    1 Introduction

    Government of Andhra Pradesh and government of India are significantly changing the delivery

    of education to achieve Universalization of elementary education (UEE) in the age group 6-14years through Sarva Shiksha Abhiyan (SSA) through various programs such as inclusive

    education, distance education, etc. in the present day world, the government should leverage

    the revolution of information economy to further the ideals of SSA.

    The internet has opened a vast world of information and data and much of the high quality of

    information comes at cost affordable to a few privileged sections of the society. Making high

    quality of information available to the masses has been the responsibility of the Government

    and has been predominantly achieved through public libraries or libraries in schools, colleges

    and the university. These intermediaries are basically what the Government leverages to

    achieve its social objectives of the ensuring the lesser privileged citizens are able to compete

    with the more privileged in a broader social context. As the information economy permeates intothe fabric of the society the divide is only expected to grow.

    In its quest to maintain such a fine balance, there exists a significant incentive for the

    Government to leverage the information economy to successfully meet its social objectives. The

    information economy can be defined as an economy where information, knowledge and

    education are core drivers for business and social activity. Its an economy where rapid

    development and diffusion of OCT-based innovation is transforming all sectors and all aspects

    of society. The primary areas in the education system are:

    Reach of education: the government spends millions on expensive textbooks year on year, and

    subsidizes their cost to the students. The financial implications of purchasing textbooks year onyear restricts the state from expanding or reaching out far and wide to include many more into

    the education number of students entering the education stream year on year compounded by

    the geographical spread of this student population.

    Policy administration: the costs are equally high in maintaining Government records and

    dissemination of policy information year on year to the various schools, colleges and

    universities. In the concept of school community in sarva shiksha abhiyan, it is vital for the

    government to communicate and engage with these stakeholders in a simple and easy manner

    to achieve its objectives through easy and prompt information access.

    Sarva Shiksha Abhiyan has improved the reach of education to children in the age group 6-14years, but it is possible to do more bridging the gap significantly and cost-effectively through the

    information initiatives as proposed below.

    To aid the Government in achieving the objectives of Sarva Shiksha Abhiyan, CMC

    recommends the formation of a Digital Asset Management System which caters to digitizing of

    text books, digitizing of student records, creating and distributing quality animated contents etc

    to school children according to their age group. This includes acquisition of digital collections,

    electronic publishing, digitizing of textbooks, providing access to digital collections, and

    facilitating the integration of digital resources into core teaching and learning.

    Simplified and speedy administration: CMC will be a bridge for instant information access from

    the Education Departments of the Government to all educational institutions, the citizens of the

    state as well as the school communities of SSA by providing access to digitized records and

    policy documents in the core Government services in Education.

    In a rapidly developing world, in any field the key factor is Education & Training especially usingdevelopment in IT. For effective utilization of computers by professionals and the end userEducation and Training becomes a must.     CMC has many career development courses in IT for students pursuing their Graduation orthose who have just completed their Graduation. These include courses in SoftwareDevelopment and IT Infrastructure Management.

    Education is a continuing process at CMC Limited. The Education and Training Programs areevaluated and assessed each year. New programs are added and old ones are deleted.     methods of teaching using books, classroom lectures and written exams on pen and paper to

    evaluate the knowledge gained are not deemed enough anymore. Using modern technologies

    like multimedia, online training and testing etc., the emphasis has shifted to computer based

    training which uses text, audio, visuals and animation in interactive as well as self paced mode.

    Customer satisfaction levels have seen marked improvement with the use of these modern

    methods of education technology. The paradigm is shifting from instructor based learning to net-

    based learning, which will enable aspirants to access services over the net in a cost effective

    manner. Connection to remote places has also become easier with the introduction of a number

    of satellites including that of low earth orbit satellites.

    1.8 CET Product Background

    CET has competency and skills required to prepare all the above mentioned outputs. CETregularly offers the following training solutions to its clients:

    Printed Contents

    Training Materials: Our printed training manuals play a vital role in any formal instructor

    led training program. The training manuals ensure that all training information on skills,

    processes, and other information necessary to better perform is together in one place.

    They generally contain process details, case studies, step-by-step guide for software

    application, illustrative graphics, charts etc.

    User Manuals: As the name implies, User Manuals are written to help people understand

    a software application or IT system or any electronic products.

    Information Brochure: It is a small booklet or pamphlet, often containing promotional

    Today major corporate provide self-paced learning packages like CBT/WBT rather than class

    CBT: CBT or Computer Training, is the most exciting and innovative way of self-paced

    learning in which the students learn by running digital program modules on a computer.

    CBT is especially effective for imparting training on any particular software applications

    where we show the software simulations through which they can have a hands-on

    experience of the software application. CBT allows to demonstrate in various scientificand medical procedures, phenomenon etc which would be difficult to experience in real

    environment. In a CBT we use various media elements like - animation, simulation,

    voice-over, graphics etc. to help learning without the need of a physically present

    instructor. Easy navigational pattern helps the learner move easily through the various

    sections in the CBT. The CBT can also has other vital features like Play/Pause, Sound

    On/Off etc. which allows the learner to control the learning input, thereby making it more

    attractive.

    WBT: Web based Training is a web version of a CBT, which can be accessed from

    anywhere through internet when it is uploaded in a web-server.

    e-Book: An e-Book is the digital media equivalent of a conventional printed book. Such

    documents are either read on personal computers or on dedicated hardware devices

    e.g. e-book readers, ipads etc. An e-Book has several advantages like easy navigation

    system through the topics, content search facility, cross-referencing of content,

    dictionary, glossary etc.

    1.9 Compliance

    To be accessible and operable on various systems CET prepares the output as required by theclient. In addition CET has expertise and skills to deliver PPTs, Webpages, CBTs and WBTssuch that they are SCORM 1.2 or SCORM 2004 Compliant (if required) to facilitate upload onmost LMS or allow tracking independently in the portal.

    student performance etc.,

    The overall system architecture for the above offerings is indicated below. The core system

    would be a Digital Asset Management System (DAMS) which would intake digitized

    documents, texts, multimedia contents etc. The content so gathered would be indexed and

    appropriate taxonomy defined before delivery.

    DAM system.

    4 Digital Asset Management System

    Creation of a Centralized Digital Library would be the primary focus, thereby providing instant

    access to the library of digital textbooks, references, journals. The large amounts of documentsare beyond the control of librarians. This facilitates the teachers and students to get access for

    the all text books and reference books without any difficulty.

    4.1 Advantages of this digital library

    Every student can accesses every book when he needed, without spending huge

    amount to buy hard copies.

    Even GOVT can encourage students to use the digital library & have considerable cost

    reduction in producing hard copies of books.

    Even faculty can use this facility to prepare notes or lectures for classes.

    Lot of paper is saved and more trees will be saved for environment.

    Hard copies are very easy to destroy and need to be re-printed so many times even forlibraries , unlike digital libraries which once stored stays for life time

    Loss and tampering of data in books can be reduced.

    With one copy of book hole student community can read at same time.

    4.2 Implementation of this module

    Content:

    Appropriate content would be created or rights acquired, for inclusion in the digital library

    which would benefit end users students and staff of the schools. The content would give

    better understanding and experimental knowledge to the students. Adequate measures

    would be taken to maintain high Quality contents at all levels.

    GOVT can provide the complete content and the same can be digitized, indexed

    and taken to the data base: In this case GOVT takes care of the content and they will

    deal with all legal and copy right issues of the content, that would be updated into data

    base.

    GOVT can prepare contents by themselves with their panel of experts

    GOVT can acquire the data sources without compromising their copyright

    ownership.

    well they are to be presented, what sort of animation effects would be added etc

    thoroughly verified and certified in coordination with GOVT officials, before inclusion

    in to the database

    Additional efforts would be taken to create contents based on the above

    parameters. We would be hiring panel of experts for different standards for creatingthe contents

    2.2.2) Scanning, digitizing and storing the document

    Since scanning plays an important role, high care would be taken while digitizing so as to

    not lose any data. At the same time we would be using high speed scanners to reduce the

    turnaround time considerably.

    A full blown document management system would be built and integrated with the library

    and access related deliveries. This would have well drilled down meta data structure for

    easy search and access. Some of the mandatory meta data fields are indicated below:

    Students can log in with their usernames and passwords and they can access the

    data.

    educational qualification. For each student we will give access to standard set of

    data and documents depending on their standards.

    Search interface for students: We create search interface for students. It

    should be user friendly, since all our students are below 10 class they will not

    have much knowledge about computers and search engines.

    2) We would give suitable interface to students so that they can enter the words

    in local languages for their search.

    Providing video lectures which is self explanatory or aided by an experts. These lectures would

    be created with experts, suitably shot and edited before inclusion in to the library. Such videos

    again would be indexed and suitably encrypted and watermarked for security and right

    protection

    Students can see these lectures at any time for recap and retention.

    of multimedia contents.

    7 Online portal for education departmentAn exhaustive online web portal would be created to facilitate various stake holders in the

    system like GOVT, education department at Mandal level, School authorities, teachers &

    students. This will provide instant access to information at all levels and make easy reporting of

    remote elements and their performance

    Smooth administration.

    All administration functionalities would be made as respective modules for easy flow.

    Training would be provided for usage of such web portals so that the portals are used to it

    fullest efficiency

    Education department needs to give the requirement of the functionalities or we can make

    survey with education department and we can define many functionalities according theirwork and we can implement them using It and we can make sure that administration runs

    very smoothly.

    We would build a process flow system/ mail system and we can make sure that information

    is passed through the system very fast and smoothly. Every administrator and every

    teacher, top level management will be provided with profiles, and authentication for them.

    Using this they can operate the accounts. Different people will have different functionality

    and accessibility of data.

    They can send mails to pass the information, and records of conversation will be

    maintained so that disputes will not rise in later stages.

    We can arrange video conference in our web site. Where if a higher authority would like to

    interact with the school teacher or head master they can use this facility to interact without

    moving physically and lot of time will be saved and delays will be reduced. even they can

    organize tale conferences through this and they can interact with this.

    Student and faculty record maintenance.

    Student record maintenance: This is very vital tool for the GOVT to track the student

    whenever they want. They can obtain valuable statistics instantly and very regularly for

    making important decisions.

    We can assign a unique identification number to student when he joins in first class. That

    number will be maintained till he completes his schooling

    any stage in future

    We can add more details to this if GOVT needs more statistics about student.

    One capturing the data from this OMR sheet for all students we will have basic details of

    every student in our data base and we can access the same at any time.

    All operation by school on student can be done with their role numbers in later stages; we

    will link their class roll numbers with their unique identification number through IT, whatever

    operations they do on class roll numbers they get automatically edited and saved with

    unique identification number also.

    Uses for the GOVT:

    Any students data can be accessed at any time, where he/she studies, his/her

    We have data in our data base , this can be used by GOVT through data analysts and they

    can get any kind of statistics of students.

    Every student will be given a personal profile account. In his account his personal data is

    presented and he cannot edit that data he is only allowed to see it, if he finds something

    wrong he can bring it to notice of the teachers where they can rectify it through a procedure.

    In his student profile we will maintain a window to display his school activities, and his

    school updates about materials, general information, whatever is related to student will be

    updated.

    We will list out all facility provided by GOVT through this and we give access to all these

    facilities to students using his profile page.

    Student will be given mail facility, Anyone can pass the information to the students through

    mail id. This mail will be connected to parents mail id and phone numbers also. Whatever

    operations we do on students account we will inform that to their parents through mobiles

    and mails.

    Valuable student statistics can be generated. stored & viewed

    We will provide a statistical tool box to import the students data and do specific operations

    on them and they get back to us with best results.

    We will provide an interface for every school to enter their students marks when he

    completes the exam. Once the data is entered the data will be stored to all individual

    account and even in school records in school community. Their marks will be sent to their

    parents and a copy to his teacher account through mail ids and phone numbers.

    Head master will be given complete rights to see all his students data and edit the

    students data if they have proper supporting document. One person through head master

    supervision can do this work.

    Using the students data and tool box, we are going to generate standard set of statistical

    results and these will be stored to students, faculty accounts. They can use this data to

    improve the students standards and teaching techniques.

    Using statistical tools and we can facilitate faculty to compare their students performance

    individually with a group or individually.

    Once the data is analysed and all statistical reports are generated we are going to submit

    that results and data to higher authorities so that they can see and they can make some

    important decisions to improve their schools performance.

    We are going to maintain faculty data also, we create a account for each faculty with their

    unique identification number. In that we maintain all information related to his/her personal

    details, his professional details, his experience, and his achievements. He cannot edit some

    part of data, we will give option for him to maintain his profile and he can edit some part of

    his data.

    We can update students and faculty attendance through this portal, higher authorities will

    be intimated.

    Faculty can post his material, any content for his students. That will be posted to his

    students page and they can see or they can access it. The faculty need to take care of legal

    issues with the content which he is uploading.

    Daily tips to students ( Using school community portal )We will provide tips to students on class room subjects or on general knowledge on daily

    basis so that it will be continues and reduces the burden on students .this may be done

    centrally or by school administration or both combine.

    According to school syllabus schedule school will provide daily tips to students through

    mobile phones or through their online accounts, so that even absent student can know

    about what happened in school.

    invested. What we can do is we can make videos of trainings and we can put up in our web

    site and we can give access to teachers to see them and to understand them. We can give

    sometime time for them to ask their doubts and they can form discussion forums on every

    issue. Using this feedback we can make one more session to clear doubts of all teachers.

    We are going to form communities for faculty and students so that operations and

    7.2.6 Dividing work into major modulesWe can divide all work into different major modules and we can test them once they are

    ready for use. We will find all problems while testing the models and we will rectify them

    using technology and back end coders.

    7.2.7 Testing major modulesOnce major module is completed and testing is done. We will try to connect the major

    modules and we will build the whole project. Then we do testing on that project and we will

    rectify all the problems.

    7.2.8 Implementing pro ject in small scale and testing, then scaling it to who le APOnce it is done we will start implementing this project to one mandal first then seeing the

    practical problems. We rectify those problems and we slowly implement whole project for

    8 Kiosks at Mandals/ Government OfficesThese are touch screen kiosks, to be located in the Mandal Offices or Government offices which

    would provide information on touch.

    The information update to these kiosks would be instantaneous as they would be in a connected

    environment. Web services would be extended accordingly from the web portal for information
