022.741 Biological Resource Management IF (3) Examination of natural resource management practices, in discussions with resource managers. Open to students in the Natural Resources Institute or by consent of instructor. Prerequisite: 740.

022.788 Ecology Project Course (3) This course provides experience in theorganization and execution of team research into current ecological issues. Teams consist of a graduate student team leader, 3-6 undergraduates, and a faculty advisor. Each project team identifies a specific research question, creates a proposal for answering it, and presents their results in a public forum. This course is also given in the Botany Department as 001.788.

As a program of graduate studies, the M.S.W. emphasizes intellectual rigour in theory building and theory testing. As an advanced professional program, the M.S.W. emphasizes expertise in the design, implementation and evaluation of social work activities.

A student may opt to concentrate studies in one of two streams: Social-clinical intervention, or social services administration. Within each, the student should become knowledgeable about the theory, policy and practice implications of a given social problem area. The social problem area identified as the focus of study should correspond to. one of the areas for which faculty expertise is available at the faculty.

The faculty represents a broad spectrum of expertise and interest in method-ology, population groups, fields of service, social work practice, and social welfare policy and administration. A complete listing of faculty and their expertise is included in an application package make availableto all potential applicants.

Provision has been made for flexibility in the design of individual programs through the selection of electives and the planning of a practicum or thesis. The individual program will be designed by the student with the assistance of the faculty advisor.

The faculty has an active relationship with many community social agencies. The university's Psychological Services Centre, the Elizabeth Hill Counsel-ling Centre, the Child and Family Research group, and the Manitoba Research Centre on Family Violence and Violence Against Women provide opportunities for both thesis and practicum work.

Admissions The deadline for submission of applications to the program is: February for persons residing in Canada; and for persons residing outside of Canada December 1.

Educational Equity Initiative The purpose of this Initiative is to achieve equality in professional education so that no person shall be denied educational opportunities or benefits for reasons unrelated to ability. In the fulfillment of this goal, the aim is to correct the conditions of disadvantage in professional education experienced by Aboriginal peoples, persons with disabilities, immigrants and refugees to Canada, and persons other than Aboriginal peoples who are members of a visible minority in Canada. Educational equity means more than treating persons in the same way but also requires special measures and the accommodation of difference. Complete details are listed in application packages.

Aboriginal Peoples: Are all indigenous peoples of Canada including: First Nations, Metis, Dene and Inuit.

Admissions Criteria Master of Social Work: – Possession of a B.S. W. degree (by May of the application year) from an

accredited university which is recognized by the University of Manitoba.

–A minimum Grade Point Average of 3.0 (B) is required in the last 60 credit

hours of a B.S.W. degree.

– If courses have been taken subsequent to the degree as a special student and/or occasional student and/or in a subsequent degree or pre-Master's program, they will be calculated into the Grade Point Average as part of the last 60 credit hours. Where the calculation of the 60 credit hours ends in the middle of a session, all courses in that session will be used in the grade point calculation.

All applicants are required to submit an official transcript for their degree, and any university courses taken since their degree was completed. The Pre-Master's Program The purpose of the pre-M.S.W. program is to build on students' background experiences to prepare them for specialization and completion of the M.S.W. program and to round outtheir knowledgeand skill base relative to their areas of specialization.

The M.S.W. Program All students accepted for the social services and administration stream, and the social clinical stream, of the Master's degree subsequent to 1991 are required to complete course 047.601 Data Analysis in Social Work Research or equivalent. For those individuals pursuing the social services administra-tion stream it is preferable to complete these prior to registration for the fall-winter session. These courses are normally offered in summer session (evening) each year. A minimum grade of "C+" must be attained in each

course. Students may elect to take the program on a part-time basis. There is a five-year time limit to complete the M.S.W. program. The following are require-ments for students in each stream:

The Social-Clinical Intervention Stream The social-clinical stream of the M.S.W. program is based on an ecosystemic perspective. Drawn form social ecology and general systems theory, this view provides a broad context for clinical social work practice by empha-sized the interrelatedness of individuals, families and groups and their connections to social institutions, cultural forces and physical space. In applying the ecosystemic perspective to social work practice, the family unit is given a central focus. Students must complete 24 credit hours of seminar and tutorial work. The program requires at least 12-18 months of full-time study. Students may elect to take the program on a part-time basis. There is a six-year time limit.

The program includes 15 credit hours of core material which, must be completed within 24 months of date of admission. Those electing to do full time study will complete the remaining nine credit hours concurrently with the core. Otherwise the remaining nine credit hours must be completed within the five-year time limit. Completion of a thesis or practicum is also a degree requirement. A minimum of "C+" is required for each course in the

M.S.W. program. The nine credit hours of non "core" are identified as clinical electives. The

The Social Services Administration Stream The program's aim is to produce progressive administrators, social planners and policy analysts within the public, voluntary and private sectors. A political economic approach is used for a critical examination of power, oppression and resistance. A range of organizational theories, strategies and means of evaluation of social service administration is examined. Students acquire strong analytical and practice skills. Through critical reviews of theories, techniques and case study applications, students learn to develop and apply models of planning and evaluating social policies and programs.

Students must complete 24 credit hours of seminar and tutorial work. An additional three credit hours of coursework will be required if the student has not taken 047.601 Data Analysis for Social Work Research, prior to admis-sion to the program. The program requires at least 12-18 months of full-time study. Students may elect to take the program on a part-time basis. There is a six-year limit to complete the M.S.W. program.

The program includes 18 credit hours of core content which must be completed in the first two calendar years. Those electing to do full-time study may complete all 18 hours of core material as well as the six credit hours of "non-core" electives in one calendaryear. Part-time students are required to complete a minimum of nine credit hours of core coursework per year for the first two years. Professional Unsuitability Bylaw The Senate has approved a bylaw granting authority to the faculty to require a student to withdraw for reasons of professional unsuitability (see General Academic Regulations and Policy). 047.412 Field Instruction 2 (12) An educationally directed practice experience in which the student will have the opportunity to carry a sustained professional role in situations which require the integration of values, knowledge, and skill at the level of a beginning professional practitioner. The required hours are calculated as 28 weeks x 2

days per week x 8 hours or 450 hours. This time commitment includes involvementwith the agency in planning for, and engaging in practice activity, and evaluation of performance. It also includes educational contact time with the field instructor in individual and/or group sessions. Pre-corequisite: 047.602

047.601 Data Analysis for Social Work Research (3) An intermediate course in the analysis of social work data. Course will emphasize application and interpretation of analytical techniques useful in the practice of social work. A course in elementary statistics such as 005.220 is strongly recommended prior to taking this course. Prerequisite: 047.310 or equivalent. May not hold with 047.411.

047.602 Social Work Practice Seminar (6) Introduces students to ecological and other generalist practice models in the provision of social services. Attention is given to key contextual aspects of social work practice such as gender, poverty, and culture in the study of professional roles and ethics. Intervention modalities considered range from direct practice with individuals to strategies of community change.

047.603 Canadian Social Welfare Policy (6) An examination of the elements of ideology, and the application of competing ideological systems in the study of social welfare policy. This course also examines the history of Canadian social welfare from European contact to contemporary developments.

047.722 Selected Topics in Social Work (3) A tutorial approach which permits the graduate student to develop an area of concentration independently but with assistance and mutual work with a faculty member. Prerequisite: written permission of instructor.

047.723 Problem Seminar (3) Students focus on the theory, social policy and social work practice implications of a given social problem area.

047.728 Readings in Social Work and Social Welfare Research (3) A tutorial in specialized research methodology to be offered only to students who have highly specialized research interests which are not commonly offered in other courses. Prerequisite: an introductory research course and consent of the instructor.

047.729 Change and Stability: Implications for Direct Intervention (6) Theories of human behaviour are considered from an ecological perspective as they relate to family focused social work practice. Intervention methods are studied with special attention given to developmental issues and social contextual factors in the assessment and treatment of distressed human systems.

047.730 Clinical Evaluation of Social Work Interventions (3) Methods of evaluating clinical social work intervention with individuals, couples, families, and other small groups. Prerequisite: 047.310 or 047.411 or their equivalents.

047.731 Social Service Administration Practice (6) This course will focus on the development of skills in the analysis and implementation of organizational models for social service delivery, and administration methods for the effective delivery of social services. Students may not hold credit for 731 and the former 735 or 736.

047.738 Field Study in Social Service Evaluation (3) Students will work closely with a supervisor to develop their knowledge and applied skill in the design and execution of the evaluation of social services. The supervised knowledge and skill development will take place in the context of social services agencies. Prerequisite: 047.370 or 047.411,

047.740 Theoretical Foundations of Social Service Administration (3) An examination of organizational theories and strategies and evaluation of their relevance for the administration of social services agencies.

SECTION 1: PREFACE 1.1 HISTORY The Faculty of Social Work was established in 1943 as a graduate school in the Faculty of Arts and Science. The school originally offered a one-year program leading to a graduate diploma; later this program was altered to lead to a post-baccalaureate degree. In 1952 the faculty initiated a two-year graduate program leading to the degree of Master of Social Work. In 1968 The University of Manitoba was one of several Canadian universities to introduce .a Bachelor of Social Work program. The first Bachelor of Social Work class graduated along with the last class of the two-year graduate program in 1972. In 1972-1973 the Bachelor of Social Work program was reorganized into a three-year program of professional study, following successful completion of a first year of general university study. In 1972-1973, a revised master's degree program was introduced, providing advanced, specialized study for persons possessing a first professional degree in social work. In May 1989, the university Senate and the Board of Governors approved a change in the status of the school, to that of faculty. The faculty is a charter member of the Canadian Association of Schools of Social Work. It is an associate member of the Council on Social Work Education and was accredited by that body until the Canadian organization undertook accreditation responsibilities in 1972. The faculty, in cooperation with the Continuing Education Division, offers a continuing series of seminars, institutes and workshops to assist practitioners in updating and upgrading their professional qualifications.

1.2 THE MISSION The mission of the Faculty of Social Work is to contribute knowledge, and educational programs for the social development of the Province of Mani-toba, Canada and the world.

1.3 THE PROFESSION The profession of social work has emerged in the twentieth century as one of the major human service professions. The great complexity of life in our time has made it increasingly difficult for many individuals, families, and popula-tion groupings to achieve self-realization without professional help; it has also created the need for a service which helps social institutions to be attuned to human need. The focus of social work responsibility is on the well-being of people and on the forces and conditions which undermine

human dignity. In its practice, social work is involved in social treatment and social change. The Social Work Code of Ethics is available in the 8.S.W. Student Handbook.

1.4 THE PROGRAM The undergraduate program leads to a B.S.W. degree and provides basic professional preparation for the field, and the degree is accepted as such by the Canadian Association of Social Workers. The degree is accredited by the. Canadian Association of Schools of Social Work. The Bachelor of Social Work program combines a liberal and professional education. The program consists of 72 credit hours of professional social work courses and 51 credit hours of general university courses. The faculty offers the undergraduate program at three locations: Fort Garry campus, Winnipeg Education Centre, and Northern program. based in Thompson. Students from the three cam-puses graduate with a Bachelor of Social Work degree (B.S.W.) from The University of Manitoba. The Bachelor of Social Work Program by Distance is available for people living and working outside of Winnipeg.

In 1994-1995 the faculty implemented a new curriculum. Students admitted prior to 1994-1995 must consult with the admissions and advising officer in - order to discuss how these changes will apply to them.

~~~ ~ LiP►~!~1~ulI.Y.YL~L~j. 2.1 FORT GARRY CAMPUS The B.S.W. degree program at the Fort Garry campus consists of 72 credit. hours of professional social work courses and 21 credit hours of general university courses. The program is usually completed in three years after one year (30 credit hours) of university study completed in any other faculty or school. it may also be completed in two years plus a summer after 51 credit hours of prior university study (provided the previous university work is not greater than ten years old), or in up to nine years of part-time study.

The B.S.W. degree program at the Fort Garry campus receives approximately 400 applications for 75 spaces. Enrollment in the program is limited, so meeting minimum admission requirements does not assure an offer of admission.

The minimum requirement for admission to the Fort Garry campus B.S.W. degree program is the successful completion of one full year of university studies (30 credit hours or five full courses) at the University of Manitoba or an equivalent recognized university with a minimum adjusted Grade Point Average of "C+" (2.5) on university work.

Applicants who are eligible to apply in one of the Educational Equity Priority Groups described below may apply for admission with a minimum adjusted Grade Point Average of "C" (2.0) on the university work.

The five full courses (30 credit hours) of university work required to apply to the B.S.W. degree program may be completed in any faculty. There are no required courses and the courses may be completed either as a part-time university student over a period of several years or in one year of full-time studies. Although many students elect to enter the Faculty of Arts to complete these courses, and register in courses such as sociology and psychology, students should examine their own particular fields of interest in selecting both their faculties and the courses to take. which students might find relevant to social work would include aging, economics, English, family studies, history (British and Canadian), Native studies, political studies, psychology, sociology, and women's studies. The important thing is to take courses which are of personal interest, both to increase academic satisfaction and to provide greater potential for better grades. ADMISSION TO THE FACULTY OF SOCIAL WORK AT THE FORT GARRY CAMPUS Applicants who have completed previous university study at the University of Manitoba Effective September 1999 individuals applying for admission to the Faculty of Social Work who gained admission to the University of Manitoba after 1997-1998 must have completed University 1 (30 credit hours) preferably including at least three credit hours in courses which satisfy Senate require-ments in each of written English and mathematics. In the event that these requirements are not met within the first 30 credit hours of university study, they must be completed within the first 30 credit hours of coursework in the Faculty of Social Work. The list of approved written English courses and a list of the approved mathematics courses is provided in the General Academic Regulations and Policy Section of this Calendar. The 30 credit hours required for admission may be completed either as a part-time university student over a period of several years or in one year of full-time study.

Applicants who have completed university study at other recognized univer-sities Individuals applying for admission who have completed university study from other recognized universities must have successfully completed a minimum of 30 credit hours. The faculty strongly encourages applicants to complete three credit hours of coursework in written English and three credit hours of coursework in mathematics as part of the 30 credit hours of university study. In the event that these requirements are not met within the first 30 credit hours of university study, they must be completed within, the first 30 credit hours of coursework in the Faculty of Social Work. The list of approved written English courses and a list of the approved mathematics courses is provided in the General Academic Regulations and Policy Section of this Calendar. The 30 credit hours required for admission may be completed either as a part-time university student over a period of several years or in one year of full-time study. All applicants wishingto complete the program in two years of full-time study must have completed a minimum of 51 credit hours of university study prior to admission to the B.S.W. degree program. Of the 51 credit hours of university study, 21 credit hours must not be cider than ten years to qualify for the two year accelerated program. Applicants wishing to complete the degree through the two year accelerated program must have an adjusted grade point average of 2.75 from all previous university study. In the event that three credit hours of written English and three credit hours of mathemat-ics have not been completed as part of the 51 credit hours of previous university study, they must be completed within the first year of the two-year program. All applicants with a completed baccalaureate degree are exempted from the written English and mathematics requirements.

The Selection Process The deadline date for submission of applications to the B.S.W. degree program at the Fort Garry campus is March 1. Application forms are available in December. The Faculty of Social Work offers a limited range of courses to students in other faculties which can be used to test one's interest in the faculty. The selection process is designed to accomplish three objectives - totreat applicants fairly and equitably, to provide the diversity of practitioners required by the profession, and to provide for an efficient admissions process. The faculty selects applicants to the Fort Garry campus B.S.W. degree program through three categories as described below.

Academic Achievement Category: One third of all available positions (25 positions) will be awarded on the basis of highest adjusted Grade Point Average.

General Admissions Category: One-third of all available positions (25 positions) will be allocated to those chosen through a process of random selection from the pool of all qualified applicants.

Affirmative Action/Educational Equity Category: One-third of all available positions (25 positions) will be allocated to those eligible for inclusion in one or more of the six Educational Equity Priority Groups described in the following section. Each priority group will be allocated a specific portion of the 25 total positions in this category.

Affirmative Action Educational Equity Initiative The purpose of this initiative is to achieve equality in professional education so that no person shall be denied educational opportunities or benefits for reasons unrelated to ability. In the fulfillment of this goal, the aim is to correct

the conditions of disadvantage in professional education experienced by Aboriginal peoples, persons with disabilities, immigrants and refugees to Canada, and persons who are, because of their race or colour, a visible minority in Canada. Giving effect to the principle of educational equity means more than treating persons in the same way; it also requires special measures and the accommodation of difference.

For the purpose of identification the definitions for the educational equity priority groups are:

Non-Aboriginal Access Students: Persons who traditionally have not had the opportunity for university studies because of social, economic and cultural reasons, lack of formal education or residence in remote areas, and who are enrolled in the University of Manitoba ACCESS Program.

Aboriginal People: Aboriginal people are all indigenous peoples of Canada including: First Nations, Metis, Dene, and Inuit.

Visible Minorities: Persons other than Aboriginal peoples who, because of their colour, are a visible minority in Canada.

Immigrants (Permanent Residents): Immigrants are those who do not record Canadian citizenship by birth, and whose native tongue is not English. '

Refugees: A refugee is an individual who has left his/her country of residence because of persecution for belongingto a particular social, cultural, religious and/or national group, and/or for holding particular political beliefs, and has been accepted for residence in Canada.

Persons with Disabilities: Persons with disabilities are those who would consider themselves disadvantaged by reason of any physical, intellectual, mental, sensory or learning impairment.

2.2 WINNIPEG EDUCATION CENTRE The Bachelor of Social Work (B.S.W.) program at the Winnipeg Education Centre is an inner-city extension of the Faculty of Social Work. The program is funded by Manitoba Education and Training, Advanced Education and Skills Training Division. Students admitted to the centre are accepted directly into a four-year B.S.W. program, and do not require prior university study. All students complete a total of 123 credit hours of university study.

The objective of this program is to enhance the accessibility of the B.S.W. program by preparing as social workers those mature students who have had inner-city or similar social service experience, but who lack the normal university entrance requirements. Special academic and social support is provided to students admitted to the program. Staff assists candidates in arranging funding resources. ,

Admission to the centre is limited. Applicants must be residents of Winnipeg at the time of application. The deadline date for submitting applications is March 1. Students at the centre must meet the same graduation requirements as students in the B.S.W. program on the Fort Garry campus. 2.3 FACULTY OF SOCIAL WORK AT THOMPSON The Thompson Bachelor of Social Work (B.S.W.) program, based in Thompson, Manitoba, is an extension of the Fort Garry Faculty of Social Work. The program is funded by Manitoba Education and Training, Advanced Educa-tion and Skills Training Division. Students are admitted directly into a four-year B.S.W. program and do not require prior university study. All students complete a total of 123 credit hours of university study.

The objective of this program is to enhance the accessibility of the B.S.W.. program by preparing as social workers mature students who, without the support of the program, would be unable to successfully complete a university degree due to lack of financial resources, lack of academic qualifications, remote location, and cultural barriers. Special academic and personal support is provided to students admitted to the program, as well as some assistance in arranging funding resources. Admission to the Thompson program is limited. Applicants must meet specified northern residency requirements. The deadline date for submitting applications is March 1 (classes begin in September).

program. Delivery of the B.S.W. curriculum through distance education consists of a combination of tele-conference sessions and print-based inde-pendent study manuals. The distance delivery of the B.S.W. program taken part-time will'allow individuals residingoutside of Winnipegto completethe undergraduate social work degree in their communities. There are cohort sites within Manitoba and an independent study program is offered across Canada.

The distance education B.S.W. initiative is intended totarget individualswho are employed as social workers living outside of Winnipeg, but who may not have had the opportunity to pursue professional social work education due to their remote locations in the province. Applicants to the B.S.W. distance education initiative must meet all three requirements to be admitted into the program:

1) A minimum of two years of work experience, within the last five years, in the social services;

2) Residency outside of Winnipeg; and,

2.5 SPECIAL STUDENT ADMISSION Students seeking admission as a special student may request information from the Faculty of Social Work, 521 Tier Building or by contacting the faculty at (204) 474 7050. Criteria for admission are:

— Completion of a minimum of 30 credit hours of general university study with a minimum Grade Point Average of 2.5 "C+" and are not currently registered in another faculty or university

or — Completion of a minimum of 30 credit hours of general university study with a minimum Grade Point Average of 2.0 "C" for Aboriginal peoples, visible minorities, immigrants, refugees, persons with disabilities, non-Aboriginal Access students, and who are not currently registered in another faculty or university. Students are reminded they must present an official transcript (one bearing the university seal) to the social work student advisor on their appointment day. (University of Manitoba students need only provide a student history). There is a $50 application fee. Once admitted as a special student, students will:

3.3 SCHOLASTIC PROGRESS Except in circumstances covered in the official regulations referred to below, clear standing in the faculty requires a cumulative Grade Point Average of "C+" (2.5) atthe end of each academic session: A minimum grade of"C" (2.0) is required for all Social Work courses. The passing grades for electives taken in other faculties or schools are those required by the faculties or schools concerned. Complete statements of the regulations governing the scholastic progress of a student in the Faculty of Social Work are published in the B.S.W.

Student Handbook and are also on file in the general office. Students wishing

to do so may consult this policy with the chair of the Committee on Standings or the dean. In the event of anyquestion ordispute, this set of regulations shall be considered the official version. Directors of off-campus programs and the admissions/advising officer of Fort Garry Campus disseminate, trouble shoot and advise respective students on issues concerning scholastic progress.

3.4 PROFESSIONAL UNSUITABILITY BYLAW The Senate has approved a bylaw granting authority to the faculty to require a student to withdraw for reasons of professional unsuitability (see General Academic Regulations and Policy). Copies of this bylaw may be obtained from the. general office. The bylaw is also published in the B.S.W. Student

Handbook. Students are reminded of their obligation to be familiar with all regulations governing their continued progress in the program.

3.5 DEAN'S HONOUR LIST Students who achieve a sessional GPA of 3.5 on the basis of 24 credit hours in a regular session will be included on the Dean's Honour List.

3.6 APPEAL OF GRADES The general university policy for appeal of assigned grades applies to the Faculty of Social Work. As well, the Faculty Council has approved a Social Work policy on the appeal of assigned grades and term work. The policy is listed in the B.S.W. Handbook. The Faculty Council has established a standing Appeals Committee to deal with these matters.

SECTION 3: REGULATIONS

3.1 PREREQUISITE - COREQUISITE POLICY The faculty has established a set of prerequisite and corequisite requirements to assist students in planning their program of study. The regulations are on file in the general office of the faculty, and in Registration Guide and Course

Timetables.

3.2 RESIDENCE REQUIREMENTS FOR A DEGREE Unless otherwise stated the minimum residence requirements of the Univer-sity of Manitoba is the work normally associated with one year in the case of programs of three years' duration. Programs of four years' duration demand a residence period of not less than two years. However, in all cases, the residence requirement is assessed following an appraisal of the educational record of the student applying to transfer.
