John Ruffin, PhD FOUNDING DIRECTOR, NATIONAL INSTITUTE ON MINORITY HEALTH

AND HEALTH DISPARITIES, NATIONAL INSTITUTES OF HEALTH

Dr. John Ruffin recently retired as the founding director of the National Institute on Minority Health and Health Disparities (NIMHD), National Institutes of Health. As director, he oversaw the NIMHD budget of approximately $276 million, and provided leadership for the NIH minority health and health disparities research activities, which constituted an annual budget of approximately $2.8 billion.

As an academic and scientist, he has devoted his professional career to improving the health status of racial and ethnic minorities and other underserved populations. He has developed programs to increase the cadre of minority scientists, physicians, and other health professionals, and to attract a diverse group of researchers to the field.

Dr. Ruffin earned a BS in Biology from Dillard University, an MS in Biology from Atlanta University, a PhD in Systematic and Developmental Biology from Kansas State University, and completed post-doctoral studies in biology at Harvard. He holds nine honorary doctor of science degrees. He served as chair of the Department of Biology and Dean of the College of Arts & Sciences at North Carolina Central University.

During his 24 years at the NIH, Dr. Ruffin successfully institutionalized minority health and health disparities research within the organizational structure of the NIH, resulting in the creation of a health disparities research enterprise with a global reach. His leadership transformed national discourse in the field, resulting in health disparities research becoming a recognized scientific discipline.

In 1993, he received congressional support to guide the transition of the Office of Minority Programs to the Office of Research on Minority Health – a legislatively-created research entity.

His leadership led to the creation of the National Center on Minority Health and Health Disparities in 2000 with the enactment of the Minority Health and Health Disparities Research and Education Act. The Center became an Institute at the NIH in 2010 as a result of the Affordable Care Act.

Dr. Ruffin has received the U.S. Presidential Merit Award; the Cura Personalis Award from Georgetown University Medical Center; the Martin Luther King, Jr. Legacy Award for National Service; and the Department of Health and Human Services’ Special Recognition Award.

Julia Marcus BACHELOR OF SCIENCE, BEHAVIORAL AND COMMUNITY HEALTH

Julia Marcus, a Fair Lawn, New Jersey native, is receiving her Bachelor of Science degree in Com-munity Health with a minor in French Studies. Julia is passionate about working with older adults and the aging population and interned at the National Institute on Aging at the National Institutes of Health, where she researched the ways older adults are excluded from clinical studies. After graduation, she will start working at The Advisory Board Com-

pany, a healthcare research, technology and consulting firm in Washington, D.C. She plans to continue her public health education in graduate school and eventually work as a geriatric hospital administrator.
