Annual Fall Conference
Thank you for participating in your Government Finance Officers’ Association of
NJ’s (GFOANJ) Annual Fall Conference.
Through member support the GFOANJ continues to thrive as New Jersey’s premier
statewide association of Finance Officers. The GFOANJ Conference Committee
went through incredible efforts to develop a completely new speaking program and
networking format for our members. Please take a moment to review all offerings in
advance as there is so much new to learn and do and I wouldn’t want you to miss a
thing!
Throughout the event please reference your conference course materials and the
GFOANJ.org website. Save this program as it contains important course information
that relates to your credits from this conference. Your profile will be populated with
credits based on your sign in over the next three days. On or before Friday, October
14, 2016, credits in your profile will be updated and you will receive a .pdf version of
your participation in a certificate form via email. Stay tuned for additional
membership benefit functionality!
The only way to receive credits for participation in classes is to scan your badge as
you enter the classroom. Mis-scans or no scans will not be credited and cannot be

Your GFOA Offers Scholarship Opportunities!
Each year the Government Finance Officers Association of New Jer-
sey (GFOA of NJ) offers scholarships to students based on financial
assistance and academic performance. GFOA of N.J. scholarships
are to encourage and promote the advancement of education by
providing scholarships and other assistance in institutions of higher
learning to children of deceased or disabled persons who have
worked in government within the State of New Jersey.
Students can receive up to $2,500.00 per individual, per year.
If you know someone that would be eligible please have them apply.

view the GFOA Annual Conference as the one truly “must-attend” professional development

WHY ATTEND?
Concurrent sessions. A rich array of concurrent sessions covering a broad range of topics
allowing participants to tailor their conference experience to their own needs and
circumstances.
Preconference sessions. Special preconference sessions provide an opportunity to explore
selected topics of special interest in even greater depth.

President’s Message Members of the GFOA of New Jersey:
Welcome to the Golden Nugget Casino Hotel Resort for the 2016 GFOA of New Jersey Fall Conference! I hope that this new venue proves to be both an enjoyable
and educational experience for you.
If I had to pick an unofficial theme for this year’s conference, it would be a quote from the British Statesmen, Benjamin Disraeli, ”Change is inevitable. Change is
constant”.
As some of you may know, moving from the Sheraton Atlantic City Convention Center Hotel was not in the original “playbook” for this year’s conference. After 18
years of hosting our conference at the Sheraton, the Sheraton management made
changes that affected our conference date and overall higher pricing for this and for years to come. This required the Executive Committee to investigate other options.
As the Atlantic City market is constantly changing, the timing was fortuitous.
Under the direction of our Executive Director, Michael Drulis and the Chair of the Fall Conference, Jon Rheinhardt, the committee visited four comparable hotels to
see who could best accommodate our needs and who was the most interested in our business. The committee was most impressed with the Golden Nugget’s staff,
facilities, and prices. The owner of the Golden Nugget had recently upgraded the hotel rooms and meeting rooms and the hotel offered a number of additional
amenities at a fair price.
The Fall Conference Committee insisted on bringing the concept of “change” into all aspects of the 2016 Conference. As you can see, we have all new speakers and
topics scheduled, as well as, a new perspective on all of our social events.
Just as we are constantly pushed to adapt to changing regulations and requirements in our positions as Chief Financial Officers, we as an association are constantly
being called upon to assist with, and provide input into, changes in legislation and regulations and we are constantly challenged by changes in our roles as educators
and trainers.
The GFOA of New Jersey welcomes the challenges that change demands and we also encourage your suggestions for change. If you have suggestions, or wish to
become more active in the GFOA, please feel free to approach one of the Members of the Board or me throughout the conference.
I thank you for this opportunity to serve as your President for another year and I
look forward to the inevitable changes and challenges it will bring. Enjoy the 2016

“ The Report” is the published Quarterly Newsletter
of the GFOA. It is filled with timely discussions
around public finance, governmental budgeting and
many other topics! Members can find interesting and
pertinent articles as well as upcoming events, GFOA of
NJ news, and bylaws changes. The GFOA also publishes
an Annual Report which highlights the year’s activities
and achievements outlined through the many committees
within the organization.

New game this year. All submissions will receive a prize
The new game is called “What Am I?” Each vendor will have one hint that will help determine what the object in question is. Each registered CMFO attendee will receive a sheet where they can write down hints that they will have received from each vendor. In addition to providing the hint, the vendor will need to stamp the sheet. Conference registrants who fully participate in the GFOA Exhibitor Game,
and turn in their sheet to the registration table by Thursday at 12:30 PM,
will be placed in a drawing for a registration to the GFOA International
Conference in Denver, CO May 21-24, 2016! Two registrations will be made
available for this contest.
