Dear Mr. Lee:
The purpose of this letter is to present a preliminary estimate ofthe costs associated with the construction of a temporary road toprovide access to the proposed locations of monitoring wells 6, 7,and 8. The data utilized to prepare this estimate was obtainedfrom Building Construction Cost Data 1989.
The anticipated location of the access road is depicted in theattached figure. It has been estimated that the required lengthof the road would be 310 feet. Prior to the installation of theaccess road, a path approximately 20 feet wide would be cleared ofvegetation; it is estimated that a. total area of approximately0.157 acres would be cleared. Based upon our reconnaissance ofDecember 14, 1990, it is not anticipated that any trees would haveto be removed during the clearing activities. The access roadwould consist of an eight inch thick gravel road bed approximately15 feet wide. The total cost of construction of the temporaryaccess road is estimated to be $2,566.50.
It should be noted that based upon observations made by CDM FEDERALPROGRAMS CORPORATION (FPC) personnel, it is likely that much, ifnot all, of the area where the temporary access road is to belocated meets the federal. criteria of a wetlands. The installationof the access road may require state and/or federal permits. Itshould also be noted that the utilization of any heavy equipment,such as a drill rig, may impact the wetlands -and may require theacquisition of a federal permit. It is therefore recommended. thatdecisions regarding the installation of wells 6, 7, and 8 at thecurrently proposed locations be postponed pending ththe wetlands delineation for this area.
