Coaches and chaperones are responsible for bringing updated medical information or a photocopy of the most current Special Olympics Wisconsin medical form. This information is to be provided by the coach if the athlete is sent to the hospital. The hospital must have this information before they can provide any services. Coaches and chaperones must be familiar with the medical condition/medication of their athletes prior to arriving at the Fall Sports Tournament. We suggest coaches send a memo to parents requesting any updated medical information to supplement their athlete’s medical form. Please make sure that the information on file regarding the athlete’s medical condition, medications and physician’s name and telephone numbers is current. It is recommended that coaches and chaperones should have athlete’s medical information with them at ALL times.

Medication

If you have athletes who are on medication, it is essential that you know what the medication is, how much is to be taken in each dosage and when it is to be taken. Many Agencies request that parents divide medication for each time it is to be taken and seal it in envelopes with all the vital information (name, number of pills, kind of medication, when it is to be taken, etc.) written on the envelope. Remember that during travel time all medication should be kept with the chaperone or the athlete – not packed in a suitcase!

Medical Services

Special Olympics Wisconsin medical committee volunteers will be located at Weston Lanes. They can be identified by red shirts with the word “Medical” printed on them. The medical staff members are equipped to handle emergency medical problems. In order to provide the best care to athletes, coaches need to have a copy of the medical form for each athlete in their care at all times during the tournament. It is important that you survey the venue you are in for the medical station nearest to you. At the Northern Fall Sports Tournament, medical services are available in the pool room behind the main control desk. If language is an issue and you are the translator, be sure to stay with the athlete in an emergency.

If the medical problem is serious, the athlete will be transported by car or ambulance to the local hospital. An adult 18 years of age or older who is familiar with the athlete must accompany him/her. The coach is responsible for providing a copy of the athlete’s Special Olympics Wisconsin Medical Form and sending it with the athlete to the hospital.

Medical Responsibilities

SOWI recruits medical volunteers to respond to accidents and injuries that occur on the field of competition and at tournament events.

It has come to the attention of SOWI that in the past, medical volunteers have been asked to perform medical procedures that go beyond their intended purpose. Medical volunteers must not be asked to assist with an athlete’s medical needs regarding the distribution of medications, colostomy, catheter, etc. Athletes in need of such assistance must have a trained coach or chaperone who can attend to those medical needs, or they must be taken to a hospital for care.

Important Note About Illness

If you, a coach, or an athlete with your delegation is sick or has recently (within seven days) been sick with flu-like symptoms (fever with cough, sore throat, runny/stuffy nose, body aches), please ask them to stay home. We know this is a difficult decision to make, but it is for the safety of everyone that attends the Fall Sports Tournament. Please practice thorough hand washing and other sanitary measures throughout the duration of the Games to help prevent the spread of germs.

COMPETITION REGISTRATION

Please check in at your venue to pick up your nametags, lunch tickets and to turn in all Class A Verification Forms and scratches.

Divisions

Divisions for the State Tournament have been determined in the following manner:

Individual bowlers have been divisioned by age and ability level, with our primary obligation being to ensure that athletes of similar ability are competing against one another. Divisions by gender and age are used when appropriate based on the number of competitors. Teams, ramps and mixed doubles have been placed in a co-ed, open-age group and divisions are determined by the score or team average. A division shall consist of a minimum of three and a maximum of eight competitors or teams. Divisions have been combined to meet the required minimum number of competitors.

Awards

Awards will be presented immediately following competition at the bowling center. It is your responsibility as a coach/chaperone to be at the awards area to pick up your athletes.

Protests

Any protests or rule infractions must be brought to the attention of the competition venue coordinators. Protest forms will be available at Tournament Central at Dale’s Weston Lanes.

Scratches

Please call Sara Rollin to report any scratches prior to the tournament at 608.442.5683. Scratch forms are included in your registration packets and can be turned in at the venue sites. If you are not going to attend the tournament and need to phone in a scratch on the day of the tournament please call your event site.

Competition inFormAtion

FILING PROTESTS AT EVENTS

1. Protests to the Games Rules Committee may only be made concerning games presentation, structure and conduct.

2. Protests may only be made concerning competition of athletes at a venue where, within that competition, rulings are either made or not made in regard to the fairness and equity of the competition.

3. All protests must be initiated prior to the presentation of awards.

4. Protests must be presented to the head official of the event immediately in an oral fashion so that the event officials may be made aware of the appeal.

5. The head official may rule on appeals immediately, but if the response of the head official does not resolve the protest, a formal protest may follow.

6. All formal protests must be submitted within a half hour of the event in question.

7. All protests must be made on the specified form.

8. All protests will be brought to the attention of the Sports Rules Committee for final resolution. The decision of this committee shall be final and binding.

COACH CONDUCT REVIEW AT EVENTS

1. A Conduct Review Request must be submitted to the Tournament Director within a half hour of the event where the conduct is in question.

2. The form must be completed by a person who witnesses a violation of the Code of Conduct and is participating in the tournament (i.e. Coach, Official, Games Management member, Sports Resource Team, Regional Director of Sports, etc.)

3. The Review Board will evaluate the form within one week of submission; The Director of Training & Competition will follow up with the necessary parties, including the person submitting the form.

Lane Assignments

Lane assignments are included in your registration packet. An overview is in this handbook. Please know your athletes’ shoe sizes and ball weights. You will be responsible for escorting athletes to their lanes.

Things To Remember

• Report to the lanes on time (15 minutes prior to the time listed on the schedule).

• All bowlers bowl three games.

• Coaches/chaperones, parents, etc., are not allowed on the lanes during competition.

• Coaches must provide a Special Needs Form if they have a ramp bowler who needs help. Volunteers will not help any ramp bowlers without an instruction card. Please read the instructions on the Special Needs Form. Assistance may be granted for those athletes with disability or behavior-related issues only.

• Upon completion of their bowling, athletes will receive their awards on their lanes.

• If an athlete(s) is late for competition, we will follow the SOWI rules with no exceptions. Any player or team arriving late (less than one hour) may start anytime before his or her division reaches the fourth frame of the first game; otherwise, they will be scratched. The bowler or team may not make up frames that have been missed and will receive zero points on the missed frames.

Special Note on Coaching

Coaching may only be done between frames and not when it is an athlete’s turn to bowl. Coaches are not allowed to talk to the athletes once they have stepped on to the approach, and coaches are not allowed in the lane/approach area. An athlete will need to come up by the coach for the direction and then return to his/her seat. This will be monitored and if coaching interferes with the athletes bowling, it will be addressed.

Ramp Bowlers

Each bowler using a ramp will bowl two consecutive frames. Coaches may not assist their bowler on the lanes. Ramp bowlers are required to bring their own ramp, since all ramp bowlers will be competing at the same time. See Tournament Rules on page 13 for more information regarding ramp bowlers.

Bowling ruleS & inFormAtion

Section A. General Rules

1. Athletes will bowl three games. Warm-up/practice balls may be granted at the discretion of the venue manager depending on schedule, time constraints, etc. An athlete(s) may be moved to a different lane due to mechanical malfunction or other issues, such as slow play at the discretion of the venue manager. Situations involving an athlete bowling out of order or on the wrong lane shall be handled at the venue manager’s discretion.

2. A scratch score based on a 15-game average shall be used for determining handicaps. For advancement to the next level of competition (Regional to sectional, sectional to State) the three-game average score from the previous level of competition will be used.

3. Athletes will not alternate lanes after each frame.

4. From the approach, athletes have 45 seconds to deliver the ball. If the athlete fails to release the ball after 45 seconds, a zero is recorded for that ball.

5. Ramp bowlers may be allowed to bowl two consecutive frames (at discretion of event manager).

6. In tournament play, 100% of the difference of the bowler’s average from 200 will be used to determine the athlete’s or team’s final score. (The handicap will be added to the three-game scratch total to provide the final score). Special Olympics is not considered a bowling league and does not follow all league rules; however, we do use handicaps to level the playing field.

7. Legal line up for doubles and team competition:

• A team must register four players to be eligible. However, if a team is short-handed, a legal line-up shall consist of three or more eligible players on a four-player team. If a bowler is absent from Regional or sectional competition, the team or double is unable to advance to sectional or State.

• A team must have one eligible player on a two-player doubles team.

8. Double or team scores will be determined using scores for present team members only. Missing team members’ scores will be reflected as zero and no handicap will be applied. The team or double may receive a place based on this score, but will be ineligible to advance to the next level of competition.

9. Any player or team arriving late (less than one hour) may start anytime before his or her division reaches the fourth frame of the first game; otherwise, they will be scratched. The bowler or team may not make up frames that have been missed and will receive zero points on the missed frames.

10. Once an athlete has started to bowl, the athlete must complete all remaining frames of all games to receive a place; otherwise, a participation ribbon will be given.

1. If a lane must be moved due to equipment malfunction (at the discretion of the venue manager), athletes will start in the frame they left off on.

2. Any protests or rules infractions must be brought to the attention of the sports rules committee.

3. Coaches, chaperones, parents, etc., are not allowed on the lanes during competition. Once competition begins, coaches are allowed to coach, but must stay behind designated barriers. The athletes must also stay seated in the lane and still continue to bowl within the 45 seconds allotted. No coaching will be allowed once the athlete is on the approach and until completing the frame. The Games Management Team holds the right to determine if the situation becomes problematic.

• NOTE: An athlete with special needs is one who has a communication limitation, hearing impairment, visual impairment, special equipment adaptation or behavioral need. If special needs are noted on the lane card, then this athlete’s coach will be allowed on the lanes for consultation with the volunteer during a special time period set up just prior to the beginning of competition. All SOWI competitions should have a 5-10 minute period before competition starts when coaches can interact with lane helpers to aid in proper procedures for their assisted ramp bowlers.

4. Athletes and volunteers are not allowed to smoke, eat food or drink during competition. Water will be provided for hydration. (The only other exception is for athletes with a medical condition requiring a regular intake of food or beverage. A Special Needs Form is required for such circumstances).

5. Athletes, coaches, volunteers or any other Special Olympics supporters are not allowed to drink alcoholic beverages or smoke at the competition site.

6. Athletes must be neat in their dress and wear proper bowling uniform/clothing. No cut off shorts or shirts with advertising are allowed. Team and doubles bowlers must wear identical shirts.

7. See Special Olympics, Inc. rules regarding official bowling balls, ramps and special equipment. Bowling shoes must be worn.

8. Anyone placing 1st, 2nd, or 3rd at Regional or Sectional bowling is eligible to advance to the next level. There is no quota for bowling. There are two State bowling tournaments.

Section B – Ramp Bowling

1. Ramp bowlers include those athletes in wheelchairs, the visually impaired, and only those ambulatory athletes with severe CP or other conditions too severe to allow for sufficient balance. Ambulatory athletes who are unable to bowl correctly due to lack of strength are ineligible for ramp bowling.

2. Ramp bowlers will compete only against other ramp bowlers in singles competition. Ramp bowlers may not be part of a doubles or a team.

3. Athletes using ramps shall be placed in separate divisions from other bowlers. NOTE: SOWI only offers one ramp bowling event in which all athletes using a ramp will compete. For athletes who need physical assistance setting the ramp, the coach must supply that information on the Special Needs Form. The athlete’s coach may want to give further verbal instructions to the volunteer lane helper prior to the start of competition. In the case where the bowling ramp must be set, the volunteer will stand with his/her back to the pins and aim the ramp according to the athlete’s verbal or physical cues, or if no cue is given, the ramp will be set to center of the lane.

4. Athletes must initiate the forward motion of the ball.

5. All SOWI competitions should have a 5-10 minute period before competition starts when coaches can interact with lane helpers to aid in proper procedures for interacting with their athletes.

6. A volunteer can hold the ramp in order to stabilize it (the specific information must be written on the special needs form). A rubber mat can be placed under the ramp in order to keep the ramp from moving.

7. All parts of the ramp must be behind the foul line; it is considered an extension of the bowler.

8. Special Needs: The Special Needs Form is to be used to give information to the volunteer(s) on how to deal with an athlete’s behavior, and/or special needs. It is not to be used for coaching tips or instructions on how the volunteer should place the ramp.

Section C – Fouls

1. A foul occurs when a part of the player encroaches on, or goes beyond, the foul line and touches any part of the lane, equipment or building during or after a delivery. A ball is in play after a delivery until the same or another player is on the approach in position to make a succeeding delivery.

2. Foul lights shall be used for all bowlers (individual, mixed doubles, team & ramp).

3. When a foul occurs on the first ball of a frame, an “F” should be placed in the box (pins down will not count) and the pins will be re-racked. The number of pins knocked down on the second ball will be scored.

4. When a foul occurs on the second ball of a frame, an “F” should be placed in the box and the pins knocked down will not be scored for that ball.

5. If all pins are knocked down on the second ball, after a foul with the first, it is scored as a spare.

Center Court Sports Complex

The entrance and parking are in the back of the Center Court Sports Complex. Accessible bus parking is only in the front parking lot. The accessible entrance is marked on the map.

Those Agencies bringing buses are asked to park away from the building to keep the pick-up and drop-off areas clear.

REMINDERS:

1. All divisions will play a round-robin format to determine championship match opponents (top two records for three matches of round-robin play) and consolation match opponents (bottom two records).

2. Ties existing when determining top records will be broken by head-to-head competition, game record (from round-robin competition) and, if necessary, point differential from round-robin play. The point differential is determined by adding the points scored by a team and subtracting the points scored against that team.

3. Awards will be presented immediately following championship and consolation matches in the awards area.

4. If an athlete or team arrives late for competition, we will follow the SOWI rules with no exceptions.

An exciting feature this year at volleyball is Fans in the Stands! SOWI staff will search the stands for the Ultimate Fan, and athlete judges will determine the winner (up to five per group) who will receive a Spread the Word to End the Word® T-shirt. SOWI will be provide materials to make signs and will borrow cheer gear, such as pom-poms. Be sure to stop by the table near Tournament Central to check it out!

Ensure a Positive Experience• I will ensure that for each athlete I coach, the time spent with Special

Olympics is a positive experience. • I will respect the talent, developmental stage and goals of each athlete. • I will ensure each athlete competes in events that challenge that athlete’s

potential and are appropriate to that athlete’s ability. • I will be fair, considerate and honest with athletes and communicate with

athletes using simple, clear language. • I will ensure that accurate scores are provided for entry of an athlete into any

event. • I will instruct each athlete to perform to the best of the athlete’s ability at all

preliminaries and final heats in accordance with the Official Special Olympics Sports Rules.

Act Professionally and Take Responsibility for My Actions• My language, manner, punctuality, preparation and presentation will

demonstrate high standards. • I will display control, respect, dignity and professionalism to all involved in

the sport (athletes, coaches, opponents, officials, administrators, parents, spectators, media, etc.).

• I will encourage athletes to demonstrate the same qualities. • I will not drink alcohol, smoke or take illegal drugs while representing Special

Olympics at training sessions, competition or during Games. • I will refrain from any form of personal abuse towards athletes and others,

including inappropriate or unwanted sexual advances on others, verbal, physical and emotional abuse.

• I will be alert to any form of abuse from other sources directed toward athletes in my care.

• I will abide by the Special Olympics policy on the prohibition of coaches dating athletes.

Quality Service to the Athletes• I will seek continual improvement through performance evaluation and

ongoing coach education. • I will be knowledgeable about the Sports Rules and skills of the sport(s) I

coach. • I will provide a plan for a regular training program. • I will keep copies of the medical, training and competition records for each

athlete I coach. • I will follow the Special Olympics Sports Rules for my sport(s).

Health and Safety of Athletes• I will ensure that the equipment and facilities are safe to use. • I will ensure that the equipment, rules, training and environment are

appropriate for the age and ability of the athletes. • I will review each athlete’s medical form and be aware of any limitations on

that athlete’s participation noted on that form. • I will encourage athletes to seek medical advice when required. • I will maintain the same interest and support toward sick and injured athletes. • I will allow further participation in training and competition only when

appropriate.

I understand that if I violate this Code of Conduct I will be subject to a range of consequences, up to and including being prohibited from coaching in Special Olympics Wisconsin.

COACH/CHAPERONE RESPONSIBILITIESCoaches and chaperones coming to the SOWI Fall Sports Tournament must accept and carry out these responsibilities:1. Provide for the general welfare, safety, health and well-being of each Special

Olympics athlete you are in charge of.• Make sure your athletes are properly dressed for prevailing weather

conditions• Make sure your athletes are assembled at the proper time and place for

ceremonies and competitive events2. Be thoroughly familiar with all information in this handbook.3. Provide the following specific services to each Special Olympics athlete in

your care:• Supervision 24 hours a day, in cooperation with other chaperones in your

delegation• Assistance in accounting for luggage and personal items at all times• Assistance in getting to meals during scheduled times• Assistance in reporting to competition areas at the proper time• Assistance in taking full advantage of clinics and other events• Making sure prescribed medications are taken at proper times• MAKING SURE ATHLETES WEAR ID BADGES AT ALL TIMES
