at the site whilst the new centre was being built.

However, Heston library, Heston Village Hall and the current park play area would remain in full use during the works and thereafter.

The Scouts are to be permanently relocated within the overall development site but details are yet to be developed.

The improved amenities proposed for the new leisure centre include:

● 25m main pool● learner pool● wet and dry changing facilities● external changing facilities● single sex health suites (steam and sauna)● 100 station gym● two dance studios● small cafe● crèche● external landscaping and car parking

FundingThe initial feasibility study estimated development costs for this project of between £13m and £15m for new leisure centre facilities.

After careful consideration, we feel that the only way this can be funded is through an enabling development, which means selling two separate parcels of land in and around Heston Park for residential development, as there are very limited opportunities available to generate the funding required for the project.

Next stepsInformal consultation has shown that people broadly support the principle of a new, modern leisure centre and welcome the idea of improved facilities.

Nevertheless, there are a number of challenges that are likely to fall within a development proposal of this scale:

● Disruption to the local area● Housing development● Transport infrastructure ● Loss of green space● On-site parking provision● What facilities are included in the leisure centre

We will look at ways to reduce the potential impact of these challenges on this development in order to increase the overall benefits for the surrounding community.

The next steps will be to listen to your feedback on the proposals before finalising the planning application for submission later this year.

Option 1 The Council’s Cabinet committee have selected this as their preferred option.

In this option, the Leisure Centre is constructed in the same position of the existing Heston Pool. This will result in there being no leisure facilities on this site for a period of 18 to 24 months whilst the new centre is constructed. Once constructed the centre will be positioned adjacent to Heston park and will have a synergy with the park uses including the upgraded MUGA. The library, village hall and current park play facilities can be retained in full use during the works and thereafter.

The proposed residential development sites are split into two plots that can be sold to one or two developers making the sites more marketable. The Heston Local Office and Acorn Day Centre are included in the proposed residential sites and are not to be reprovided elsewhere. The Scouts could be relocated into an existing building adjacent to the centre.
