One year later he established the State Champion- ship for High School Military Skills to give JROTC units across Texas an opportunity to achieve state recognition, just as sports teams and musical groups do. First held at Camp Mabry in Austin, the annual event has since moved to Texas A&M University. In 1994, Governor George W. Bush promoted Bailey to major general and appointed him com- manding general of the Texas State Guard. He served in that capacity until his retirement from the guard in 1997. Another legacy that Bailey hopes to build when he retires from Clear Creek ISD this Janu- ary is the Bailey Military In- stitute. Founded by his seven children to honor his promotion to brigadier general, the institute provides a chance for Houston home-schooled children in grades 6-12 to participate in an ROTC program. Students access the organization's military science educational materials and partici- pate in monthly drills to earn class credit. Current and former Texas State Guard mem- bers grade their tests. The only cost to students is their uniform purchase. Bailey Military Insti- tute also offers associate degrees in military history and business management. Bailey enlisted in the U.S. Army in 1959 after graduating from Doty High School in McK- inney, Texas. Upon completion of basic training and advance individual training, he attended Basic Airborne School with the 82nd Airborne. In 1962, Bailey was transferred to the 8th Infantry Division in Bad Kreuznach, Ger- many. Three years later he was transferred to the 101st Airborne Division, where he was promoted to staff sergeant and selected for Advanced Airborne School and Officer Candidate School. In addition to his military education, Bailey holds a bache- lor's degree in aeronautics from Embry Riddle Aeronautical Uni- versity and a master's degree in education administration and supervision from Alcorn State University. Beginning this school year, WCJC will present only one Presi- dent's Lecture Series each semes- ter in an effort to focus attention on timely lectures featuring highly sought after subjects. The change will also allow enhancements, such as the Oct. 19 inclusion of the WCJC Band, WCJC Choir and roll call. The WCJC Band is under the direction of Joe Waldrop, a Navy veteran who received the Silver Star, the Purple Heart with Bronze Service Star and other military awards. RIVERS AND GROUND WATER Rep. Robby Cook is fighting hard to protect them! • The Brazos and Colorado Rivers run through the heart of House District 17, and as a former small-town Mayor, Robby understands that having a clean reliable water supply is absolutely essential to the people of our area.

• Robby is a fourth-generation rice farmer, and knows firsthand the importance of water for irrigation, as well as municipal, industrial and residential uses within the river basins.

• Robby serves as Chairman of the Rural Caucus, and is a former member of the House Natural Resources Committee.

• Robby worked hard to protect our surface and ground water rights as a member of the important Interim Committee on Water Resources Development and Management. He has been a strong advocate for Ground Water Conservation and local control of our ground water.

• Robby will continue to fight in the Legislature to protect our water from large urban areas and prevent the priceless waters of the Brazos and Colorado Rivers from being siphoned off to water the lawns of Houston or San Antonio.
