Overview What’s New: Programming Changes

Based on consultation between the colleges and OCAS, the following changes have been made

to the College Transmission Specifications for application cycle fall 2015 - summer 2016.

1. Addition of 1 new values to the gender code table.

2. Following recommendation from Indigenous Peoples Education Circle:

a. Addition of new values to the Aboriginal Person (Ancestry) values.

b. Modification to add Aboriginal Person Indicator

c. Modification to add Aboriginal Person Status

3. Addition of 1 new Specialist High Skills Major code.

4. Modification to add Surname on School Record and First Name on School Record fields to the EC

record (declared education)

5. Addition of 2 new values to Semester/Level field in the CC record (program choice).

The Process Ontario College Application Services (OCAS) centrally processes applications for college

applicants. The details about each applicant are subsequently transferred to the colleges

selected by the applicant. The transmission layout and processing guidelines of the

applicant’s data are outlined in this document in order to standardize the data into a format

that can be electronically processed by the colleges.

What’s in the File? The sources of the data transmitted in the transmission file include the application form,

applicant correspondence, colleges, secondary schools etc.

The data processed daily at OCAS is formatted according to the specifications and is available

to the colleges that same night. The file contains data for applicants who have paid their

application fee.

When Can the File be Downloaded?

The transmission files are available for downloading to the colleges by 1 1:00 pm, Sunday

through Thursday. At certain times of the year, when processing volumes are very high, files

may not be available by 11:00 p.m.: notice from OCAS will be sent indicating any deviation

from that timeframe.

Files are created Sunday through Thursday every week, including weeks with statutory

holidays. Unless you receive a communication from the OCAS to the contrary, your files

should be picked up every week, Sunday to Thursday.

Transmission Protocol

Downloading of college transmission files from OCAS is to be done via Secure File Transfer

Protocol (SFTP). SFTP clients should be configured to connect to sftp.transit.ocas.ca. Each

college will have a userid and password to access the Coltrane files. Files can be picked up in

the /home/coltrane directory (which is the default starting directory).

Data Type Formats For the following pages, the legend and general instructions apply:

Legend A = Alphanumeric

N = Numeric digits only

1. Alphanumeric strings are left justified within the field length, filled with low-order blanks

to the end of the field, and contain upper case only, unless otherwise specified or

requested by a college.

2. Numeric fields are right justified, zero-filled, and contain no brackets, dashes, or blanks.

Defaults are filled with zeros.

3. Dates are in ISO format (YYYYMMDD), unless otherwise specified.

4. Each record is terminated by a carriage-return/line-feed (CR/LF) pair.

Explanation of Transaction Records

Transaction Prefix Each record contains a "transaction prefix" which includes the Transaction Code, Transaction

Type, Transaction Date, and Transaction Time. Inserts (Transact ion Type = I) represent records

which are newly inserted into the OCAS database, and hence , can be inserted into the college

database as required. For updates (Transaction Type = U), the entire record will be sent

including one or more updated fields. All transactions for one applicant should be applied in

date/time sequence. For changes to the primary logical key for the record, two transactions

will occur: a “Delete” (with the old key), followed by an “Insert” (with the new key).

Within each download file, OCAS will attempt to present transaction records sorted in the

following order:

OCAS_APPLICATION_NUMBER, TRANSACTION_CODE, TRANSACTION_DATE,

TRANSACTION_TIME, TRANSACTION_TYPE

Therefore, within one download file, records having identical OCAS Application Numbers,

Transaction Codes, and Transaction Types should be applied in date and time sequence.

Initially all transactions will be transmitted to colleges. OCAS has "collapsed" as many

“redundant” situations as possible to reduce the number of transaction records within each

transmission. For example, if an Insert occurs for an applicant at the beginning of a

"download window" and a delete occurs before the end of that window, no records will be

transmitted for that applicant. Similarly, if an Insert record is processed on a Monday morning

and an Update transaction is processed on Tuesday afternoon, and the download is requested

Wednesday, OCAS will only send an Insert record.

Colleges may wish to re-sort records into any preferred sequence.

AC TRANSACTION: APPLICANT DATA

Transaction Code

AC is always the value.

Transaction Type

I = Insert - a new applicant to the application cycle

U = Update - an insert has already been sent. This transaction type includes one or

more updated fields.

W = Withdrawn - an insert has already been sent. This transaction type represents an

applicant who has asked that the entire application to college be removed. There

will not be an associated set of deletes for the program choices that the applicant

may have had outstanding at an individual college.

R = Re-instate - a withdrawn has already been sent. This applicant has changed his/her

mind and has asked that the application to college be "re-activated". This

transmission includes an update for Date Application Received, and may contain

updates for other fields. Updates to the program choices (CCUs) field date received

will also be sent in this situation.

X = An insert has already been sent. This transaction type represents a deceased

applicant. OCAS has been notified of the unfortunate circumstance and is notifying

colleges in a special way so that appropriate action can be taken by colleges. There

will not be any program choice delete records sent.

N = Non Payment - an insert has already been sent. This transaction type represents an

applicant's unresolved Not Sufficient Funds (NSF) situation. OCAS has corresponded

with the applicant over a period of 14 days in an attempt to obtain the fees.

Following this time period, this transaction is sent and represents OCAS' withdrawal

of service for this applicant. There will not be an associated set of deletes for the

outstanding program choices that the applicant may have had at an individual

college.

P = Paid in Full - a notification of an NSF situation has already been sent, and this

applicant has resolved their outstanding debt. This transmission includes an update

for Date Application Received, and may contain updates for other fields, e.g.

address. Updates to the program choices (CCUs) field date received will also be sent

in this situation.

OCAS Application Number Always present. Leading two digits = Year (e.g. 12 = year 2012). There is a check digit as the

last digit in the 9-digit number. The formula is a standard Modulus 9 check DSR (divide,

subtract remainder). That is, divide the next sequential 8 -digit number by 9, derive a

remainder, and subtract the remainder from 9 to provide the check digit . Edit check

performed at OCAS.

Social Insurance Number (S.I.N.)

Contains zeros as OCAS will no longer be collecting or storing SIN Codes

Ontario Education Number (O.E.N.) Contains zeros if unknown. This number is issued by the Ministry of Education to all students

in the secondary school system in Ontario.

Date Application Received Always present. Represents the date the application fee was received at OCAS (YYYYMMDD).

Note: the postmarked date will not be used.

The fifth character indicates the type of course, as follows: D (academic), P (applied), O

(open), E (workplace preparation), C (college preparation), U (university preparation), M

(college/ university preparation), and T (college delivered dual credit).

Transfer courses are indicated as follows: H (academic), J (applied), K (university preparation),

L (college/university preparation), Q or R (college preparation) and S (workplace preparation).

Locally developed courses are indicated as follows: 1 (academic), 2 (applied), 3 (open), 4

(compulsory English, math or science), 5 (workplace preparation), 6 (college preparation), 7

(university preparation) and 8 (college/university preparation).

For students who began secondary school between 1984-1985 and 1999-2000, the fifth

character indicates the level of difficulty of a course, as follows: A (advanced), B (basic) and G

(general) for courses based on ministry curriculum guidelines; and X (advanced), Y (basic), and

Z (general) for non-guideline courses.

The sixth character is set aside for an individual secondary school or board to use. The values

in this position are extremely varied ( i.e. not suitable for editing).

Course codes beginning with “K” indicate courses consisting of alternative expectations,

which do not lead to credits. These codes are structured somewhat differently: the fourth

character indicates the year of attendance in secondary school (A for the first year, B for the

second, etc.) and the fifth character, N, indicates a non-credit course.

QEV is the code for credits received in the Grade 9 program from 1993 –1994 to 1998 – 1999

(a total of 8 credits, including the compulsory credits).

PLE is the code for equivalent credits granted for previous learning outside Ontario or in a

non-inspected private school in Ontario.

The codes indicating credits granted to mature students who re -entered secondary school

before September 2003 are as follows: QEE (equivalent-education credit), QAP

(apprenticeship-training credit), QMA (maturity-allowance credit) and QSE (credit for course

work completed outside Ontario).

OCAS has a MET course code file available to the colleges. This file contains the course codes

and titles.

Credit Value The credit value of the course. Two decimal places are assumed in this four -position field.

Completion Date The year and month when the course has been completed in the case of final grades already

earned, or when the course will be completed if the student is currently registered (YYYYMM).

Grade Type (formerly Mark Type)

F = Final, M = Midterm A space if not available.

Grade (formerly Mark) No decimal places exist in this data item. The values are usually a three -digit grade, e.g.

67=067, 100=100, 67.5= 068, 67.33=067; or, spaces if the grade is not reported yet; or,
