Permitting & Regulatory Compliance

As a firm who works on both the land and water,

it is our job to ensure that projects are designed using

sound engineering principles and practices and are

in compliance with all governing local, state and federal

regulations. CLE determines site and environmental

impacts early on in the development of your project to

ensure that such impacts are avoided and/or minimized

to the greatest extent practicable. This, in turn, results

in a more time efficient and cost effective regulatory

review process. Having the in-depth knowledge and

understanding of the regulations that pertain to our

projects, gives CLE the ability to anticipate agency

concerns at the forefront of the permitting process. This

approach is the core basis of our successful track record

in seeking regulatory approvals for our designs.

Natural Resource Protection & Restoration

Virtually every project that we are involved in at CLE has

the potential to raise environmental concerns, whether

it be on land or water, and it is our job to figure out how

to achieve a harmonious balance within environmentally

sensitive and protected areas. CLE has been successfully

mitigating site and environmental impacts since 1987.

As the regulations protecting natural resources have

become increasingly challenging over the years, we

understand the boundaries from which we must develop

our designs. As a complement to the protection of natural

resources,

CLE has also been at the forefront of many restoration,

water quality and habitat enhancement projects,

including salt marsh restoration projects through the

removal of tidal restrictions, eelgrass restoration and

shellfish seeding efforts.

both a technical and a land component standpoint.

Armed with this key information, we can give you fact-

based recommendations about your opportunities for

the rehabilitation or redevelopment of your property. Our

surveys provide information to assist our clients in making

sound business decisions regarding renovation of existing

facilities, or the design and development of new facilities.

CLE is experienced in conducting property condition

assessments on commercial, residential, industrial, multi-

family, and office facilities. We apply the same rigorous

standards when evaluating waterfront property.

We focus our investigations based on ASTM “Standard

Guide for Property Condition Assessments: Baseline

Property Condition Assessments Process” and establish

a basic cost estimate or budget associated with the

repair of conditions and/or deficiencies found.

We Consider:

• Restrictions

• Covenants

• Age/Longevity Assessments

• Economic Viability of Commercial Real Estate

Transactions

• Building Code Compliance

• Physical Condition & Deficiencies of the property

• ADA Accessibility Compliance

Grant Writing, Management & Reporting Services:

Successful grant writing is more than merely filling out

an application; it is a process of identifying the right

funding opportunity to meet our client’s needs and then

writing a proposal that can stand-out within a highly

competitive environment. CLE recognizes the value

of providing our client base with an opportunity to secure

project funding as it often can make the difference

between a project going forward or not. We have been

successful in assisting our clients in preparing state and

federal grant applications that are strategically assembled

to ensure that it gets the attention of the selection

committee.

Our staff has a comprehensive understanding of

public funding opportunities available and is extremely

knowledgeable in the means and methods for successfully

obtaining such funds. CLE also is available to provide grant
