Overview of CTSO Research
Program
CTSO Research Program
Serves as the coordination point for CTSO’s research needs and liaison to other AASHTO
committees, TRB committees, USDOT and other organizations on TSMO research.
This is accomplished through the following tasks:
• On-line database for gathering TSMO research needs in collaboration with the National Operations
Center of Excellence. [Research in Operations (ROPS)]
• Coordinate with CTSO Work Groups to identify and prioritize research needs, develop research
proposals, and promote research products.
• Work with CTSO subcommittees and work groups to promote research implementation.
• Coordinate and collaborate with TRB committees, other AASHTO committees, US DOT, and other
organizations on TSMO research proposal development and research implementation.
• Serve as the CTSO point of contact for TSMO related research.

The objectives of this research is to assess operational scenarios and use cases where freeway operations strategies could be improved through the transmission of data between a traffic management system (TMS) and the larger cooperative automated transportation (CAT) system (either directly or through a third party).

NCHRP 08-146 Integrating Resiliency into Transportation System Operations, $350K, AASHTO CTSO
The objectives of this proposed research effort are to 1) identify the extent to which operational resilience is considered in the
transportation planning process within MPOs and state DOTs, 2) determine what the goals of operational resilience would be from the
perspective of system operators across multiple modes, and 3) identify mechanisms for integrating operational resilience into the
planning process from the perspective of system operators, including strategies that anticipate and plan for events that are likely to occur.

The Evolution of CTSO’s Strategic Approach
• CTSO’s 2018 Strategic Plan was created to “focus on transportation operations and
emerging technology with a goal of improving safety, system operations, and
highway system performance.”
• At its inception, the Plan established nine goals for which one or more CTSO
Working Groups were responsible and formalized a range of activities addressing
the importance of operations and technology in support of TSMO.
• In 2020, CTSO’s leadership introduced seven cross-cutting themes to help facilitate
collaboration among the CTSO Working Groups and Community of Practice on
Road Weather Management, all with the purpose of mainstreaming TSMO and
integrating its role and impact to improve safety and enhance the management of
the transportation system.

CTSO’s Seven Cross-Cutting Themes
• The cross-cutting themes provided the basis for a range of collaborative activities
across the WGs, with attention to:
1. CAT/TSMO alignment,
2. Research to build on existing practices,
3. NOCoE’s role to encourage outreach and knowledge transfer,
4. Capture of best practices to benchmark TSMO,
5. The value of ROLF and the Operations Manual as foundational to the TSMO workforce
and effective practices,
6. Alignment of TSMO and safety, and
7. The importance freight operations within TSMO.
• Each Working Group prepares its action plan with the themes in mind. Their reports
during this week’s meetings reflect this.

What’s Next—Part 1: Request for NCHRP Funding to Develop a New CTSO Strategic Plan
• There are two objectives for this research project. First, is to develop a new, comprehensive strategic plan to frame CTSO’s purpose and direction. Second is to review and refine CTSO’s action orientation throughout the year to carry out its plan.
• This project will build on the 2018 CTSO Strategic Plan, 2021-2026 AASHTO Strategic Plan, NCHRP 20-123(12) System Mobility and Emerging Technologies (SMET): Strategic Planning Session and Research Roadmap Development, and NCHRP 20-102: Research Roadmap for Impacts of Connected Vehicles and Automated Vehicles on State and Local Transportation Agencies.
• The proposal was approved by CTSO’s Research Coordinators and CTSO Chair and submitted on August 18, 2021.

• The AASHTO Board of Directors approved a resolution addressing Race,

CTSO and Diversity, Equity and Inclusion
Diversity
Diversity refers to the presence of difference within the group of people from any number of
demographic backgrounds, identities (innate and selected), and the collective strength of their
experiences, beliefs, values, skills, and perspectives. The variability in a diverse group is apparent
in the characteristics we see and hear as well as through behaviors and expressions that we
encounter and experience in the organization. Individuals are not diverse; they are unique, but
their presence can bring diversity to the group. Diverse organizations are not by definition
inclusive.
Inclusion
Inclusion refers to the behaviors that enable people with different identities to feel and/or be
valued, leveraged, and welcomed within a given setting. Longtime Diversity, Equity, and
Inclusion educator, Verna Myers, said: “Diversity is being asked to the party. Inclusion is being
asked to dance.” Inclusion isn’t a natural consequence of diversity. You can have a diverse team
of talent, but that doesn’t mean they feel welcomed or valued or are given opportunities to grow.
Inclusion is the act of implementing philosophies, policies, practices, and procedures to ensure
equal access to opportunities and resources to support individuals in contributing to the
committee’s success. Inclusion creates a framework for allowing the diversity within the
committee to exist and thrive in a manner that can enhance innovation and problem solving.
Equity
Equity is an approach that ensures everyone has access to the same opportunities. Equity
recognizes that we don’t all start from the same place because advantages and barriers exist. It’s
a process that acknowledges uneven starting places and seeks to correct the imbalance. Diversity
and inclusion are both outcomes. Equity is not. It refers to the process in which the committee
engages to ensure that people with marginalized identities have the opportunity to grow,
contribute, and develop.
Bias
Bias refers to having a prejudice in favor of or against one thing, person, or group compared
with another, usually in a way considered to be unfair, even if it is unconscious or unintentional.

▪ Key industry issues: safety, automated permitting, permit harmonization emergency response,
surface transportation legislation, tax and tort reform.
▪ SCRA would be happy to work with CTSO and agencies to better integrate freight and
oversize/overweight considerations into freight planning efforts.
• Governors Highway Safety Association – Jason Siwula, Kentucky Transp. Cabinet
▪ Crash fatalities increased by 7.2% in 2020; has been an area of focus for GHSA.
▪ Another major GHSA emphasis is equity in highway safety and recommendations for a more
equitable approach for enforcement and traffic safety.
• Federal Reauthorization Act Update - Joung Lee, AASHTO
▪ “Infrastructure Investment and Jobs Act” (IIJA) – Current bipartisan infrastructure totaling
$567.4 billion. Includes funding increases for highways, transit, rail, and safety. Possible House
vote in late September.
▪ CTSO members encouraged to share expertise, comments on federal legislative matters.

CTSO Charter Update:
Freight Operations Subcommittee• It is proposed that the Freight Operations Working Group, previously under the
Subcommittee on Operations, be elevated to the Subcommittee on Freight Operations because there is a permanent need to address the issues and impacts of freight on operations.
• This will also place the co-chairs of the Freight Operations Subcommittee on the CTSO Steering Committee.
• In recent years, the Working Group has led important efforts on freight movement during emergencies, truck parking, traveler information and permit harmonization.
• The Subcommittee will continue these efforts and directly coordinate with other subcommittees on issues that impact operations.
• The Subcommittee on Freight Operations will also coordinate with the Special Committee on Freight, Committee on Planning’s Freight Task Force, and Committee on Transportation System Security and Resilience to support research and projects that achieve the mutual policy goals.
