    Unlike in other clusters, theworking group had to define andrefine the concept of CampCoordination first, thereby lookingat the scope and purpose of thiscrosscutting cluster, andconsidering the generic roles ofnational governments, theinternational community andnongovernmental partners. Theworking group aims to map CampCoordination capacities worldwideand to set the foundations for aviable and sustainable responsemechanism. For that to happen, theCamp Coordination Cluster aims tobroaden its membership and bring

    together major players that enhancecompetence, experience, andcapacities in the cluster. It will beworking on standard setting,including the development ofguiding principles, and, themobilization of resources toeffectively manage the cluster at aglobal level (including stand-bycapacities) and to respond to newemergencies as well as existingInternally Displaced Persons

    Early Recovery has been definedas a multidimensional process including the reintegration ofdisplaced people- that aims atstabilizing human security in itseconomic, livelihoods, governance,social and security dimensions andat laying the basic foundation of atransformation process that

    integrates risk reduction at the veryearly stages of humanitarian action.The objective of this cluster is toimprove the predictability,timeliness, effectiveness, andefficiency of humanitarian anddevelopment-related action fromthe early phases of thehumanitarian response to a crisis.Its priority areas of focus are tostrategically plan recovery fromvery early stages of a crisis and todevelop joint programming in keypriority sectors where the impact ofdevelopment programmes needs tobe accelerated. The cluster, whilerequiring dedicated attention and

    strengthening in its own right, willalso make every effort to integrateand mainstream early recoveryacross all the clusters and sectors.

    covering both data and securitycommunications, which areessential for the efficient andeffective operations; standard,interoperable Information andCommunication Technology (ICT)platforms and procedures to avoidduplication and ensure costeffective services; and transition to

    The Working Group has identified

    nine key areas where protectiongaps have existed in humanitarianresponse, and has determined focalpoint responsibilities amongparticipants to ensure predictabilityin future protection responses. Theframework established by theWorking Group is designed to be

    flexible and easily adapted forimplementation at the countrylevel, while also taking a proactiveapproach to ensure inclusion of all"protection actors", includinginternational and national NGOs.
