Veerappa Moily Mon- day ruled out a roll-back in the recent hike of Rs.1.50 for a litre of petrol and 45 paise for a litre of diesel. Asked if the government would roll back the hike, Moily said "no". He announced bud- getary allocations for set- ting up a metro rail in the state capital and Rs.750 crore for a loan waiver for farmers. The budget, the second to be tabled by the chief minister who also holds the finance portfolio, is 19.4 percent more than last year's bud- get. It levies no major taxes and is being seen as a populist one. The chief minister also an- nounced that people with an annual income less than Rs.36,000 will be given free houses. Be- sides, girls would get free education in degree col- leges, both government and government-aided. The budget has an esti- mated 2.94 percent defi- cit in the financial year 2013-14.
