• Agreed there is a need to improve the level of consistency of reporting, have recognized standards and clarity about what is expected, including common indicators/suite of performance measures and appropriate data verification, to put the public sector on a path to a potential future required reporting regime.

• Agreed that current mechanisms are not delivering on targets. Data capture and reporting needs to be tackled, any required regime would need to be proportionate and focus action on big ticket items that lead to emission reductions and cost avoidance.

Reporting Guidance

Being developed by SSN, CLOG & SG with key aims to;

• Help practitioners understand and complete reports.• Explain questions and the purpose for asking them.• Provide relevant and concise advice – 6 key sections. • Outline methodology and links to data/tools.• Include “Recommended” table and major players list.

Reporting –“Going Further”

• “Recommended” table linked to Guidance.• Provides opportunity for advanced players to

continue to report additional information unique to their operations; area – wide emissions, behaviour change, resource efficiency, environment etc.

• Enables continued reporting of information previously recorded by some public bodies.

Next Steps – Post Consultation

• Consider responses and refine the Order.

• Seek Ministerial approval to lay before Parliament.

• Aim to bring reporting requirement into force Nov 15.

• CLOG to continue to develop Reporting Guidance.

SG Reporting Intentions

• Expectation for CC Declarations to continue.• Pre-load UK emission factors onto reporting form.• Develop a database to collate/analyse information.• “Required” and “Recommended” data considered. • Individual/overall sector performance assessed by SG.• Produce Annual CC Sector Report to inform PSCLF.• Use findings to develop policy, funding & support.• Continue practitioner support – advisory guidance,

practitioner workshops and relevant/practical tools.

In Summary

• New Climate Change Reporting form trialled by all listed major players for 14/15 reports, to be published and then submitted to SSN by 30 Oct 2015.

• Reporting legislation due into force Nov 15.

• “Required” reports for 15/16 published and then submitted on–line to SG by 30 Oct 2016.

• Supersedes current SCCD/UCCCfS/PSSR reporting NOW.
