Enabling conditions

Support central and local Mediterranean institutions and agencies to improve their know-how on technical aspects, legislative, financial issue necessary to define and support effective actions for the development of solar energy market

• Support SMEs and professionals through targeted actions aiming to improve their interest in solar energy business and consolidate their expertise and own business in the field

• Financial Institution to relieve them on investment costs, limited financial risk, payback times and internal rates of return.

• Local communities and citizens at large to make them aware of relevance of Solar energy as an important primary form of energy



The MED-DESIRE Strategic Project

“To facilitate the take-up of distributed solar energy and energy efficiency in the target regions, by achieving an effective cross-border co-operation among Partner Countries and by raising public awareness on the related benefits for the environment and for sustainable local development”

• Activities started in February 2013 and will end in December 2015

• The total project budget is about € 4.47 Millions

A first strategic project objective Euro-Mediterranean Platform on RES and EE

Promoting solar energy use and market development • Remove technical barriers to market development, by introducing standards and/or

improving the related certification processes and the quality of installations

• Share and Design innovative financial mechanisms for the support of solar energy production and energy efficiency

• Help local administrations to design solar ordinances (e.g. obligations for new buildings to be equipped with SWH and/or PV)

• Evaluation of components’ quality, safety and reliability both on the demand and the supply side

• to ensure end users about the worth of purchase and effectiveness of the investment,

• to sustain long-term commercialization and to gain a competitive advantage.



Improving standards and certification/qualification



• provision of completely new or improved laboratory infrastructure and equipment

• urgent need of creating and/or updating national/regional qualification and certification procedures (laboratories) for solar technologies.



A second strategic project objective : Innovative financial support schemes

Key action lines :

➔Share of current financial mechanisms and Definition of a general financial mechanism structure (not technology specific) in order to support National Energy Efficiency Action Plans

➔Promotion of use of RES and EE interventions at local scale via “solar ordinances”

➔Specializing on a well defined technology and sector, local wise, e.g. SWH for the residential sector…

➔Continuing involvement of banks, public administration employees and other relevant stakeholders



Solar ordinances

• Solar Obligations (SOs), sometimes also defined as “Ordinances”, are legal provisions requiring the installation of solar systems to cover a fraction of new or renovated buildings’ energy demand (for hot water and/or heating, or for electricity).

• E.g.: According to EU Directive 28 of 2009 “Member States shall introduce in their building regulations and codes appropriate measures in order to increase the share of all kinds of energy from renewable sources in the building sector.

• Such kind of regulations have recently spread to many cities and countries around the world (survey of 12 ordinances adopted in Spain, Portugal, China, Mexico, Brazil, Hawaii, Kenya,

Namibia, India and Uruguay)
