1 IntroductionThis directory contains details of the services that are commissioned by Cafcass on behalf of the Ministry of Justice in England. There is information and references to assist courts and Cafcass referrers to select the appropriate services and providers.

All listed service providers are contracted to work with Cafcass and are funded by Cafcass. No other services are contracted to Cafcass or can be funded.

2 How to use this directoryThere are a range of services available.

The Separated Parent’s Information Programme (SPIP) is a short, structured group for parents intended to be useful for both parents, in disputes with a contact element, and where there is a possibility of safe and beneficial contact taking place, with decisions being made by the parents. SPIP is often a good introduction to mediation, and there is some information about this next step.

Child Contact Interventions (CCI) are designed to help parents and children to establish safe and beneficial contact when this is difficult to do on their own. The interventions are intended for families where safe and beneficial contact should be possible on their own in future; it is a short term intervention. There is also some information about supported contact centres.

The Domestic Violence Perpetrator Programme (DVPP) is an intensive group programme which aims to help people, who have been abusive towards their partners or ex-partners, change their behaviour and develop respectful, non-abusive relationships.

Each section contains more information about the service, what sort of cases are suitable, good practice, and how to access the service. There is also a full listing of the providers in all areas across England, and a copy of the leaflet intended for service users. Further information about services is on the Cafcass website (www.cafcass.gov.uk)

These services are free to service users, but they are all currently services delivered through the court and Cafcass with orders or referrals needed – please see each section for the details of how to do this.

These services are delivered by organisations working in partnership with Cafcass. They work to safety, data protection and feedback standards that match those of Cafcass. All partners working with Cafcass have appropriate accreditations with organisations that verify their standards.

3.1 Separated Parents Information Programme

Description of ServiceSeparated Parenting Information Programmes are designed to help parents learn more about the challenges of post-separation parenting, including the effects on children of ongoing conflict. The Programme also aims to provide advice and support about how best to help children in this situation and enables parents to take steps towards their own solutions.

SPIP is a group programme and is delivered to both parents separately in mixed groups of 8-10 people. Parents can expect to focus on their child’s perspective, and the need to listen, to reflect on their journey as a separated parent, how others might see problems and solutions, how to respond constructively, communicate better and how to use support. They can expect to be supported, but also challenged to take responsibility for their own behaviour. The programme now includes links in to skills training through an internet based programme devised for the Department for Education. This programme, Getting it Right for Children, assists parents to see, understand and apply skills that are key to effective conflict resolution for parents in their situation. In a staged programme using short videos of relevant situations they can see how the skills of stay calm, listen, see it differently, speak for myself, stick to the point and the rules, negotiate, and work it out, can help in resolving and avoiding disputes. A clear link is made to the potential negative effects of conflict on children. Participants will see a short video introduction to the Getting it Right for Children programme.

The SPIP will indicate that the next step is to engage with this material, without undue delay. All participants will be given a SPIP Completion Certificate with links to next steps including mediation.

Cases suitableSPIP referrals should have the following qualities:

• No known or outstanding safeguarding issues, injunctions or undertakings related to safety.

• Some parental conflict; SPIP is appropriate for cases with low-conflict – even where agreement in court appears possible, SPIP offers openings for better longer term solutions being agreed between the parents, and high-conflict entrenched cases where benefit can be gained from alternative routes being set out, and children’s perspectives are highlighted.

• Dispute about contact, residence or other issue with a contact component.

• A reasonable possibility that safe and beneficial contact can be established.

• Be default practice where referral for supported or supervised contact is being considered.

Good practice ideas• Parents should have the SPIP factsheet in advance of attending.

• Parents are generally positive about the groups once they have attended, although they can be reluctant to attend. Practitioners encouraging orders and referrals should be clear that the course is to help parents work better as separated parents (it is not a course about parenting generally), that both parents are likely to benefit, and that they are expected to take responsibility as far as they can for their own decision making.

• Parents should be aware that attendance is court ordered and is therefore expected – failure to attend could have consequences for the case.

• SPIP can help to change patterns in contact and parental communication, but parents are likely to need help and a structure in which to complete this work. Seeing parents together after SPIP can be helpful in resolving cases away from court. Mediation can be a useful next step – even where it has been tried before – and a Mediation Information Assessment Meeting (MIAM) can be ordered as a court ordered activity.

How to orderThe SPIP is delivered in private law cases in the family courts, under sections 11A-G Children Act 1989 (as amended by the Children and Adoption Act 2006) as a court ordered activity. Cafcass practitioners can be ordered to assess cases for suitability and for the availability.

Each court has a single SPIP provider offering a service for that and other local courts. In London there is a single referral unit. Letters ordering SPIP should be sent only to the relevant provider – who will place parents on separate groups, and refer on if another provider would be more convenient for a service user. Please see the SPIP provider listing to locate the provider for each court.

SPIP is free where participants attendance is ordered by court. SPIP is only available when a court makes an activity order as part of private law family proceedings. Courts should use the HMCTS letter or another locally agreed process, sending it direct to the provider.

Where SPIP attendance in Wales is required (the equivalent is Working Together for Children) you should contact Cafcass Cymru: [email protected]

If a Welsh court orders a SPIP to take place with an English provider, Cafcass England will fund the programme. In this instance, no order is needed for a financial claim: the authority of Cafcass Cymru informing the provider is sufficient.

There is no SPIP equivalent in Scotland or Northern Ireland.

The Programme encourages parents to take steps for themselves; this may include developing agreements that do not need court intervention. The Programme will give you ideas and signpost ways in which you can get help outside court, and you are expected to make use of these where possible. If this leads to agreed arrangements that are safe and beneficial for children, the court will help with this process. The majority of parents that go on the course find it very helpful.

The Separated Parents Information Programme (SPIP)* It is usually delivered to mixed groups of parents in

two, two-hour sessions or one four-hour session. You must be there for the whole programme.

* Separated couples do not go on the same course, but it is important that both parents go on a programme.

A SPIP might be appropriate for parents (or other parties) when:* you have difficulty focussing on your children’s

needs due to ongoing conflict

* you find that your feelings and reactions to the separation are affecting your ability to communicate about your children

* you would like communication to improve, perhaps you are thinking about mediation

* there are no safeguarding concerns about children or parents.

The course* Looks at working as separated parents in the best

interests of your children.

* What children need: you will watch a powerful DVD made by young people that follows a family over a six month period.

* Parent communication – you will be asked to think about prepared scenarios from other viewpoints. You will also see and try out some methods that can help both parents react better to stress in practical ways.

* Emotions – you will look at the emotional effect of separation or being separated parents and the options for moving forward.

FeedbackThe provider only reports back to Cafcass about attendance and does not assess your responses to the various parts of the programme. Some providers also seek feedback through an evaluation form.

To take part in a course:Courts have the power, by making a court order, to ‘direct’ parents to attend a programme aimed at promoting safe contact with children.

You can be ordered to go to a Separated Parents Information Programme and/or to a Mediation Information Meeting. Cafcass is usually asked to advise the court if it is suitable for you. You can choose a SPIP provider convenient to you.

There is no charge to Cafcass service users for the SPIP.

The Separated Parents Information Programme (SPIP) is a course designed to help parents become clear about what their children need most from them and learn the fundamental principles of how to manage conflict and difficulties between separated parents – including how to put this into practice.

3.2 Family MediationFamily Mediation is a way of resolving disputes after separation or divorce. It can offer better outcomes than are available through a court dispute. There are other sorts of dispute resolution such as Collaborative Law.

Courts are expecting all parties to have attended a Mediation Information Assessment Meeting (MIAM) before they start court proceedings.

Courts can also order a MIAM as a contact activity during a case.

Attendance at a SPIP can be useful before mediation is tried.

3.3 Child Contact Interventions

Description of serviceIn supervised contact of this type, families receive individual attention from the contact staff, contact is controlled in time, location and content, and a high level of observation and recording is possible. Contact staff will also work to influence and change behaviours in the light of their observations. The content of contact is recorded, and reviewed on completion, but no lengthy report is completed, nor are contact staff expecting to be called to court in any but exceptional circumstances. Centres will offer up to 12 hours of direct contact work. Cafcass will summarise progress for the court where required, and will comment on future contact.

There are two types of service available:

• Contact aimed to establish safe and beneficial contact, working particularly to modify defined aspects of parental behaviour, or helping children to express views and adapt, or both.

• Contact aimed to sustain a link while other issues are resolved. Contact is monitored for general and specific issues, but there is no work to influence and change behaviours, and recording is brief unless safety issues are involved.

Long term supervision of contact is not provided as it is rarely in a child’s best interests or within the timescales of the court.

Cases suitable• Towards Safe and Beneficial Contact. This service is aimed at families where safe and beneficial contact is a reasonable aim – the aims for the intervention focus on the particular needs of the case moving towards independent contact. It can be used early in some cases (but not as a substitute for good prior assessment), with intractable cases (but only as a short term intervention) and in cases that have had risk (for example following successful engagement in a Domestic Violence Programme). In cases moving to safe and beneficial contact Cafcass should consider with the court and parties the appropriateness of a court ordered activity (Separated Parenting Information Programmes and Mediation Information Meetings) and this should be completed as early as possible so that the benefit can be reinforced through contact. In all cases a focus on future independent contact is important.

• Sustaining or indirect contact. This service is intended for cases awaiting resolution of safety issues – either following further investigation, finding of fact hearing, or attendance at a DVPP. This can include indirect contact or direct contact aimed at sustaining contact over a longer period.

Good practice ideas• Child Contact Interventions are available to Cafcass practitioners to make referrals where it is part of planned intervention for the family.

• Decision making and referral must be accompanied by good preparation of the family and child, and Service Manager agreement.

• The case should remain allocated to a practitioner and participation in planning, trouble-shooting and review with the provider is expected.

How to orderAll referrals should be made on the Cafcass referral form, available on the Cafcass intranet. Referral forms must be completed fully, particularly risk information; incomplete forms will be returned. Providers are not contracted to read case papers or to write assessment reports.

The provider list is by area – care should be taken when selecting a provider that access is as convenient as possible for the service user.

Cafcass only commissions contact from NACCC accredited providers, as listed in this Directory. Cafcass will not fund contact in un-accredited centres. Referrals or recommendations should not be made to un-accredited centres. The full list of NACCC accredited centres is available on their website at www.naccc.org.uk – Cafcass only commissions contact from those centres listed in our directory.

No referral should be made unless Cafcass is satisfied that it is safe and follows this checklist, this is Cafcass funded and agreed provision. Providers will decline cases that they assess to be unsafe for their service.

Child Contact Interventions encourage parents to listen to their child’s views and to approach contact in ways that meet the child’s needs. The intervention will support parents and children, giving them ideas to enable and sustain safe and beneficial unsupervised contact. The interventions are undertaken by organisations working in partnership with Cafcass. They are mostly locally based and will have links to local communities and sources of support away from the courts. Cafcass’ partner organisations are all carefully assessed and work to standards that are accredited, and are equivalent to those of Cafcass.

Child Contact InterventionsThere are several types of intervention available: • Preparation of a child for contact – This might be appropriate to help a child with the reintroduction of contact, to ensure that their views are listened to. Work is likely to focus on meeting the child’s emotional needs. • Work with parents to prepare for contact – This might be appropriate to ensure that the child’s views are heard and responded to. Parent’s will be helped to understand the child’s needs and to work together to support the child. • Intervention and observation of contact – This might be appropriate to reassure and monitor the acceptance of contact by a child, as well as the parents’ responses. It might be used to help with the reintroduction of a child to contact.

• Sustaining contact – This might be appropriate where a relationship needs to be sustained, perhaps during a period where a parent is attending a contact activity programme and or an assessment of a parent is being undertaken. • Indirect contact – This might be appropriate as a stage towards direct contact, perhaps during a period of attending a programme and assessment by a parent.

Interventions can be with one or more children, working to meet their individual needs.

Child Contact Interventions are designed to help parents and children to establish safe and beneficial contact when this is difficult to do on their own. The interventions described in this factsheet are only available for cases in court, in which Cafcass is involved. The interventions are intended for families where independent safe and beneficial contact should be possible for them in the future; it is a short-term intervention. Where Cafcass recommends interventions to the court, these are funded by Cafcass.

FeedbackPartner organisations do give feedback to Cafcass and to parents about what happens in contact. This information can be used to inform reports back to court. Partner organisations will also want to know about your and your child’s experience of their intervention. The feedback process will be explained before the intervention.

Referral for a Contact InterventionA Cafcass practitioner will talk with you about how a Child Contact Intervention might help in your case. Cafcass will make a referral to a chosen partner organisation, which will include information about your needs and those of your child. Cafcass has partnerships across England and will find a convenient location if possible. A court may make an order about the intervention and regarding the next steps.

Supported ContactThere is a network of Supported Contact Centres throughout England. These are voluntary centres and they offer a warm and supportive environment for children to have contact. These centres do not offer supervision or report on contact, and are intended only for families where safe and beneficial contact is agreed between the parents to be possible. More information about Supported Contact is available on the website of the National Association of Child Contact centres: www.naccc.org.uk. Cafcass will only work with centres that are NACCC accredited.

3.4 Supported ContactSupported contact is delivered by voluntary organisations, some of which (200) receive grant funding from Cafcass. These centres are intended for short term intervention with cases that do not contain any risk. Referrals should be in line with the Revised Protocol agreed between National Association of Child Contact Centres (NACCC) and the President of the Family Division1.

Referrals to supported centres can be made from the listing on the NACCC website. Cafcass does not work with any centre that is not listed by NACCC, and does not monitor or quality assure the work of supported contact centres. Cafcass practitioners do not routinely make referrals to contact centres – there is a route for service users to do this via the NACCC website.

3.5 Domestic Violence Perpetrator Programmes

Description of ServiceDVPPs are designed for use in cases where domestic violence has been identified as a concern. DVPP is a group programme for men to develop their skills and understanding, enabling them to:

• Improve their relationship with their ex-partner and where relevant, their current partner.

• Ensure, as far as is possible, their use of violence and abusive behaviour towards a partner is not repeated.

• Develop safe, positive parenting.

• Increase their awareness of themselves and the effect of the domestic violence on their ex- partner and children.

• Resolve conflicts in intimate relationships non-abusively.

• DVPP groups are of between 8-12 men, take place outside working time and weekly sessions last for between two and 2.5 hours over about six months. Every DVPP has a parallel service that supports partners and ex-partners at risk from domestic violence and this service is offered to the partner and ex-partner of any man assessed for the DVPP.

• In all cases ordered by the courts DVPP providers will assess an individual’s suitability for the programme. Cafcass is available to provide advice to the court about the suitability and appropriateness of requiring participation in DVPP, and the management of contact during and after DVPP, depending on progress.

• The DVPP reports back to Cafcass on attendance, participation and significant changes in risk during attendance and at the end of the programme, thus enabling this information to be reported to the court as required.

DVPP providers are drawn from the voluntary sector and Probation Trusts; in all cases group participants will be from varied pathways.

Cases suitable• DVPP is intended for cases where there is a medium/low level of risk. Criteria are set out in the Cafcass referral guidance, available on the Cafcass website. In all cases there must be a reasonable prospect that successful group attendance will lead to safe and beneficial contact.

• Child contact must be safe and appropriate before, during, and following any DVPP, in line with the child’s welfare, also taking account of the safety needs of the other parent. Relevant guidance about these types of cases is set out in ‘Contact and Domestic Violence’ (Sturge and Glaser; Fam Law Sept 2000) and the Practice Direction: Residence and Contact Orders: Domestic Violence and Harm (14th January 2009).

Good practice ideas• Safe management of contact can be assured by the use of a Child Contact Intervention – indirect or sustaining contact, or observed contact where reintroduction is the goal.

• Attendance at a DVPP is a first step towards risk reduction. Participants need to have a strong mandate to attend and to know that their responses to the programme could have an effect on child contact.

• Participants need to have at least some motivation to attend. Participants that are completely in denial or are not motivated are unlikely to be assessed as suitable.

• The DVPP provider will deliver the group work and women’s support services. It is best practice for Cafcass to maintain a proportionate level of interest in the case, and to advise the court where necessary about contact.

• In some cases providers are accredited to deliver sessions 1-1 and this can be useful in cases with language needs or learning needs. Availability of 1-1 sessions is noted on the provider list.

• There is no accredited service available for women perpetrators at present.

How to orderThe Domestic Violence Perpetrator Programme (DVPP) is delivered in Private Law cases in the Family Courts, under sections 11A-G Children Act 1989 (as amended by the Children and Adoption Act 2006) as a court ordered activity. Cafcass practitioners can be ordered to assess cases for suitability and for programme availability.

The Cafcass guidance on referrals should be consulted for full details of referral pathways – please see website address at the foot of this page.

The provider list is by area – care should be taken when selecting a provider that access is as convenient as possible for the service user. Cafcass will fund reasonable travel costs where the provider identifies that the travel to groups could cause hardship.

The DVPP is free to any participants ordered to attend by court in Private Law cases.

The Domestic Violence Perpetrator Programme (DVPP) aims to help people, who have been abusive towards their partners or ex-partners, change their behaviour and develop respectful, non-abusive relationships. Taking part in a DVPP can make a real difference to the lives of those involved, including children who have been affected. But it can be challenging and the court will make decisions about contact based on the progress a participant makes during the programme. In most cases Cafcass will assess a person’s suitability for the programme and whether it is available locally and, following the court order, will make a referral.

About the programme* The programme is mostly run in groups so that you have a chance to learn from and support each other. * The sessions take place weekly or fortnightly and the number of group sessions that you will need to attend varies depending on the provider – the average is 28 sessions. It is important you are able to attend the whole course to demonstrate your commitment to changing your behaviour. * All DVPPs provide a Women’s Support Service to give separate support to your former and current partners. * The other group members attending the programmes might be there on a voluntary basis, working with a local authority, or ordered to attend by a court. * The programmes are run by local or national organisations, which are accredited by Respect, or by Probation Trusts.

A DVPP might be appropriate when:* There is a pattern of acknowledged or proven domestic violence. * You are able to accept responsibility for the violence in your relationships, and show a willingness to want to change the way you behave. * The level of risk is not too high and is such that, upon successful completion of the course, safe and beneficial contact with your children is a realistic aim.

* You are ready and able to work with a group. * As a Cafcass service user, your suitability to take part in a DVPP will be assessed by Cafcass and the DVPP provider and must be ordered by the court.

The CourseThere is usually some introductory work to prepare for the group sessions.

The group programme will help you to change your behaviour and make decisions without resorting to violence or abuse. Groups are often arranged in modules on particular themes and will help you to:

* learn about the effects and consequences of domestic abuse on your partner and family. * participate in group sessions with other individuals who have behaved in a similar way. * talk openly about your behaviour and the people affected by it. * identify the beliefs and attitudes which underpin violence and abuse. * cope with your behaviour and feelings in difficult situations. * learn how to react without being abusive. * learn about respect and responsible parenting. * learn to understand and want to change your behaviour.

In order to attend the programme you must:* sign a consent form to allow the DVPP provider to share information about you with your victim and / or partner, and agree not to interfere with this contact. * accept that we will be in contact with the police and local authority and other appropriate parties. * stop being violent or abusive to anyone, especially your partner or ex-partner and any children involved. * arrive on time and complete all sessions in full. * take part in the group exercises. * arrive with a clear head, and not under the influence of drugs, alcohol or solvents. * treat tutors and other group members with respect. * respect the confidentiality of other participants.

FeedbackCourse providers report back to Cafcass during and on completion of the programme to inform us of a person’s progress, or about any significant safety concerns that may have been identified. These reports form part of Cafcass’ assessments about contact and can be part of the evidence which we provide to court, prior to it making a decision about contact. DVPP staff do not make decisions about contact.

To take part in a DVPP Course:The providers who run the DVPP are listed on the Cafcass website (www.cafcass.gov.uk). Cafcass only works with accredited providers and we are working to ensure that there are providers in all areas in England. You can talk to a Cafcass practitioner, or directly with a DVPP Provider for more information.

There is no charge for Cafcass service users to take part in a DVPP when this is ordered by the court as a ‘contact activity’ in private law cases concerning contact and residence issues for children.
