Madhaipur Colliery is an Underground miningproject. There is no forest land in the leasehold area of Madhaipur Colliery.

30. Water sprinkling system shall be provided tocheck fugitive emissions from loadingoperations, conveyor system, haulage roads,transfer points, etc. Major approach roadsshall be black topped and properly

maintained.

Regular sprinkling of water is carried out overthe surface through fixed and mobilesprinklers to check fugitive emissions atRailway Siding, Transfer Points, and HaulageRoads etc. All the major approach roads andcoal transportation road is black topped andfully metalled.

31. The CSR cost should be Rs. 5 per Tonnes ofCoal produced which should be adjusted asper the annual inflation. Rs 1358 Lakh/annumshall be phased out after expiry of the currentmining lease and after reclamation of minedover area. The operating mines may beanalyzed and monitored for compliance ofconditions, bearing with movement of wildlifeand until such time they are closed/phasedout.

CSR works (with expenditure of at least twoper cent of the average net profits of thecompany made during the three immediatelypreceding financial years) are carried out asper Company's Act, 2013.CSR expenditure occurred in PandaveswarArea ECL from 01-04-2015 to 30-09-2015 isRs.1578631.00

32. The mining in the existing mines should bephased out after expiry of the current mininglease and after reclamation of mined overarea. The operating mines may be analyzedand monitored for compliance of conditions,

33. Everybody in the core area should beprovided with mask for protection againstfugitive dust emissions.

35. The supervisory staff should be provided withmask for protection against fugitive dustemissions.


36. People working in the core area should beperiodically tested for the lung diseases andthe burden of cost on account of working in

the coal mine area.

Periodic health check up for the workers inthe core areas are carried out regularly forPneumoconiosis, Permanent Hearing lossand other associated diseases.

37. The mining area should be surrounded bygreen belt having thick closed thick canopy ofthe tree cover.

Yearly plantation will be carried out over theavailable land in future.

38. Besides carrying out regular periodic healthcheck-up of their workers, 10% of the workersidentified from workforce engaged in activemining operations shall be subjected to healthcheck-up for occupational diseases andhearing impairment, if any, through an

specialized agency/institution within theDistricUState and the results reported to thisMinistry and to DGMS.

After the periodic health check up in last 6months, no such cases have been foundduring the period.

39. The embankment constructed along the riverboundary shall be of suitable dimensions andcritical patches shall be strengthened bystone pitching on the river front side andstabilized with plantation so as to withstandthe peak water flow and prevent mineinundation.

This condition is not applicable as no riverexists within the leasehold.

Garland drains (size,gradient and length) and sump capacity shallbe designed keeping 50% safety margin overand above the peak sudden rainfall andmaximum discharge in the area adjoining themine site. Sump capacity shall also provideadequate retention period to allow propersettling of silt material.

45. Mine discharge water outside the Ml, shall bemonitored, particularly for TDS and treated toconform to prescribed levels before dischargeinto the natural environment.

Mine discharge water is analysed on regularbasis by CMPDIL and found to be within thespecified norms of CPCB. Fortnightlyenvironmental monitoring reports areenclosed.

47. The project authorities shall undertake regularrepairing and tarring of roads used for mineraltransportation. A 3-tier green belt comprisingof a mix of native species shall be developedall along the major approach roads.

The roads are regularly repaired and properlytarred. Three tier plantation will be donealong the coal transportation road and aroundthe railway siding.

48. Controlled blasting shall be practiced with useof delay detonators and only during daytime.The mitigative measures for control of groundvibrations and to arrest the fly rocks andboulders shall be implemented.


49. A Progressive afforestation plan shall beimplemented covering an area of 6215.5 ha atthe end of mining, which includes reclaimedexternal OB dump area (404.74 ha), internaldump area (1856.54 ha) and Green belt land(364.57 ha) and in township located outsidethe lease by planting native species inconsultation with the local DFO/ AgricultureDepartment. The density of the trees shall bearound 2500 plants per ha. Massiveplantation shall be carried out in open spacesin and around the mine and a 3-tier avenueplantation along the main approach roads tothe mine.

50. The proponent should prepare restoration andreclamation plan for the degraded area. Theland be used in a productive and sustainablemanner.

55 The Company shall put up artificialgroundwater recharge measures foraugmentation of groundwater resource if themonitoring indicates a declining trend ofgroundwater table. The project authoritiesshall meet water requirement of nearbyvillage(s) in case the village wells go dry dueto dewatering of mine.

Proposal for Rooftop rain water harvestingsystem in Pandaveswar Area Office is underprocess. No case of declining of ground watertable and drying of wells of villagers has beenfound.

6 Industrial wastewater (workshop andwastewater from the mine) shall be properlycollected, treated so as to conform to thestandards prescribed under GSR 422 (E)dated lgthMay 1993 and 31't December1993 or as amended from time to time beforedischarge. Mine discharge water samples are tested inlaboratory at CMPDI on fortnightly basis. Minewater quality conforms to the standardsprescribed under GSR 422(E) dated 19th May1993 and 31st December 1993.

7 Vehicular emissions shall be kept undercontrol and regularly monitored. Vehiclesused for transporting the mineral shall becovered with tarpaulins and optimally loaded.

Vehicular emissions are kept under controland regularly monitored. Coal transportationat Madhaipur UGP from mine to railway sidingis being done by tarpaulin covered trucks. Theloaded trucks are made wet at first and thencovered with taroaulins for transoortation.

8 Monitoring of environmental qualityparameters shall be carried out throughestablishment of adequate number and typeof pollution monitoring and analysisequipment in consultation with the StatePollution Control Board and data got analysisthrough a laboratory recognised under EPARules. 1986.

Monitoring of environmental parameters iscarried out fortnightly by CMPDIL. Laboratoryat CMPDIL, Asansol is having all necessaryfacilities.

I Personnel working in dusty areas shall wearprotective respiratory devices and they shallalso be provided with adequate training andinformation on safety and health aspects.

Protective respiratory devices are provided tothe workers near the dust generating sources.Adequate training and information on safetyand health aspects to workers is providedperiodicallv.

10 Occupational health surveillance programmeof the workers shall beundertaken periodically to observe anycontractions due to exposure to dust and totake corrective measures, if needed andrecords maintained thereof. The quality ofenvironment due to outsourcing and thehealth and safety issues of the outsourcedmanpower should be addressed by thecompanv while outsourcinq.

17 The project Proponent shall submit sixmonthly compliance reports on status ofcompliance of the stipulated environmentalclearance conditions (both in hard copy and ine-mail) to the respective Regional Office ofthe Ministry, respective Zonal Office's ofCPCB and the SPCB.
