Notice to all Owners, Masters, Officers, Ratings and Maritime training providers
Summary
Pursuant to the Ministerial directives on organization of education, training and certification of
seafarers working on seagoing ships, 127/2016 and provisions of the STCW Convention, especially
chapters I, V and VI, this Maritime instruction sets out and explains the requirements for issuance
of certificates of proficiency, other than ratings’ certificates of proficiency, for seafarers working on
the Omani seagoing merchant ships.
This instruction covers;
1 introduction;
2 qualification’s requirements;
3 minimum requirements for issuance of certificates;
4 training courses;
5 seagoing service requirements;
6 issuance of certificates of proficiency; and
7 contraventions and disciplinary measures.
Please note that the Revalidation of certificates and endorsements is covered in MI08.
1- INTRODUCTION
1.1 This instruction is applicable to masters, officers and ratings that are serving or intend to
serve on the seagoing merchant ships and training providers conducting or intend to conduct
maritime courses.
1.2 Seagoing ship means a ship other than those which navigate exclusively in inland waters or
in waters within, or closely adjacent to, sheltered waters or areas where port regulations apply.
1.3 STCW Convention means the International Convention on Standards of Training,
Certifications and Watchkeeping for Seafarers, 1978, as amended.
1.4 STCW Code means the Seafarers’ Training, Certification and Watchkeeping (STCW) Code
as adopted by the 1995 Conference resolution 2, as it may be amended.
1.5 Approved means approved by the Directorate General of Maritime Affairs (DGMA) in
accordance with this instruction.

1.6 The term certificate of proficiency (CoP) used in this instruction means the certificate of
proficiency issued by, or under the authority of, the Directorate General of Maritime Affairs, except
where otherwise specified.
1.7 The requirements for issuance of the following certificates of proficiency have been
specified in this instruction;

2- QUALIFICATIONS’ REQUIREMENTS
2.1 Officers, deck ratings and engine room ratings for service on oil, chemical or liquefied gas
tankers shall hold a valid certificate of proficiency in basic training for tanker cargo operations,
relevant to the type of the tanker they are serving on.
2.2 Masters, deck officers, chief engineer officers, second engineer officers, and any person with
immediate responsibility for loading, discharging, care in transit, handling of cargo, tank cleaning
or other cargo-related operations on oil, chemical or liquefied gas tankers shall hold a certificate of
proficiency in advanced training for tanker cargo operations, relevant to the type of the tanker they
are serving on.

2.3 Seafarers responsible for designated safety duties associated with the care, use or in
emergency response to the fuel on board ships subject to the IGF Code shall hold a certificate of
proficiency in basic training for service on ships subject to the IGF Code.
2.4 Masters, engineer officers and all personnel with immediate responsibility for the care and
use of fuels and fuel systems on ships subject to the IGF Code shall hold a certificate of proficiency
in advanced training for service on ships subject to the IGF Code.
2.5 From 1 July 2018, Officers in charge of a navigational watch on ships operating in polar
waters shall hold a certificate in basic training for ships operating in polar waters.
2.6 From 1 July 2018, Masters and chief mates on ships operating in polar waters, shall hold a
certificate in advanced training for ships operating in polar waters.
2.7 Masters, officers and other personnel designated on muster lists to assist passengers in
emergency situations on board passenger ships shall hold certificate of proficiency in ‘passenger
ship crowd management’. * * Certificates of proficiencies in ‘crowd management’ are also acceptable until their expiry date.
2.8 Personnel providing direct service to passengers in passenger spaces on board passenger
ships shall hold certificate of proficiency in ‘passenger ship safety training’.
2.9 Masters, chief engineer officers, chief mates, second engineer officers and any person
designated on muster list of having responsibility for the safety of passengers in emergency
situations on board passenger ships shall hold certificate of proficiency in ‘crisis management and
human behaviour’.
2.10 Masters, chief engineer officers, chief mates, second engineer officers and every person
assigned immediate responsibility for embarking and disembarking passengers, loading,
discharging or securing cargo, or closing hull openings on board ro-ro passenger ships shall hold
certificate of proficiency in ‘passenger safety, cargo safety and hull integrity’.
2.11 Masters and officers serving onboard high speed crafts shall, in addition to the certificate of
competency, hold a valid Type Rating Certificate.
2.12 Every seafarer who is designated to undertake one or more of the following
tasks/responsibilities onboard ship shall hold valid relevant certificate(s) of proficiency:
.1 to be in charge of survival craft and rescue boats other than fast rescue boats;
.2 to be in charge of fast rescue boats;

.3 to control fire-fighting operations;
.4 to provide medical first aid;
.5 to be in charge of medical care;
.6 to perform as the ship security officer; or
.7 to perform security duties, including anti-piracy and anti-armed-robbery-related
activities.
3- MINIMUM REQUIREMENTS FOR ISSUANCE OF CERTIFICATES
3.1 A certificate of proficiency in Basic training for oil and chemical tanker cargo operations to
be issued to the candidate who;
.1 holds the certificates of proficiency in basic training;
.2 holds a valid medical fitness certificate; and
.3.1 has successfully completed an approved basic training for oil and chemical tanker
cargo operations; or
.3.2 .1 has at least three months of approved seagoing service on oil or chemical
tankers; and
.2 is successful in the DGMA oral competency assessment.
3.2 A certificate of proficiency in Basic training for liquefied gas tanker cargo operations to be
issued to the candidate who;
.1 holds the certificates of proficiency in basic training;
.2 holds a valid medical fitness certificate; and
.3.1 has successfully completed an approved basic training for liquefied gas tanker cargo
operations; or
.3.2 .1 has at least three months of approved seagoing service on liquefied gas
tankers; and
.2 is successful in the DGMA oral competency assessment.
3.3 A certificate of proficiency in Advanced training for oil tanker cargo operations to be issued
to the candidate who;
.1 holds the certificates of proficiency in Basic training for oil and chemical tanker
cargo operations;
.2 while holding certificates of proficiency in Basic training for oil and chemical tanker
cargo operations has;
.2.1 at least three months of approved seagoing service* on oil tankers, or
.2.2 at least one month of approved onboard training on oil tankers in a
supernumerary capacity, which includes at least three loading and
three unloading operations and documented in an approved training

.3 holds a valid medical fitness certificate; and
.4 has successfully completed an approved advanced training for oil tanker cargo
operations.
* Seagoing service in any capacity is accepted.
3.4 A certificate of proficiency in Advanced training for chemical tanker cargo operations to be
issued to the candidate who;
.1 holds the certificates of proficiency in Basic training for oil and chemical tanker
cargo operations;
.2 while holding certificates of proficiency in Basic training for oil and chemical tanker
cargo operations has;
.2.1 at least three months of approved seagoing service* on chemical
tankers, or
.2.2 at least one month of approved onboard training on chemical tankers
in a supernumerary capacity, which includes at least three loading and
three unloading operations and documented in an approved training
record book taking into account guidance in section B-V/1 of the
STCW Code;
.3 holds a valid medical fitness certificate; and
.4 has successfully completed an approved advanced training for chemical tanker cargo
operations.
* Seagoing service in any capacity is accepted.
3.5 A certificate of proficiency in Advanced training for liquefied gas tanker cargo operations to
be issued to the candidate who;
.1 holds the certificates of proficiency in Basic training for liquefied gas tanker cargo
operations;
.2 while holding certificates of proficiency in Basic training for liquefied gas tanker
cargo operations has;
.2.1 at least three months of approved seagoing service* on liquefied gas
tankers, or
.2.2 at least one month of approved onboard training on liquefied gas
tankers in a supernumerary capacity, which includes at least three
loading and three unloading operations and documented in an
approved training record book taking into account guidance in section
B-V/1 of the STCW Code;
.3 holds a valid medical fitness certificate; and

.4 has successfully completed an approved advanced training for liquefied gas tanker
cargo operations.
* Seagoing service in any capacity is accepted.
3.6 A certificate of proficiency in basic training for service on ships subject to the IGF Code to
be issued to the candidate who;
.1 holds a valid medical fitness certificate; and
.2.1 has successfully completed an approved basic training for service on ships subject to
the IGF Code; or
.2.2 holds valid certificate of proficiency in basic/advanced training for liquefied gas
tanker cargo operations.
3.7 A certificate of proficiency in advanced training for service on ships subject to the IGF Code
to be issued to the candidate who;
.1 holds a valid medical fitness certificate;
.2 holds the certificates of proficiency in basic training for service on ships subject to
the IGF Code;
.3 while holding certificates of proficiency in basic training for service on ships subject
to the IGF Code has;
.3.1 successfully completed an approved advanced training for service on ships
subject to the IGF Code; and
.3.2 completed at least one month of approved seagoing service that includes a
minimum of three bunkering operations on board ships subject to the IGF
Code. Two of the three bunkering operations may be replaced by approved
simulator training on bunkering operations as part of the training in paragraph
.3.1 above.
3.8 Holder of valid certificate of proficiency in advanced training for liquefied gas tanker cargo
operations who also meets the following criteria would be eligible to receive a certificate of
proficiency in advanced training for service on ships subject to the IGF Code;
.1.1 have completed at least one month of approved seagoing service that includes a
minimum of three bunkering operations on board ships subject to the IGF Code; or
.1.2 have participated in conducting three cargo operations on board the liquefied gas
tanker; and
.2 have completed sea going service of three months in the previous five years on
board:
.1 ships subject to the IGF Code;
.2 tankers carrying as cargo, fuels covered by the IGF Code; or
.3 ships using gases or low flashpoint fuel as fuel.
3.9 A certificate of proficiency in ‘passenger ship crowd management’ to be issued to the
candidate who;

.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved crowd management training course.
3.10 A certificate of proficiency in ‘passenger ship safety training’ to be issued to the candidate
who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed approved passenger ship safety training.
3.11 A certificate of proficiency in ‘crisis management and human behaviour’ to be issued to the
candidate who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved crisis management and human behaviour
training course.
3.12 A certificate of proficiency in ‘passenger safety, cargo safety and hull integrity’ to be issued
to the candidate who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved passenger safety, cargo safety and hull
integrity training course.
3.13 A certificate of proficiency in ‘Basic training’ to be issued to the candidate who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved basic training course.
3.14 A certificate of proficiency in ‘survival craft and rescue boats’ to be issued to the candidate
who;
.1 is not less than 18 years of age;
.2 holds a valid medical fitness certificate; and
.3.1 has approved seagoing service of not less than six months and has successfully
completed an approved survival craft and rescue boats training course; or
.3.2 has approved seagoing service of not less than 12 months and is successful in the
DGMA oral competency assessment.
3.15 A certificate of proficiency in ‘fast rescue boats’ to be issued to the candidate who;
.1 holds a certificate of proficiency in survival craft and rescue boats;
.2 holds a valid medical fitness certificate; and
.3 has successfully completed an approved fast rescue boats training course.
3.16 A certificate of proficiency in ‘advanced fire fighting’ to be issued to the candidate who;
.1 holds a certificate of proficiency in basic training;

3.17 A certificate of proficiency in ‘medical first aid’ to be issued to the candidate who;
.1 holds a certificate of proficiency in basic training;
.2 holds a valid medical fitness certificate; and
.3 has successfully completed an approved medical first aid training course.
3.18 A certificate of proficiency in ‘medical care’ to be issued to the candidate who;
.1 holds a certificate of proficiency in medical first aid;
.2 holds a valid medical fitness certificate; and
.3 has successfully completed an approved medical care training course.
3.19 A certificate of proficiency in ‘ship security officer’ to be issued to the candidate who;
.1 has approved seagoing service of not less than 12 months;
.2 holds a valid medical fitness certificate; and
.3 has successfully completed an approved ship security officer training course.
3.20 A certificate of proficiency in ‘security awareness’ to be issued to the candidate who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved security awareness training course.
3.21 A certificate of proficiency in ‘designated security duties’ to be issued to the candidate who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved designated security duties training course.
3.22 A Type Rating certificate to be issued to the candidate who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved training course in the operation of a high
speed craft relevant to the type of high speed craft upon which the candidate is
intended to serve, which fulfils the requirements of regulation 18.3.3 of the High
Speed Craft Code.
3.23 A certificate of proficiency in ‘basic training for ships operating in polar waters’ to be issued
to the candidate who;
.1 holds a valid medical fitness certificate; and
.2 has successfully completed an approved basic training for ships operating in polar
waters.

3.24 Until 1 July 2020, seafarers who commenced approved seagoing service in polar waters
prior to 1 July 2018 and meet one of the following requirements would be eligible to receive a
certificate of proficiency in ‘basic training for ships operating in polar waters’:
.1 having completed approved seagoing service on board a ship operating in polar
waters or equivalent approved seagoing service, performing duties in the deck
department at the operational or management level, for a period of at least three
months in total between 01.07.2013 and 01.07.2018; or
.2 having successfully completed an approved training course covering paragraphs 2 to
11, section B-V/g of the STCW Code.
3.25 A certificate of proficiency in ‘advanced training for ships operating in polar waters’ to be
issued to the candidate who;
.1 holds a valid medical fitness certificate;
.2 holds the certificates of proficiency in basic training for ships operating in polar
waters;
.3 while holding certificates of proficiency in basic training for ships operating in polar
waters has;
.3.1 successfully completed an approved advanced training for ships operating in
polar waters; and
.3.2 have at least two months of approved seagoing service in the deck
department, while performing watchkeeping duties or as deck cadet.
3.26 Until 1 July 2020, seafarers who commenced approved seagoing service in polar waters
prior to 1 July 2018 and meet one of the following requirements would be eligible to receive
certificate of proficiency in ‘advanced training for ships operating in polar waters’:
.1 having completed approved seagoing service on board a ship operating in polar
waters or equivalent approved seagoing service, performing duties in the deck
department at management level, for a period of at least three months in total
between 01.07.2013 and 01.07.2018; or
.2 having successfully completed an approved training course covering paragraphs 2 to
11, section B-V/g of the STCW Code and having completed approved seagoing
service on board a ship operating in polar waters or equivalent approved seagoing
service, performing duties in the deck department at the management level, for a
period of at least two months in total between 01.07.2013 and 01.07.2018.
4- TRAINING COURSES

4.1 The training courses required for the issuance of certificates should be approved by the
DGMA in accordance with the provisions specified hereunder.
4.2 The criteria set out in this section for the approval of training courses are in addition to the
general educational standards/requirements of the relevant ministry (Ministry of Higher Education
or Ministry of Manpower) which has approved the establishment of the training provider (centre,
institute, college).
4.3 Training courses to be approved should be structured in accordance with written
programmes, including such methods and media of delivery, procedures, course material, and
examination criteria as are necessary to achieve the defined objectives and prescribed standard of
competence. The Criteria for evaluating competence specified in the STCW Code, relevant table of
standards of competence, column 4, should be used by the training provider for conducting
examination, where applicable.
4.4 Training courses to be approved should be conducted, monitored and evaluated by persons
who;
.1 have an appreciation of the training programme and an understanding of the specific
training objectives for the particular type of training being conducted;
.2 are qualified as set out in the Appendix 1 to this instruction;
.3 have received appropriate training in instructional techniques and assessment
methods and practices; and
.4 if conducting training using a simulator:
.4.1 have received appropriate guidance in instructional techniques involving the
use of simulators, and
.4.2 have gained practical operational experience on the particular type of
simulator being used.
4.5 To ensure learning outcomes can be successfully delivered a classroom attendance rate of at
least 80% is required. Training providers may set a higher rate of attendance.
4.6 When conducting mandatory simulator-based training, simulators used should comply with
the performance standards and other provisions specified in section A-I/12 of the STCW Code.
4.7 The maritime training providers shall have implemented a Quality Standards System in
accordance with provisions of regulation I/8.1 and section A-I/8 of the STCW Convention and
Code which at least covers the following activities;
.1 designing and conducting training courses/programmes, including training
equipment/facilities;

.2 monitoring and reviewing training courses/programmes;
.3 employing instructors;
.4 enrolling trainees;
.5 conducting examination/assessment; and
.6 issuance of certificates.
4.8 Blended method of training (class-room attendance and distance learning or e-learning) to
be approved provided that;
.1 the distance learning/e-learning programme complies with the provisions of STCW
Code, section B-I/6, paragraphs 7 to 11;
.2 at least 25% of the training course/programme conducted as class-room attendance;
and
.3 the final examination/assessment is conducted in the training provider's premises.
4.9 The training provider requesting approval of training course(s) set out in paragraphs 4.10 to
4.30 shall complete the form 65 on ″Application for approval of training courses″ and along with
required supporting documents submit them to the DGMA for consideration.
Training courses/programmes
4.10 The Basic training for oil and chemical tankers cargo operations training course should at
least cover the provisions of Section A-V/1-1, paragraph 1 of the STCW Code.
4.11 The Basic training for liquefied gas tanker cargo operations training course should at least
cover the provisions of Section A-V/1-2, paragraph 1 of the STCW Code.
4.12 The Advanced training for oil tanker cargo operations training course should at least cover
the provisions of Section A-V/1-1, paragraph 2 of the STCW Code.
4.13 The Advanced training for chemical tanker cargo operations training course should at least
cover the provisions of Section A-V/1-1, paragraph 3 of the STCW Code.
4.14 The Advanced training for liquefied gas tanker cargo operations training course should at
least cover the provisions of Section A-V/1-2, paragraph 2 of the STCW Code.
4.15 The Basic training for service on ships subject to the IGF Code training course should at
least cover the provisions of section A-V/3, paragraph 1 of the STCW Code.
4.16 The Advanced training for service on ships subject to the IGF Code training course should at

4.30 The Type rating training course should at least cover the provisions of section 18.3.3 of the
High Speed Craft Code.
4.31 The Basic training for service on ships operating in polar waters training course should at
least cover the provisions of Section A-V/4, paragraph 1 of the STCW Code.
4.32 The Advanced training for service on ships operating in polar waters training course should
at least cover the provisions of Section A-V/4, paragraph 2 of the STCW Code.
5- SEAGOING SERVICE REQUIREMENTS
5.1 Seagoing service is defined as time spent onboard a ship, relevant to the issue of the
certificate being applied for or revalidation of an existing certificate.
5.2 At least 6 months of the qualifying seagoing service must have been performed within the 5
years preceding the date that application is received by the DGMA.
5.3 Seagoing service may be performed on vessels of any flag.
5.4 Seagoing service will be reckoned from the date of engagement to the date of discharge
from a ship. A month is defined as a calendar month or 30 days if made up of periods of less than
one month.
5.5 Seagoing service must be performed on merchant ships of not less than 200 GT proceeding
to sea. Proceeding to sea means voyages in waters beyond the port limits.
5.6 Documentary evidence of seagoing service for each Certificate applied for should be
submitted. Proof of seagoing service must be documented by both Seamen′s passport or SID′s
entries and shipping company testimonials. The testimonials must include details of seagoing and
watchkeeping service as applicable.
5.7 Service in the specialized ships listed in the table on next page will be counted towards the
qualifying seagoing service required for a CoC subject to the conditions stated in above paragraphs
5.2 to 5.6, as applicable. Type of vessel (GT>100) Applicable

An applicant for certification with other types or combinations of seagoing service not included above shall submit the
details of such service together with documentary evidence for consideration by the DGMA.
6- ISSUANCE OF CERTIFICATES OF PROFICIENCY
6.1 The certificates of proficiency will be issued by the DGMA, or under its authority, to the
eligible candidates, following verification of the authenticity and validity of any necessary
documentary evidence, with a maximum validity period of 5 years from the date of issue, except
followings;
.1 certificates specified in paragraphs 3.17 to 3.21 which would have unlimited validity;
and
.2 type rating certificate specified in paragraph 3.22 which would have 2 years validity.
6.2 The certificates of proficiency specified in the paragraphs 3.1 to 3.8 and 3.23 to 3.26 will
only be issued by the DGMA. The applicant shall complete the form 62 on ″Application for
issuance of certificates″ and along with required supporting documents submit them to the DGMA
for consideration.
7- CONTRAVENTIONS AND DISCIPLINARY MEASURES
7.1 The DGMA would impart impartial investigation of any reported incompetency, act,
omission or compromise to security that may pose a direct threat to safety of life or property at sea
or to the marine environment, by the holders of certificates of proficiency issued by the DGMA in
connection with their performance of duties related to their certificates.
7.2 In cases where the DGMA discovers that a person has obtained a certificate by fraud or,
obtained by forged certificates an engagement to perform any function or serve in any capacity to
be performed or filled by a person holding a certificate or endorsement, the DGMA would direct the
case to the public prosecutor so that the persecution and punishment can be carried as per the
Omani criminal law. Additionally, the relevant certificate would be cancelled or withdrawn by the
DGMA.
