    News & Events

    Justice Nancy E. Rice named Chief Justice-designate of the Colorado Supreme Court, Chief Justice Bender to retire in January 2014 DENVER The Colorado Supreme Court announced today that Justice Nancy E. Rice will serve as Chief Justice-designate in concert with Chief Justice Michael L. Bender until he retires as Chief Justice and from the Court on his 72nd birthday, January 7, 2014. The role and responsibilities of the Chief Justice are vast and varied and I look forward to working with Chief Justice-designate Rice over the next seven months so that she can most effectively take over as Chief Justice, Chief Justice Bender said. I am pleased the Court decided to make this appointment now so that we can work together on our shared vision for continued excellence in the judiciary.

  • Chief Justice-designate Rice was selected by the other members of the Colorado Supreme Court and will work hand-in-hand with Chief Justice Bender to ensure an efficient transition in leadership for the Court and Colorado Judicial Branch. Under the Colorado Constitution, state justices and judges must retire by age 72. A formal announcement on Chief Justice Benders retirement will made in the future. I am honored to be entrusted by my colleagues on the Court with this opportunity, said Chief Justice-designate Rice. During his tenure, Chief Justice Bender has placed a high importance on leadership and learning for everyone in the Judicial Branch and has encouraged others to seek ways to be better leaders in their courthouses and communities. I look forward to working with him, learning from his experiences as Chief Justice and carrying our mission forward. Chief Justice-designate Rice was appointed to the Colorado Supreme Court in 1998. Before that she served as a District Court Judge in the Second Judicial District (Denver) from 1987 to 1998. Before taking the bench, Chief Justice-designate Rice served in the U.S. Attorneys Office as an Assistant U.S. Attorney from 1977 to 1987 and as the Deputy Chief of the Civil Division from 1985 to 1987. She also served as a Deputy State Public Defender in the appellate division from 1975 to 1976. Chief Justice-designate Rice received her B.A. from Tufts University in 1972 and her J.D. from the University of Utah College of Law in 1975. She is an Adjunct Professor of Law at the University of Colorado Law School and the University of Denver Sturm College of Law. The Colorado Supreme Court is the states court of last resort. Its decisions are binding on all other Colorado state courts. The Court is composed of seven justices who serve ten-year terms. The Chief Justice serves as the executive head of the Colorado Judicial System and is the ex-officio chair of the Supreme Court Nominating Commission. The Chief Justice appoints the Chief Judge of the Court of Appeals and the Chief Judge of each of the state's 22 judicial districts. Additionally, the Chief Justice is responsible for maintaining the Judicial Branchs relationships with the Executive and Legislative Branches and administering the budget for the Judicial Branch. The Colorado Judicial Branch is the states largest unified criminal justice agency and includes the Supreme Court and Court of Appeals, as well as the states district and county trial courts. The branch is also home to the Department of Probation Services, which employs more than 1,100 people including approximately 900 probation supervisors and officers. The departments officers are responsible for supervising more than 80,000 adult and juvenile offenders. With the probation department, the Judicial Branch employs approximately 3,600 employees, which includes 393 justices, judges and magistrates. Last fiscal year,

  • 777,000 cases of all types came through the state court system. Alan Loeb appointed Chief Judge-designate of the Colorado Court of Appeals DENVER Alan Loeb, a member of the Colorado Court of Appeals for nearly 10 years, has been appointed Chief Judge-designate, replacing retiring Janice B. Davidson as the courts administrative leader. Colorado Supreme Court Chief Justice Michael L. Bender made the appointment several months before Chief Judge Davidsons Oct. 1, 2013, retirement to allow Chief Judge-designate Loeb time to serve with Chief Judge Davidson, who was appointed to the court in 1988 and has served as Chief Judge since 2003. Just as Chief Justice-designate Rice will serve with me to ease her transition to Chief Justice following my retirement in January 2014, Chief Judge-designate Loeb will work with Chief Judge Davidson, Chief Justice Bender said. These transitional periods will help the new chiefs learn the ins and outs of the many and varied administrative duties of the positions. Chief Judge-designate Loeb, a Denver native, graduated from East Denver High School in 1964 and from Stanford University in 1968. He graduated from the University of Michigan Law School in 1971, and practiced with the firm of Davis, Graham and Stubbs LLP from 1971 through July 2003, when he was appointed to the states intermediate appellate court. I look forward to this new step in my judicial career, Chief Judge-designate Loeb said. I am honored and humbled by the confidence the Chief Justice and my fellow members of the Court of Appeals have shown in me through this appointment. In addition to significant administrative duties, the Chief Judge of the Court of Appeals substitutes for judges who are ill, have had to disqualify themselves from a particular case, or are on vacation; and heads panels containing senior judges. The Court of Appeals consists of 22 judges who sit in three-member divisions to decide cases. The Chief Judge assigns judges to those divisions and rotates those assignments every four months. Established by statute to provide appellate review of all cases brought before it, the Court of Appeals has initial jurisdiction with some exceptions over appeals from Colorados district courts, the Denver Probate Court and the Denver Juvenile Court. It also has specific appellate jurisdiction over decisions from a number of state administrative boards and agencies including the Industrial Claim Appeals Office. Litigants whose cases are decided by the Court of Appeals may seek review by the Colorado Supreme Court. Notice to Interested District of Colorado Mediators As you know, the Magistrate Judges in the United States District Court for the District of Colorado no longer conduct settlement conferences. See the Local Rules at D.C.Colo.LCivR 16.6. This move has essentially "privatized" dispute resolution in the District, and has increased the need for trained and experienced professional

  • neutrals to fill the void. At the request of the District Court, the Faculty of Federal Advocates (FFA) has set up an online roster of ADR professionals for use by interested mediators and the litigants who seek them: click on www.dcolomediators.org to review the site. Or go to the Quick Links column on the left of the Court's website, at http://www.cod.uscourts.gov/Home.aspx. Becoming a rostered mediator is easy:

    1. be a member in good standing of one or more state bar associations; 2. complete the roster application form found on the DColoMediators web page

    and mail it, together with a $25 check, to the FFA address provided on the application form;

    3. upon return receipt of your username and password, fill in your information and commit to providing the best possible ADR service to the District's litigants.

    The Court and the FFA strongly support the creation of a corps of mediators willing to serve, and are likewise committed to equal opportunity participation by interested neutrals. That said, neither the Court nor the FFA will be responsible for screening or approving the neutrals whose names appear in the roster, or in any way policing site content - it will run on the honor system. We are reaching out to the entire ADR community in Colorado to generate interest in roster participation. This message is being circulated to all active members of CBA's ADR section, and all members of the Mediation Association of Colorado. This notice will also be circulated in the main Bar publications around the state. We encourage you to forward this notice widely. If you have any questions about joining the roster, or any suggestions concerning the website, please contact the FFA's roster committee at [email protected].
