The Coal mining Scam - What went

wrong

• The preliminary findings from the Comptroller &

Auditor General's (CAG) office accuse the

government of providing the nation's coal deposits to

 private and state-run entities instead of publiclyauctioning them off to the highest bidder, resulting in

staggering, multi-billion dollar losses from 2004-

2009

• The issue of selection process for allocation of coal blocks for captive mining have been raised in the

Parliament and in the media.

• A CAG report in national daily 'The Times of 

India' says the government lost Rs 10.67 lakh

crore by not auctioning coal blocks between

2004 and 2009.

• Despite a CBI inquiry, there was no action by

either the central or state government on a

 politically-connected company who allegedlyused forged documents to get the mines.

• The Indian Bureau of Mines rules which

control the type of mining, allow a maximum

mining depth six metres to prevent

environmental degradation.

• But miners have flouted this rule to over-

extract iron-ore. For example, if they are

allowed to take 100 metric tones, mines take1,000 metric tonnes.

• In July 1992 Moc, issued instructions for 

constitution of a screening.

• From 1993 to 2005, there was no clearly spelt

out criteria for allocation of coal mines and

most of the mines were allocated to the

applicants who had produced only a letter of 

recommendation.

Union government commission to

probe illegal mining

• The mining ministry of the union government has

announced a special commission to investigate the

various cases of illegal mining in India.

• B.K.-Handique Union Minister for Mines and

Development of North Eastern Region, announced

that the investigation spanning Karnataka, Orissa

and Jharkhand, will submit a report in 6 months.

• According to the Lok Ayukta Report, there have beensevere ecological changes due to illegal mining.

• Certain species of animals, like the sloth bear, that in

the Bellary region have disappeared.• Medicinal plants from the area do not grow anymore.

of Bellary.• It is reported that the entire area surrounding the

mining area is denuded of greenery and has no
