The Colorado Stormwater Council (Council) is an organization established to represent permitted

Municipal Separate Storm Sewer Systems (MS4), both standard and non-standard.

The CSC acts as a forum for municipalities and municipal permit holders which; (a) Enables exchange of technical information regarding stormwater regulations and compliance with permits; (b) Serves as a voice for its members when representation at regulatory hearings, legislative commissions, or other meetings is necessary or desired; (c) Educates members; (d) Aids in the development and implementation of stormwater programs at local and regional levels.

Permit Compliance

• Provides expertise on implementation and documentation of compliance with MS4 Permit

• Conduit for communication with CDPHE on defining/determining compliance

• Considers all activities related to the Phase IIsix required MCMs

• May create subcommittees concerning requirements of the six MCMs

• Establish mentoring relationships among Council members • Address issues relating to program audits, permit renewals,

impacts of other discharge permits, TMDLs.

Technical Review & Advisory• Evaluates developing or emerging technologies

for viability in Colorado’s environment. – Provides recommendations to the Council.

• Receives and reviews reports from states, organizations, and EPA

• Explores published state and federal directives issued on pollutant identification, characterization, and removal based on numerical limits and/or Maximum Extent Practicable methodologies
