Innovation, Efficiency and Mission Effectiveness
What is EITM DoD is directed to use ESOH management systems in mission planning and execution across all military operations and activities, including acquisition, procurement, logistics, and facility management. (DoDD 4715.1E: 4.3)
• Chartered under 4715.1E, EITM is mandated under 5.1.6.9 to “Ensure productive use of ESOH Corporate Information Management processes through the Defense Environmental Information Technology Management Program.”
ODUSD(I&E) Program with Army Secretariat Lead Agency
Maximizing cost avoidance by leveraging governance to eliminate redundancy and drive efficiencies
Enterprise tri-services Net centric capabilities integrated at the data layer and aligned to Business Enterprise Architecture (BEA)

EITM Approach • Create Inter agency/department collaboration on electronic SDS transmission
standard.
• Review current regulatory requirements.
• Update DoD data definitions (CMEII/PHD) to embrace UN approved nomenclature and standards.
• Create DoD, electronic data standard (XML) for delivery of SDS’s with all Hazardous and Nano Engineered Materials (PHD Standard).
• Update FAR/DFAR with Electronic Data Requirements.
– Engage with GSA on FED STD 313 and drive XML data delivery requirements into FAR
– Replicate FAR requirements into DFAR
• Encourage other agencies to embrace electronic Hazard and SDS information delivery requirements.

DoDI 6050.05 – DoD HAZCOM Program
• Revision required primarily to incorporate new OSHA HCS (GHS)
• Highlights:
Specific reference to configuration control process in accordance with BEA
Establishes and operates the enterprise data management system for the storage and retrieval of data…”
“SDS” only, deleted “MSDS”
Includes “hazardous engineered nanomaterials” as a hazardous chemical requiring a written HAZCOM plan
Transitions “DoD Hazardous Material Warning Labeling System” to GHS labeling system only.

Globally Harmonized System for the Classification and Labeling of Chemicals (GHS)
• OSHA Updates 29CFR 1910.1200, (HAZCOM) May 25, 2012 • International developed, UNECE published GHS Purple book (V3) • Written GHS Communication Plan, SDS/Labels, Wk Place Training
• Key Features: • Promotes Electronic data per the UNECE Purple Book V3 • Safety Data Sheets and Labels must be referenced, (same data)
• Mandatory Compliance Dates: • Dec 1, 2013, Employees trained on GHS, Labels and SDS • June 1, 2015, all New labels and Safety Data Sheets • Dec 1, 2015, all materials and hazardous substances in commerce • June 1, 2016, Updated written plans, all signage and warning's

Globally Harmonized System for the Classification and Labeling of Chemicals (GHS)
• Inter-Government coordination, DOT, EPA, regulations aligning to GHS • DOT: Pipeline and Hazardous Materials Safety Administration (PHMSA)
• Hazardous Materials Regulations (Title 49 CFR Parts 100 -185) • Being Harmonized
• Environmental Protection Agency • Toxic Substances Control Act (TSCA) • Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) • Federal Food, Drug, and Cosmetic Act (FFDCA) • Resource Conservation and Recovery Act (RCRA) • Clean Air Act (CAA) • Superfund Amendments and Reauthorization Act (SARA) • Comp. Env. Response, Compensation Liability Act (CERCLA)
• All in comment phase to adopt GHS

Key Policy Considerations
• Other Agencies and Department have GHS initiatives underway, members assembled for GSA FED STD 313 comment coordination are key individuals.
– Inter-Agency collaboration on GSA ESOH XML Standard
– GSA owns FED STD 313
– DOL owns GHS (HazCom, does not req. Env. or Trans.)
– EPA owns Environmental Content
– DOT owns Transportation Content
• Recommend socialization of PHD ESOH/GHS/XML with other Agencies Departments for Agreement
Defense Environmental Information Technology Management Program
Innovation, Efficiency and Mission Effectiveness
• Update CMEII Data Structure Standard to reflect GHS compliance • Update DODI 6050.05 to reflect GHS requirement • Engage with GSA on FED STD 313 to Drive Standard XML SDS Delivery Rqmt:
• Direct extract of CMEII/GHS Data Structure Standard • Direct reference to FAR and DFAR requirements
• Prepare current in place HAZCOM/HAZMAT compliance systems to address: • GHS, XML Delivery requirement • Synchronization to Labeling systems • Sustainment of in place systems for GHS initial data acquisition
• Convene SME work groups to collaborate with stakeholders. • Migrate existing component level systems to acquire data from CMEII. • Collaborate inter-department/agency to find suitable host for gov. wide rqmt. • Create inter-department/agency authoritative data service agreements.
