A - p. 4 MINUTES OF THE MEETING

After having given the welcome to the Committee Members, to the New Representatives and to the Observers, the Chairman Guido Mazzà has called for the approval of the Minutes of the previous meeting held in Prague and of the present Agenda. Both items have been approved.

The Chairman has given the sad announcement about the passing away of Prof. Adrian Popovici (Romania). ProF. Popovici has been member of the Committee since its setting and has given a great contribution during his long permanence in the Committee. He has organized the7th Benchmark Workshop in Bucharest in 2003.

1. Updating of the ICOLD Committee A Members: o The Chairman explained the ICOLD rules of involvement into Committees (the formalization of the new Members acceptance is made during the

General Assembly). The application of new Members should be formally communicated to the ICOLD Secretariat by the related ICOLD National Committee.

o The Chairman commented the last updating of the Member list. o All Members are warmly asked to register at the ICOLD website (asking the password to their own National Committee) and check if all the data

present in the website are correct o The Chairman informed that there is a new template to be used to write ICOLD Bulletin in order to standardize the Bulletins. The issue of

Bulletins takes generally some years to be published after they are accepted by National Committees. From now on Bulletins will be made available as e-Book in a short time. The French version should be written as soon as the English chapters will be ready to facilitate the final issue: each Committee should rely on Francophone Members, if there are any.

2. Richard Malm has summarized the main outcomes of the 14th Benchmark Workshop held in Stockholm, Sweden - September 2017. 3. Task Forces: activities presented by the Task Leaders.

3.1 Task Force 1 (NLMCD Bulletin): M. Hassanzadeh (SWECO) has reported on the ICOLD Bulletin “Non-linear modelling of concrete dams (NLMCD)” under preparation: Content of the Bulletin and scope Short presentation of the Members contributing to the Bulletin Why and when NLMCD is needed Solution methods (description of the characteristic of different methods and convergence criteria) Available FEM codes for NLMCD Recommended parameters values for NLMCD NLMCD examples and case histories After a general discussion about the content of the report, the Working Group decided to have a technical meeting in Vienna to define the next steps.

3.2 Task Force 2 (Risk analysis): Adriàn Morales Torres, on behalf of Ignacio Escuder, presented a synthesis of the activities carried out during the last 4 benchmark (Valencia, Graz,

Lausanne and Stockholm) workshops on risk analyses for safety of dams.

3.3 Task Force 3 (Capitalization of the Benchmark Workshops results): The Chairman reported on the ICOLD Bulletin N.XXX “Capitalization of Benchmark results since 1991” It is important to give a boost to the process to overcome the initial inertia.

It has been examined the list of the Chapter and a short description of the contributions received so far has been presented. R. Gunn suggested to make reference to colleagues that formulated the BWs but this could be done only for the most recent BWs. About RCC, a new Bulletin is going to be issued where all the advancements are described: the Capitalization should describe changes in time and

the Bulletin will provide in which direction these changes are moving. R. Gunn, G. Zenz, M. Hassanzadeh, S. Teodori (observer) have done several comments and proposal to better finalize the organization and the aim

of the bulletin on capitalization. The Chairman will re-define the guidelines to be followed according to the comments received but each Coordinator of each chapter should involve the volunteers in order to provide their own contribution.

C. Marulanda described the 5 topics analysed in the BWs related to embankment dams: it could be useful to have a single chapter and subsections related to each topics describing critical assessments, shortcomings and advancements. G. Mazzà said that it is an alternative approach that could be very effective: the table provided by C. Marulanda could represent a good synthesis.

Regarding the Open Themes, proposed in 3 BWs, that are quite heterogeneous, it must be decided how to organize these data. C. Maruland included some open themes in the chapter he is in charge. For other themes could be useful to include the abstract, not only to list all the themes . The Chairman will circulate by email a proposal for discussion with the Committee Members.

Next steps: the Chairman has asked each coordinator to contact people who expressed the interest to participate and get their feedback.

3.4 New “Ad hoc” task forces: Proposals, by any Member. No new task forces has been proposed by the Committee Members.

4. Organization of the 15th Benchmark Workshop, 2019. Date, Venue and Themes. Presentation of proposals, by any Member The Chairman presented the proposal to held the next BW in Milan. The proposal has been accepted by the Committee. The Benchmark will be held in 10-12 September 2019. The Themes proposed for the 15th BW are: Presentation of Pine Flat dam (Jerzy Salamon, USBR). Presentation of a Slovenian concrete gravity dam (Mateja Klun, Committee Member) Presentation of the Menta dam (Giulia Buffi, University of Perugia) Presentation of San Valentino e Montedoglio dam (Guido Mazzà, RSE)

Between the end of the year the themes must be ready and in January people who expressed their interest in participating will receive the data. At the end of June the solutions should be provided to the formulators. Members required to upload the presentations of the Themes on the ICOLD website. Slovenia has done a proposal to host the16th BW. The proposal will be discussed during the next Committee meeting in Ottawa 2019 (Canada).

5. Possible updating of the Terms of Reference of the Committee, by any Member. No proposals to change the ToR has been presented.

6. Joint workshop between Committee A and Committee B. The workshop will be held on Monday, 2nd July at 2:00 p.m. The program is as follows:

7. Miscellaneous aspects, by any Member. The ICOLD Concrete Committee will write a Bulletin on arch dams and has asked to cooperate with Committee A. A short meeting has been held

together with Quentin Shaw, Jerzy Salamon, Gerald Zenz, Russell Gunn and Guido Mazzà. The proposal to prepare a joint Bulletin has been formulated and it will be discussed in the frame of the Committee on Concrete Dams.

R. Gunn presented the issue of two Bulletins of the Swiss Committee: one on floating debris and the other on concrete swelling.

(i) Meetings and attendance: Two meetings were held on Jul1 1, 2018 from 8.15 a.m. to 15.30 p.m.; 18 committee members including 1 substitute and 14 observers were present.

(ii) K. Addo joined as new member replacing S. Rigbey from Canada. The Egyptian and Serbian National Committees have to nominate new members. No contacts could be established with the committee members from Algeria and Pakistan. V. V. Rechitskiy (Russia) has been nominated as co-opted member.

(iii) The Term of Office of the Committee ends in 2020.

(iv) The position paper on dam safety and earthquakes, approved in 2010, will finally be published in 2018.

(v) All committee members shall obtain a code from their national committees in order to get free access to all ICOLD Bulletins and other documents from the ICOLD web page.

(vi) Templates for the preparation of bulletins shall be used for future bulletins and documents as they will be published by an international publisher, who ensures more effective publication and document referencing.

(vii) 10th Commemoration of Wenchuan Earthquake (China) of May 12, 2008, International Symposium on Seismic Safety of Large Dams and Reservoirs, organised by CHINCOLD with 260 participants, was held in Chengdu in May 2018. During the Wenchuan earthquake about 2000 dams and reservoirs were damaged.

(viii) The Committee on Seismic Aspects of Dam Design, established in 1968, celebrates its 50th anniversary in 2018. The members are encouraged to organise related events in their countries. A joint workshop of Committees A and B will be held during the ICOLD Congress on July 2, 2018 from 2.00-5.30 p.m.

(ix) Communication with the committee members will be by email only. In the past year some 20 documents including reports on recent earthquakes, papers and various announcements were distributed.

2. Selected Reports from Committee Members Different reports were presented by the representatives from Canada, China, France, Italy, Japan, Korea, and USA. Copies of the ppt presentations will be forwarded to the committee members by separate mail. The committee appreciates the support from the seismic committee of the USSD as their terms of reference are in line with those of our ICOLD committee and related documents are under preparation. The magnitude 7.3 earthquake at the border of Iran and Iraq of November 12, 2017 caused damage to the 128 m high Darbandikhan rockfill dam (completed in 1961) in Iraq. The seismic safety of the dam is of concern to the dam owner and dam engineers have questioned the Committee chairman during a symposium in China (10th anniversary of Wenchuan earthquake) why ICOLD did not help, however, ICOLD has never been contacted. Most of the damage of this earthquake occurred in Iran with 630 people killed, but dams were not damaged there. A report on static and dynamic tensile and compressive strengths of large-scale test specimens (diameter: 45 cm) of mass concrete, carried out in China, was presented. Accordingly, for a compressive strength of about 60 MPa the average dynamic tensile strength of several samples was less than 3 MPa, a value, which is considerably smaller than used, in general, for the seismic safety assessment of concrete dams, as a value of 10% of the static compressive strength is often used for the static tensile strength of mass concrete and an increase of 50% for the dynamic tensile strength under seismic action. Similar tests are being carried out for RCC. It should be added that for the seismic safety assessment of concrete dams, the main dam-related parameters are the damping properties (represented by the damping ratio) and the dynamic tensile strength of mass concrete. In general, too optimistic values are used.

3. Discussion of Terms of Reference

3.1 Interpretation of seismic data obtained from dams (Coordinator: Sasaki)

An update of the status of the draft bulletin was given by Sasaki, who presented results on the time-dependent strength degradation of a rockfill dam, which could be obtained from the analysis of recorded strong motion data. Members with access to research organisations should encourage them to do additional processing of this very important data. As most Japanese dams, where records are available, have been equipped with two strong motion instruments (i.e. one at the dam base and the other at the crest) the analysis of this data will be limited. The report on the French-Japanese cooperation program on the seismic analysis of dams, in which data from the Japanese strong motion data base were used, will be published shortly. This is a comprehensive report, covering different types of dams and safety-relevant hydro-mechanical equipment.

3.2 Seismic design aspects of CFRD dams, dams with asphalt core, and dams with other types of liners and internal membranes (Hoeg, Marulanda and Matsumoto) A draft report on Embankment Dams with Asphalt Core or Facing was presented and discussed in Prague in 2017. Further comments from the members are most welcome. The sections on CFRDs and geomembranes are under preparation.

3.3 Nonlinear seismic analysis procedures for concrete and embankment dams (Marulando and Zenz) Cooperation with Committee A (computational committee) is in progress and a joint workshop of Committees A and B will be held during the Congress and Annual Meeting in Vienna. USSD is working on a document on the nonlinear dynamic analysis of embankment dams, which will be available until the next committee meeting. This document shall form the basis for a similar ICOLD Bulletin.

3.4 Dissemination of information on seismic aspects of dams (all) Since the annual meeting in Prague, the Chairman has delivered one-day or two-day short courses/training courses and seminars on dam safety and earthquakes as follows: Philippines (5 courses, ca. 780 participants), China (3) and India (2). The committee members are encouraged to disseminate the documents prepared by the committee in their countries by means of workshops, training courses, papers and the preparation of country-specific guidelines.

4. Items of Concern The following items are still of concern:

(i) Seismic safety of existing dams: This is a long-term ongoing process; all countries are recommended to check the seismic safety of their dams designed by the pseudo-static analysis method using a seismic coefficient of typically 0.1, as this method is outdated today and shall no longer be used.

(ii) Damping characteristics of concrete dams: This is an unresolved and controversial issue, as damping ratios obtained from small-amplitude oscillation measurements are much smaller than the values used in dynamic analyses of concrete dams; the damping ratio is the main material factor controlling the linear dynamic response of concrete dams.

 The Chairman welcomed the new members and stressed the important participation of retired members in the production of the bulletins. 

 Relevant information from the meeting of Committee Chairmen and Icold Board  

Dr. Schleiss informed the Members about the new requirements for Committee membership requesting members to crente an account with ICOLD Central Office to allow their participation and acesses to the ICOLD Web Share Space.  

Discussion on the proposed Terms of Reference for the new phase of the Committee work The new Bulletin "Recent and future challenges for spillways of dams" will concentrate on current and future issues which influences design and operation spillways as listed in the following (not exhaustive and final, to be extended and finalized by the committee’s work):

Discussion of terms of reference – itens to be treated:

• High velocity flow on chutes and corresponding outlet structures (cavitation, air entrainment, waves, flow bulking, splashing,…) - structural design including drainage systems of chute linings interacting with fluid considering dynamic loadings and vibrations

• Need of surveillance and monitoring of spillways; underwater inspection

• Selection of type of spillways; new views on gated or non-gated

• Robust and flexible spillway design in view of future uncertainties like climate change

• Uprating of existing spillways for increased design discharge; remedial works

• Fuse plugs - for design or safety floods or additional risk reduction

• Spillway solution associated with the diversion scheme in very low dams, with downstream reaches of large rivers

• Flow induced vibration of large and high head radial gates and emergency gates, transient flow conditions

• Shaft, vortex & morning glory spillways; focus on dynamic loading and cavitation risk

• Supersaturation of flow downstream of spillways 

Bulletin on Blockage of Spillway Passages by Floating Debris and Sediments  

Mr. Robert Wark who leads the preparation of this bulletin  presented the status of the bulletin and a list of actions required to comply with comments and observations received from members of ICOLD.  Conclusion and meeting adjournment The Chairman observed that the work of preparing the bulletins reached its end producing high quality texts with very relevant information for designers and owners of dams and hydraulic projects. He also observed that the work involved the participation of all Committee Members who dedicated appreciable time and effort to produce the document. He also mentioned that the work developed as planned reaching its goal within the assigned time. He hopes that the translation into French and the distribution to ICOLD National Committees proceed without unnecessary delays.  He expressed his best wishes for the new phase of work that will be led by the new Chairman Dr. Anton Schleiss and thanked all Committee members for their support to his role along the last eight years.   Brasil P Machado Chairman

A. MORNING SESSION (09:00 TO 12:30)

1. Membership & Terms of Reference (Rogers / Conrad)

DISCUSSION: a. Attendance was taken by Rogers along with updates to the Roster contact information. b. Change of Chair (M. Conrad taking over for M. Rogers) / Vice Chair (Q. Shaw taking over for M. Conrad) c. Updated Terms of Reference (TOR) – sent in March; some comments discussed; TOR will be approved at General Assembly d. Discussion of members to be “registered” with ICOLD on website to have access to Committee D Share Space

2. Bulletin on Expanding Concrete in Dams (Charlwood, Berra & Amberg) STATUS: The Bulletin on Expanding Concrete – Diagnosis, Rehabilitation and Prevention will consider all potential forms of expansion due to chemical and physical processes, including AAR. Key issues which include: Internal Swelling Reactions including AAR and sulfate reactions, alkali re-supply and recycling in ASR which can extend the duration of expansion, options for managing expansive reactions.

DISCUSSION: Dr. Charlwood (USA) and Dr. Berra (ITALY) provided an update. They proposed that the bulletin should be split into three:

1. Managing Expanding Concrete Bulletin 2. Prevention of Expanding Concrete Bulletin 3. Case Histories of Expanding Concrete Bulletin

This was accepted by the committee without objection.

3. Bulletin on RCC Design (Shaw)

STATUS: The Committee agreed at ICOLD 2013 (Seattle) that an update of the RCC Bulletin should be prepared. The work is being led by Shaw (South Africa) with inputs by Dunstan (UK), Rogers, Dolen, Schrader and Shannon (USA), Forbes (Australia), Conrad (Switzerland), Ibanez de Aldecoa (Spain/USA) and Ortega (Spain), Berthelsen (Norway), Uesaka on RCD (Japan) and Ergeneman (Turkey)

DISCUSSION: An update was provided by Dr. Shaw (South Africa). Bulletin in now complete pending approval at ICOLD General Assembly and French translation. The French translation is being led by Mr. Francois Couturier (CANADA).

4. Publish a Technical Paper on Sustainable Concrete Dam Construction STATUS: It was agreed at the ICOLD 2009 meeting in Brasilia that our Technical Committee D should develop a Technical Paper considering low cement concrete, optimization of design, minimal energy consumption for possible publication in Intl J. Hydropower and Dams. Mr. Jabarooti (IRAN) prepared an updated draft for discussion. It was agreed that the paper should review the general issues involved in sustainable construction of concrete dams, identify metrics to allow quantification and if possible include a section on carbon emissions as an example. Jabarooti made a presentation at the Waterpower and CHINCOLD conference 2013 in Kunming, China. DISCUSSION: An update was provided by Dr. Conrad (Switzerland). Dr. Conrad agreed to contact the representatives from Iran who were absent from the meeting in order to get an update. It was agreed to try to get some interest in supporting this topic from the committee over the next year. If there is no further interest, this topic may be dropped from the TOR.

B. DISCUSSION OF POSSIBLE DATABASES

1. General Discussion: (Conrad / Rogers) The discussions and considerations for ICOLD Databases could include the following: a) Ongoing and long-term objective of assembling and building a database on concrete dams, capturing information for all of the existing (and new) concrete dams and kept building every year b) Identification of concrete dams related databases already existing in the public or engineering domain and collection of links c) Advancing of discussion on long-term hosting and maintaining databases initiated and developed by the Committee

2. Proposed Database on Expanding Concrete Dams (Charlwood, Amberg)

At ICOLD 2009 (Brasilia) the Committee agreed to consider developing a database on expanding concrete dams. This topic has been led by Dr. Charlwood. This topic has not been progressed very far in the last few years. It is noted that the structure and operation of the database still needs to be developed. No action to this date.

3. Proposed Database on Physical Properties of Concrete Dams (Filho)

It was agreed at the ICOLD 2009 meeting (Brasilia) that the Committee should consider developing a database on material properties of concrete dams. This topic has been led by Dr. Filho (Brazil). Dr. Filho circulated a summary of the anticipated uses of the data base for discussion at ICOLD 2012 (Kyoto). This topic has not been progressed very far in the last few years. It is noted that the structure and operation of the database still needs to be developed. No action on this topic to this date.

C. AFTERNOON SESSION (14:00 TO 16:00) – Discussion on Possible New Bulletins

1. Discussion of NEW Bulletin on Modern Methods and Criteria for Arch Dam Design and Analysis discussion by Dr. Shaw (South Africa): Lead Authors: Dr. Quentin Shaw, SOUTH AFRICA & Dr. Jerzy Salamon, (Co-opted) USA Planning: Outline for Committee review at ICOLD 2018 Drafting Schedule: Draft plan expected in 2020 Publishing Schedule: Submit to Central Office in 2021 1. Problem Definition/Challenges in Arch Dam Design

• The design of an arch dam cannot realistically, or easily be standardized. In practice, design is based on guidelines and not standards or codes. • The current younger generation of dam engineers has less design and construction experience, particularly of arch dams, but expects to be able to

follow standard procedures, etc., for new designs; • Realistically, no guidance is available, apart from assistance from experienced dam engineers, who are becoming fewer; • A guidance document is consequently required, not only proposing methodologies and design criteria, etc, but also indicating the typical limits

beyond which the assistance of an experienced specialist must be sought. 2. Bulletin Objectives: The primary objectives of the proposed new ICOLD Bulletin on Arch Dam Design Methodologies and Criteria can be defined as follows:

• To establish the spectrum of analyses required for each stage of the arch dam design development process (addressing structural, geotechnical, thermal, thermo-mechanical & construction analyses);

• To establish appropriate analysis methodologies for each stage of arch dam design and each load type; • To establish typical criteria for design under each analysis methodology.

3. Discussion Included: The discussion included as follows: • Contributing Countries: South Africa, USA, China, Germany, Spain, Turkey • Scope of new dams vs existing dams

2. Discussion of NEW Bulletin on Considerations for Aging Concrete Dams

This bulletin could include the following topics: a) Physical Properties of Ageing Concrete b) Guidelines for Inspection of Aging Concrete Dams c) Expectations for Aging of Concrete Dams d) A Framework for Estimating Remaining Life of Aging Concrete Dams e) With regard to the performance and inspection of concrete dams, collaboration with the Dam Surveillance Committee should be envisaged.

Volunteers were accepted for participation on the subcommittee. These will be contact by the Chairman for formal assignment.

3. Discussion of Proposed new Bulletin on Raising of Concrete Dams. It was agreed to postpone discussion of this bulletin until ICOLD 2019.

This bulletin could include the following topics: a) Design and construction options b) Important considerations in design and construction of dam raisings c) Recent case histories of gravity and arch dam raisings

MINUTES OF THE MEETING in Austria center; on 1 July 2018  

1. General New representative from Czech Republic joined the Committee. New Korea member did not attend. Russian replacement was announced – to be approved at AGM> All representatives must register with ICOLD through their national committees in order to be accessible to Committee Chairs and to ‘share-space’ on the ICOLD website. The new ICOLD guidelines for Technical Committees were introduced to Members.

2. Proposed New Bulletin on Tropical Soils No progress had yet been made on the proposed bulletin on foundations in tropical residual soils. The proposal was thought to have been initiated following difficulties with foundations of embankment dams and to add the African and other country experiences in a particular tropical soil, not dealt with in Bulletin 151 on Tropical Soils in Dams, completed in 2009. Chairman would check with former President Nombre and Dr Chraibi, who had first proposed this Bulletin.

3. Completed Bulletin on Internal erosion Volume 1 of ICOLD Bulletin 164 on Internal Erosion was published in English and French in 2017 (from approved preprints issued 19 February 2015). Approved preprint Volume 2 dated 6 May 2016 in translation by Drs J-J Fry and Valerie Fréchette. ICOLD Bulletin 164 is official UK guidance on internal erosion. Successful internal erosion workshop held at Imperial College, London and 25th EWGIE (ICOLD European Working Group on Internal Erosion) meeting held at Deltares, Delft. Upcoming 26th EWGIE in Milan, 10-13 September, 2018, and 9th International Conference on Scour & Erosion (ICSE9), Taiwan 5-8 November, 2018. The 2019 EWGIE was to be held in Vancouver 19-21 June, after ICOLD in Ottawa (10-14 June, and tours). National Committees of Australia and Netherlands had commented on the new Asphalt Core Embankment Dams Bulletin. Amendments would be made, and ICOLD Executive was expected to give approval for publication.

4. New Bulletin on Geotextiles in Dams Danie Badenhorst and Kelvin Legge (South Africa) had responded to comments on the draft Geofilter Bulletin, and would now put into new ICOLD format. France (Dr J-J Fry) would send more case histories of use of geofilters. It was emphasised that the new Bulletin approved use of geofilters as adjunct (in addition) to sand filters in critical situations.

5. New Bulletin on Coffer Dams As proposed in Prague Dave Paul (USA) presented on a new Bulletin on Coffer Dams, which was well-supported. Most members thought that the owners should take responsibility for setting design standards. More was added at Workshop on 2 July 2018. A working group should be established.

6. New Update on ICOLD Bulletin 51 of 1985 on Cut –off walls As proposed in the Prague meeting Dave Paul (USA) made a presentation on new techniques and materials on Cut-off walls. An update on ICOLD Bulletin 51 of 1985 on Cutoff Walls was proposed. There was much varied and very large scale experience in USA, and participants were ready to contribute to the updated Bulletin. Participants with experience elsewhere were urged to contribute. A working group will be established form the interested members countries.

7. New Bulletin on deformations and cracks in earthfill Embankment dams

Gavan Hunter (Australia) made a presentation on the outline of a bulletin proposed last year on deformation and cracking in embankment dams. The objective is to provide more specific data on crack locations, widths and depths for examining whether concentrated leak erosion could occur, particularly through transverse cracks in the crests of dams. The Committee agreed to proceed; the new bulletin would add to the ICOLD guidance in Bulletin 164 on internal erosion in dams and levees. George Dounias (Greece) reported on the results of the 14th Benchmark Workshop of the ICOLD Committee on Computational Aspects of Analysis and Design of Dams ‘Embankment dam behaviour – prediction of arching and cracking potential’. The various models give good agreement for stresses during construction, but predicted lower arching of incorrect distribution across the core than measured. The overall lesson is to recognise that models can help to understand likely stresses and deformations, but do not yet make precise predictions.

8. Presentation on Interfaces between concrete structures and embankment dams. Cassio Viotti (Brazil) made a presentation on dealing safely with ‘Interfaces between embankment and concrete dams’. He would circulate the paper on which it was based.

9. Proposed new Bulletin on Filters, Drains and Ztransitions and Slop Protection Dr Soriano (Spain) was not present, and there was no progress report on the proposed Filters, Drains, Transitions and Slope Protection Bulletin.

10. Presentation on the Oroville Dam Spillway failure incident John France (USA), Chairman of the Independent Forensic Team reporting on the Oroville Spillway Incident (report of 5 January 2018 available from www.damsafety.org), reported that the incident was the result of systemic failure in the dam safety processes in the United States. No one person could reasonably be blamed. During construction, no connection seemed to be made between geologists, designers or constructors, with the result that the spillway slab was constructed on and dowelled partly into weathered rock, ‘soil’, not sound rock. The drain pipes below the slab protruded into it, resulting in cracking of the chute floor slab above the herringbone of pipes. From the outset, water leaked through the cracks and discharged through the drains, possibly removing and softening the underlying weathered rock foundation. Frequent crack repair campaigns were completed without success, and leakage became a ‘normalised deviance’, accepted as an issue with no recognised relevance to the safety of the spillway. Ultimately, the dowels ceased to hold down a part of the slab, which lifted and resulted in extensive damage and erosion. Closing the spillway resulted in flow over the high level unlined emergency spillway. This eroded the unprotected soil surfaces in between rock downstream, and the erosion threatened to undermine the weir, which would have released a surge of water from the surface of the reservoir, causing downstream flooding, and this led to evacuation of about 200,000 people from the floodway downstream. Frequent dam safety inspections had been made, including PFMA, but these were concerned about the possibility of uncontrolled releases of water from the reservoir. This was not expected, probably correctly, for the scenario in which partial failure of the spillway occurred. The serious consequences of such non-fatal ‘incidents’ should be recognised, and the potential for their occurrence diagnosed by comprehensive investigations and design checks on existing structures.

11. Progress with Mosul Dam Dave Paul (USA) reported for the third year on the situation at Mosul Dam in Iraq. He had been USACE Engineer on site for the past year, supervising the Italian Trevi (company) grouting and remediation contract to limit solution of the gypsum in the foundation which had proceeded well. A new downstream grout curtain and about 25% of the upstream curtain had been grouted, gate repairs and other improvements had been completed and the Iraqi grouters trained in

the use of new equipment. The first contract was now ending and negotiations to extend it had not yet been concluded.

Committee”) was proposed to be extended for three years (2017 - 2020). It wouldterminate in 2020. The Committee has sixteen country-members. Nine membersare present at the Vienne meeting.

The Committee received copy of requests (email) sent to the ICOLD Secretariat toappoint MM SE-WONG Chung (Korea), VANIER Benoit (Canada) andCHERNYSHENCO V. Pavel (Russia) as representatives to the ICOLD Committeeon Environment.

1. ACTIVITIES during 2017-2018

For the point on the USSD Annual Conference:At the USSD Annual Conference in May 2018, Tracey Williamson and BlaineDwyer gave a presentation summarizing the standing ICOLD TechnicalCommittees that cover areas important to USSD’s membership and its similarcommittees. The presentation summarized the work and publications the ICOLDCommittees are developing, and compared them to U.S. environmentalmanagement practices for dams and reservoirs. It also summarized the JointICOLD and World Bank Workshop on Climate Change conducted at the July 2017ICOLD meeting in Prague and ICOLD’S collaboration on the World Bank’shydropower climate resilience guidelines.

As a result of this collaboration between the UK and USA, the UK are including anEnvironment theme in their Conference program for the first time.

Committee ‘G’ agreed that it would be beneficial for Members to deliver similarpresentations in their countries to raise awareness of the ICOLD environmentprogramme and share international practices to provide greater opportunities foreffective interface with international practictioners.

For the point on using Share Space:It was discussed that Committee ‘G’ Members could use the ICOLD CommitteeShare Space to share and store presentations for Members to use as templates. Forexample, the presentation delivered by Tracey Williamson and Blaine Dwyer at theUSSD Conference could be stored there; and Members can develop and use this intheir own countries to raise awareness about the various ICOLD TechnicalCommittees with an environmental theme.

Au sujet de la conférence annuelle de l’USSD :A la conférence annuelle de l’USSD en mai 2018, Tracey Williamson and BlaineDwyer ont présenté les Comités techniques permanents de la CIGB qui recouvrentles travaux de comités similaires de l’USSD. La présentation a résumé les travauxet les publications que les comités techniques de la CIGB développent, puis acomparé les pratiques de gestion de l’environnement aux US pour les barrages etles réservoirs. La présentation a également concerné la réunion conjointe de laCIGB et de la Banque mondiale qui s’est tenue à Prague en Juillet 2017 sur le sujetdes changements climatiques, ainsi que la collaboration de la CIGB dansl’élaboration des lignes directrices de la Banque mondiale au sujet del’hydroélectricité, de la résilience et des changements climatiques.

Comme résultat direct de cette collaboration entre US et UK, le Royaume-Uni aintégré le thème de l’environnement dans sa conférence annuelle pour la premièrefois.

Le Comité G pense qu’il serait bénéfique pour les membres d’effectuer desprésentations similaires dans leur pays pour sensibiliser le public au programmeenvironnemental de la CIGB et pour partager les pratiques internationales.Ceci permettrait d’offrir de meilleures possibilités d'interface efficace entre lespraticiens internationaux.

Sur l'utilisation de Share Space :L’utilisation de l'espace de partage du comité G de la CIGB a été discuté. Lesmembres du Comité G pourraient partager et stocker des présentations qui seraientutilisées comme modèles. JAPAN was in charge of a specific technical aspect about water quality modelsfrom the previous TOR. A short presentation is given by the Japanese team duringthe meeting. The Committee discussed this issue and recommended that thedocument could be subject of a specific technical paper to be presented duringICOLD 2019 as a conference paper. The chairman provided brief information about the items discussed during the meeting of ICOLD Board with the Chairs and Vice-chairs of Technical Committees which took place on Sunday June 30, 2018.

DAM INCIDENTS E -DATA BASE

M. Poupart informed the Committee about the progress in collecting available data on this subject and the discussion within the Working Group regarding the updating of Bulletin 99. WG proposes to initiate the updating work and the Chairman will ask the President to add this task to the Committee TOR at the earliest opportunity. The preliminary workplan of the WG includes review of fundamental definitions and review of failure case.

M. Poupart and the Chairman will discuss with the Secretary General the logistics of transferring the database to the ICOLD Website.

REVIEW OF CURRENT PRACTICE OF RISK ASSESSMENT AND MANAGEMENT FOR DAMS

A. Zielinski provided the Committee with the update on activities following the Prague meeting of the Committee. Following initial and exploratory Survey I sent to CODS members, the candidate countries for more detailed Survey II were identified. The list includes 19 member countries represented in the Committee. The discussion which followed the presentation concentrated on the scope of the review and led to the conclusion that the review should include broad spectrum of practice in the area of risk assessment and management for dams. It was also agreed that in order to clarify the boundaries of this spectrum, the Survey II technical questions will be preceded by an introduction explaining the importance of the political, legal, regulatory and institutional context impacting the choice of the risk assessment and management framework. The Working Group will meet in Vienna following the Committee meeting and will develop the workplan with the objective to prepare and send out the Survey II in the early fall of 2018.

GUIDANCE ON ASSESSMENT OF CONSEQUENCES OR HAZARD POTENTIAL RESULTING FROM DAM FAILURE

S. McGrath provided the update on the progress of the Working Group. The purpose of this Bulletin is to provide guidance for dam managers on suggested principles and the contemporary applications and methods used for consequence analyses. The objectives of this bulletin are to:

• Support dam managers to make informed decisions regarding the need, purpose and scope for consequence analyses; and • Provide a basis for building a common understanding between dam managers and technical providers in specifying, and then

interpreting the results from, consequence analyses.

H – p. 5 GENERIC DAM SAFETY GUIDELINES

R. Charlwood provided review of the Working Group objectives for the proposed two bulletins, namely draft document on generic dam safety guidelines which has been the focus of discussion (during and after the Committee meeting in Prague), and the guidelines on developing dam safety regulatory framework, which is on hold pending results of the Global Dam Safety Study carried by the World Bank. He also outlined the history and the process of developing both drafts as documents prepared for the use by Eastern Nile Technical Regional Office (ENTRO). He characterized the comments received from CODS members after the presentation of the draft at the Committee meeting in Prague. C. Raska provided the position of CDA Dam Safety Committee on the generic dam safety guidelines. As a result of the discussion that followed, it was agreed that the Working Group will prepare the next version of the draft generic dam safety guidelines that will include 22 recommendations provided in the comments received from the CODS members by the end of October 2018. The draft will be circulated to CODS members and the Committee chairman will request the position of each Committee member on whether the modified draft can be submitted to General Assembly in 2019 for approval as anew ICOLD Bulletin. If, in the opinion of majority of CODS members the modified draft is not ready for submittal to 2019 General Assembly:

The Working Group will update draft generic guidelines outside of CODS, as a single comprehensive document incorporating comments received and the document will be made available to interested developing countries from ENTRO.

The Committee will form a new Working Group which will begin the work on developing short generic dam safety guidelines based on and aligned with the existing ICOLD Bulletins.

Summary The committee is moving forward under the new TOR submitted last year to complete the bulletin on National Regulations and Sediment Management Case Studies progress on the new bulletin on Design of Sediment Bypass Systems. Activities In 2016 at the meeting in Johannesburg, as the last Terms of Reference (TOR) period was coming to an end, the committee discussed ideas for a new bulletin. A new TOR was therefore drafted for a) finishing the bulletin underway for National Regulations and Sediment Management Case Studies and b) starting a new bulletin on Design of Sediment Bypass Systems. The new TOR was sent to M. de Vivo on February 2.2017 for consideration by the board at their meeting in March 2017 in Morocco. However, the TOR was not voted on and instead was pushed forward to

J– p. 3  the meeting in Prague. The committee moved forward with work on the new bulletin at last year’s meeting in Prague under the assumption that the new TOR would be approved. The new TOR period is 2017-2020. We had initially planned on giving a workshop on the new TOR in Vienna, but were advised by M. Schleiss that this would probably be redundant due to Congress Question 100 which has many papers on the state of the art of reservoir bypass systems. Therefore, no workshop was requested. The activities over the past year have been focused on two issues – completing the “old” bulletin and working on the “new” bulletin. The “old” bulletin is nearing completion, Mr. Teal having spent a good deal of time editing the text submitted by various members. At the TC Chairmen meeting in Vienna this year, Dr. Schleiss advised that the “old” bulletin” be prepared using the new format as this would ensure more speedy publication. Mr. Teal will evaluate the merits of changing format as he works on completion of this bulletin. The goal is to submit the draft bulletin to the ICOLD board in 2018 so it can hopefully be approved at the 2019 Meeting. The new bulletin topics have been divided into different “work packages” and different committee members assigned to work on these packages. It was decided at the meeting to hold quarterly review meetings/calls to track and discuss progress on the work packages, the first one to be held in early October of 2018. The current goal is to have a draft done for review at our meeting in 2019, after which a final draft will be prepared and submitted to the ICOLD board for consideration at their 2020 meeting. Also at that meeting the committee would be requesting a workshop to present the bulletin. At this year’s meeting, the agenda included customary business items (agenda items 1-4 and 6). We also had a special presentation from Dr. Sumi (item 5) regarding Congress Question 100 which should be of great interest to all committee members, and many members are presenting in that session as well. We then reviewed the progress and status of the bulletins (item 7) with the most amount of time spent discussing the new bulletin (item 8B). We concluded the meeting with a number of presentations by committee members and invited guests related to the reservoir sedimentation topic.

MINUTES OF THE MEETING K- p. 4

This was the seventh meeting of the Committee on Intergraded Operation of Hydropower Stations and Reservoirs. After having given welcome to the Committee Members, to the New Representatives and to the Observers, all the efforts made by members were appreciated. The present Chairman Dr.CHEN Guoqing has called for the approval of the Minutes of the previous meeting in Prague and of the Agenda. Both items have been approved. Dr. CHEN stated annual meeting’s goal is to focus on the draft of second bulletin and the plan for next year’s workshop.

Mr. LI recapped the work done in the past year and showed members briefly joint efforts in the past few years, also the work plan for the next year, including to form the final edition of the bulletin, to host the 2019 Ottawa workshop and the extension of the third term. He made it clear the Technical Committee work model and give suggestions to the management of Committee K. At the same time, he introduced the newly issued Guidelines of Technical Committees to all the members, and clarified responsibilities for committee, also including members and the chairman.

Mr. Xu from China made a presentation on the writing progress of the second term bulletin. All the members had a heated discussion together on the draft, shared comments and suggestions on the revise of the draft. The chairman called for more case studies from members to support the bulletin, and specified the deadline is end of this September. Several members, such as France, Canada, Cameroon responded actively, and declared they would submit it on time.

As schedules in the Agenda, Mr. Chia from Malaysia delivered a presentation with the name “Optimization of operation”, introduced the optimal operation of Batang Ai reservoir for different objectives. Mr.REN from China gave a presentation on “Optimal operation practice of cascade hydropower stations on the mainstream of Yangtze River”, all the members was drawn into the presentation and attracted by the content, everyone put questions on the aspect they are interested in. Through the share and discussion of the successful experience, we could contribute a little to the promotion of comprehensive benefits of cascade hydropower stations and reservoirs worldwide.

Ms. ZHOU gave an introduction on the preliminary plan for 2019’s Ottawa workshop.  According to the newly issued Guidelines for Technical Committees, there should be workshops for launching and closing the work of a Technical Committee. So Committee K plans to hold a Work closing workshop to transfer knowledge on Optimal operation of cascade hydropower stations and reservoirs next year at the end of the second term. Chairman Dr. CHEN called for  volunteers, who will attend 2019 ICOLD annual meeting, to share ideas of case studies. The members or representatives from Iran, Canada, Japan, Cameroon and China volunteered to make presentations.

- Conclusion 2 Technical Committee Meeting 1 July - discussions and decisions Rémy Tourment and Elena Sossenkina welcomed everyone to the new Technical Committee (TC) first meeting. Members presented information about themselves and their countries. Remy presented information about the different levees related meetings in the Congress. Remy presented information about the EUCOLD LFD WG reports and future links with this TC. Remy presented the outputs from the European Club Working Group on Levees of Flood Defences. These are initial material for the TC, to initiate and organize the work: • a report on levees situation (European and US Levees and Flood Defences;

characteristics, risks and governance) • an outline (draft structure plus content suggestions for future development) for a report

on a comparison between levees and dams. Remy explained that during the Levees workshop on 2 July the reports will be presented in order to gather ideas to be used as input for the TC work. The final Terms of Reference were presented, discussed, amended and approved. A six year time frame is planned for the TC with an interim deadline of 2021, when a Position Paper will be produced. In 2021 the rest of TC activity until 2024 will be agreed and a bulletin should be produced by then. • 2018-2020: working on Levee Situation report and Dam Levee comparison reports • 2020-2021: working on the position paper fed by the previous reports • 2021: Marseille ICOLD Congress: presentation of the position paper • 2021-2024: working on a bulletin (scope to be defined by 2021)

The need for the active contribution from TC members was agreed. Remy presented general information on Technical Committee management and member’s activity from ICOLD TC guidelines (May 2018 – Circ. 1937). Remy strongly encouraged members to organize a Mirror Group in their Country and in conjunction with their National Committee to assist them with TC related tasks and to gather a national perspective based on the feedback of different members. Between TC members, information can be made available on the shared web space on the ICOLD web site or by exchanging emails. Details were given on procedures to access it. Presentation of the Report on the Characteristics of Levees The report of the LDF WG on characteristics, risks and governance of levees and flood defences was presented by Marcel Bottema. There was an interesting discussion on the report. The TC agreed:

• To retain current structure of chapters for contributions from countries. • Countries already included in the WG report will review their chapter. • Chapters for new countries to be added. • Conclusion to be updated for use in the position paper. • Whether to be publish externally this report, and on what form, will be decided later

as its initial and main purpose is to support the position paper. TC members will be responsible for the content of their country’s chapter. An editorial team and co-ordinators for country chapters was agreed. Country chapters will be prepared by May, in anticipation of Ottawa ICOLD Meeting. Presentation of the dams-levee comparison draft outline The draft outline of the LDF WG report on dams-levee comparison was presented by Jonathan Simm. The purpose and use of the report was discussed and it was agreed to continue to a produce a draft report. Several TC members volunteered to lead on individual chapters. The TC agreed to produce a 50% draft by 2019 and an 80% draft by 2020, sufficient to produce the position paper. Remy described the sequence on future meetings, including a discussion on workshop(s) in Ottawa.

4 Workshop 2 July - discussions and decisions Presentation of Dam Levee Comparison Report (Jonathan Simm) Remy introduced the sequence and Jonathan described the proposed content of each chapter of the report. For each chapter Jonathan sought materials and suggestions for the comparison and dams for the report. Participants provided multiple comments on Post It notes which were then grouped and displayed. Upon completion of the interactive session, there was an interesting and fruitful discussion on the main issues raised. Presentation of Levee Inventory Report (Patrik Peeters) Elena introduced the sequence and Patrik gave an overview of the current report. In a second interactive session attendees used Post Its to provide feedback on the way forward.

There was a general satisfaction from all attendees, members and non members, regarding the workshop content and outcomes, including both an interactive sequence on the work of the TC and a sequence of presentations. There was some frustration about the short length of the presentations, but they all were interesting and useful. The final format of the next workshop (or workshops) during the Ottawa meeting will be decided after more reflections, taking into consideration this difficult choice between these different useful type of activities. 6.2  Tailings Dam Register and Dam Incident database Tailings Dam Register: A few member countries have reported, other encouraged again to do so.  The draft to be reissued to the committee. In Canada and Ireland there is a resistance from the regulators and the industry to supply data due to exposure to the NGOs.  Discussion on how to keep it updated for tailings dams? Dam Incidents: CDA have started a register on tailings dams in order to understand the consequences of dam breaks. AS to keep the committee informed.

Introduction: 

The Committee on Public Awareness and Education met from 830 to 1230 hours on Sunday 1 July 2018 during the ICOLD Meeting and Congress in Vienna, Austria.  The meeting was attended by 8 members, 2 substitutes and 3 observers. 

Summary: 

The following is a summary of the meeting:  

After a review of membership and last year’s minutes a discussion was held on the draft Terms of Reference for the period 2018 to 2021.  The extension of term of the committee and Terms of Reference are to be voted on at the2018 General Assembly.  After some discussion on the role of the committee in implementing the Terms of Reference, some changes were suggested to specific wording. 

The ICOLD Media Manager Emmanuel Grenier gave an update on Media activities of the Central Office over the past year.  Significant time had been spent on organising ICOLD’s contribution to the World Water Council and World Water Forum held in Basilia, Brazil.   Central Office also monitored response to the incidents at Oroville Dam and Hidroituango Dam on the Cauca River in Columbia.  Future activities include arrangements for the 90th Anniversary of ICOLD in Paris in November 2018. The update to the website are functioning as intended with few problems. 

Updates were provided by the New Zealand, Sri Lanka, Japanese, Canadian, Czech, USD, British and Swedish representatives on their National Committee initiatives in the area of public awareness and education.   

The Japanese Committee has been very active in the area of public awareness with the concept of dam tourism being very successful, especially in relation to the construction of the new Yamba Dam.  They have also produced cards for a number of dams with basic information and photos and a publication as a guide books for dam tourists.   

Sri Lanka has been active in the area of symposia for the local dam community and influencing government, to encourage the introduction of dam safety legislation.   Along with the running of the website, symposia and producing regular newsletters, SwedCOLD is facing the challenge of new environmental legislation passed in June, requiring the relicensing of existing hydroelectric projects with consideration of modern environmental conditions.   

 The Canadian Dam Association has been focussed on the planning the 2019 ICOLD Meeting in Ottawa.  Despite the good publicity created by the ICOLD meeting in Prague in 2017, CZCOLD the attempts to gain a balanced view of issues relating to dams in the Czech media is still challenging.  CZCOLD is preparing a new book “Dams in the Czech Republic”, in cooperation with the owners of dams.  

USD have formed a committee to manage advocacy, communication and public awareness and have been active in the management of the public perception of issues around the Oroville Dam incident.  The British Dam Society have focussed it’s efforts on running symposia for the dam

community and regularly updating its website.  NZSOLD is still liaising with central government on the progressing of dam safety legislation and in the interim have successfully updated their Dam Safety Guidelines to assist the dam industry. 

The proposal for the production of a video based on the ICOLD “Dams and the Worlds Water” was discussed further.  As the cost of production of such a video was seen as challenging work is continuing on setting up a sponsored competition to produce a short video under a set of defined objectives and criteria as part of an academic course of study.  The draft update to the 1999 ICOLD publication “Benefits and Concerns About Dams” was discussed with completion of this project expected later this year.   

A workshop is planned for the ICOLD meeting in Ottawa in 2019 to provide an opportunity for National Committees and members to engage with the issues facing the world dam community, the position of ICOLD on these key issues and strategies that could be successfully used to manage them.

0/ Preamble Committee O deals with two main topics:

• the world register on dams, • the documentation in particular with a sub-committee in

charge of a formal review of the draft technical bulletins submitted to the approval of the General Assembly (five bulletins examined this year).

This progress report concerns only the register. 1/ Approval of the Agenda The proposed agenda is adopted. 2/ Membership Committee O is one of the committees which have many official members. The general assembly in Vienna has to approve the nomination of Mr Kim for South Korea, Mr Pepper for United Kingdom and Mr Chernyshenko for Russia. Afterwords, it will be possible to make some modifications of the list of dams for each member. There is still a difficulty with the member from Spain in spite of several contact with the chairman of SPANCOLD. 3/ Organization of data collection Members countries represent a very percentage of the dams that are in the current register. So it is the priority to put the effort on the register of member countries. The principle is continuous updating. The procedure could be:

• Member Countries : contact, at least one a year, sometimes twice per year, the national committee, sending:

o Last version of the register for this country o General synthesis for this country o Instruction for data collection

Ce rapport concerne seulement le registre. 1/ Approbation de l’ordre du jour L’ordre du jour proposé est adopté sans modification 2 / Composition du comité Le comité O est l’un des comités qui ont un grand nombre de membres officiels. L’assemblée générale de Vienne devrait

approuver la nomination de M. Kim pour la Corée du Sud , de Mr Pepper pour le Royaume Uni et de Mr Chernyshenko pour la Russie. Cela pourra rendre possible des modifications ultérieures de la répartition des pays entre les membres. Il demeure malheureusement une difficultés pour le représentant espagnol malgré de nombreux contact avec le comité espagnol. 3/ Organisation de la collecte de données Les pays membres de la CIGB représente évidemment une part très importante du registre. La priorité devra donc porter sur les registre de ces pays. Le principe est celui de la mise à jour en continu. La procédure pourrait être :

• Pour les pays membres, contacter chaque comité national une à deux fois par an en leur transmettant :

o La dernière version du registre pour ce pays, o Une synthèse générale o Les instructions pour la collecte des données

o Try precise questions rather than general demands o Use the mandate recently signed by the Central

Office of ICOLD 3/ New Instructions for Data Collection – Circular Letter 1936 May 2018 The main modifications concern:

• The field “Particular”. The information for failed dams (F)

or removed dams (X) or dams under design or planned but not yet under construction (D) will be kept but these dams will not appear in the official register. These information can be used for specific studies (technical committees of ICOLD for example dam safety).

• A new type of purpose (so dams to add to the register when they are not yet present with the purpose X) to describe tailing dams (T)

• A classification for the column “Detailed type” used to have

a more fine description of the type of the dam, linked to new technics of construction. The list of different types (see instructions) may evolve in the future according to needs

4/ Situation in each country The situation of data collection with success and non-success is done. Mrs Zheng make a presentation of general statistics about Chinese dams. There shows an important potential margin of progress for ICOLD’s register. It is emphasized the major interest to make a special effort for new or under construction dams

• Pour tous les pays, contacter aussi, si nécessaire, les universités, sociétés, ministères, ambassades, auteurs…

• Essayer de poser des questions précises plutôt que de faire des demandes générales

• Utiliser la lettre mandat signée récemment par le bureau central de la CIGB.

3/ Nouvelles instructions pour la collecte des données – lettre circulaire 1936 de mai 2018 Les principales modifications concernent :

• Le champ « Particular ». L’information pour les barrages

rompus (F), démantelés (X) ou encore en projet ou envisagés (D) sera gardé mais ces barrages n’apparaitront

pas dans le registre officiel. Elle peut être utilisée pour des études spécifiques (comité techniques de la CIGB, par exemple sur la sûreté des barrages).

• Un nouveau type d’usage (et donc des barrages à ajouter au

registre s’ils n’y sont pas déjà avec l’usage X) pour décrire

les barrages de stériles (T). • Une classification pour la colonne « Detailed type » utilisé

pour une description plus fine du type de barrage, en lien avec de nouvelles techniques de construction. La liste des différents types (voir les instructions) est susceptible d’évoluer dans le futur.

4/ Situation dans chaque pays La situation de chaque pays avec les succès et les échecs est passée en revue. Mrs Zheng présente des statistiques générales pour les barrages chinois qui montrent des potentiels importants de progrès pour le registre de la CIGB. On insiste sur l’intérêt majeur d’un effort particulier les nouveaux

barrages ou en cours de construction

Each committee member can propose modifications of the list of countries she/he is charge of. 5/ Some statistics (with the last version of the register) See Annex. Note the importance of the field “Second dam” to

calculate the total volume of large reservoirs with many dams around each reservoir 6/ Sharespace and access to the register The process is as follows:

• get the national code from the national committee • create a personal account on the website of ICOLD. With

this personal account, it is possible to read circular letters, download bulletins…

• the chairman sends the list of the names of the members of the committee to central office. Central Office will add rights on the share space and the register – the last point to be verified by the chairman.

7/ Quality of the register The most frequent questions from users of the register on the website are:

• Do we have all the dams (existing and under construction)? • Don’t we have duplicate dams (same name, aliases…)? =>

paramount importance of geo-referencing. Be aware of dams on the border of 2 countries.

• Do we have dams sharing the same reservoir ? => fields « second dam » and « main dam »

• Do we have wrong data? o A purpose, a type that does not exist o A string when a numerical value is expected…. o Abnormal values (Height=2500 m !) o Wrong units => Capacity * 1000 or 0.001….

Chaque membres du comité peut proposer des modifications de la liste des barrages dont il est en charge. 6/ Quelques statistiques (avec la dernière version du registre) Voir l’annexe. On note l’importance du champ « Barrage secondaire » pour calculer le volume total de grands réservoirs avec de nombreux barrages autour de chacun d’eux. 6 : Espace partage et accès au registre La procédure est la suivante :

• obtenir le code national auprès du comité national • créer un compte personnel sur le site web de la CIGB. Avec

ce compte, il est possible de lire les lettres circulaires, de télécharger les bulletins…

• le président communique au bureau central la liste officielle des membres du comité O. Le bureau central ajoutera des droits à l’espace partage et au registre – le dernier point sera vérifié par le président.

7/ Qualité du registre Les questions récurrentes de la part des utilisateurs du registre sur le site internet de la CIGB sont :

• Avons-nous tous les barrages (existant ou en construction) ?

• Avons-nous des barrages en double (même noms, alias…) ? D’où l’importance considérable de la géolocalisation. Attention aux barrages à la frontière entre deux pays.

• Est-ce qu’il y a des barrages qui partagent le même

réservoir ? => champs « Barrage secondaire » et « Barrage principal »

• Est-ce que nous avons des données erronées ? o Un but, un type qui n’existe pas o Une chaine de caractère quand on attend un chiffre o Une valeur anormale (hauteur = 2500m !)

It is difficult to have, for each dam, all the values for all the possible fields. Some fields are obviously mandatory (the name of the dam and the country). Some appears to be essential (height, capacity, type, purpose); some are important (longitude and latitude), some less important. The committee will produce a quality index with the rate of filling of each field, that give a value between 0 and 1 giving a different weight to each column, and transforming it into a letter index from E = bad quality to A = excellent quality In total, the quality of the last version for all the countries is “C” (median quality, to be

improved). This can be done for each country.

8/ Axis of progress for the period 2018-2020

• Fields to be the subject of a specific effort o Year of completion & Dams under construction o Detailed type of dams o Multiple dams around the same reservoir o Geo-referencing

• Tailing dams (in relation with the technical committee on tailing dams)

• Improvement of the quality of the register o Stalking of outliers, abnormal values, errors… o Irrigation & Energy o Quality Index C=>B

o Erreur d’unités, par exemple une capacité multipliée

ou divisée par 1000 ?) Il est difficile d’avoir, pour chaque barrage, toutes les valeurs pour tous les champs. Certains champs sont impératifs (nom du barrage et du pays. Certains sont essentiels (hauteur, capacité, type, usages), d’autres importants (longitude et latitude), enfin d’autres

moins importants. Le comité produira un index de qualité avec le taux de remplissage de chaque champ qui donne, après pondération selon l’importance

une note entre 0 et 1, traduite ensuite en lettre depuis E = mauvaise qualité à A = excellente qualité. Sur l’ensemble des pays, le registre

produit un indice de qualité de C (qualité moyenne, à améliorer).. Le calcul peut aussi être fait pour chaque pays avec la répartition figurant ci-contre. 8/ Axes de progrès pour la période 2018-2020

Concept of cemented material dam is suggested to be included in the first chapter of each bulletin to highlight the principle of the new type to dam.

TC will focus on the Bulletin on RFC dam for the coming year and tried to submit to the next General Assembly. Sub-committee within the TC will be setup to have further discussion and promote the preparation of Bulletin on CSGR/Hardfill/CSG dam. Member from France, USA, UK, South Africa, Greece, Japan, Spain and China will join in the sub-committee.

Discussion of the RFC bulletin The draft of the bulletin has been improved according to suggestions and comments proposed by TC members from last meeting. Prof. Jin gave a presentation of the main content of the current version of the bulletin on RFC. A discussion took place. More information related the performance of RFC dams should be included. As for the chapter 8, other dams similar to RFC, TC members, M. Lino, F. Ortega, Ali Noorzad will help to contact expects from Morocco, India, etc. to provide cases to improve the chapter. The Terms of Reference (ToR) of the new Technical Committee on Dam Surveillance (TCDS) were approved at the Annual Meeting in Kyoto 2012 for the term 2013‐2016. An informal meeting of our previous TCDS members was held in Kyoto on 4 June 2012. It was decided to start off with a bulletin on dam surveillance case histories (Bulletin 1). In Prague the term was extended until 2021. 

Les termes de référence (TDR) du nouveau Comité technique sur la Surveillance des barrages (TCDS) ont été approuvés à la réunion annuelle de Kyoto en 2012, pour la période 2013‐2016. Une réunion informelle des anciens membres TCDS a eu lieu à Kyoto le 4 juin 2012, au cours de laquelle il a été décidé de commencer avec un bulletin s’appuyant sur des évènements vécus en lien avec la surveillance des barrages. 

Our sixth meeting was held in Vienna on 1 July 2018. It was attended by 21 of a total of 25 members, 2 co‐opted members and 17 part‐time observers. The absent members apologized except for Korea and Mozambique. 

Bulletin 1 with 80 surveillance case histories was submitted to the national committees. Formal comments were only received from the Netherlands and South Africa. The comments were incorporated and the bulletin will be published as Bulletin 180. Future case histories to enlarge the knowledge base are invited from each National Committee. These will be reviewed on an annual basis. 

We had detail discussions on the contents of bulletin 2 titled “Acquisition and interpretation of surveillance data and observations” covering the following main aspects of the terms of reference of the bulletin: 

Methods for the improvement of the quality and reliability ofdata/information

Data processing and representation techniques Effective diagnostic analyses to determine behavior patterns

It was also decided to include a separate chapter on relevant capacity building/training. The committee is well on its way to finish the bulletin by the end of the current term 2021. We had discussions, contributions and presentations on detail aspects of each chapter including relevant practices in some member countries and discussions on the way forward. 

Notre sixième réunion s'est tenue à Vienne le 1 juillet 2018. Elle a réuni 21 participants sur un total de 25 membres, 2 membres cooptés et 17 observateurs à temps partiel. Les membres absents se sont excusés, exceptés la Corée et le Mozambique. 

Le bulletin 1 avec 80 études de cas de surveillance a été soumis aux comités nationaux. Des observations officielles ont été présentées seulement des Pays‐Bas et de l’Afrique du Sud. Les commentaires ont été intégrés et le bulletin sera publié dans le Bulletin 180. Des études de cas futurs pour enrichir la base de connaissances sont attendues de chaque Comité National. Celles‐ci seront examinées chaque année. Nous avons eu des discussions détaillées sur le contenu du bulletin 2 intitulé       « Acquisition et interprétation des données de surveillance et des observations » couvrant les principaux aspects suivants des termes de référence du bulletin :

Il a également été décidé d’inclure un chapitre sur le renforcement des capacités et moyens de formation. Le Comité est bien engagé pour finir le bulletin à la fin de la période actuelle en 2021. Nous avons eu des discussions, des contributions et des présentations détaillées sur le contenu de chaque chapitre, y compris les pratiques pertinentes dans certains pays membres et des discussions sur la marche à suivre.

MINUTES OF THE MEETING

After having given the welcome to the Committee Members, the Chairman Wang Xijiong asked everyone to do a self-introduction for better communication.

Then Chairman Wang Xijiong informed the Committee Members the access of ICOLD website of technical committees share spaces. He also asked the Secretariat of the committee to send all the PPTs and documents to all the Committee Members after the meeting.

Subsequently, the Chairman presented committee TOR and Guidelines for technical committee from ICOLD. He highlights that the

at the end of the term, the committee should produce a Bulletin of one hundred pages to state the world level state of resettlement work and summarizing international practices.

As schedules in the Agenda, committee members discussed four drafts related to the Bulletin writing. The four drafts are draft of 2018-2020 Work Plan For Technical Committee on Resettlement Due to Reservoirs, draft of framework for Case Studies on resettlement due to reservoirs, draft of Framework for Summary of relevant countries’ practice on resettlement due to reservoirs, draft of Framework of Technical Bulletin of Technical Committee on Resettlement Due to Reservoirs.

Committee members agreed on the time schedule of work plan and gave suggestions of case studies.

For the contents of case study, Bettina Geisseler suggested to include general information of resettlement works such as social, economic,and environmental aspects.

Alison Bartle proposed to do a survey by using a questionnaire to get answers of every question from different countries.

Yuichi KITAMURA suggested that there should be both successful and less successful cases. Alison Bartle said, to avoid potential troubles, for the less successful or even failed cases, the name of the project could be concealed and the committee just discuss the lessons learned from the case studies. And the committee agreed not to mention the project name of negative cases.

Chairman Wang Xijiong suggested that the committee should also pay attention to the areas where have many Dam projects under construction. Then the committee could know the latest information worldwide and contribute to the practices.

The Committee Meeting was successfully organized, and it was a good beginning for the future works of the committee.

2  ACTIVITIES OF COMMITTEE SINCE THE PRAGUE MEETING (JULY 2017) The chairman presented the main activities related to the committee since the Prague’s meeting ‐ The final version of bulletin 170 (French and English) should be released in 2018 

3  FLOODS MANAGEMENT ACTIVITIES IN 2017‐18 – PRESENTATION BY COMMITTEE MEMBERS Presentation/Review of flood activities in different countries ‐ Spain (Dr. L. Berga) – Synthesis about extreme floods (peak and volumes) ‐ Ireland (B. O’Mahony) – River Lee – 2009 Flood – Update. This case presented at our last two meetings is about a flood that occurred in 

2009 and involved a partial flooding of a city in Ireland.  The dam’s owner (ESB) was found guilty of some of the damages even if the operation rules defined were respected and the peak outflow was 30% lower than the peak inflows. The Court of Appeal reversed the judgement at the end of 2017 and ESB was found not guilty.  Case could go to Supreme Court. 

‐ France (E. Paquet) ‐ Extreme reservoir levels estimation by stochastic simulations   – Application to three dams of the Verdon river ‐ UK (A. Warren) – Extreme flood estimation research for the UK ‐ China (Y. Huang) ‐ River Management under Changing Environment

their countries.  This information is required to complete the chapter ‐ An updated draft version of the chapter is planned to be available at the end of December 2018. ‐ Comments from Committee’s members will be required not later than a month later (end of January 2019).  Chapter 2 ‐ Role of flood volume (B. Joos, Switzerland, M. Tremblay, Canada) ‐ The chapter will be revised based on the presentation of Dr. Luis Berga (morning session). ‐ An updated draft version of the chapter is planned to be available at the end of September. ‐ Comments from Committee’s members will be required not later than a month later (end of October).  Chapter 3 ‐ Stochastic approach to flood hazard determination (Z. Micovic, Canada) – Presentation by M. Tremblay ‐ Final version of this chapter is available; ‐ The author is opened to receive new comments.  Chapter 4 ‐ Forecast for proactive flood risk management  (U. Müller, M. Kashiwayanagi) ‐ A short presentation about the revised approach was done. ‐ An updated draft version of the chapter is planned to be available at the end of August. ‐ Comments from Committee’s members will be required not later than a month later (end of September).  General comments ‐ The target for each chapter is about 30 pages; ‐ Each chapter must include recommendations; ‐ Format should be modified based on the new template required by the new publisher. ‐

Definition and refining of Topic and factors

Among a longer list of items to be included in the methodology for “Sustainability assessment of dam projects at basin level” three priorities were stablished to focus the committee work on:

3) Socio-economic issues, sharing benefits and win-win policies

For each topic, a set of factors are being defined in order to evaluate how the topic features are fitting sustainable requirements.

Members will refine even more the definition of factors considered in those 3 priorities. Some improvements previous to kicking off Delphi rounds need to be prepared before the following steps. A final round for refining and extending as much as possible is still needed. A long list is not a disadvantage for final assessment due to the fact that the process will identify those that would be really relevant for final assessment.

Study cases database

Chairman expose that it is being hard to find some projects, with the support of NATCOLD’s, for being selected as practical references to be offered as comparison models in the application of proposed methodology. After a brainstorming about study cases selected for being references, it was considered necessary a change of strategy. Instead of a project as a whole to be compared, study cases will be selected for covering a single factor. For instance, instead to propose a project as a sustainable project itself, it can be a reference on:

FACTOR 2) Water sharing, international or not river basin and water rights or allocation conflicts at basin scale. Study on impact of climate change in water resources availability.

Following this new idea, the new project under assessment, will be tested on “how the CC influence was taken into account” in comparison with selected references in the database.

A final round for identifying single aspects study cases will be carried out since Vienna 2018. These cases should include enough information to provide adequate data to be evaluaded. TC U will analyse cases and will qualify in a preliminary manner as sustainable or not before proposing the inclusion in the reference database.

Validation from National COLD in which project was located and permission of owners for publishing data will be demanded only if the case was selected for reference database.

Jatibarang Dam Case Study, constructed at the Kreo River (Central Java), for Flood control of the Garang River, Municipal water supply to the Semarang City and Power Generation.

Land Acquisition and Resettlement Action Plan (LARAP) with three components A) Garang River / West Floodway Normalization, B) Jatibarang Dam, and C : Semarang Urban Drainage

Kuningan dam case study, constructed at the Cikaro River (West Java), for Irrigation, raw water and electrical energy. This

Kuningan Dam case is a form of cooperation between the Ministry of Public Works and Public Housing and West Java Province as beneficiaries, through a Collective Agreement covering:

Physical development, including the Dam and its network; Handling and settling social and environmental aspects; Handling of cultural / site preservation and nature reserves; and Monitoring and evaluation of Kuningan Dam development.

Sekampung dam case study, for Water Supply for irrigation with variation of plant intesitas to 270% (Rice - Rice - Palawija), raw water for Bandar Lampung, Branti and Metro City and micro-hydro Power Plant.

Special focus on “land acquisition and resettlement action” is shown in this proposed case studies.

Some documents on these cases of studies are being detailed as examples to be used for defining “reference project documentation” needed for use in further analysis.

TC thanks the effort of Indonesian committee preparing these new study cases.

Moving forward

For the next period, members will refine the definition of factors considered in items 1 social issues, 2 water sharing and 3 win-win policies, will be proposed by members before kicking off Delphi rounds to prepare the following steps. The deadline for this task is 31th October. Members will upload their proposal to the ICOLD TC’s shared space.

A skype workshop is pretended on 15th November to close the stage and decide on the chance to arrange a Workshop in Otawa to expose the proposed methodology.

The goal is to have a first version/draft of a bulletin including the proposed methodology and some examples implementing some of the selected topic in order to promote a better case study collection process to implement a good enough database for a really feasible application of the method.

The TC members agreed with the Chairman’s proposal for adapt the name of the committee to de widespread nomenclature:

The committee members were informed of what was said and stated at the Technical Committee Chairman's meeting on June 30, 2018. 

The template for the ICOLD bulletins has been released and will be uploaded to the Shared Space for our use. 

E‐books will be used to expedite publishing. Bulletin translation is strongly encouraged by the committee to expedite publishing. 

TechnicalDiscussionsduringMeetingThe following summarizes the technical discussions. 

GeneralDiscussions were held regarding the chapter titles and sequence for the bulletin under preparation “Best Practices for Achieving Reliability of Flood Discharge Gates”.  

General review and discussion of the ToR.  The term Dam Protection Gates should generally be replaced with Flood Discharge 

Gates.  The title of Chapter 6 will be changed to “Risk Assessment”.  The bulletin should contain a glossary. There may be an existing glossary within ICOLD 

that could be adapted for our bulletin. Jerry will be responsible.  The bulletin should make appropriate references to other information sources and other 

committee bulletins where relevant. There will be a common list of references at the end of the bulletin. 

The recently prepared guidelines will be incorporated into the bulletin as the last chapter. 

Andreas has sent some comments to Committee M “Operation, Maintenance and Rehabilitation of Dams” regarding gates in circular letter number CL1931 on updating Bulletin 49.

Chapter1‐Introduction The completion of this chapter is intentionally being left until a later date as it will be similar to 

an executive summary. 

The chapter should state “there is no safe position for a spillway gate” (comment from 2017 report). 

Reference should be made to the importance of communication systems (comment from 2017 report). 

The chapter should be supplemented with text concerning reliability and dam safety (comment from 2017 report). 

The scope and applicability of the bulletin will be covered in this chapter. 

Discuss the terms spillway and dam gate. 

Chapter2–IncidentsandFailures Inclusion of published photos would be useful. 

British Dam Society may have additional incidents. Japan may also have some that Hiroki will follow up on. 

Andreas referred the committee to ICOLD Bulletin 99 which contains some gate equipment failures. 

Some of Andreas’ comments and revisions have not been addressed. Andreas to check.  

Chapter3–FundamentalPrinciples There was general agreement that this chapter should be moved back in the bulletin to follow 

the current Chapter 6 (comment from 2017 report). 

The chapter should mention communication systems, designing for future maintenance and should reference chapters 7 & 9 as they relate to availability of personnel and access to equipment (comment from 2017 report). 

This chapter should address design philosophy without getting into too much detail. Concepts such as “Fail to Safety” and “Battle Switch” could be incorporated but are also discussed in Chapter 5 (comment from 2017 report).  

Chapter4–GateandHoistTypes The title of this chapter will be changed to “Gate and Hoist Types”.  Sylvain presented the revised chapter which covers nearly all the gate types and figures 

prepared by KGAL.   The measles chart was reviewed and will be revised to include Roller Gates (per Erbisti). Andreas 

has earlier upload figures of Roller gate to the share space. Drum gate will be combined with Bottom Hinged Gates family. Upstream Hinged Gates family will include Top Hinged Gate type and will apply to TOPS gate, though this cannot be specifically mentioned.

The text prepared by Rick on Operating Machinery in Chapter 6 will be moved to this chapter.  There was general agreement that the section on Instrumentation and Monitoring should be 

included in Chapter 4. This may require further consideration since the format will be different from the rest of the chapter. 

Chapter5–Duty,SpecificationsandStandards The source of the 13% figure given on the first page is Foster and Spannagle (see Chapter 2).  Statistical data from various chapters (and some of the new wording from Ian) should be 

combined into this chapter. Further consideration will be needed to decide which data to include. 

Putting a dollar figure on loss of life may be sensitive to certain readers and may change over time. The economic cost benefit example will be revised such that it applies to economic loss. 

Chapter6–RiskAssessment The sections of Chapter 5, as well as new text provided by Ian, that relates to risk assessment 

will be moved to Chapter 6.  The Fault Tree examples presented will be moved to the back of the bulletin as an appendix.  Parts of Chapter 6 relating to machinery will be moved to Chapter 4.  Ken and Russ will assist with the continued writing of Chapter 6. 

Chapter7‐Commissioning The steps listed at the bottom of the first page are not consistent with the paragraphs that 

follow. Some revisions will be needed to the paragraph headings and descriptions (comment from 2017 report). 

In the First Commissioning Step, there needs to be more description on testing to ensure adequate resilience to faults (comment from 2017 report). 

Jerry commented that Fourth Commissioning Stage is essentially Warranty Period. 

Chapter8–Inspection,TestingandExercising Some discussion regarding the frequencies listed for inspections and exercising. Generally, the 

wording “minimum recommended” appears to be appropriate.  Further collaboration between Ian and Andreas will be needed to ensure their two chapters do 

not conflict or repeat (comment from 2017 report).  It would be useful to check if all countries inspect and test their hydromechanical equipment at 

similar intervals to those shown in this chapter. Hiroki to check documents in Japan in this regard. 

Chapter9 There may be some overlap between this chapter and Chapter 7. Andreas and Ian should discuss 

and agree on how best to present them into two standalone chapters (comment from 2017 report). 

There were very few discussions on this chapter so members are encouraged to review.

2. New ICOLD Guidelines for Technical Committees operation (Circulating Letter 1937) D. Aelbrecht made a brief on some new rules about Technical Committee operations. A focus is given on the commitment of members nominated by their national committees : regular participation to annual meeting and “homework” in between annual meetings are essential for ICOLD . ICOLD president reminded during TC’s chairmen meeting that Technical Committees are the backbone of ICOLD ; and work produced by TC’s are the essence of ICOLD.

It is particularly stated (sse § 2.10) that “if a member of a committee fails to attend two consecutive meetings, unless it has been prevented by the host country, or that he is not actively involved by correspondence in the Committee, the President of ICOLD shall notify the National Committee concerned regarding his replacement, insofar as it has been so decided with the Chairman of the Committee”.

3. TC “Y” workplan reminder D. Aelbrecht reminds that the work of TC has been structured following 3 complementary Themes :

- Theme 1 : Climate-induced Water shortage and Drought Management - Theme 2 : Flood risk evolution associated to climate change - Theme 3 : Assess the role of hydropower in climate change mitigation and new energy mix

So far, it is not yet decided how the structure of next bulletin(s) will look like. The basis of the work is to start with Case studies that could clearly illustrate each Theme covered by the TC, and derive generic guidelines based on these actual examples.

4. Translation of bulletin 169 in French : status and update

As decided the last year, translation in French is under execution representatives from Canada (Maud Demarty), Cameroon (A. Tonga), and France (D. Aelbrecht). Work timeline is on target. Below is a detailed status of the translation:

Osborne N. Shela gives a very interesting presentation “The challenge of Droughts in Malawi”, about the situation in 2017 and previous years in Malawi which shows that regulation infrastructures are needed to regulate Lake Malawi resource and downstream needs and risks (flooding) ; these needs and risks being exacerbated in a Climate Change context. Kholombizo dam project is under consideration, and compete with other options.

Malawi lake and Shire river system regulation is kept as a potential good case study for Theme 1.

6. Update on ICOLD and World Bank connection on Climate Change issues D. Aelbrecht gives a short brief about the (close) connection between our ICOLD TC “Y” and the World Bank (WB) :

- WB just completed a version 1 of “Climate resilience guidelines for the Hydropower sector”, with the support of Mott-McDonald company. ICOLD TC Y was solicited (Denis and George) to review these guidelines report project, to make sure ICOLD bulletin 169 recommendations were well referred to and incorporated when relevant.

- WB, EBRD and IHA are currently testing these Guidelines against real cases, and a panel of experts has been assigned by EBRD to help review this guidelines testing, and help simplify WB resilience assessment procedure. D. Aelbrecht (France) is part of the panel of experts, along with M. Fuchs (Austria) and P. Ray (UK).

This common work should be finalized by mid-2019.

7. Information sharing by ICOLD TC Y members

Gerald De Jager (South Africa) : Shared an interesting update on the multi-year Drought management in Cape Town region,

specially in 2017 and early 2018 (“Day-Zero” event which was highly publicized worldwide), and also reported a national level

study of balance between supply and use for every basins in South Africa, using an uncertainty / probabilistic approach.

The national study could be used as potential Case Study for Theme 1.

Junichi Tsutsui (Japan) : Shared an interesting information about Phase 3 work of Japan-COLD work, focused on the effective

use of existing dams as climate change mitigation counter-measures. Particularly, he reported the case study of Hiyoshi dam,

where new exceptional operation over “Surcharge Water Level” in 2013 was implemented to limit flooding risk downstream.

The Hiyoshi dam case could be used as potential Case Study for Theme 2

Kristoffer Hallberg (Sweden) : Shared updates on Climate Change related activities in Sweden – dam safety in the new

energy mix. He reminded the pillars of the new energy mix ambition, and reported that Sweden has an ambition of 100%

renewables energy source by 2040. A new project has been launched in Sweden to evaluate the implication of this new energy

mix on dam safety conditions. The work should be completed by mid-2019.

This new project could be used as potential Case Study for Theme 3.

Markus Moeller (Germany) : he gave a brief overview on the communication he will give during the Symposium : climate

change impact on Neustadt water resources system.

This case for Neustadt could be used as potential Case Study for Theme 1.

Denis Aelbrecht (France) : Shared updates on Climate Change related activities in France :

- A national level project “EXPLORE_2070” : climate change impact on surface water resources in France metropolitan

territory

- A focus on a regional critical basin in South-West France : Garonne river basin (Garonne_2050 prospective).

This Garonne river basin case could be used as potential Case Study for Theme 1.

Harald KLING also reports existing studies and analysis developed by Austrian organizations, for Austria and also international matters:

- Danube river climate change analysis, with a focus on navigation needs and issues - An overall West Africa climate change analysis - A Zambezi river Decision-Support-System developed to

- A case study in Albania under current analysis with EBRD Alfredo GRANADOS-GARCIA also mentions the UP-Madrid research work on Climate change impact on water resources at the European level. Both will share information in the next weeks. TC will then consider to potentially select some case studies among all cases reported. IMPORTANT: it is also considered important to explore the issue of economics metrics adapted to long-term Climate Change risk analysis – e.g. debate about discount rate used in financial assessment procedure, neglecting any long-term benefits of a measure if payback comes beyond 15-20 years. ICOLD can stimulate the community, especially WB, to explore new methods, new metrics that could reveal the long-term value of current counter-measures against climate change impact.

Progress Report

The meeting would be the first since it transited from an Ad-Hoc committee into a full committee. 1. AGENDA The agenda was organized around the Implementation of the Action Plan.

1) Committee membership and organization; 2) Progress of the on-going training programs at Morocco and China. 3) New support for training. 4) Suggestions and ideas for the implementation of the Action Plan

2. TERM OF REFERENCE and TERM OF OFFICE  After the adoption by the General Assembly, the Committee has been renewed during the General Assembly of Prague on 2017, into a normal Technical committee for the Term 2017 to 2021 with the following TORs:

‐ Finalization  of    the  ICOLD  action  Plan  taking  into  consideration  the  modifications  and amendments suggested by the ICOLD board and the General Assembly; 

‐ Preparation of  an Implementation Plan and strategy; ‐ Conduct under the leadership of the ICOLD President and Board, consultations with partners to 

establish agreements and cooperation for the funding and  implementation of the plan; ‐ Monitor the Action Plan activities and provide periodic reviews and reports;

 The Programs arranged by the CBC had all been very successful. However, the major obstacle had been the difficulty for the participants to pay for the transportation fees.

ICOLD Committee Z - Capacity Building 2

Morocco The last training program in Morocco was successfully held with trainees having the

opportunity to participate in Africa 2017 conference. The Training Programme for this year had been launched and nominees from the member countries are being expected. According to Morocco Committee it will be better to implement it on the spring season

China China had organized ten Workshops and Technical Tours for leading professionals

from Africa between 2008 and 2017. These have been very successful and are in high demand. The 11th CHINCOLD Workshop and Technical Tours will take place in 2018. The workshop has been launched and nominees have been received from a number of countries, nomination process is still open.

Turkey A new protocol for the Turkey program is at an advanced stage. A letter has been

submitted to the Vice President from ARC for submission to DSI of Turkey

Master’s Programme  

At the invitation of KNCOLD, the KOREA International Scholarship Program for KOICA-SKKU Master's Degree Program in Water Resources was announced earlier in the year and candidate send their application to KOICA. VP YUM will provide the feed back At the invitation of CHINCOLD, the masters and PHD program for water professionals under the “One Belt one Road” initiative was launched earlier in the year. Candidates had also submitted their application Short Courses CBC is looking at arranging with member countries short courses involving some professionals from developed member countries holding a training workshops in developing member countries. With the assistance of the Africa Regional Club, a 3 Day Dam Surveillance Course is being planned between ATCOLD and KENCOLD to be held in Kenya.

Exchange Programs Due to the request by some members from developed countries, an exchange program that would highlight the different stages of dam construction is being planned with some of the developing member countries in Africa.

5. PROGRESS on the CAPACITY BUILDING ACTION PLAN Following the acceptance of the Action Plan and the upgrade of the committee from an Ad-Hoc Committee to a Technical Committee, CBC set out to implement the Action Plan. For ease of implementation the Action Plan was grouped into five main components and the members of the committee split into each component. The progress to-date is given in the attached “Progress Report on the Implementation of the Action Plan” following

1. Preparation and Development of Dam  Safety  Regulation Framework & Generic Guidelines;  Preparation  of  training opportunities for Professionals of National committee and support to    countries    who  need  or  are implementing    dam  safety  framework 

 

There are already many resources from various committees and member countries on state of the art Dam Safety Guidelines and that instead of the Capacity Building Committee (CBC) preparing new ones, the existing resources should be researched and a list of these be put together. The dam safety guidelines under preparation in Ethiopia and Morocco could be used as a guide.

4) Preparation of  dam safety training program with clear scope, objective interested public to be submitted for funding towards Agencies Universities, and potential funding institution in developing and developed countries  

   

2. Assistance and Support to New ICOLD NATIONAL COMMITTEES through the development of a welcome package;

It was agreed that a Welcome Package (Kit) should be prepared for the New ICOLD National Members which would also give a few details and links.

3. Continuation of the Existing Training Programs and the development of New Ones to also suit developed and developing Countries members;  

The main problems of the New Training Programs was highlighted to be the lack of funds to run them. Therefore, short (3 to 5 day) courses with 1-2 lecturers (invited experts) and some local experts, is suggested as cost saving option. Additionally online lectures (before and after the course) could be prepared increasing the course efficiency. The

course participants should be actively included in the course with assignments based on their real projects. It was discussed that the CBC should look at organizing regional workshops where members from adjacent countries could attend for a fraction of the costs than going elsewhere. It was also suggested that some of the retired ICOLD members could be co-opted to give their time for free. It was also agreed that some existing online courses should be reviewed to suit some of the needs of the members. For Europe and other developed countries, where Dam development has scaled down significantly it was suggested that exchange programs be adopted where participants from Europe can visit Dam Construction Projects in Developing countries and in return participants from less developed countries can visit the existing dams and see how they are operated and maintained. A survey of initiatives currently on-going in Delft, Spain, Brazil should be carried out. Also look into using ICOLD events to organize short courses similar to what Hydro conferences with the support of the AMIHP Foundation.

4. Interaction with Government Agencies and Multilateral Institutions; 

Considering the reduction in funding of a lot of the government run aid programs it was agreed that more efforts should be concentrated on the multilateral organizations. Inviting them to partner with ICOLD. We need to talk with World Bank, AfDB, Asian Investment Bank, European Cooperation, KOREA and others regional organization. There is a need to prepare a package of activities to discuss with the institution.

6. NEXT STEPS AND PERSPECTIVES  The objectives is to have the training program on dam safety ready before the meeting of Ottawa next year and also to undertake consultation for funding under the umbrella of the Board of ICOLD.

1 WELCOME

Welcome of the approximately 100 participants (ca. 120 are registred. The Young Engineers Forum (YEF) is for members < 40 yr of age. The meeting started with a brief introduction of the agenda by Priska Hiller.

2 WELCOME Address by

4 YEF INFORMATION

This information started with a recap of the growth of the ICOLD YEF as this was the 8th meeting. It was announced that 18 countries now have national committees. No new national YEF were founded between the ICOLD Annual Meeting 2017 and 2018. However, some countries are interested and are working on a national YEF. Participants were reminded of the email contact list and LinkedIn group. Requirements of YEF Steering Committee members were stated. During the last year the activity in the YEF LinkedIn group was increased. Furthermore, the YEF steering group worked on the board election procedureand online election will be run as a trial (the paper election will be valid).

5 SMALL GROUP DISCUSSIONS WERE HELD

Each of the Steering Group members selected a topic and the YEF meeting broke into small group discussions to encourage participation. This was very successful and is planned again for next year. The groups were as follows:

6 ELECTION OF NEW YEF BOARD MEMBERS

Two terms on the Steering Committee were expiring, to be replaced by two new members for three years term. This will maintain future board membershipat 7 persons with either 2 or 3 being replaced annually. xxx and xxx resigned from the board and a big thank you was given to them for their contributions.

Five candidates were nominated for the steering committee: Alessandro Calvi (Italy), Erjon Qosja (Albania), Tim Ivanov (Russia), Hans-Martin Leitner (Austria), Catalin Popsecu (Romania).Two of them were elected:
