What is the purpose of the CPP?
Established in 2006 by the Global Fund, OGAC and the World Bank
Purpose:The overarching goal of the CPP Initiative is to assist countries, donors and implementing partners in improving procurement and supply management planning to support the continuous availability of ARVs and other essential medicines and medical commodities required by HIV/AIDS patients.

Three key activities

Collecting Sharing Alerting
Establishing a web-based dashboard for sharing country-specific information on donor funding for ARVs
Bi-Monthly Meetings Dissemination of country-specific stockout alerts
ARV Risk Assessment data collection
Maintenance of the Country At Risk Schedule
Benefits
• Engages, in a coordinated way, key donors and international implementing partners
• Reinforces the interrelationship of donor funding in supply planning
• Provides an avenue for information exchange
• Provides an opportunity for members to highlight potential or upcoming gaps
• Acts as a catalyst for members to engage in further discussions and identify solutions

Encourage national coordination
• In-country coordinated procurement planning mechanisms are critical to:
– exchanging information for well-managed procurement and distribution plans,
– identifying potential risks,
– alerting responsible parties
– and enabling solutions.
• Cultivating in-country commitment to establish sustainable mechanisms remains a significant challenge.
• Also despite continued investment in ART and systems strengthening efforts, stockouts of HIV/AIDS related commodities continue in many countries.
Functional committees for coordinated health commodity procurement planning in country
• 27 countries surveyed; mainly Sub Saharan Africa with a few outliers in Latin America and Asia
• 80% of countries surveyed have a committee that works on coordinated procurement planning of health commodities
Next steps
• Best practices are needed; including:
• Guidance for developing regulatory frameworks, terms of references and examples of key issues to be discussed and addressed
• Establishing indicators to assess the effectiveness of these mechanisms
