• Enacted by Texas Legislature in 1999.
• State Funding:
- 80th Texas Legislature appropriated ~$17.2 million for Cycle 5 in FY08-09 – biggest
funding cycle yet
• Match requirements for Cycle 5:
- Beach Projects - 75% CEPRA, 25% Partner
- Marsh Projects - 60% CEPRA, 40% Partner

Coastal Impact Assistance Coastal Impact Assistance Program (CIAP)Program (CIAP)
The Energy Policy Act of 2005 amended the Outer Continental Shelf Lands Act (43 U.S.C. 1356a) to provide for the disbursement of $250 million each year from 2007 through 2010 to coastal states and their respective coastal political subdivisions as part of CIAP.
State Funding:
- $48,591,202 each year for four years

CEPRA Cycle 5 ProjectsCEPRA Cycle 5 Projects
By combining CEPRA projects with CIAP will finally allow Texas to conduct large-scale beach nourishment projects on the Gulf Coast and large-scale marsh restoration projects in the Texas bay systems.
Projects requiring dredging:• West Galveston Island – 1 millon cyds• Town of South Padre – 500,000 cyds• Little Beach, Bolivar,Tx. – 200,000 cyds (TxDot)• Texas Point – 500,000 cyds (Corps)• Rollover Pass – 150,000 cyds (Corps)• Brazos Santiago – 400,000 cyds (Corps)

Project Description:Nourish Gulf beach from west end of the seawall for three miles with up to 1 million cyds of beach quality sand dredged from a permitted sand source.
