■ Adopted on 19 May 2010 and presented by Vice-

President Neelie Kroes

■ Endorsed by the European Council on 17 June 2010,

calling on all institutions to fully implement

■ 100 Actions in 7 areas: Digital Single Market,

Interoperability & Standards, Trust & Security,

Broadband roll-out, Research & Innovation, Skills, ICT

for Society

Page 24: "Europe should also build its innovative

advantage in key areas through reinforced

eInfrastructures and […] should develop an EU-wide

strategy on 'cloud computing' notably for government

and science. […] The strategy should consider economic,

legal and institutional aspects."

25m)

RESERVOIR: Develop technology for IaaS clouds (EUR 10m)

VENUS-C: Develop and deploy a cloud service for research and industry with

a platform based on virtualisation technologies. (EUR 4.5m)

Eurocloud: Develop "servers on a chip" based on ARM processors (EUR 3.3m)

StratusLab: Develop an open source cloud distribution (EUR 2.3m)

EDGI: European Desktop Grid Initiative (EUR 2.15m)

SIENA: Co-ordinate adoption and evolution of interoperable distributed

computing infrastructures with open standards for clouds and grids (EUR

0.41m)

etc.

Towards a European Cloud Computing

StrategyEarly Orientations

■ Analysis of status quo: Who offers cloud services? Who demands

cloud services? Why?

■ Identify legal and institutional barriers against more supply and

demand

■ Focus on:

• Development of the cloud computing sector in Europe

• Uptake of clouds by public bodies (ultimately for cross-border

use)

• Creation of persistent cloud infrastructure for science

■ Create an integrated strategy document and execute

Clouds for Science and Government

Science

■ Build on existing European eInfrastructures (GEANT, EGI, PRACE, etc.)

■ Provide cloud infrastructure to handle scientific data deluge

Government

■ Rationalise public infrastructures, reap synergies

■ Open Government Data powered by cloud infrastructure

■ From consolidation to cooperation between public administrations

■ From public providers to private providers?

■ Cross-border cooperation?

Future Cloud Computing Research

Draft ICT Work programme 2011-12Cloud Computing as part of ICT Call 8 (overall EUR 70m)

Intelligent, automatic management of cloud resources to ensure scalability

Technologies for infrastructure virtualisation and cross-platform execution for service composition across multiple, heterogenous environments

Interoperability among different clouds, portability, protection of data in cloud environments, control of data distribution and latency.

Seamless support of mobile, context-aware applications.

Architectures and technologies supporting integration of computing and networking environments; implications of Cloud Computing paradigm on networks

Future Cloud Computing Pilot Projects

Competitiveness and Innovation Programme (CIP)

Early orientations for Work programme 2011

Theme 4: ICT for improved public services (EUR 22m)

Support the development of a Government Clouds initiative in Europe, assessing the added value of Clouds in the public sector and the barriers for their deployment. Objective 4.1: Support several pilots to prepare move towards clouds of/for public services. Pilots to demonstrate potential benefits of adopting new service delivery architectures to reduce cost and enable private actors to build new services.
