“India-China Technology Transfer, Collaborative Innovation &

Investment Conference 2016” Tuesday, 23rd February 2016,

India International Centre, New Delhi, INDIA

Introduction India-China economic relations constitute an important element of the strategic and cooperative partnership between the two countries. Several institutional mechanisms have been established for enhancing and strengthening economic cooperation between the two countries. All researches indicate that India and China will soon become

dominant players in the global economic environment. As civilizations with historical legacy of scientific and technological achievements spanning centuries, India and China have been engaged in pursuit of scientific and technological achievements and innovations, both individually as well as bilaterally

and multilaterally. There have been contacts between Indian and Chinese researchers on issues of scientific interest much before the formalized agreement for cooperation in the field of science and technology was inked between the two countries in December, 1988.

In this background, the “India–China Technology Transfer, Collaborative Innovation and Investment Conference 2016” was organized by India China Trade Centre (ICTC) and presented by "India China Technology Transfer Centre (ICTTC)", New Delhi on Tuesday 23rd February, 2016 at India International Centre, New Delhi.

This conference was conceptualized in response to need and demand from industry leaders from both India and China to have stronger and closer relationship between

them. The prime objective was to change the history of cooperation between Indian and Chinese companies by enriching their relationship from traders to collaborative partners. The Conference aimed to create the framework for an open and action-

oriented dialogue between top business and Government leaders and researchers from both countries in the area of technology transfer, collaborative innovation and

promoting cross border investments. The agenda of the Conference focused on specific sectors where opportunities exist for Indian and Chinese companies for Technology Transfer, Collaborative Innovation and Investment.

The conference was held with a standard one day format which included a Keynote presentation, a Technology Transfer Tutorial and three technical sessions.

Technical Sessions The technical sessions provided participants an opportunity to understand role of technology in solving business and social problems; technology transfer and collaboration ecosystem; showcase available technologies; assessing its value and discuss the next steps to commercialization. Conference was organized around three

1st Technical Session: Technology Transfer and Cooperation eco-system

Technology in business is a growing necessity and as the years go by, the business world is leaning more and more on it, making it almost impossible to separate the two from each other. Innovation breeds business, and since technology paves the way for it, it can be gathered here that business needs technology to be sustained.

Session on Technology Transfer and Cooperation Eco-system focused on role of technology in economic development and business success. It also covered legal and regulatory framework, government policies, supporting infrastructure facilitating technology transfer between businesses and enhancing cooperation between research organizations to develop and commercialize new technologies. This session also

covered current state and future potential of technology cooperation between Indian and Chinese institutions.

2nd Technical Session: Collaborative Innovation and Entrepreneurship Innovation is the great way to achieve success and solve problems and issues raised by emerging societies in this digital age. The path of innovation in business means

doing something different, smarter or better that will make a positive difference in terms of value, quality or productivity by using emerging or proven technologies of the world. Innovation is an essential ingredient of Entrepreneurship.

The session focused on possibilities of collaborative innovation between Indian and

Chinese organizations and its role in promoting business and social entrepreneurship.

Valedictory & 3rd Technical Session: Investment & New Venture

Opportunities The perceived wisdom is that certain types of capital inflows are beneficial for receiving countries. In particular, foreign direct investment (FDI) is generally seen as a “good” type of capital because it may promote growth in host countries by encouraging a transfer of technology and knowledge and by opening market access abroad. At

present, India with initiatives as “Make in India” and “Smart Cities” needs huge amount of capital as FDI. This session explored available investment opportunities to augment “Make in India” and “Smart Cities” initiatives of Government of India.

The conference brought together powerful speakers from India and China who discussed the issues that were both timely and relevant to the stakeholders involved. The conference was attended by more than 150 speakers and delegates including

Government officials, policy maker, officials from the Embassy of China in India, Industry leaders, universities, R&D organizations, and service providers from India

and China.

One important feature of conference was the Technology Transfer Tutorial which provided attendees an opportunity to learn more about the licensing process; funding,

entrepreneurship, technology transfer, and intellectual property. In addition, organizations will also showcase their license ready technologies in the catalogue show

followed by the conference.

Mr. V. K. Mishra, Executive Vice Chairman of ICTC has announced the India-China Technology Transfer, Collaborative Innovation & Investment Conference 2016 open and highlighted that “Technology is one of the key drivers for empowering individuals, societies and countries”. Technology must help us assure that all citizens are able to contribute to and benefit from the fruits of growth and development. It is extremely important that while we target higher rate of growth, we also assure desirable quality of life for one and all. We have just seen how information and communication technology has radically altered the way the world operates, whether in business or governance, in private or public spaces. Make in India, an initiative of Govt. of India launched by the Prime Minister Narendra Modi on 25th of September in 2014, calls top business investors all over the world (national or international) to invest in India. It is a big opportunity to all the investors to set up their business hubs in many fields (manufacturing, textiles, automobiles, production, retail, chemicals, IT, ports, pharmaceuticals, hospitality, tourism, wellness, railways, leather, etc.) in the country. This national program is designed to transform the country into a global business hub as it contains attractive proposals for top local and foreign companies. The effort is to bring economy back on growth path by creating jobs for the bulging young Indian workforce by making India a manufacturing hub. He also announced the establishment of “India China Technology Transfer Centre” (ICTTC) and emphasized that both these platforms ICTC and ICTTC will now onwards serve new age companies with technology transfer and collaborative innovation.

Mr. Ma Minxiang, Director General, Yunnan Academy of Scientific and Technical Information (YASTI) gave a detailed presentation on the theme “Collaborative Innovation for Common Development”. The presentation covered following in details: I. China’s Strategy for S&T Innovation II. China-South Asia S&T Partnership Program and China-South Asia Technology Transfer Center (CSATTC). III. Yunnan’s Geographical advantage for Cooperation with South Asian institutions and businesses IV. Suggestions for Strengthening China-India Cooperation Mr. Ma highlighted the contribution of innovation powered by science and technology in the economic and social transformation of China. He also highlighted similarities between and China and how science and technology play a catalytic role in India’s transformation. He suggested following points for strengthening the China-India Cooperation in the area of Science and Technology:

1. Actively take part in the “One Belt, One Road” initiative by combining business growth and the national strategy. “One Belt, One Road” initiative is an important opportunity, and it is good to approach the initiative from S&T cooperation because it is a common need. China is willing to support S&T cooperation which aligns with the Belt and Road initiative.

2. Fully leverage China-South Asia S&T Partnership Program and China-South

Asia Technology Transfer Center to expand cooperation between China and India.

3. Adopt market mechanism and ensure cooperation is driven by recognition

and commercial needs and outcomes, so as to facilitate technology transfer among enterprises.

4. Organize workshops and trainings, set up demonstration sites and projects,

explore effective models for technology transfer, and create interests for enterprises.

Mr. Wen Jun, Counselor – Department of Science & Technology, Embassy of PRC in India shared the recent initiatives taken by government of China to promote technology transfer and collaborative investment with countries in ASEAN and South Asia region. He also communicated his openness and willingness to help Indian businesses find suitable technologies from China. He also shared his experience of working in technology transfer and collaborative innovation domain. He also shared investment initiatives recently taken by Chinese firms to boost their investment in India.

Shri Amarendra Khatua, IFS, Dean, Foreign Service Institute, Ministry of External Affairs, Government of India highlighted the importance of technology in economic and social development of any country. Some 680 million Indians still lack the basics of a minimum acceptable standard of living. What India needs now is productivity and efficiency led transformation. If India can raise the productivity of its labour force and deliver basic services 50 to 100 percent more efficiently than in the past decade, half a billion people in India can be lifted where they have the capacity to meet basic needs and maintain a decent standard of living, with access to health care, education, and other vital services. He listed a set of powerful technologies that can help raise productivity, improve efficiency across major sectors of the economy, and radically alter how services such as education and health care are delivered. Dr. Anil Wali, Managing Director of Foundation for Innovation and Technology Transfer (FITT), IIT Delhi discussed the role of research institutions in development of relevant technologies and promoting innovations. He emphasized on the need to manage technology developed in the laboratories and transfer it to business in the form of tangible product and services. He also suggested some initiatives which have been taken by IIT Delhi to enhance collaborative innovation with businesses. Mrs. Rita Singh, CMD – MESCO Group emphasized growing importance of technology in business success. She presented productivity comparison in different sectors based on the technology used by Indian and Chinese enterprises. She felt that there was an urgent need to equip Indian Steel, agriculture, food processing, dairy and infrastructure sector with advanced technologies to make them more productive. Having first-hand experience with such industries her presentation was very pragmatic and relevant.

Dr (Ms.) Bi Liangliang, Second Secretary, Science and Technology Section, Embassy of P. R. China in New Delhi sketched S&T Cooperation Mechanism between India and China; evolving relations in the area of S&T cooperation through S&T Joint Committee Meetings and Cooperation (1989-2015), and STI Policies & Strategies (2015-16). She also dwelled on China-India S&T Cooperation Main Areas (2014-now) and highlighted National R&D's Core Research Topics for the year 2016 and Technology Vision 2035 (2016), India. Mr. Ajay Nijhawan, Sr. Vice President, Reliance Model Economic Township Limited analyzed current growth scenario and future potentials for India becoming an economic power on the global stage by exploring strength and opportunities that India provides. He highlighted investment opportunities in Infrastructure sector especially road, rail, ports, airports, power and NMIZs/ Parks/ SEZs/ Corridors. While bringing his analysis in the context of current government initiative like “Make in India”, he presented MET Jhajjar promoted by (RIL) group as an ideal location for investment. Dr. Sushil Kr. Dixit, Honorary Secretary, ICTTC discussed trade relationship, items being traded and the widening trade deficit between India China. He explored current FDI scenario in India and Foreign Direct Investment from China. He argued that increasing Chinese FDI in India may be solution to reduce the ever increasing trade deficit. He also sketched the evolving relationships between India and China in the area of Science and Technology and its culmination in setting up of India China Technology Transfer Center (ICTTC). Mandate of ICTTC shall be

To tap full potential for collaboration, hold B2B meetings and demonstrate advanced technologies in a bid to enhance cooperation among enterprises and the transfer of applicable technologies between India and China and further regional integration and innovation.

ICTTC will offer following specific services: Identification of technological transfer agencies and transfer ready

technologies from China. To establish the official website providing technology transfer policies and

procedure to be followed. Developing a database of technologies available for transfer Matchmaking of technology availability and requirements of its members

(feasibility studies). To hold catalogue shows of transfer ready technologies on a regular basis. To arrange B2B meetings both in China and India on topics relevant to the

stakeholders. To organize training courses on relevant technologies and technology

management.

Facilitating institutional level and project level partnership between Indian and Chinese institutions.

Ms. Shang Xiaohui, Director, Yunnan Academy of Scientific & Technical Information (YASTI) explained role of YASTI in technology transfer and innovation collaboration from China. As International Technology Transfer Center, YASTI has facilitated Chinese research institutes and companies to cooperate with their counterparts in South and Southeast Asian countries. 30 cooperative projects have been formed, and a number of them are ongoing. A number of workshops have been organized, which over 200 participants from 20 countries attended. Combining the resources of technology transfer agency, domestic enterprise, international technology transfer network and foreign institute, YASTI succeeded in coordinating Chinese solar companies to establish technology demonstration bases in Thailand. Mr. A K Mishra, Managing Director – eGatway India Pvt. Ltd., analyzed high priority power sector and role of non-renewal energy in power sector in India. He also presented recent investment commitments by foreign firms in India solar energy domain and presented a road map for Chinese companies to exploit opportunities in non-renewal energy sector in India. Mr. Subodh Chawla, Sr. Manager, National Research Development Corporation (NRDC) explained the importance of collaborative innovation and presented three layer models for managing collaborative innovations. He explained the role of NRDC in Technology Transfer, IP Portfolio Management and Project Consultancy areas. Most important part of his presentation was a long list of Technologies Offered from NRDC for commercialization. Mr. R G Yadav, Former Executive Director, Power Grid Corporation of India Limited discussed about role of Technology Transfer in Economic Development & Business Success. He analyzed in detail investment opportunities in energy production and transmission sector. His analysis included different segments of Energy Sector like Thermal, Hydro, Solar, Wind, and Gas energy.

Mr. Saurabh Kr Mishra presented technology transfer ecosystem in India. His presentation included applicability of different Acts and regulations in the area of technology transfer and precautions which need to be taken care of while entering into a technology transfer agreement. Mr. Li Baijun, Economic and Commercial Counsellor, Embassy of People’s Republic of China in India said Technological progress and innovation capability play a key role in economic development. In 21st century what is most valuable? The answer was talented people. Who can be classified as talented people? Those who have the capability to innovate and make scientific and technological progress. Under current fast paced business environment, new products and services developments have posed opportunities as well as challenges. Innovations led by technological advancements and the shift in emphasis from manufacturing to a knowledge based economy sets up new paradigms for the competitiveness of countries and companies. Our companies need to develop, absorb new technologies in an efficient way. We are expecting this conference to encourage Indian and Chinese enterprises to actively participate in Technology Transfer and Collaborative Innovation and in this way enhancing the economic and trade cooperation tie between China and India. Mr. Amit Pandey, Executive Director, India China Trade Centre highlighted technology transfer and cross-border investment policies of government of India and China. His presentation of these policies covered the recent initiatives taken by governments from both the sides to promote technology transfer, trade and investments. Mr. Sanjay Singh, Senior Scientist, Technology Information, Forecasting & Assessment Council, (TIFAC) shared the Initiatives taken by TIFAC in Creating an Enabling Innovation Ecosystem & Facilitating Technology Transfer. His presentation was very exhaustive and covered role of TIFAC in defining Indian technology vision; innovation ecosystem and innovation as a life cycle process; government mechanism to support innovation, different innovation promotion models, and impact made by different technology transfer initiatives taken by TIFAC. He also made a good effort to analyze innovation needs of SME sector in India with suggestion to promote innovative capabilities of Indian SMEs. Mr. Rajeev Shukla, Member of Parliament, Former Minister of Planning and Parliamentary Affairs & Honorary Chairman –ICTC, said India is witnessing a strong surge in this decade in economic development fueled by growing entrepreneurial activities. The role of technology in economic development and innovative technologies is boastful. It is significant in economic development hence is extremely important to understand. New technologies and smart applications have become prevalent. Without them, most business processes are stuck and corporations do not generate much wealth.

The world we currently live in is very different from what it was 30 years ago. Business need to know emerging technologies and understand their impact on existing businesses and potential for generating future businesses. Mr. P N Sharma, Executive Director ICTC appreciated the views expressed during the conference on innovation and importance of technology transfer between India and China and proposed a vote of thanks to the Chinese Guests, Embassy of PRC, Officials from Ministries, speakers and all delegates for making a very healthy interchange of views leading to a very successful conference. He was particularly appreciative of sponsors who have supported the conference.

Way ahead – India China Technology Transfer Center (ICTTC)

Technologies that facilitate development in all its dimensions and enhance human capabilities are of particular importance. This is of even greater significance for our country with its urgent requirements, limited resources and handsome demographic dividend. It is imperative that we embark upon an exercise to explore technological possibilities to attain our developmental goals taking into account new opportunities that we have in the emerging knowledge economy era. While doing so we should set our eyes even on new technology paradigms that might appear in the future and the game changing impact that some of them could offer. A big challenge for India will continue to be the pressure on resources. The solution to this issue has to come from technology. From the deliberations of the conference we suggest following:

1. Establish national joint laboratories: Initiatives need to be taken to support Research institutes on both sides build stable cooperation relationships and carry out joint R&D, technology demonstration and personnel training. Ministry of Science and Technology (MOST) China is willing provide funds, equipment and personnel for the joint laboratories,

so as to improve the S&T capacity of the partners.

2. We urge Government of India and its numerous agencies to come out with definitive plan and programs in this respect.

3. Talented Young Scientist Exchange Program: This program of

government of China sponsors young talented scientists from South Asian countries for short-term research in China.

4. We need to jointly hold regular scientist and research professionals

exchange and science popularization activities with youth.

5. Key areas for technology transfer and collaborative innovation: Key areas identified are biomedicine, modern agriculture, new and renewable energy, environment protection and climate change, and information technology.

6. Jointly build India - China Technology Transfer Center: This center will

provide a platform and a mechanism for bilateral technology transfer and jointly organize enterprises for cooperation, technology transfer and training, so as to provide services for cooperation of enterprises on both sides.

India China Trade Center has taken this initiative and announced the formal launch of India China Technology Transfer Center (ICTTC) in collaboration and support from Yunnan Academy of Scientific and Technological Information

(YASTI). ICTC requests active support from Ministry of Science and Technology, Ministry of Commerce, Ministry of Medium and Small Enterprises- Government of India and other relevant ministries and their associate and subordinate offices to make ICTTC an effective facilitator in technology transfer and collaborative investment domain between India and China.

India China Technology Transfer is expected to cover following activities:

A. Exchange and Cooperation on S&T Innovation Policies: Communicate on S&T innovation policies, industry S&T development plans and innovation & entrepreneurship policies, carry out joint research, release authoritative reports, and bring in the widest innovation resources.

B. Build service platforms: Provide an effective and efficient structure and

channel for institutes and enterprises of both sides to conduct technology transfer & collaborative innovation. Provides S&T innovation policies information, IP protection and opportunity to engage with new partners.

C. Organize activities centering on technology transfer and collaborative

innovation: Organize China-India matchmaking activity on a regular

basis. Hold training courses on applicable technologies, S&T innovation, as well as technology managers trainings as needed by both sides. Support companies and research entities of both sides to build joint demonstration bases.

D. Build cooperation channels and platforms: Identify the needs of

enterprises, organize exchange and matchmaking to facilitate technology transfer between the two countries. Align with government policy, bring in resources, facilitate cooperative projects and their commercialization. Form effective models for technology transfer and collaborative innovation, and deepen bilateral cooperation.

E. Major technology demonstration and promotion projects: In response to

the development needs, China and India will jointly support the R&D of advanced and applicable technologies, organize technical training and jointly build technology demonstration and promotion bases.

F. Actively explore S&T park cooperation and Share science park

development experience: China and India will work together for science park planning, construction, operation and management to jointly support innovation and entrepreneurship, and to promote cooperation in equipment manufacturing and improving production capacity.
