Dear Matthew, It is owing to our great concern regarding the application that Rhino Oil and Gas have lodged, and has been accepted by the Petroleum Agency of South Africa, (PASA) to carry out an early-phase exploration right for Oil and Gas in the Memel area. This is now the third attempt to carry out such research in the Memel and surrounding areas. Our farm has been ear-marked as one of the proposed farms. We cannot believe that once again this Exploration Right has been applied for. We wish to make it known that we object to this exploration in the most uncompromising manner for the following reasons:-

• Our farm which is approximately 224 hectares has the Klip River flowing through it, which I’m sure you are aware feeds into the Vaal, which is the main water source for the Gauteng area. Not only does the Klip river flow through our farm but the farm has numerous Springs / Fountains which flow into this river.

• We have numerous vlei areas and on our farm and on the neighbouring farms there are wetlands.

• The road infrastructure, being mountainous, is inaccessible to large / abnormal vehicles as the inclines and declines are numerous and severe.

• The Memel area is frequently visited by tourists, both local and overseas, owing to its phenomenal bird life.

• I would imagine that it would be extremely dangerous for a fixed wing aircraft to fly at such low speed and altitudes in this mountainous area with the erratic wind turbulences that occur on a daily basis. One only has to take note of what happens in this area during the fire season.

• There is a strong chance of horses and calves running through fences as the plane flies overhead.

• LASTLY it is very apparent that the people who have attended these meetings are ALL against such disruption to one of the most beautiful areas in South Africa.

• FINALLY - A MESSAGE TO RHINO GAS AND OIL - PLEASE BEAR IN MIND THAT THERE

IS AN ALTERNATIVE TO ENERGY BUT THERE IS NO ALTERNATIVE TO WATER. Perhaps for this reason keep your exploration in the America’s

RHINO OIL AND GAS EXPLORATION SOUTH AFRICA (PTY) LTD

APPLICATION FOR AN EXPLORATION RIGHT FOR PETROLEUM AND GAS ON

VARIOUS FARMS IN THE FREE STATE AND KWAZULU-NATAL (346 ER)

I have several concerns in terms of the application and the information

discussed at your public meeting on 4 December 2018 in Harrismith.

1. The application area includes nature reserves, National Parks, Nature

Reserves, Protected areas or Protected Environments some of which

are not indicated on your map.

Originally the Maluti Drakensberg Transfrontier Park World Heritage Site

included the entire Qwa Qwa area and extended west to include the

Sterkfontein, Qwa Qwa and Golden Gate National Parks. This indicates

the value in terms of tourism, heritage, environmental and cultural

potential which was identified at that time. The fact that the current

local and provincial government failed to capitalise on the opportunity

to benefit from the World Heritage Site status does not in any way

diminish the potential which still exists for any future government to

include these areas into the currently existing Maluti Drakensberg

Transfrontier Park.

The mining or extraction activity which would undoubtedly follow any

discovery of oil or gas deposits, would definitely have a very negative

impact on that environmental, heritage, cultural and tourism potential,

thus denying future generations from benefiting from it.

2. It is significant that your public meetings did not include the

community of Qwa Qwa. The population of this area is approx.

380 000 and includes traditional areas where traditional cultural

activities are still a part of daily life. These cultural activities are

considered extremely private and any intrusion on this privacy is

regarded with anger. This is a major oversight on your part, especially

in view of the fact that your exploration and possible mining activities

offer no benefits to the community. By your own admission early

exploration, and I submit even extraction activities, would create very

few job opportunities. Should this community not be included and

truthfully engaged during this public participation phase I fear that

your plans may be subject to a legal challenge based on your flawed

process.

3. The application area in the Free State includes the outflow of the

Lesotho Highlands Water Project. This is water is imported from

Lesotho for the purpose of supplementing the scarce water supply to

the Vaal Dam and Gauteng area. The flow from the Kgatse Dam in

Lesotho is constant and continuous, indicating the necessity for this

water source without which there would not be enough water for the

residents of the Northern Free State, Gauteng and the Northern

Cape.

4. The Wilge River flows through the application area indicated on your

map. This river which is pristine until it reaches the town of

Harrismith forms the major source for the Strategic Vaal Catchment

Area. It can be said to be the source and major tributary of the Vaal

River. Studies have indicated that 60% of the water used by the

Gauteng area comes from your application area, if you include

Memel. Government is currently engaged in several wetland

rehabilitation projects along the catchment area of the Wilge River in

an effort to protect this sensitive environment. Any potential for this

water source to be contaminated in any way is reckless in the

extreme.

5. By your own admission should a ‘sweet spot’ be identified through

your exploration activities, and extraction allowed, there could be:

a significant threat of degradation of air quality with potential

health risks,

significant threats to ground water, (which I’m sure you are

aware, is water which sustains significant agricultural production),

and a significant threat to surface water.

Your application area represents one of the last refuges of relative

environmental sustainability in the age of climate change and global

warming. If unchecked, this area would go the way of Mpumalanga

where the environment and scarce water sources have been destroyed

through mining activity.

6. You make much of government regulations and processes which

must be followed before mining or extraction activities will be

allowed. The fact is, the community do not trust government to act in

the interests of the residents or communities of South Africa. Far too

often we have been betrayed. Individuals and institutions of

government have far too often considered financial reward, whether

to individuals or government itself, to be a priority above the long

term interests of the people. Several recent court judgements have

had to be obtained to protect communities from mining companies,

aided and abetted by government.

As a resident of Harrismith, I can not in good conscience support your

application for exploration activities, in view of the above concerns. In fact it is

very disturbing that our government granted authorisation for this initial

exploration activity in such a highly sensitive strategic area where any potential

mining or extraction activity would undoubtedly have huge negative

consequences. That alone is an indication of governments priorities.

Please include my comments and opposition to your application in your

Scoping Report, and include my particulars in your I&AP list.
