DAYTONA BEACH JOCKEY CLUB filed on June 11, 1942, application for permit to conduct horse facing in Vol usia County. Permit was denied by the Commission July 13, 1942.

THE SARASOTA KENNEL CLUB filed application for dates on August 11, 1942. The Commission deferred allotting dates for Saras·ota Kennel Club until the Sarasota Kennel Club could pro­duce evidence satisfactory to the Commission that it was qualified to conduct racing as required by law.

All tracks licensed to conduct racing in Florida, with the ex­ception of Hollywood Jockey Club, filed applications for racing dates for the 1942·1943 racing season in accordance with the Law. After an open meeting held in Miami, Florida, on July 13, 1942, in whicb representatives of all of the tracks were present, the Flor­ida State Racing Commission, after consideration of all statements and oral arguments and the applications of the several tracks, al­lotted dates for the 1942-1943 racing season in Florida as follows:

The Commission, at its meeting held in Jacksonville, Florida, on August 14, 1942, app'ointed the following officials to represent the Commission for the 1942-1943 racing season:

At the beginning of the racing season. the active staff' in .the Miami office of the Commission consisted of the following: T. E. Powers, Office Manager; J. A. Reisinger, Office Accountant; Jane Austin, Secretary j Louise Lamme, Stenographer i Eleanor C. O'Brien, Stenographer; Myrtle Lynch. Typist; Phala R. Winston, Clerk; Dor· othy Stevens, Comptometer Operator j and Laurie W. Mann. Secre· tary in the Tallahassee Office.

When racing was. curtailed the personnel of the office was re­duced to the following employees who worked the entire season: J. A. Reisinger, Office Accountantj Jane Austin, Secretary; and Laurie W. Mann, Secretary in the Tallabassee Office.

The Commission highly commends its officials and office staff for their loyalty to the Commission and for the efficient and con­scientious manner in which their services were performed.

During the past fiscal year the Commission held nine meetings. These meetings were held generally with reference to application for racing dates. and administrative mattersj for the licensing of t~ack offi~ials, review of Steward rulings and decisionsj and prin· Clpally WIth reference to the conduct of horse and dog race meet­ings and Jai-Alai exhibitions in the State of Florida. The meetings were held at the following designated cities:

The campaign against the stimulation of thoroughbreds has continued under the guidance of Dr. E. D. Clawson, Cbief Veter· inarian, and Dr. Y. T. Oester, Cbief Chemist.

The following is a summary of the tests made in the laboratory during the 1942·1943 racing season and the results of such analysis:

The Racing Associations licensed by the Commission to con­duct Tacing in Florida have, during the past season, cooperated with the Commission and carefully followed its rules and regulations, together with the suggestions of the military and governmental of­ficial s in the matter of transportation and saving essential materials.

The Commission has maintained a careful check of each of the race track associations -to see that they have complied with the pro-

. vision of the Law which states that 85% of all persons, except rac­ing officials employed at the race tracks, shall be cimens and resi­dents of the State of Florida. Each of said associations bave ad· hered strictly to the Law in employing qualified Florida citizens and residents during their race meeting.

Members of the press have been very fair and cooperative in reporting the activities of racing in Florida which has contributed greatly to the success of racing during the past season.

During the past season racing has been confronted with many and unusual eonditions such as blackouts, the curtailment in gaso-

line 8upplies, the Federal Government's elimination of train and bus service as a means of getting to the tracD and away from them at the conclusion of the racing program for the day, and as a result thereof, the racing program was substantially curtailed, particularly horse racing. The Commission is pleased to report that notwith· standing conditions never before experienced many 'of the tracks were able to carryon and complete their entire race meetings.

The following tracks were directly affected by ex .. ting condi· tions which primarily resulted ftom the war and failed to operate entirely or operated only a portion of their race meeting :

HORSE TRACKS

Gables Racing Association, Inc. (Tropical Park ) Operated only fifteen days of its race meeting.

Miami Jockey Club, Inc. (Hialeah Park) Did not operate during the 1942-1943 racing season.

DOG TRACKS

Sanford·Orlando Kennel Club, Inc., operated ten days of its ninety day race meeting.

Broward County Kennel Club. Inc, operated thirty·one days of its ninety day race meeting.

Bi.ocayne Kennel Club, Inc., operated sixty.four days of its eighty two day race meeting.

The 1943 Legiolature, during the opening days of its .... ion. enacted a law extending the dog racing season to May 3Ist and provided that those tracks that had failed [0 operate the full number of days allotted to them might continue to operate until they had operated the full number of days of their meet or until May 3Ist. completed its entire meet, operating until April 27th, 1943, and Biscayne Kennel Club operated until May 31st, which constituted sixty.four days of the allotted eighty·two days.

With only one of the horse tracks having operated fifteen days and several of the dog race meetings having been greatly curtailed, pari-mutuel wagering at horse and dog tracks and jai-alai fronton showed a decrease from $63,601,585.00 to S26,658,64O.00 for the 1942·1943 season. Horse wagering for the fifteen days at Tropical Park was only S2,739,4{)I.00 compared with 538,735,224.00 for ninety-six days at Hialeah and Tropical last season.

Dog racing was not as seriously affected as horse racing. Pari-mutuel wagering at the dog tracks for the 1942·1943 season was $22,825,821.00 against $23,446,936.00 for 1941·1942. The difference was due chiefly to curtailed meetings at the Sanford·Or· lando., Hollywood and Biscayne tracks, there being one-hundred fifty-seven less racing nights than the previous seas·on.

There was a large decrease in attendance during the present season, due primarily to the failure of the horse tracks to operate and the difficulty in getting to and from the tracks as a result of gasoline rationing and other conditions occasioned by the war. The attendance for the 1942·1943 season was 85~256 as compared with 2,195,080 for the 1941·1942 season. As a result of this decrease in attendance, there was a decrease in the state's tax on attendance from $262,257.83 to $88,168.96.

The state receives the greater portion of its racing revenue from horse tracks and as a result of the horse tracks being unable to operate and several dog track meets having been curtailed. to· gether with transp'ortation problems and other conditions that ma­terially affected racing, there was a serious decrease in the state's racing revenue. The state's revenue for the 1942-1943 season was 51,066,087.70 as compared with $4,392,861.86 for the 1941·1942 season .

Realizing the racing season might be seriously curtailed in Florida, the Commission at the beginning of the season greatly reo duced the number of its empl.oyees at the various tracks, and on January 7, 1943. reduced its office space more than a third and the personnel of its office approximately eighty percent. As the season progressed, further reductions were made from time to time in the Commission's ~rsonnel at the various tracks so as to keep the cost of supervision at a minimum. A comparative statement is hereto attached showing the reduction in cost of supervision. You will notice that the statement is based on the number of days that each track operated during the current season 8S compared with the same number of days that each track operated during the 1941-1942 racing season.

The Commission feels that the conduct of racing under its super· vision during the past season has been clean, without scandal or sedous suspicion. Each day's racing has provided relaxation and entertainment for the people of Florida and our guests from other States.

For the past fiscal year the Commission bas carried on a pro­gram of strict enforcement of the racing laws and economy in super­vision and management.

Attached hereto and made a part of this report is a statement of receipts and disbursements of the Commission for the 1942-1943 racing 8eason, comparative data (or the 1941·1942 and the 1942· 1943 racing seas'on. data pertaining to p"1lri-mutuel handle and State's revenue derived from each licensee.

The Commission, as in the past, will continue to uercise strict supervision and discipline over racing associatiol15, Jai­Alai exhibitions and all parties in any way connected with racing activities. The Commission has at all times endeavored to protect the interest of the puhlic at large and each association. No one has been denied the opportunity o( a (ull hearing by the Commission upon any matter pertaining to racing.
