Thanks for sending along the Economist piece on LDC debt problems. While I understand (and tend to agree with) your conclusion, I wonder if the banks will provide even the level of capital you cite. As you know, the regional banks are already writing down their existing loans and generally leaving the LDC market. I understand several regionals intend to shed all their Mexican debt in tha upcoming "swap" -- assuming they can. The money-center banks are under great pressure to follow suit. These developments, coupled with foreign banks write-offs, leaves me less than sanguine cibout the prospects f or furth~r substantial bank lendi~g .

l\.ll of that is to say l continue to worry about the LDC• s in gentral and the political instability in several of the countriea. I suspect we do not need a major <lebt problem given the curre nt state of the financial markets and the e~onomy.

We have been advised that officials of the Postal Service's Philadelphia Facilities Service Center are working with local government representatives who wish to submit a joint proposal for the purchase of the building. We also understand that the Postal Service will rctnin space at that site for use as a retail unit.

Generally speaking , when the Postal Service owns a buildinq which is determined to exceed their needs, Postal Service Facilities Department officials ask the General Service~ Administration (GSA) to screen all Federal agencies and advise if any of th~m iq interested in acquirinq the propBrtv at fair m~rKet v~lue . In this case, the Postal Service is awaitinq GSA's rcsponRP. .

If neither GSA nor any other Federal aqencv has a need fn r the property, it is o~fered to local governments . This is done orinr to public advertising . I f an acceptable sale cannot be negotiated with local qovernment officials, the property is nublicly ~av8r­tised for sale to the highest bidc~r .
