3 Coal Preparation Plants - Subpart Y

3.1 Introduction

On January 15, 1976, under Section 111 of the Clean Air Act , as amended, the U.S.Environmental Protection Agency (“U.S. EPA”) promulgated standards of performance for new andmodified coal preparation plants. This guidance document presents procedures for inspection of coalpreparation facilities in order to determine permit compliance and compliance with this New Source

3.2.2 Purpose of Coal Preparation

Coal preparation serves several purposes. One important purpose is to increase the heatingvalue of the coal by mechanical removal of impurities. This is often required in order to find amarket for the product. Run-of-mine coal from a modern mine may incorporate as much as 60percent reject materials.

Air pollution control often requires partial removal of pyrites with the ash to reduce the sulfurcontent of the coal. Ash content often must be controlled to conform to a prescribed qualitystipulated in contractual agreements. Because of firing characteristics, it is often as important toretain the ash content at a given level as it is to reduce it.

Freight savings are substantial when impurities are removed prior to loading. Finally, therejected impurities are more easily disposed of at the mine site remote from cities than at the burningsite, which is usually in a populated area.
