QA standards in Brazil and IAEA evolution

50-C-QA, 1978 – QA for Safety in NPP CNEN-NE-1.09, 1980 – Standard Format of FSAR

One chapter is QAP, based on 50-C-QA

CNEN-NN-1.16, 2000 – QA for safety in NPP and other facilities

The main focus is safety and the grading of QA requirements is mentioned

TRS 328, 1991 – Grading of QA Requirements GS-R-3, 2006 – The Management System for Facilities and Activities

Management in an integrated system

QA standards in Brazil and IAEA

CNEN-NN-1.16, 2000 – QA for safety in NPP and other facilities

Safety is the main focus (in all facilities stages: construction, operation...)

QA requirements grading is based on: Safety;

Complexity;

Supervision necessity;

Compliance with inspection / test;

Quality history and;

Repair difficulty;

Grading of QA Requirements

13 Technical Meeting on Grading of the Application of Management

System Requirements (23-27 January 2012) /17

Grading of QA Requirements in a Fuel Cycle Facility: an example for maintaining the designed safety requirement

Difficulties encountered and strategies to overcome those difficulties

Most standards were issued to NPP Adapt and use them

Imported items lead to interaction difficulties Import from known suppliers and interaction with other similar nuclear fuel factories

Small amount of necessary item procurements Interaction with other similar (but larger) nuclear fuel factories

Nationalization having only one fuel factory in the country Interaction with other similar (but larger) national non nulclear factories

15 Technical Meeting on Grading of the Application of Management

System Requirements (23-27 January 2012) /17

Conclusions

National standards improvement underway (the licensing process is changing year by year to consider safety in an integrated way);

Importance of maintaining the safety of the installation during its life cycle;

Importance of desmonstrating the relevance of QA concerning safety for all the operators, including, employees Satefy Culture improvemnts;

NPP is not the only one! In some countries there are also fuel cycle facillities;

IAEA has a very important role in enhancing the safety culture.
