Good afternoon Ms. Lapointe

We read with great interest your notice of a study for the 417/Nicholas underpass, as

found in today's Ottawa Citizen. You may know that Mr. Lindensmith recently put up

such a similar notice for bridge replacement projects for the 417 where it crosses the

Rideau Canal and for adjacent road-crossing overpasses on either side of this Nicholas

underpass and we wondered if this series of projects could be bundled together for both

review and for planning and scheduling purposes. This area of the City of Ottawa has

been under construction for it seems forever including the LRT work that is still

underway, and our local access to the 417 eastbound is still blocked; so, it would be

very much appreciated if all of these newly-proposed projects were managed in an

orderly and expeditious manner.

You may also know that the reconstruction of Main Street has been completed south of

the Queensway but work to the north and then along Greenfield Avenue are still

pending. Construction vehicles for the LRT and Main Street projects, as well as from

major new housing developments on the former Oblate properties, have really pounded

Greenfield - so planning for the bridge and underpass work, we would hope, would take

into consideration construction access routes that may need to use our neighbourhood

streets. The use of local streets for laydown areas and for parking construction

equipment and workers' vehicles has also caused significant concern in our area and so

planning for these areas during an extended period of construction we would trust will

also be factored into your planning processes.

You will recall that the City’s EA for the AVTC showed a connection to the Nicholas St Bridge at its currently existing

location.

MTO is working toward replacement of the bridge just west of its current location. This allows the existing bridge to be

used to carry traffic during construction of the bridge replacement.

The future location of the Nicholas St bridge replacement neither requires nor precludes future construction of the

AVTC.

We have no specific questions at this time. uOttawa has land holdings on both sides of the 417 immediately East of the Nicholas Overpass. They are generally as follows: -ownership of 200 Lees -perpetual use and other interests on both sides of the Lees Station proper -ownership of the land formerly known as the Robinson snow dump -ownership and other interests to the South of Mann Ave -ownership of the Campus lands from Mann Ave northwards In addition, many students live in the vicinity of Lees Ave on both sides of the 417 where there are various challenges for pedestrians and cyclists. We are very interested in all changes affecting the configurations and mobility framework in your study area.

There is an existing 1220mm Transmission Watermain (built in 1961, Concrete C-300 pressure pipe) “under” the south west quadrant interchange ramp. The Risk Assessment for the “Highway 417 water Transmission Main – Nicholas to Highway 417/174 Split” completed in December 2011, did not specifically address the bridge replacement, only the highway widening that was proposed at the time. The MTO will need to undertake a risk assessment to review the proposed underpass with respect to the watermain infrastructure and identify the necessary risk mitigation measures for its protection both during construction and the final product.

Thank you for providing the Ministry of Tourism, Culture and Sport (MTCS) with the Notice of Commencement for your project. MTCS’s interest in this EA project relates to its mandate of conserving Ontario’s cultural heritage, which includes:

Archaeological resources, including land-based and marine;

Built heritage resources, including bridges and monuments; and,

Cultural heritage landscapes. Under the EA process, the proponent is required to determine a project’s potential impact on cultural heritage resources. Please note that the Standards and Guidelines for Conservation of Provincial Heritage Properties (S&G), prepared pursuant to Section 25.2 of the Ontario Heritage Act (OHA), came into effect on July 1, 2010. All Ontario government ministries and public bodies that are prescribed under Ontario Regulation 157/10 must comply with the S&Gs with respect to property that is owned or controlled by the Crown in right of Ontario or by a prescribed public body. While some cultural heritage resources may have already been formally identified, others may be identified through screening and evaluation. Aboriginal communities may have knowledge that can contribute to the identification of cultural heritage resources, and we suggest that any engagement with Aboriginal communities includes a discussion about known or potential cultural heritage resources that are of value to these communities. Municipal Heritage Committees, historical societies and other local heritage organizations may also have knowledge that contributes to the identification of cultural heritage resources. Archaeological Resources Your EA project may impact archaeological resources and you should screen the project with the MTCS Criteria for Evaluating Archaeological Potential to determine if an archaeological assessment is needed. Please notify MTCS if archaeological resources are impacted by EA project work. All activities impacting archaeological resources must cease immediately, and a licensed archaeologist is required to carry out an archaeological assessment in accordance with the Ontario Heritage Act and the Standards and Guidelines for Consultant Archaeologists. If human remains are encountered, all activities must cease immediately and the local police as well as the Cemeteries Regulation Unit of the Ministry of Government and Consumer Services must be contacted. In situations where human remains are associated with archaeological resources, MTCS should also be notified to ensure that the site is not subject to unlicensed alterations which would be a contravention of the Ontario Heritage Act.

Built Heritage and Cultural Heritage Landscapes The MTCS Criteria for Evaluating Potential for Built Heritage Resources and Cultural Heritage Landscapes should be completed to help determine whether your EA project may impact cultural heritage resources. The Clerk for the municipality encompassing the EA project can provide information on property registered or designated under the Ontario Heritage Act. Municipal Heritage Planners can also provide information that will assist you in completing the checklist. The draft MTO Ontario Heritage Bridge Guidelines for Provincially Owned Bridges screening criteria have also been established for cultural heritage evaluation of bridges under the Class EA for Provincial Transportation Facilities. A Cultural Heritage Evaluation Report (CHER) is used to determine the cultural heritage value or interest of a potential Provincial Heritage Property. If potential or known heritage resources exist, MTCS recommends that a Heritage Impact Assessment (HIA), prepared by a qualified consultant, should be completed to assess potential project impacts. Our Ministry’s Info Sheet #5: Heritage Impact Assessments and Conservation Plans outlines the scope of HIAs. Please send the HIA to MTCS and the local municipality for review, and make it available to local organizations or individuals who have expressed interest in heritage. Environmental Assessment Reporting All technical heritage studies and their recommendations are to be addressed and incorporated into EA projects. Please advise MTCS whether any technical heritage studies will be completed for your EA project, and provide them to MTCS before issuing a Notice of Completion. If your screening has identified no known or potential cultural heritage resources, or no impacts to these resources, please include the completed checklists and supporting documentation in the EA report or file. Ontario’s Trucking Industry

Ontario’s economic prosperity is in large part dependent upon the ability of its industry to compete for market share in the North American supply chain. As the preferred mode for getting finished goods and business inputs to market efficiently and reliably, trucking plays a vital economic role. For example, 90% of all consumer products and foodstuffs are delivered by truck as is most of Ontario’s trade with the U.S. Simply put, without trucks the economy stops. Trucking dominates the freight distribution marketplace because of its suited ability to meet the demands of time-sensitive, door-to-door service. This means, when physical infrastructure is built, maintained, or upgraded, consideration for the accommodation of commercial vehicles is crucial.

Consideration for Trucking Activities

As a major user of Ontario’s infrastructure, well maintained highways and modern interchanges are of the utmost importance to the Ontario trucking industry. It is crucial that MTO, consultants and contractors consider trucking activities in both the design of new infrastructure and during the construction periods. While not exhaustive, below are some key considerations.

New Infrastructure / Revitalization Design Considerations

Whenever projects are being considered, adequate thought should be given to the current commercial vehicle and potential future commercial vehicle activity that infrastructure might need to accommodate.

When planning projects, consideration should also be given to transportation companies and their suppliers located in the area (fuel, restaurants, truck service facilities etc…). OTA has member companies with terminals and businesses located throughout the province, all of which rely on their connection to these essential services and the provincial highway network.

Construction activity should take into consideration all of the operating conditions of the Ontario Long Combination Vehicles Program (LCV) if applicable. The Ontario LCV program has been growing steadily since 2009 and designing infrastructure that can

support their use will be of the utmost importance to Ontario businesses and the competitiveness of Ontario in the North American supply chain.

Project should consider the special requirements of MTO’s Oversize / Overweight Permitting program. The Oversize / Overweight Permit program supports the many specialized businesses in Ontario that produce products that when transported by truck are outside of the typical dimensions permitted by the highway traffic act (lane widths and vertical clearance are key considerations for this sector).

Considerations during Construction Periods

Open lines of communication should be maintained at all times between the construction contractor, the trucking industry, the Ministry of Transportation, and the Ontario Provincial Police. Closures or restrictions need to be communicated well in advance to all.

Sufficient shoulder widths should be provided during construction to allow vehicles in emergency situations to remain clear of the travelled section.

Warning devices and sufficient signage should be placed well in advance of construction zones, alerting traffic to the ongoing work. In corridors with heavy truck traffic, there should be consideration for going above and beyond what is required in the Ontario Traffic Manual.

Sufficient lane widths (including shoulders) should be maintained in construction zones to safely facilitate all traffic, including over-size loads and emergency vehicles.

Conclusion

While this list is not exhaustive, it is meant to highlight the importance of considering the needs of commercial vehicles in the development and maintenance of the provinces physical infrastructure. I'd like to see the Nicholas interchange re-designed to provide a roundabout at the south end of the overpass. E-N and

N-E movements would use this roundabout.

This would reduce the length of the required bridge span since there would not be a need to pass over the N-E ramp.

The roundabout would also eliminate the requirement for the large loop ramps which would reduce the overall

footprint of the interchange. The surplus land could be re-purposed as greenspace for the local high-density community.

A roundabout would also not preclude the extension of Nicholas to the south as part of the AVTC project.

We should also keep an eye on this space and notably the eastbound on ramp from Lees

as the Nicholas overpass replacement goes into full swing. There is supposed to be at

least one more open house on this project before the proposed start of spring

construction, and especially about the process for contractors seeking relief from the

City noise bylaws. Perhaps Ms. Garland has some new information.

Ian Grabina of David Chernushenko's office provided an update at the recent OOECA Board meeting saying the 417 Lees eastbound on-ramp wouldn't be open until a month or two after LRT opens, meaning it won't be open until January or February of 2019 - I'd like to know if I heard correctly. Secondly, I understand that Councillor Cloutier was to speak with Councillor Chernushenko about getting the LRT bridge open for cyclists / pedestrians by the "heavy cycling season" - so any news on this front? Also, I would appreciate the City responding to the question: "Why do the pathways on both sides of the bridge remain closed for construction purposes when they are not wide enough to allow even a pick-up truck to get across." I should also note that despite the fences attempting to block people from using the bridge, there is lots of footprint evidence of people going across and no evidence of the pathways being used for construction purposes. cheers john dance 613 236 0650

Thank you for your e-mail and interest in the “Nicholas Street Underpass Replacement” project.

As requested in your e-mail below, I have attached a PDF of the presentation which was given at yesterday’s

City of Ottawa Transportation Committee Meeting.

Regarding the proposed revised detours, I would like to note a few things:

• The revised detours in comparison with those initially presented to the City and the general public

(ie. Detour route using Riverside Dr. and Bronson Ave. in the westbound direction and detour route

using Isabella St., Main St. and Riverside Dr. in the eastbound direction), significantly reduce the

impact on the City of Ottawa’s existing road network and will notably reduce the required travel

time, by traffic, to navigate the detour routes;

• The ‘ramp surfing’ detours will only be implemented twice during the construction of the new

Nicholas Street bridge: (1) during the erection of the new bridge girders and (2) during the

demolition of the existing Nicholas Street structure;

• Each Highway 417 full closure will occur over a single night during a weekend so to minimize the

effects on traffic operations; and

• Paid duty police will be present on-site at each of the intersections within the planned revised

detours in order to control and direct traffic during the Highway 417 closures. Priority on the detour

routes will be given to the Highway 417 traffic.
