– Accession formsOne accession form A per contractor, to be sent to the EC at least 30 days after the entry into force of the contract (date of EC Signature), i.e. before the 6th of September 2004! Pre-financing to be paid within 45 days following accession of at least 3 independent entities from 3 different MS or AS, with at least 2 MS or ACC Consortium may be enlarged in the course of the project through submission of accession forms B (subject to EC approval)
– Consortium agreementMandatory, private contract between the contractors covering all aspects necessary for the management of the consortium and the implementation of the project, as well as eventual IPR issues. – Liability Technical collective responsibility
Each contractor obliged to take all necessary measures to attain the objectives of the project and to carry out the work incumbent on the defaulting contractor (Article II.17)
Financial collective responsibilityShould either the contract or participation of a contractor be terminated and any contractor does not honour the reimbursement of the amount due by that contractor, the Consortium is responsible to reimburse money owed by the defaulting partner.Amount to be recovered to be allocated between the remaining contractors in accordance with their pro rata share in the project
– Controls and audits Audits at any time during the contract and up to five years after the project
Recovery orders and liquidated damages (over-claims), financial penalties (breach of contractual obligations), administrative sanctions such as exclusion from other FP6 contracts, exclusion from future evaluation or selection procedure, etc.

INTELLECTUAL PROPERTY
Knowledge “Any results generated by the work carried out under this FP6 project (and by

COGAIN IS A NETWORK of EXCELLENCE
Though important, the primary objectives are NOT:
- To bring excellent groups around an exciting topic
- To generate new knowledge by improving new products or/and proving viability of new technologies
- To coordinate ongoing RTD activities in the field
- To collect users requirements
- To study market constraints/trends/requirements
- To set-up a portal
- To develop a European curriculum in the field
- To encourage mobility of students and researchers

COGAIN IS A NETWORK of EXCELLENCE
Therefore, the primary objective should be:
- A contribution to the European Research Area: to strengthen excellence and to overcome fragmentation of the European landscape in the field of “Communication by Gaze Interaction”
- Through execution of a Joint Programme of Activities (JPA) aimed primarily at creating a durable integration of the research capacities of the network participants, while, at the same time, advancing knowledge on the topic.

that research is carried out in Europe in « Communcation by Gaze Interaction »
