LOCAL CONTRACTOR GIVEN NOD TO BEGIN WORK AT LAKE GREGORY Swim beach dredging project slated to be completed by May

The San Bernardino County Special Districts Department has issued to WTA Construction Company, a Notice to Proceed on the Lake Gregory Regional Park Dredging Project. The notice issued acknowledges that the contactor has submitted the necessary bonds and insurance for the project. The contractor has also received approval of the Storm Water Pollution Prevention Plan from the Lahonton Regional Water Quality Control Board. According to the contract, the project which includes the removal of approximately 10,000 cubic yards of silt from above and below the water line in the swim beach area, is to be completed within 60 calendar days of the notice. Within the next two weeks the community can expect to see equipment moving at the Lake. “It has taken awhile given all of the regulatory processes and given the project timeline, the mountain community and its summer visitors will have a quality swim beach to enjoy throughout the season,” said Keith Lee, Director of Regional Parks.

Board urges responsible healthcare reform implementation COLTON – The federal Patient Protection and Affordable Care Act could provide some

benefits to San Bernardino County residents. However, the program popularly known as “Obamacare” and “Healthcare Reform”, which goes into effect in less than 10 months, remains plagued with unknowns and a potential massive drain on county resources.

That was the message from county staff today during a workshop examining the local

impacts of the Affordable Care Act. Following the staff presentations, the Board of Supervisors unanimously directed staff to work with state and federal officials to implement the act with as little adverse impact to county residents and resources as possible.

Supervisors also stressed that many of the services touted as “free” under the act

would actually come at great cost to taxpayers. The intent of the Affordable Care Act is to decrease the number of uninsured Americans

and reduce the overall costs of health care for the consumer through mandates, subsidies, and tax credits to employers and individuals. Additional elements are aimed at improving healthcare outcomes and streamlining the delivery of health care.

With a total population of approximately 2 million, San Bernardino County is home to

about 400,000 people without health insurance in families that earn less than $46,000 per year. Almost 100,000 of those residents are undocumented immigrants who are not eligible for coverage under the Affordable Care Act, but who the county is leaglly mandated to serve.

Several county departments, acting as the Health Care Reform Steering Committee,

have been working together for more than two years to evaluate the opportunities, potential risks, and possible financial impacts of not only the act, but the manner in which the state will dictate how the act is implemented at the county level.

In January 2012, the committee developed and launched ArrowCare as a way to

preapre for federal healthcare reform and begin capturing federal dollars to support the county’s unisured residents. The program has provided coverage to more than 26,000 county residents to date.

The Affordable Care Act presents a number of risks to county programs for residents.

Arrowhead Regional Medical Center could see an increase in patients with no insurance, including undocumented immigrants.

For the Transitional Assistance Department, the state will require a dramatic increase in

the operating hours of county customer service centers, will fine the county if calls are not answered within 30 seconds, but might not provide the county with funding to increase staff at the service centers.

The County Department of Public Health could face a reduced level or elimination of

federal funding for longstanding services, including support for the Ryan White program for HIV care and treatment.

The City of Rancho Cucamonga to Dedicate New Public Works Service Center and Household Hazardous Waste Collection Facility

March 13, 2013 WHAT: The City of Rancho Cucamonga is hosting a ribbon-cutting ceremony to celebrate the

recent completion of the new Public Works Service Center and Household Hazardous Waste (HHW) Collection Facility.

This nineteen month project constructed a new 27,879 square foot Public Works Service Center as well as a 2,736 square foot Household Hazardous Waste Collection Facility on the existing Public Works site on 9th Street between Hellman Avenue and Vineyard Avenue.

WHY: The new Public Works Service Center has incorporated several “sustainable” features such

as California native/drought-tolerant landscaping, subterranean and drip irrigation, large windows and light wells taking full advantage of natural lighting and allowing for daylight harvesting, LED parking lot lights, solar street lights, pervious pavement, and the use of sustainable finishes throughout the building; solar panels cover 50% of the roofline for the generation of electricity, and a smaller solar panel system will supplement the heating of water.

In addition to the Public Works Services building, a new Household Hazardous Waste collection facility has been constructed along the northeast corner of the site. San Bernardino National Forest Announces New Deputy Forest Supervisor

San Bernardino, Calif., March 19, 2013 –John Exline has been selected as the new deputy Forest Supervisor of the San Bernardino National Forest. He is currently the District Ranger on the Hume Lake District of the Sequoia National Forest/Giant Sequoia National Monument in Dunlap, Calif.

“John’s extensive 32-year career in the Forest Service and his experience in California make him a great addition to the San Bernardino National Forest,” said Forest Supervisor Jody Noiron. “He has significant experience in forestry, fire, and all Forest Service programs and has a proven track record working with communities in California. We are pleased to welcome John to the forest.”

Exline, 55, received a Bachelor of Arts Degree with a major in Biology from Lycoming College in Williamsport, Penn., in 1979 and a Master’s Degree in Forest Resource Management from Duke University in 1980.

Exline began his Forest Service career in January of 1981 on the Sequoia National Forest, working in timber management. John then did a stint as firefighter on the Redding Hotshot crew before returning to timber management, a field that Exline has worked in for several years on the Sequoia and Sierra National Forests.

In May 2001, Exline returned to the Sequoia National Forest as a District Ranger for the Hume Lake Ranger District, the position he has served in for the last 11 years. Exline has also served as acting Forest Supervisor for the Lassen National Forest as well as the Sierra National Forest.

John is married to Sue, who is currently the District Ranger for the Ojai Ranger District on the Los Padres National Forest. They have two children, Erin, who recently graduated from California Lutheran University and Brian, who is a freshman at Saint Mary’s College.

Exline reports for duty on March 24. He fills behind former Deputy Supervisor Thomas F. Gillett who retired in January.

Public Comments Sought for Land Management Plan Amendment Environmental Impact Statement

San Bernardino, Calif., March 5, 2013 - Forest Service officials are seeking public comments on the Draft Supplemental Environmental Impact Statement for a Proposed Amendment to the Land Management Plans for the four Southern California national forests (the Angeles, Cleveland, Los Padres, and San Bernardino).

The environmental impact statement analyzes the proposal to modify the existing land use zones allocations in selected inventoried roadless areas to include more back country non-motorized and recommended wilderness areas. It also analyzes the proposal to modify the land management plan monitoring framework. The statement evaluates alternatives for both topics, including an alternative that would recommend most of the study area as wilderness. This Proposed Amendment to the Land Management Plan is part of the Settlement Agreement approved January 3, 2011, in the case of California Resources Agency, et al vs. United States Department of Agriculture, and Center for Biological Diversity, et al vs. United States Department of Agriculture.

The four national forests will be hosting multiple open houses during the 90-day comment period that began February 15. The content and format of each meeting will be identical; however each forest will be presenting information specific to the local area. Meetings will begin with an open house where Forest Service staff will be available to answer questions about the Draft SEIS. A brief presentation will begin 30 minutes after the meeting opens, followed by an opportunity to ask questions. Maps of the alternatives will be available for viewing. SCE Considers License Amendment for San Onofre Nuclear Plant

ROSEMEAD, Calif., March 22, 2013 — Southern California Edison (SCE) is considering voluntarily submitting a license amendment request to the Nuclear Regulatory Commission (NRC) to support the restart of Unit 2 of the San Onofre Nuclear Generating Station. The amendment is consistent with SCEʼs plan to operate the unitʼs steam generators at 70 percent power as a conservative safety measure. SCE is requesting a meeting with the NRC to discuss the possible amendment. This meeting, which would be open to the public, would provide an opportunity for SCE to discuss with the NRC the scope and content of a potential amendment to ensure it meets regulatory requirements. The meeting will also help SCE evaluate the nature and timeliness of the NRC process for review and approval of the amendment. Separately, SCE representatives have informed the Atomic Safety Licensing Board, the independent, adjudicatory arm of the NRC, of the companyʼs consideration of submitting a license amendment. SCE would like to restart Unit 2 by the summer to meet peak customer demand for electricity. The San Onofre nuclear plant is the largest source of baseload generation and voltage support in the region and is a critical asset for reliability and in meeting Californiaʼs clean energy goals. Last week, SCE submitted a detailed operational assessment requested by the NRC that supports safe operation of Unit 2 at 100 percent power for 11 months to answer a request from the NRC related to the plantʼs technical specifications. Approval of that assessment would eliminate the need for the license amendment. However, because the NRC may take substantial time to review this operational assessment, SCE is simultaneously considering the license amendment. “We want to do every responsible thing we can do to get Unit 2 up and running safely before the summer heat hits our region,” said Ron Litzinger, SCE president. “While the NRC continues to review the technical materials weʼve submitted, weʼre considering a request for a license amendment so that we can pursue the best path to safe restart while avoiding unnecessary delays.” If SCE pursues the amendment, it will submit a “No Significant Hazards Consideration” analysis demonstrating that the license amendment does not involve any significant safety risks. Regardless of whether an amendment or SCEʼs 100 percent power operational assessment is approved, SCE will only operate Unit 2 at 70 percent power for an initial period of five months, following which the unit will be shut down for steam generator tube inspections.
