CMAC ANNUAL DEMINING ACHIEVEMENT REPORT

JANUARY – DECEMBER 2017

1. General Situation

Landmine and Explosive Remnants of War (ERW) problems in Cambodia occur across the country and present a constant risk and area real barrier to development in both town and the country, especially for agricultural activities in rural areas. Most of the infrastructure and resources that were broken during the war need to be restored and strengthened to assist in developing all parts of the agriculture and natural resource sectors.



CMAC, as the national humanitarian demining operator, is working hard on this matter in order to save lives and support development of the Cambodian people. Today, CMAC continues to undertake a number of bilateral and counterpart projects in order to support its demining management plan, as set out in the annual integrate work plan 2017, as well as in CMAC’s 5-year strategic work plan from 2015-2019. However, from January to December 2017, 237 working days were assigned and limited for all CMAC Demining Unit (DU), Technical Institute of Mine Action (TIMA), and Development Demining Unit (DDU) and CMAC Central Headquarter to respond the demining tasks to all communities’ needs, local authorities, stakeholders, Royal Cambodian government and NGOs for safe environments, development and risk reduction from the threats of landmines/ERW in Cambodia. Within this period, 148-day was for public holiday, weekend and compulsory annual leave days. 2. Deployment Tools (Asset) From January to December 2017, CMAC demining resources were assigned to the various CMAC’s Demining Unit, Head Quarter, Development Demining Unit (DDU) and CMAC Technical Institute of Mine Action (TIMA). However, all CMAC demining teams are still working to support many landmine/ERW high priority clearance tasks selected through the National Planning Mechanism, often refers to as MAPU process, as participatory and bottom up approach methods to mine action planning; and urgent humanitarian and development supported tasks requested by local authorities and mine/ERW affected communities. The following table 1 shows us the demining tools (asset) by each Demining Unit for December 2017.

4MPL(MPL#101,102, 103 and MPL#104) are recreated and deployed the operational mine/UXO

clearance along National Road No.4 under DDU-AlEX-02 from 15 March until 31 July 2017. TSC#21 of DDU-ECD2 starts working on 27 March 2017. 2 NTS (NTS#01 and 04) of DU1-CFR have been deployed an operation in Banteay Meanchey province

from 01 April to 31 October 2017.



3 NTS (NTS#02, 03 and 14) of DU2-CFR have been deployed an operation in Battambang and Pailin provinces from 01 April to 31 October 2017.

2 TSC (TSC#08 and 30) of DDU-NR5-3 have been moved to work at DDU-ALEX2 from 01 May to 31 July 2017.

TSC#18 of DDU-NR5-3 have been moved to work at DU4-RGC12 22 May 2017 until new notice.

2TSC(TSC#07&08) of DDU-NR5-3 were transferred to work for EDC-2 of DDU from 24 Jun to 31 Oct

BC#10 of former DDU_NR5-3 West moved to work at DU1_CFR13 (Top Up) 0n 01 December 2017.

NTS#03 of former TIMA_Golden West moved to work at CMAC HQ_CMA17 0n 01 December 2017

Anyway, during the report in 2017 signaled some changes in the CMAC’s deployment. First, Mobile Platoons were recreated which each Mobile Platoons consisted of 17 deminers to deployed the operations under DDU-Alex02 project for four and half months from 15 March 2017 until now. 5 non-Technical Survey/Basline Survey teams (NTS/BLS-5) were also recreated to provide land reclamation non-technical survey and Basline survey services under DU1 (2teams) and DU2 (3teams) CFR projects for 6 months from 01 April to 30 September 2017 and 2 teams continued their tasks for 2 months from October to November 2017and another team worked at TIMA_Golden to survey underwater ERW West for 2-month from October-November, this team moved to work at CMAC HQ_CMA17 on 01 December 2017. Other hands, 3 SLD teams which were recreated and deployed operation at DU1 (1team) and DU2 (2teams) on 01 August 2017.

3. Summary of Progress Achievement The progress achievements, from 01 January to 31 December 2017, were ranged from the delivery of large scale mine clearance, community development, grass roots community education activities, and international training programs to cutting edge technological research. Up to December 2017, CMAC has achieved significant operational clearances, which are described below: Total released Landmine/UXO contaminated area: 104,052,429m2 and divided into 3 categories as

below: Mined Field: 50,340,922m² UXO Field: 38,352,356m² Areas Survey and Safety principle: 15,359,151m2

Total Mine/UXO found and destroyed: 45,253 items

APM: 5,277 items ATM: 108 items UXO: 39,739 items

4. Land Release Achievement Analysis for January-December 2017 From January to December 2017, at least 104,052,429m² of landmine/UXO areas have been released throughout the country. This includes 50,340,922m² of minefield areas, and 38,352,356m² of UXO field areas and 15,359,151m2 of areas cleared as called Survey and Spot Check for Safety without sketches, which is 103.53% compared to yearly target of 100,500,000m² in 2017. In total from January – December 2017, all teams were able to release 104,052,429m², while the total accumulative progress for the same period in 2016 is 86,964,505m2 that is 19.65% more than the progress of yearly progress in 2016. The below Chart.1 is presented the yearly target Vs progress achievement accomplished in 2017. Anyway, during the yearly progress report, in response to this land release as mentioned above; at least 5,277 AP mines, 108 AT mines, 109 IMP and 39,759ERW were found and destroyed safely. By comparing these items (mines and Explosive Remnants of War) which were found and destroyed for 1 year (As of 45,253 items) to the yearly target in 2107 (as of 50,000 items), it is 90.51%. The Chart.2 below is presented the devices found and destroyed by comparing to yearly target of mine/UXO in 2017.

5. Allocation of Demining Tools (Assets) by Project: In addition to the deployment by each Demining Units (DU) and by month, CMAC also deployed its demining resources (assets) to support each project so that they may respond to the projects’ target as said within the project agreement and also to meet the project’s requirement as the following resources in Table 3:

6. Activities Output

a) Completion Minefield in 2017:



During the reporting period, all Demining Units completed at least 873 mine/ERW fields. All completed mine/ERW fields have been handed over to the local authorities and communities for productive purposes in accordance with their requests. Among those minefields cleared, it shows the number of beneficiaries as shown in table 6:

b) Number of Minefield and Socio Beneficiaries in

2017 CMAC mine action activities contribute significantly to the country in terms of mine/UXO casualty reduction. They also contribute to the enhancement of livelihood, settlement, socio-economic and infrastructure activities for individual and also for the affected community development so as to meet the National Strategy in poverty reduction. Without demining, most development activities cannot be taken place caused by landmine and UXO contamination. Therefore, the CMAC’s mine action activity is still at the top important issue and requirement of the Royal Government of Cambodia

to

assist Cambodians’ people and develop its country as well without the threats of mine/ERW.

Similar to previous years, socio-economic benefits gained in 2017. In total, land and ERW clearance in 2017 benefited in total amount of 77,627 families, which included 4,442 families directly and 72,436 families indirectly as well as approximately 749 students.

A large portion of the cleared land is used to support development, resettlement and agriculture activities, and a small portion goes to humanitarian and emergency purpose. There were 7 categories of land use, after land clearance in 2017 and cleared land allocation in square meters and

percentage is shown in table 6.

c) Land Released Productivities from January up to December 2017

The overall progress achievement from January to December 2017 was 104,052,429m², which 14,273,881m² was released as C1 and 17,719,409m² was released as C2 and 56,699.988m² was released as C3 and 15,359,151m² was released by of areas cleared as called Survey and Spot Check for Safety without sketches respectively. In addition to this, at least 16,766 items of Mine/ERW, (3,696 APM including 25 Improvised Mines), 54 Anti Tank mines and 13,016 ERW) were found in the affected landmine and UXO contamination areas to destroy safely. And it should be noted that these figures (mine/UXO found) as mentioned above are not included with the number of devices found and destroyed by EOD teams during the reporting period.

The below table 7 is providing a summary of productivity achieved during the reporting period and implemented by all Demining from January to December 2017.

d) EOD Team Operational Achievement

During the report period, CMAC deployed 2 EOD teams at CMAC Technical Institute of Mine Action

(TIMA) and CMAC HQ Phnom Penh but there are other demining tools to EOD jobs so-called BAC, TSC, ERWI, BAC-MTT …etc they were deployed at DU1, DU2, DU4, DU5, DDU and CMAC Headquarter to collect and destroy mine/ERW reported by local authorities, local people, policemen and NGOs. They did this to provide a safe environment free from the threat and fear of mines and ERW in the country. Regarding this activity, those teams achieved the following results:

By the way, in results to compare the number of requests (EOD calls) from January to December 2017, it is 44.16% lower than yearly target plan 2017 (as of 9,000 requests). They did this to

As the table 8 mentioned above, at least 3,748

requests with 1,690 AP mines(including 84 IMP), 54 AT and 25,964 ERW were collected and destroyed by were collected and destroyed by 2BAC, 7ERWI, 6BAC-MTT and DU5 OPS section, ERWI#16, BAC#16 (DU1), BAC#17, ERWI#13,18 (DU2),ERWI#01 ,06,08 (TIMA), ERWI#22(DU4), BAC-MTT#05,10,14, 25,28, OPS-section (DU5) and also BAC-MTT#23 at CMAC HQ in Phnom Penh from January to December 2017.

e) Mine Risk Education and Reduction (MRE) In addition to the landmine and UXO clearance as

called land release, CMAC also deployed 21 CBMRR District Focal Point (DFP) throughout the country to



conduct mine risk education and reduction (MRE) activities directly to local and vulnerable people who are living in mine/UXO affected areas to understand as well the mine and UXO incident, threatening and stay away for individual and family safety, especially to avoid from any tampering on unknown items. 5 District Focal Point (DFP) networks in DU1 and 16 District Focal Point (DFP) networks in DU2. However, the remaining CBMRR, demining teams and platoons are still doing their tasks as well to conduct MRE to local communities, authorities and NGOs staff. Regarding this, at least 9,330 MRE sessions to 159,132 audiences, and visited 6,071 households and collected 1,794 community's requests, were carried out by all CBMRR and demining platoons and mobile teams during the reporting period from January to December 2017. The below Table 9 provides an overview of details MRE outputs.

Regarding the Table 10 above, the actual progress from January to December 2017 is 104,052,429m². If this is compared to the overall CMAC yearly clearance target (as of 100,500,000m2) in IWP 2017, it presents 103.53% and or it is 3.53% higher than yearly target IWP. But if this progress of 104,052,429m² is compared to the CMAC Yearly Actual clearance target (as of 74,975,000m²) for the same period in 2017, it presents at least 138.78% and/or it is 38.78% higher than the Actual CMAC yearly clearance target 2017.

3) Progress Achievement by Demining Units The purpose of setting out the planned target to all Demining Units is for CMAC Internal Monitoring activity at CMAC Senior Level and also to reflect progress achievement against the annual work plan based on existing projects, project target, demining resources, clearances techniques and methodologies of CMAC. had planned resources more than actual resources the beginning of 2017 and TIMA activities focused on training. Otherwise, each Demining Unit was not set out the same standardized figures (Planned Target), this due each Demining Unit consists of different projects, resources, timeframe and budgeting to perform at different terrain and locations. Regarding this, the table 11 below shows us each Demining Unit progress achieved against the planned target of each DU, starting from January to December 2017. Table 12:

5) Operational Factor Analysis: Regarding the above progress mentioned, there have some more relevant reasons that made the productivity did not achieve the clearance target for 12-month period as the following:

1. Fragment Contamination (FC), in total 1,786,155 pieces found over a cleared area of 104,052,429 m². This is 0.02 pieces per square meter. In percentage of technical terms, it is: 93.28% of land cleared had only light fragment contamination, in the operational areas of all DUs, 06.72% of land cleared had medium fragment contamination, in the operational areas at all DUs,

2. The presence of personnel at work, in total (216,389 person-days): 89.23% of total field personnel were present at work 2.78% of total field personnel were assigned to attend CMAC training courses, 0.54% were on mission, 3.32% were on taken annual leave, 0.91% were on sick leave, 0.27% were on compensation leave 0.13% were on maternity leave 0.28% were on leave without pay 0.06% were on leave without permission, 1.58% were shortfall field personnel, 0.06% were absent , 0.21% were on obligation leave (to work out of the project temporarily…etc), 0.62% were absent for other reasons

3. Working Hours, in total (180,296 hours-days): 78.30% of total times were working hours 1.06% of total times were the raining period, 12.61% of total times were the travelling hours, 1.49% of total times were the maintenance periods of all BC and DM teams, 0.39% of total times were the repairing hours of all BC and DM teams, 0.15% of total times were waiting periods to get spare part for repairing some BC and DM teams,



0.16% of total times were the movement or replacing accommodation and transportation of goods; and BC or DM to the new location,

5.83% of total times were other reasons and or moved BC to assist other development.

4. The Mine Detectors, in total (144,197 mine detector-days): 59.59% of all mine detectors (MD) were actually used for the operations. 40.41% of mine detectors were not used due to deminers being absent or on leave, or detectors

broken and being sent for repairs at the CMAC Central Workshop in Battambang province,

The mine detection dogs (MDD), in total (8,489 mine detection dog-days): 66.50% of all mine detection dogs (MDD/EDD) were actually used for operations. 19.90% of mine detection dogs were assigned to attend refresher training at the CMAC TC and 5.17% of mine detection dogs were sick and had to be treated at the CMAC Training Center. 8.43% of lack mine detection dogs.

6) Other Reasons Affecting Operational Progress:

a) Adherence to work plan

During the reporting period from January to December 2017, DU4 and DU5 are still improving the Land Release Techniques, Process and methodology to eliminate the mistakes to their demining teams in terms of correction and prevention of any misunderstanding and technical aspects so that to urge them work well, speed up operations and progress to meet the planned target of CMAC Annual Work Plan as set out of the year 2017.

DU1 and DU2 are continuing to perform their operations smoothly on the Land Release Techniques, Process and methodology with a good result for all projects without any critical issues occurred during this reporting period.

b) Collaboration with others

At least 873 mine/UXOfields have been fully completed and handed over to the land owners and

local communities for productive purposes at Banteay Meanchey, Battambang, Pailin, Pursat, Siem Reap, Oddar Meanchey, Kampong Cham, Kratie and various provinces in collaboration with the local authorities, MAPU and CMAA in doing the QA/QC activities before releasing land safely. In addition to this, during the reporting period all DUs have also cooperated with MAPU, local authorities, NGOs, stakeholders and other development partners in Banteay Meanchey, Battambang, Pailin, Pursat, Siem Reap, Oddar Meanchey, Preah Vihear, Kampong Thom, Kampong Cham, Kratie, Prey Veng, Svay Rieng and southeastern provinces of Cambodia to collect the mine/UXO clearance requests for their next clearance planning.

c) Challenges and actions taken

Demining Unit 1:

It rains heavily and it was flood on some minefields this month. So some deminers walk on foot to the minefileds.

A year by year, minefields are far away and it is very difficult to access during raining and season. Some operational material/equipment is broken and older. Deep search detectors are old and loose its camlocks.

Demining Unit 2:

It rains frequently. There was dense vegetation in some areas.



Some areas were mineralized soils. There was a lot of fragmentation. Some operational material/equipment such as grass cutters and hand cutting tools are broken.

It rains frequently. There were dense vegetations. Some areas were mineralized soils. Some fields are the plateaus.

Demining Unit 5:

It rains heavily to interrupt operational clearance for field operators. Mobile teams moved often because access road to UXO fields was flood this month. There were dense vegetation, soil as solid as rock and mineralized soils in some areas. It was hard for mobile teams to access the UXO fields because of raining in earlier this year. There were insects in some UXO fields to disturb operational clearance. The ERW requests from local authorities were not taken place on time due because of remote

places.

MDD/EDD Program at TC:

No any female dog showed heating sign for breeding. Heavy rain affected dog training at training fields. Some dog materials at the fields are damaged and old and have to be replaced.

Safety and Occupational Health

- During the report period from January to December 2017, There were neither critical issues nor accidents at all DUs for this reporting period, especially the safety principle and staff healthy were strengthened and suffused to all mobile platoons and teams about SOP, sanitation, epidemic diseases and food prevention.

- All DUs, there were no critical issues concerning to a safety principle and staff healthy happened during the reporting period.

9. Major Events:

1. On 10th January 2017, 4 delegates of French officials accompanied by Mr. Phat Phearak, Director of Public Relation department, visited the CMAC dog centre. The purpose of the visit was to learn about the MDD program and activities in training and mine action.

2. On 11th January 2017, 4 delegates of French officials visited the minefield no. BS/CMAA/06991 at DU2, which is cleared by BC#14, located in Prey Totueng village, Chhnal Moan Commune, Koas Krala district, Banteay Meanchey province.

3. On 20th February 2017, seven Japanese delegates visited the CMAC dog centre. The purpose of the visit was to learn about the MDD training program and activities in mine action.

4. On 23rd February 2017, H.E Heng Ratana, delegate of the royal government in charge as Director General of CMAC which was accompanied by Madam Dr. Mar Phalay, Deputy Director of support/HR department visited TIMA in order to open special course and reminisce key staff and trainees.

5. On 23rd February 2017, H.E Khem Sophorn, Chairman of CMAC governing council and his colleagues, who were accompanied by H.E Ek Bolin, Director of support/HR department, visited DU1 to reminisce the DUs key staff and deminers at Ou Beichoan pagoda, Ou Beichoan commune, Ou chrov district, Banteay Meanchey province and participated in Mine Awareness Day, Thma Puok district, Banteay Meanchey province on 24th February 2017.

6. On 24th February 2017, the Mine Awareness Day (MAD) was held in the compound of Thmar Puok high school, Thma Puok district, Banteay Meachey province. This ceremony was chaired over by H.E. Serey Kosal, first deputy president of CMAA and there were 1,751 participants who are the Delegates of CMAA, CMAC, CMAC’s Governing Council, Demining NGO, Local Authorities, local people, teachers and students.

7. On 24th February 2017, two Japanese visited the minefield no. BS/CMAA/06873 at DU2, located in Thvak village, Andaeuk Haeb Commune, Rotonak Mondol district, Battambang province.

8. On 5th March 2017, H.E Heng Ratana, delegate of the royal government in charge as Director General of CMAC visited DU5 in order to reminisce the DU5 key staff and field staff.

9. On 22nd March 2017, there were 21 German delegates visited the TIMA to see the mine/UXO display and training activities.

10. On 31st March 2017, H.E. William A-Heidt, US ambassador to Cambodia accompanied by H.E. Serey Kosal, first vice president of CMAA, H.E. Heng Ratana, delegate of the royal government in charge as Director General of CMAC and H.E Oum Phumro, CMAC Deputy Director General Visited the TIMA. Their purpose of visit is to attend the closing of ceremony on EOD Level 2 training course which was instructed by US Marine instructors and saw TIMA/MDP training activites. This ceremony chaired by H.E. Serey Kosal.

11. On 30th March 2017, one delegate of UNDP which were accompanied by CMAA officials visited the minefield no. BS/CMAA/22588 at DU1, located in Chouk chey village, Ou Beichoan Commune, Ou Chrov district, Banteay Meanchey province.

12. On 30th March 2017, H.E. Sam Sovanny, Second deputy president of CMAA visited DU2 in order to reminisce the DU2 key and field staff at CMAC Community Development Center (CDC) in Chhnal Moan commune, Koas Krala district, Battambang province.

13. On 25th April 2017, H.E. Heng Ratana, delegate of the royal government in charge as Director General of CMAC visited DU2. His purpose of visit was to chaired the closing of ceremony on CBPD‐JMAS training course and visited fields operational activities.

14. On 24th April 2017, 13 Japanese students visited the minefield no. BS/CMAA/22592 at DU1, , which was

cleared by MPL#130, located in Chouk Chey village, Ou Beichoan Commune, Ou Chrov district, Banteay Meanchey province.

15. On 2nd May 2017, Seven Laos trainees which accompanied by 7 CMAC officials visited the minefield no. BS/CMAA/06766 at DU5, located in Trea village, Trea Commune, Krouch Chhmar district, Tboung Kmum province. The purpose of visit is to see the Technical Survey method.

16. On 4th May 2017, Seven Laos trainees which accompanied by 7 CMAC officials visited the TIMA. The purpose of visit is to see the training activities.



17. On 12th to 16th June 2017, Seven JMAS delegates visited the DU5. Their purpose of visit to observe 3 BAC-(MTT#05, 16 and BAC-MTT#25) of operational activities at fields.

18. On 21st to 23rd June 2017, Thirty CMAA-UNDP and NPA delegates visited the DU5. Their purpose of visit to observe 2 EDD (EDD#02&04), BAC-MTT#23 and BAC-S#11 of operation activities at UXOfields.

19. On 4th July 2017, four delegates of New Zealand visited the minefield no. BS/CMAA/21251 at DU1which was cleared by SLD#07, located in Kdeb Thma village, Kouk Romiet Commune, Thmar Puok district, Banteay Meanchey province. Their purpose of visit is to observe activities of mine action.

20. On 7th July 2017, H.E. Khem Sophorn, president of CMAC governing council with his key staff visited the DU1 and DU2 to reminisce with mobile Platoon commanders, team leaders, deminers and key office staff.

21. On 7th July 2017, H.E. Oum Phumro, Deputy Director General of CMAC which was accompanied by JMAS resident representative and DU2 key staff to attend the ceremony of inauguration the primary school building which was supported fund by JMAS at Boeng Prei village, Snoeng commune, Banan district, Battambang province.

22. On 11th July 2017, there were 26 Iraqi trainees visiting the TIMA. Their purpose of visit is to observe activities of mine action.

23. On 20th July 2017, H.E. Heng Ratana, delegate of the royal government in charge as Director General of CMAC which was accompanied by key staff visited DU2 at CMAC community development center, Chnal Moan commune, Koas Kralar district, Battambang province. His purpose of the visit was to strengthen discipline and reminisce with mobile Platoon commanders, team leaders and key office staff.

24. On 12th August 2017, JICA delegates led by H.E. Oum Phumro, Deputy Director General of CMAC visited the DU2, minefields at Chi Sang village, Traeng commune, Rotonak Mondol district, Battambang province.

25. On 25th August 2017, thirty five Japanese delegates (Peace Boat) visited the DU1 office and Mine-field no. BS/CMAA/22722 which is cleared by BC#14 , located in Snal Bat village, Ou Beichoan Commune, Ou Chrov district, Banteay Meanchey province. The purpose of visit is to see the Mine/UXO clearance activities.

26. On 26th August 2017, there are 36 Japanese delegates of Peace Boat Project visited the DU4. Their purpose of visit is to observe the activities of mine clearance of APOPO project and then went on inspection in School compound had already be cleared, and assessed a minefield which would be supported by Peace Boat, where is at Sna’ek village, Srayang commune, Kuleaen district, Preah Vihear province.

27. On 30th August 2017, thirty five Japanese students visited the DU1 office and Mine-field no. BS/CMAA/22722 which is cleared by BC#14 , located in Snal Bat village, Ou Beichoan Commune, Ou Chrov district, Banteay Meanchey province. The purpose of visit is to see the Mine/UXO clearance activities.

28. On September 11th, 2017, three delegates of JICA accompanied by Mr. Srey Rithisak, DDOP in charge of

R&D, visited the TIMA. Their purpose of visit was to observe the display mine/UXO and the activities of training and explosive Harvesting program of Golden West.

29. On September 13rd, General Prasopchai Kongbran, TMAC Director General leading his 4 delegations official visited the TIMA and Dog Centre accompanied by H.E Oum Phuro, CMAC Deputy Director General. This delegate continuously visited the DU2 on September 14th, 2017.

30. On September 14th, 2017, a group of Media Company with 4 persons from USA accompanied by Mr. Um

Socheat came to visit CMAC Dog Centre. Their purpose of visit was to take film and photos of TIMA/MDD activities of training.



31. On September 26th, 2017, Professor Yoshiaki Ohkami along with Ms. Naotake Kumakai (co-researcher of

Prof. Ohkami) and Mr. Kentaro Imai (Robotics development company executive person) came to visit the TIMA and Dog Center which accompanied by Mr. Phat Phearak. This delegate continuously visited the DU2 to observe DM#05 operated mine clearance at Ta krok villages, Traeng commune, Rotonak Mondol district, Battambang province on September 14th, 2017. Their purpose of visit was to observe the activities of training for deminers and MDD/EDD and activities mine/UXO clearance.

32. On October 11th October 2017, DU2 Deputy manager had a presentation for delegates from CFR14 project

and took them visited the minefield which was cleared by BC#12 at Kouk Roka village, Doun Ba commune, Kaos Krala district, Battambang province.

33. On October 25th October 2017, There were UXO-Laos delegates visited the minefield which was cleared by DM#08 at Thngoar village, Chaeng Meanchey commune, Banan district, Battambang province. Their purpose of visit was to exchange the training experiences of clearance mine/UXO in fields.

34. On November 23rd November 2017, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC accompanied by some directors of department visited the DU 5 to reminisce with DU5 key staff and mobile team leaders.

35. On November 24th November 2017, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC accompanied by some directors of department visited the DU 2 to reminisce with DU1 and DU2’s key staff, mobile Platoon commanders and team leaders.

36. On November 29th November 2017, H.E Serey Kosal, first vice president of CMAA, H.E. Ly Thuch, general secretary of CMAA, Deputy governor and authorities of Battambang and UNDP delegates led by H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC visited the DU2 at minefield which was cleared by MP#137 at Peam Ta village, Ta Taok commune, Samlout district, Battambang province.

37. On December 12th to 20th December 2017, there were 26 Iraqi trainees who attended training course of Land Released topics at DU2 office ( for theories) and fields (for practice). This training was instructed by CMAC Planning/OPS Department officials.

38. On December 13th December 2017, six delegates of Malaysia visited the DU2 to observe the oprational activities of DM#05 at Svay Sa village, Traeng commune, Rotonak Mondol district, Battambang province.

39. On December 14th December 2017, H.E. Khem Sophorn, president of CMAC governing council with his key staff visited the DU1, JMAS project at Banteay Ti Muoy village, Toul Pongro commune, Malai district, Banteay Meanchey province to reminisce with mobile Platoon commanders, team leaders, deminers and key office staff.

10. Suggestion/Conclusion:

The Department of Support/HR should resupply and repair in time the mine detectors and Grass Cutting Machines (Grass Trimmers) to DU1 and DU2 for their smooth operations without any blocking on the ground. Without enough demining equipment, the demining operations will not be run smoothly.

At least one or two chain saw machines are required to store at DUs Headquarter for urgent use by the deminers at some minefields.

The Department of Support/HR should replace unserviceable the grass-cutting tools to all DUs. The Central Workshop at Battambang province shall fix vehicles and demining machines in time with the

best quality without negligent and be higher responsibility.
