Last year the Florida Legislature directed the Office of Early Learning not to issue VPK provider kindergarten readiness rates for either the 2014-15 or 2015-16 VPK program years. The legislation also stated that providers already on probation would remain in that status.
On or around April 3, 2017 the OEL will populate the readiness rate website with data from the 2015-16 VPK program year. Per the 2016-17 general appropriations act, no VPK provider will receive a readiness rate and there will be messaging to that effect on the website prior to and upon login. Currently, there is no public search functionality on the readiness rate website, due to not having recent rates to display.
Each provider can log in to the website to view their 2015-16 profile, which will permit providers on probation to update improvement plans. The website will also display the status of providers offering VPK under a VPK Good Cause Exemption.
The Coalition will redistribute a memo to POPs that was sent last year at this time. The information contained in the memos is still accurate regarding activities related to provider improvement plans.

• Summer 2016-2017 contracts will be processed through the OEL provider
portal.
• The Coalition will send a BLAST message with the start date for the
contracting process.
There are 63 providers that are in active status on the OEL Provider Portal!
There are 13 providers that are in incomplete on the OEL Provider Portal.
There are 8 providers that are in ticket status on the OEL Provider Portal.
There are 2 providers that are in rejected status on the OEL Provider Portal.
There are 2 providers that have never status on the OEL Provider Portal.
We will use the OEL Provider Portal for School Readiness and VPK contracting for 2017/2018
beginning May 5th. In order for you to complete a contract, you MUST have an active account.
If you are in the incomplete, rejected or never status please do not hesitate to send a
[email protected] request so a staff member can further assist you. If you are in ticket status
OEL is working on your issue, keep calling them until it is resolved.

The Early Learning Coalition of Northwest Florida will open School Readiness Contract Renewals for the 2017-18 Program Year on Monday, May 8th, 2017.
ATTENTION:In order to contract, you must have a COMPLETE and ACTIVE Profile in the OEL Provider Portal.
Step-by-step instructions, including screenshots, have been added to the Provider Portal User Guide and begin on page 24 of the April 6, 2017 User Guide.

Page 1 Add your business name and address. Enter the FEIN or Social Security number.
Pages 2-3 Check the applicable box regarding the eligibility of your program.
Page 4 Enter the names of both the “Curriculum” and the “Character Development Program” used. Also, include the edition and date ofpublication for both.
Page 16 Enter the representative for the provider.
Page 18 Enter the sign/print/title/date for the provider representative.
Page 19 Enter the “Program Name.” Check box if there is only one location.
Page 20 Enter the “Program Name.” Check applicable boxes.
Page 21 Pull down the appropriate form and enter rates for each age category.
Page 22 Please submit back with BLANK. The Coalition will calculate the “Approved Reimbursement Rates.”
Page 23 Enter the “Program Name.” The “Approved Holidays” for payment have been populated in the form.
Page 24 Enter the “Program Name.”
Complete the appropriate “Attachment to Contract” document as applicable.

Providers who (1) are not in ACTIVE status on the OEL Provider Portal and (2) have not uploaded all renewal documentation to include the signed contract by June 14, 2017, will be at risk for lapse/non-renewal of their contract.
The Coalition will begin the notification process to parents on June 15 to allow the required 2-week period to choose an APPROVED provider for the 2017/2018 Program Year.

School-Age Children
The Coalition is currently not recertifying school-age children when their family comes to recertification appointment.
Why?1. Coalitions are mandated place eligible children in order of
priority placement and (BG-8) school-age children are “lower” in the priority scale.
2. This will continue as long as there are birth- five year-olds in higher priority.

To eliminate confusion of what “Provider Portal” is being referenced, the Coalition is changing the name of its “Provider Portal” to “Coalition Document Exchange.” When the term Provider Portal is used it will be referring to OEL’s Provider Portal.
