NOW, THEREFORE, the Anchorage Assembly resolves: Section 1. Assembly Resolution 98- 147 , Revising the Application forMatching Grant Funds Through the Municipal Capital ProjectMatching Grant Program - AS 37.06 for State Fiscal Year 1999

The Administration is proposing a revision to the FY 99 application for State capitalmatching grants, approved by the Assembly February 24, 1998. This revision proposesto substitute South Anchorage Sports Fields for East Anchorage Bal/fields as priority #4.This proposed revision affects only the project title; the state grant request and localshare remain unchanged (See Attachment A).

Currently, the Municipality doe& not have adequate funding to construct either theSouth Anchorage Sports Fields or the East Anchorage ballfields. The Administrationbelieves that focusing all available funding sources on the completion of the SouthAnchorage Sports Fields is the most effective use of the bond and grant dollars that are"in-hand". In 1995 and 1991 voters approved a significant amount of funding to designand eventually construct sports fields in Anchorage. Although voters narrowlydisapproved the 1998 Parks & Rec bond, the bond ballot asked the question of whetherto construct sports fields at multiple sites. Given the results of the 1998 park bondelection as well as prior year bond elections, it appears that the most effective use oflimited bond/grant dollars would be to focus on constructing the South Anchorage SportsFields and to postpone development of the East Anchorage Ballfields.

The main reason for choosing the South Anchorage Sports Fields over the EastAnchorage Ballfields is that the majority of funds "in-hand" are directed to be used in"South Anchorage", which has been defined through Assembly Resolution as any areasouth of Dimond Boulevard. Other reasons why the South Anchorage Sports Fieldsshould proceed ahead of the East Anchorage Ballfields include:

The need for sports facilities in South Anchorage has long been known and theMunicipality has been working to address the need for sports facilities in SouthAnchorage for many years.The South Anchorage Sports Fields project is further along in the design process andis more on-schedule for construction than the East Anchorage ballfields project whichmust work through wetlands issues.The South Anchorage Sports Fields project will offer a greater variety of sportingopportunities to a large number of users.

The Governors Capital Budget has already been submitted to the Alaska Legislature forappropriation of funds. Therefore, the revised list of prioritized projects for the Municipalitymust be provided directly to the State Office of Management & Budget and to the

Legislature for their consideration. Given the short amount of time remaining in the 1998Legislative session, it is critical that this revision to the Municipality's capital matchinggrant application be approved at the April 28, 1998 Assembly meeting.
