HEARING ON APPLICATION FOR COMMUNITY

DEVELOPMENT BLOCK GRANT PROGRAM

NOTICE IS HEREBY GIVEN that on Tuesday, May 23, 2017 at 7:15 p.m., in the City of Sidney City Council Chamber, the City of Sidney will hold a pub-lic hearing concerning an application to the Nebraska Department of Economic Development for a grant application under the Community Development Block Grant (“CDBG”) pro-

gram. Such grants are available to local govern-ments for economic devel-opment activities in the local community.

The City of Sidney (the “City”) is proposing to provide a $1,000,000 Community Development Block Grant (CDBG) loan for direct assistance to Lukjan Metal Products LLC., and its affiliates Lukjan Great Plains LLC and Kelly and Korda Great Plains LLC (the “Company”) to assist with the following project: working capital, the pur-chase of equipment and an existing building locat-ed at 1 Greenwood Drive, Sidney, Cheyenne County, Nebraska 69162. The company’s Sidney location will consist of a manufac-turing facility for the pur-pose of providing materials used in the heating, ven-tilation and air condition-ing industry. The City is requesting $1,005,000 in CDBG funds. $5,000 will go to the City to be used for grant administration. The remaining $1,000,000 will be awarded to the City, which in turn will be condi-tionally granted by the City to the Panhandle Regional Development, Inc., a non-profit development organi-zation (NDO). The NDO will then utilize such condition-ally granted CDBG funds to make a $200,000 repay-able loan and an $800,000 performance-based forgiv-able loan to the Company.

The City of Sidney will contribute $500,000 of their LB840 funds. The remaining $6,500,000 will be provided from a par-ticipating lender and from contributions from the company. Total project costs are estimated to be $8,005,000. This funding will permit the business to create 30 new full time equivalent positions, 51% of them will be held by or made available to Low to Moderate Income persons. The CDBG funded activi-ties are unlikely to result in the residential displace-ment of people, and should such displacement occur it will be minimized and resolved pursuant to the City Sidney’s anti-displace-ment and relocation plans.

The grant application will be available for public inspection at Sidney City Hall. All interested parties are invited to attend this public hearing at which time you will have the opportu-nity to be heard regard-ing the grant application. Written and oral testimony will also be accepted as the public hearing scheduled for Tuesday, May 23, 2017 at 7:15 p. m. at Sidney City Hall, 1115 13th Avenue, Sidney, NE 69162.
